CONSTRUCTION METHOD

Project Title: Construction of Mixed-Use/Commercial Building (BPO and Commercial

Building) - Building 2

Location: Cagayan Economic Zone Authority (CEZA)

1. Introduction

This Construction Method Report provides an in-depth explanation of the construction

methodology to be followed for the Mixed-Use Commercial Building - Building 2 at CEZA.
This project requires strict adherence to best practices, national and international
construction standards, and CEZA-specific guidelines. The document serves as a guide for
ensuring that the construction process is carried out in a systematic, e icient, and high-
quality manner while maintaining cost-e ectiveness and compliance with safety and
environmental regulations.

The methodology outlined in this report aligns with the Cagayan Economic Zone Authority
Scope of Works, ensuring that every phase of the project meets the requirements set forth
in the [Link] document attached.

2. Pre-Construction Phase

2.1. Site Preparation and Mobilization

 Permit Acquisition: Secure all necessary permits, including building, electrical,

plumbing, and environmental clearances, ensuring compliance with CEZA
requirements.

 Site Survey and Layout: Conduct detailed engineering surveys, including

topographic and geotechnical investigations, to determine site conditions and
adjust designs accordingly.

 Site Fencing and Security Measures: Install temporary fencing and barricades to
ensure controlled access to the site for safety and security purposes.

 Construction of Temporary Facilities: Establish site o ices, worker

accommodations, storage areas, sanitation facilities, and access roads in
accordance with the project site layout.
 Environmental and Safety Compliance: Implement dust control measures,
proper drainage, and noise-reduction techniques to minimize the environmental
impact and maintain a safe working environment.

2.2. Engineering Surveys and Soil Investigations

 Conduct soil testing, load-bearing analysis, and seismic assessments to finalize

foundation design and ensure structural stability.

 Assess and document existing utility lines (water, sewer, electrical) to prevent
conflicts during excavation and construction activities.

 Prepare a PERT-CPM, Bar Chart with S-Curve, and manpower/equipment

schedules for tracking project progress.

2.3. Logistics and Material Procurement

 Establish a procurement strategy that prioritizes high-quality, locally sourced

materials where feasible to reduce costs and support local suppliers.

 Plan material storage and handling, ensuring proper inventory tracking, scheduling
of deliveries, and waste reduction measures.

 Implement on-site quality control inspections before accepting deliveries of

structural components, reinforcement steel, concrete mixes, and other critical
materials.

3. Construction Phase

3.1. Earthworks and Excavation

 Conduct site clearing, grading, and removal of vegetation in compliance with

environmental permits.

 Excavate according to the approved site plan, ensuring proper slope stabilization
and erosion control.

 Implement soil compaction and backfilling procedures using specified materials

to achieve the required bearing capacity for structural foundations.

 Coordinate with utility providers to facilitate the installation of underground

utilities (water, sewer, drainage, electrical, and communication lines).

3.2. Foundation Works

 Set out foundation points based on as-built engineering surveys and load-bearing
capacity analysis.

 Install pile foundations or spread footings as required by soil conditions.

 Use high-strength concrete with proper reinforcement per the project

specifications to ensure durability.

 Implement curing techniques and quality control inspections, including concrete

testing for compressive strength.

3.3. Structural Works

 Construct reinforced concrete columns, beams, and slabs with precise alignment
to structural design specifications.

 Utilize modular formwork systems and sca olding to improve e iciency and
reduce construction waste.

 Conduct non-destructive testing (NDT) for concrete strength verification and

structural integrity assessment.

3.4. Superstructure Construction

 Install structural steel members, precast elements, and cast-in-place concrete

walls as per the design and build contract guidelines.

 Apply fireproofing measures to structural components where required by National

Fire Code standards.

 Construct roof trusses, waterproof membranes, and insulation layers to ensure

energy e iciency and protection from external elements.

3.5. Masonry and Partitioning

 Construct CHB (Concrete Hollow Block) walls with proper mortar joints and
reinforcement bars for added stability.

 Apply plastering, skim coating, and waterproofing treatments before finishing

applications.

 Install drywall partitions and soundproofing materials in designated commercial

and o ice spaces.

3.6. Mechanical, Electrical, Plumbing, and Fire Protection (MEPF) Systems

 Install power, lighting, air conditioning, plumbing, and fire suppression systems
according to Philippine Electrical Code and Plumbing Code requirements.

 Conduct pre-commissioning tests for electrical circuits, plumbing pressure testing,

and HVAC system balancing.

 Ensure integration of emergency power systems, including generators and UPS

units.

3.7. Architectural Works and Finishes

 Fit out doors, windows, ceilings, flooring, and wall finishes with durable, high-
quality materials.

 Apply paint, waterproofing coatings, and finishing treatments following specified

aesthetic and protective standards.

 Install commercial-grade fixtures and o ice furnishings as per tenant

requirements.

3.8. Site Development and Landscaping

 Develop access roads, pedestrian pathways, parking areas, and green spaces to
enhance site usability and aesthetics.

 Implement stormwater drainage solutions, perimeter lighting, and outdoor

seating areas.

4. Post-Construction Phase

4.1. Testing and Commissioning

 Conduct final testing of MEPF systems, fire alarm controls, and building
automation systems.

 Ensure compliance with CEZA’s final inspection and certification processes.

4.2. Rectification of Punch List Items

 Identify and rectify any construction deficiencies or finishing defects.

 Conduct re-inspection and sign-o for all corrected issues.

4.3. As-Built Documentation and Handover

 Submit as-built plans, equipment manuals, warranties, and compliance

certificates.

 Conduct building management training for facility operators.

5. Safety, Quality Assurance, and Environmental Compliance

5.1. Safety Management Plan

 Ensure strict adherence to Occupational Safety and Health Standards (OSHS).

 Implement fall protection, fire prevention, and emergency preparedness

measures.

5.2. Quality Control Measures

 Establish regular site inspections and third-party quality testing.

 Maintain construction documentation for compliance verification.

5.3. Environmental and Waste Management
