Brief Note
1. Salient points in GoI OM No F.6(8)/[Link]/63 dated 11.04.1963 adopted by State GoAP vide
GO Ms No 377, Finance (FR-I) dated 27.05.1963 are as under :-
(a) Individual should be Ex-Combatant Clerk.
(b) Re-employed post is LDC/JC (In some other case, GoI stated Re-employment post is clerical post
vide GoI OM No F.2(1)-Estt.P.I.83 dated 25.06.1984)
(c) Pay shall be fixed at higher stage in the scale above the minimum equal to the number of
completed years of service as Combatant clerk irrespective of last pay drawn.
(d) Pension shall be deducted from the pay fixing under this rule after ignoring Rs 15/- thereof.
2. Sir, I humbly submit herewith the compliance with regard to above points :-
Para 1 (a) is satisfied by checking original Army discharge book of the individual.
Para 1 (b) Ex-Combatant Clerk shall be re-employed as Clerk . But, in this case, individual is re-
employed in the post of ASO. ASO is clerical post as clarified vide Rule 20 (c) of AP State
Subordinate Rules and [Link] 57 dated 13.03.2001. Hence 2nd condition is also satisfied.
Para 1 (c). It shall be done by Department after satisfying the 1 (a), 1(b) and 1(d).

3. Earlier Chiranjiv sir’s remarks
GoI OM is applicable to a situation when the Combatant Clerks are absorbed in the posts of LDC/Junior
Clerks in Civil Department. It does not say absorption in other equivalent posts in Civil Depts. In this
particular case, individual joined as ASO in much higher scale of pay than JC/LDC.
Sir, Here Chiranjiv sir raised two points :-
a) Ex-Combatant Clerks should be re-employed in LDC/Junior Clerks only. Not mentioned equivalent
posts in Civil Department.
Sir, In some other case, GoI stated vide Office Memorandum No F.2(1)-Estt.P.I./83 dated
25.06.1984 (10th line of 1st para) that Ex-Combatant Clerks reemployed as Clerks (not
particularly in LDC/JC) in Civil Department.
b) Individual joined as ASO in much higher scale of pay than LDC/JC.
Sir, ASO in Secretariat and Senior Assistants/Junior Assistants in HoDs are clerical posts and
lower cadre posts under direct recruitment in its organization performing the similar nature of
duties and educational qualification is also Graduate Degree for all these posts. Obviously the
pay scales are different according to its hierarchy level of Organization. Secretariat is apex
administrative body in the state. So, pay scale of clerks in Secretariat may be higher than that of
clerks in HoDs.
1. The proposal in this file relates to the request of M Veeraiah (Ex-Combatant Clerk) re-employed
in the post of ASO through Ex-servicemen quota under direct recruitment for adding the number of
increments equal to the number of completed years of service in Army to the basic pay of re-employed
post in terms of [Link] 377, Finance (FR), dated 27.05.1963.
2. It is submitted that in this connection, Govt of India issued Office Memorandum No F 6 (8)
[Link]/63, Dept of Expenditure, dt 11.04.1963 and the same was adopted by Govt of Andhra Pradesh vide
[Link] 377, Finance (FR) Dated 27.05.1963. The salient points in GoI OM No F.6(8)/[Link]/63 dated
11.04.1963 adopted by State GoAP vide GO Ms No 377, Finance (FR-I) dated 27.05.1963 are as under :-
(a) Individual should be Ex-Combatant Clerk.
(b) Re-employed post is LDC/JC (In some other case, GoI stated Re-employment post is
clerical post vide GoI OM No F.2(1)-Estt.P.I.83 dated 25.06.1984)
(c) Pay shall be fixed at higher stage in the scale above the minimum equal to the number

