A) Create a detailed project schedule for organizing the Kumbh Mela, including critical
milestones.

A prior planning and development process for the preparation of Kumbh Mela event must begin
several months before the event date. It is because it is considered as one of the Earth’s biggest mass
gathering event. According to the existing report of Bihar State Disaster Management Authority the last
recorded data of 2013 Kumbh Mela event 150 million pilgrims showed up to the over the course of the

festival. Rahul Mehrotra & Felipe Vera in their book “Kumbh Mela – Mapping the Ephemeral Mega
city” stated that in the monsoon season, officials meet in offices situated away from the grounds of
Kumbh Mela and simultaneously, construction materials were stored in areas adjacent to the foot plains,

in readiness for commencement of fabrication. The activation of these interconnected layers is what
animates the transient city. Yet, the initiation of the construction process takes place will in advance of
public awareness. As stated by J.D. Mishra, the ground work for the 2001 Kumbh Mela commenced in

1998, a period of thirty-one months preceding the fifty-five-day festival. Different agents plan and
deploy different layers of groundwork for the Kumbh Mela. Some layers are fully funded and managed
by the state, while others are funded and managed through public-private partnerships or concessions,
which involve private sector development. The Kumbh Mela administration holds the exclusive
responsibility for addressing infrastructure needs, encompassing task such as ensuring electricity
supply, managing transportation, handling waste and providing facilities for health and risk
management. The private sector is responsible for deploying the countless tents needed for housing.

The above schedule is drafted based on assumption for Kumbh Mela 2025. The schedule has been
framed based on the basic key areas that is required to be planned to conduct this event based on the
previous studies and searches. The schedule may out lie the general requirements to conduct the event.
The infrastructure includes road, water supply, EB, Fire shade, Toilet, Bathrooms, Kitchen, Primary
health centre. Parties involved in Kumbh Mela event is given below image.

B) How will you monitor and control the progress to ensure timely completion of tasks?

Ensure that you outline well defined deadlines and targets for every stage. This will ensure that delays
are identified at an earlier stage so that appropriate corrective measures can be taken. Instead of getting
big tasks done at once, break them down into smaller pieces and do them together. This way, it will also
be possible to monitor progress and locate problematic zones. Divide responsibilities among every team
member or stakeholder. This will facilitate harmony in goal setting and ensure that no jobs are done
once. Ensure that there are progress meets regularly in order for you to get updated on progress, identify
challenges, and make plans for problem-solving. It will also make sure that all tasks are accomplished
within the stipulated deadlines. Track progress, risks and resource utilisation through use of project
management tools and software. By so doing, it could enhance the efficiency and effectiveness in the
project management process. Performing a Critical Path Analysis is essential for the Kumbh Mela

backward passes should be conducted for both critical and non-critical activities. Regularly comparing
actual progress with the project schedule and milestones is necessary to detect any deviations or delays
from the plan. The Kumbh Mela event encompasses various activities, each requiring the establishment
of a critical path to ensure seamless execution. These activities include Site Selection, Infrastructure
development, Security Planning, Vendor Selection, Ticketing and Registration, Cultural Program
Planning, Promotions, Logistics Planning, Health and Medical Services, Waste Management Planning,
and Event Execution. It is crucial to determine the duration of each task and establish dependencies
between them for effective project management. Ashok Kumar Kanaujiya states that for ensuring crowd
management a plan was developed after the discussion with authorities to streamline the process and
set up ICCS (Integrated command control centre) for monitoring the process consider this as an example
strategy used for implementation timely completion of task.

C) How would you handle schedule compression or adjustments if unexpected delays


occur?

Effectively managing unexpected delays is a critical aspect of project management, especially


concerning extensive gatherings like Kumbh Mela. When faced with unexpected setbacks, the first step
involves identifying the cause and assessing its impact on the overall schedule. Prioritizing essential
tasks and implementing strategies to expedite or rearrange these activities is crucial to mitigate negative
effects on the timeline. Allocating additional resources, whether in terms of manpower, funding, or
equipment, can help accelerate progress. Eliminating unnecessary dependencies on delayed tasks
ensures a smoother workflow. Extending working hours within the bounds of labour laws and safety
regulations may be necessary. Exploring alternatives and activating contingency plans, if available,
helps overcome delays. Prioritizing critical or simpler tasks and transparently communicating with
stakeholders are essential strategies. Regular monitoring of progress allows for ongoing assessment and
refinement of adjustments as needed. This comprehensive approach ensures effective handling of
schedule compression in the face of unexpected delays.

contingency plan to tackle schedule compression and rescheduling during unforeseen delay events. The
following are some strategies that can be implemented:
Identify Critical Activities: Firstly, specify core practices which must be completed so as to
finish project successfully. Such activities need to be prioritised and it is imperative that they
are done on time.
Reallocate Resources: Consider allocating some of the resources to certain activities that may

Control Centre (ICCC) in Allahabad City it states AVLS system can help with schedule compressions
or adjustments in cases of unforeseen delays. The AVLS program incorporates adjustable schedules
and sectionally adjusted running time that can be programmed in during the work period. Alternative
plans can be stored against occasional disruptions, like a weather alert or a demonstration. Detection,
verification, motorist information, and response are part of the incident management process. The
AVLS system provides for a dynamic rescheduling that would involve adjusting the schedule based on
current circumstances during run time or near run time.

The purpose of the communications strategy is to relay accurate, relevant and timely information among
all parties involved in the Ujjain city’s Kumbh Mela events. This would ensure that everyone is updated
on how far the progress made towards completion, including any adjustments to the initial plan.

Key Stakeholders: The major stakeholders of Kumbh Mela project are,

Government Departments: There are sectors which include transport, water, fire, police,
meteorology, e-governance and many others.
City Administration: The people in charge of organizing the Kumbh Mela.
Law Enforcement Agencies: Police, and some other security personal involved in keeping law
and order during this event.
Event Organizers: Those involved in the organisation of Kumbh Mela.
Local Residents: Residents of Allahabad City who could be impacted by the incident.
Visitors: The Kumbh Mela pilgrims and tourists.

updates on parking contribute to a well-organized and safe event, enabling attendees to make informed
decisions and navigate smoothly.
The Kumbh Mela is a large undertaking that must be guided with proper communication for
securing people’s safety and contentment among other interests. Encouraging Akharas, NGOs
and private participation are other ways to enhance the pilgrim’s journey. It could also involve
upscaling the frequency of communication by sending text messages or making calls to all
concerned parties. For the sake of all those involved in and attending the game, effective
communication becomes crucial to ensure all issues are understood.

B) How would you address potential communication barriers, especially with


stakeholders from diverse backgrounds?

In light of communication issues associated with the Kumbh Mela, certain measures may include. First,
there is need to identify the targeted people, adjust the content, form as well as manner, according to
those individuals’ expectations. This is very important because of the culturally diverse stakeholders.
Thirdly, promoting cultural diversity within the work environment can contribute to fostering an
atmosphere that is welcoming and comfortable for all individuals to communicate together. Also, there
should be no ambiguity in the choice of words used. As a result, all parties must comprehend why the
event is being done, how it will be executed, and what strategies are necessary for safety purposes.
