BRIEF NOTE

Name of the Project: - Providing un - interrupted Raw Water to Assonora,


Guirim and Pilerne Drinking Water Treatment Plants. By
Construction of Barrage at Sal, across Chapora River and
construction of Raw water pumping scheme at Sal and in
Amthane Dam for augmentation of “ Tillari Irrigation
LBMC canal for
Reg :- Proposal before the Expenditure Finance
Committee.

Estimate Cost :- 186.92 Cr.

Background :-
1. There are three major water treatment plants in North Goa which are serving
the RAW water requirement to Bardez and Bicholim taluka they are namely
120 MLD plant at Assonora , 30 MLD plant at Guriem and 30 MLD under
construction plant at Pilarne. All these are being supplied water from the
Tillari Irrigation canal (LBMC)
2. Similarly 30 MLD plant at Chandel, 5 MLD plant for Mopa and 60 MLD
plant at Dhargal are also being supplied water from Tillari Irrigation canal
(RBMC )
3. Minor Irrigation Tank at Amthane constructed in the year 1988 with the also
supplies raw water to the extent of 100 MLD in the month of March, April &
May.
4. All the critical drinking water infrastructure is now being fed by the Tillari
Irrigation Canal , In all about 180 MLD water treatment plant exists on
LBMC feeding Bicholim, Bardez taluka , and 95 MLD on RBMC servicing
Pernem and Mopa airport.
5. The talukas of Bardez, and Pernem are rapidly urbanizing , water requirement
is increasing exponentially, VIZ the capacity of the Assonora plant is
enhanced from 30 MLD in the year 2002 , to 140 MLD now, and new plant
of 30 MLD at Guirim and 30MLD water supply plant at Canagute are added.
Like this demand will rise further in coming years.
Tillari Irrigation Project Canal supply issues ;
6. The Tillari Irrigation Project is an Interstate project of Govt. of Goa and Govt.
of Maharashtra commenced in the year 1986. The dam is located in the state
of Maharashtra from where the water is brought through open canal in to the
state of Goa for Irrigation and drinking water purpose in Bardez, Pernem and
Bicholim taluka.
a) Due to Closure of Canal for maintenance in the month of September to
December and frequent breaches water supply stops. Department tries to
maintain the supply of raw water from Amthane dam but still Water
treatment plant at Assonora suffers similarly Chandel plant also does get
sufficient raw water to treat. The water treatment plants of Girium,
Pillarne, Mopa and Dhargal completely shut down , as there is no
alternate source of RAW water , Similarly the agricultural production is
also suffering.
Hence there is an urgent need for an alternate arrangement to supplement
the raw water.

Proposal :-

While the water in the tillari canal stops due to any reason , an alternate
arrangement is worked out which serve the urgent raw water needs. The matter
was discussed with the Hon Chief Minister and impressed upon him the urgent
need for an alternative. Hon CM has approved the project to be taken up and
has announced the in his Budget speech of 2022-23 . Proposal is
1. To construct of Barrage across river Chapora (water harvesting structure)
at village Sal which will store over 45 Lakhs cum of water and arrest
salinity intrusion with mechanically operated gates and large openings
which will
a) Permitt free flow of flood water and save the villages from frequent
flooding.
b) Which will have an elevated road bridge for operation of gates ,
which can be used as all weather access to go to and fro from Pernem to
Bicholim to Mopa Airport.
c) Mechanical gates can be closed and opened any time as per the water
requriment in the monsoon. Shall remain closed in non monsoon season
to impound over 45 lakhs cum of water which will be used for
irrigation and drinking water.
2. To construct pumping station at Chapora river with a pumping capacity of
240 MLD with pumps and accessories for all season pumping to augument
Amthane reservoir and support Chadel, Mopa, and Dhargal plant.
3. Secondary Pumping station ( second lift ) on Amthane dam to supply
water to 150 MLD raw water to Left Bank Main Canal of Tillari Irrigation
project to supply water treatment plant at Assonora 140 MLD,Guirim 30
MLD and Pilerne 30 MLD.

Estimate ; A estimate is prepared based on GSR 2019, for the items not
available in GSR through fare market rates. Cost of the scheme works to out to
Rs. 186.92 Cr. Incl 3 % contingencies , RITES and Centge Charges.
Cost benefit Ratio ; The cost benefit of the project is 2.24

Accordingly, the scheme is put up for approval of E.F.C.