3. To implement this GO to the individual, the following conditions must be satisfied :-
(a) Individual should be Ex-Combatant Clerk.
(b) Re-Employed post is Clerical post as per GoI OM No F.2(1)-Estt.P.I.83 dated 25.06.1984.
4. In this case, individual is re-employed in ASO post in AP Secretariat under direct recruitment
through reservation given to Ex-Servicemen. Now question is raised whether ASO post is clerical post.
5. In this regard, it is submitted that Vide GO MS No 57, Home (General B) Dept dated 13.03.2001,
it is mentioned that
“the posts covered under Group IIB, Group III and Group IV are clerical and equivalent to
Group C and Group D posts of Central Services”
The following posts comes under Group IIB :-
a) Assistant Section Officer in GAD
b) Assistant Section Officer in Finance Department
c) Assistant Section Officer in Law Department
d) Assistant Section Officer in Legislature Department
e) Senior Auditor in AP State Audit
f) Senior Accountant in all Finance HoDs
g) Junior Account in all Finance HoDs
h) Junior Assistant in all HoDs
The post ASO in Finance Department is in Group II B. Hence it is clerical post as per this GO.
In addition to that LDC /Clerical posts are Group C posts in Central Govt. As Group IIB posts of
State Government are equivalent to Group C posts in Central Govt, all Group II B posts may be
treated as Clerical posts.
6. Rule 20 (c) of Andhra Pradesh State Subordinate Service Rules 1996 is
as follows –“In the case of appointments to clerical posts including
the posts of typists, i.e. in Group II and Group IV services and in the
case of posts in the Andhra Pradesh Police Subordinate Service, to
which the principle of reservation of appointments applies, out of
fifty four, as the case may be, fifty one appointments to be made on
the basis of open competition, two appointments shall be reserved
for direct recruitment of ex-servicemen”.
Individual is recruited in ASO post of Group II through 2 appointments reserved for direct
recruitment of ex-Servicemen. Hence, ASO post is Clerical post as per AP State Subordinate
Service Rule 1996.
7. In view of the above, GO Ms 377 Finance (FR) dated 27.05.1963 may be implemented to the
individual as he is Ex-Combatant Clerk and re-employed in Clerical post in Civil Department as per GO
MS No 57, Home (General B), dt 13.03.2001 and Rule 20 (c) of AP State Subordinate Service Rules.
8. With regard to precedent case, it is submitted that vide Memo No 35376/[Link]-i/89-1, dt.
22.02.1991, Revenue (Ser IV) Department issued the directions to the Collector Krishna Dist to fix pay to
Sri ANV Prasad, Junior Asst in terms of the orders of the Govt issued in the matter vide GO MS No 377,
Finance (FR) Dept, 27.05.1963.
9. It is also submitted that no application has been received in this Department on this GO MS No
377 except Mr Kondala Rao, Junior Assistant case which is submitted vide Computer No -----------.

9. Kind attention is invited on Note#1 above, it is submitted that;
a) Sri T. Narayana, Assistant Secretary to Govt., Finance Department,
A.P Secretariat has addressed a representation to the Hon’ble Minister
for MSME, SERP, NRI Empowerment & Relations, wherein he has stated
that, he is having adequate knowledge on Government Policies, Rules
& Terms of Conditions, budgeting, Financial relevant matter and GO’s
from time to time. Previously he worked as Panchayat Secretary on
contract basis for (04) years i.e., 2007-2010 in the Gunapati Palem
Village, Chittamuru Mandal, Nellore District (Present Tirupati District)
and requested to consider his candidature for the post of the Project
Director, DRDA, Prakasam District on deputation basis under Foreign
Service terms & conditions with on own pay and allowances and issue
favourable orders.
b) Subsequently, vide Lr, Dt.16.10.2024, the Hon’ble Minister for MSME,
SERP, NRI Empowerment & Relations has requested to take necessary
action to appoint Sri T. Narayana, Assistant Secretary, Finance
Department, AP. Secretariat, in the post of Project Director, DRDA,
Prakasam District on deputation basis under FS terms & Conditions.
c) In this regard, the CEO, SERP in e_file [Link]. 2685742, has requested
to issue posting orders to the individual, keeping in view of the
representation of the individual and in consideration of the request of
the Hon'ble Minister for SERP. The CEO, SERP has further requested to
obtain the individual's details from the parent department for further
examination and issue posting orders. The proposal has been approved
by the Hon'ble Minister for MSME, SERP, NRI Empowerment & Relations.
10. By stating as above, before issue of posting orders, the PR&RD
department has requested to give consent/remarks, for posting of Sri T.
Narayana, Assistant Secretary to Govt., Finance Department, AP
Secretariat as Project Director, DRDA, Prakasam District on deputation
basis for a period of one year, under terms & conditions stipulated in
the GO (P) No.10, Fin & Plg ([Link]) Dept., Dt: 22.01.1993 and G.O.
Ms. No. 2, Finance ([Link]) Department, dated 02.01.2010.
11. Further, submitted that the Assistant Secretary to Government
