1. REFERENCES:
a. PNP P.A.T.R.O.L Plan 2030; and
b. Memo from C, TWG for PNP P.A.T.R.O.L Plan 2030 to all Directors
NSUs/PROs, dated January 23, 2015, with subject: Reiteration of
Guidelines and Compliances on the Functionality of Strategy
Management Units, Technical Working Groups and Advisory
Councils.
2. PURPOSE:
This IMPLAN provides the information regarding the regular conduct of
Advisory Council Meetings as part of its functionality towards the attainment of the
goal of the PNP to institutionalize the Performance Governance System and further
realize the PNP P.A.T.R.O.L. Plan 2030.
3. SCOPE:
This IMPLAN shall apply to PRO3 offices/units in the conduct of Advisory
Council Meetings being regularly conducted bi-monthly to ascertain its functionality
as strategy partners of this Office in the provisions of valuable guidance, tangible
support, strategic insights, innovative ideas and new perspectives in ensuring the
realization of the PNP CHANGE AGENDA that is to promote transparency,
accountability and stakeholder’s participation set on clear and well defined systems
and procedures.
4. SITUATION:
The Police Regional Office 3 under the leadership of Police Chief
Superintendent RUDY G LACADIN through its Regional Police Strategy
Management Unit will be holding the Regional Advisory Council Meeting on
December 14, 2015, 1:00 PM at PRO3 Post Conference Room, Camp Olivas, City of
San Fernando, Pampanga.
The meeting will be attended by members of the Regional Advisory
Council who plays significant role in the realization of PNP P.A.T.R.O.L. Plan 2030.
Likewise, members of PRO3 Technical working Group will also be present to provide
in-depth insights, recommend interventions and enhanced solutions to support the
Advisory Council’s concepts and ideas that will further the PRO3’s noble
undertakings in Resource Management, Learning and Growth, Process Excellence
and Community Perspectives.
5. MISSION:
The Police Regional Office 3 aims to strengthen partnership with its
Regional Advisory Council towards a synergic approach in the attainment of its
Mission and Vision in accordance to PNP Integrated Transformation Program –
Performance Governance System (ITP-PGS). It will present the accomplishment of
PRO3 on the Impact Project dubbed as “KRIMENITXT MO, AKSYONAN KO and will
endeavor for support of the advisory council by adopting a resolution to boost the
anti-criminality project. Likewise, Bataan PPO will showcase one of its emerging best
practices known as “Multi Sectoral and All Government Approach in the fight against
Illegal Drugs” for replication and eventual institutionalization by the different PPOs
and CPOs based on the peculiarity for the community it served.
a. Tasks:
1) C, RPHRDD
a) Issue appropriate detail order to the usherettes during the
activity; and
b) Perform other tasks as directed.
2) C, ROPD
a) Provide laptop during the activity; and
b) Perform other tasks as directed.
3) C, RPCRD
a) Present updates on “KRIMENTIXT MO, AKSYONAN KO”;
and
b) Perform other tasks as directed.
4) C, RCD
a) Provide fund support for the activity; and
b) Perform other tasks as directed.
5) C, RPIO
a) Provide photo and video coverage during the activity; and
b) Perform other tasks as directed.
6) RCEO3
a) Provide PA system with operator; and
b) Perform other task as directed.
7) RPSMU
a) ÓPR in the implementation of this IMPLAN; and
b) Perform other tasks as directed.
8) Bataan PPO
a) Present their Emerging Best Practice dubbed as “Multi
Sectoral and All Government Approach in the fight against
Illegal Drugs”.
b) Perform other tasks as directed.
9) All PDs/CDs
a) To attend the said meeting; and
b) Perform other tasks as directed.
6. COORDINATING INSTRUCTIONS:
a. Lateral coordination is highly encouraged.
7. EFFECTIVITY:
This IMPLAN shall take effect upon approval.
