KSEBL has been using button type PDA machines for Spot Billing since April 2015.
Due to the non-availability of spare parts and similar machines, replacement of the
faulty machines has become difficult. After analysing various alternatives it was
found that android based devices with inbuilt printer generally used as POS machines
for card swiping and other online payment is much beneficial.
Under this circumstances, M/s YES Bank, vide letter dt:25/10/22 has submitted a
proposal for the supply of android based PDA machine on a monthly rent basis of
Rs.90/-. Discussions were conducted with many Banks and the rate offered by them
were found higher than that of M/[Link] Bank. M/s SBI has also expressed their
willingness for the supply of similar PDA machines on a monthly rental basis but their
proposal has not yet been finalised.
Meanwhile, the replacement of faulty SBMs became very urgent and frequent
request were being received from field offices. As an immediate solution
M/[Link],the present supplier of Spot Billing Machines were approached
…………….But the quantity they had agreed was not sufficient to solve the field level
issues. Hence as part of introducing an alternative measure for replacing the faulty
SBMs presently used, a pilot testing of the new type of PDA machine proposed by
M/[Link] Bank was considered.
The financial analysis of the proposal of M/s. Yes Bank was done and was found more
cost effective. Considering a period of three years the expense involved for the
presently used Spot Billing Machines comes to Rs.57,20,000/- whereas the expense
that may incur for the implementation of android PDA machine, on rental basis
comes only Rs.6,68,000/-. Further the maintenance cost and replacement of
machines with warranty period etc would also be needless as the bank replaces the
faulty machines. Further this PDA machines can be used for online collection of the
bill amount from the consumer premises itself using cards and UPI payments. Real
time Cash collection at the time of billing is the main advantage of the proposal and
is much beneficial for KSEBL.
The Board vide order dt:20/5/2019 has fixed the fund transfer time of online payment
collection as T+1th DAY 10.30 am and hence it was decided to transfer the funds
received through this POS machines to a pooling account opened for this purpose
with the M/s YES Bank and to transfer the amount received to the KSEBL’s
destination account with M/s SBI on T+1th day at 10.30 AM.
Each PDA/POS machines are linked with a particular section and the usage data of
each PDA machines shall be captured by the KSEBL billing software. From this
monthly usage report of PDA machines can be generated and this data can be used
for the verification of invoices raised by the Bank for the payment of rent for the PDA
machines. So if any PDA is not working then the rent for that period/days can be
deducted. Based on the invoice raised, after ascertaining the usage, the monthly
rental payment shall be effected centrally from the office of the Chief Engineer(IT, CR
& CAPs).
Considering the facts stated above, the Board vide Order referred 2 nd has accorded
sanction to conduct a pilot implementation of 200 new android based PDA/POS
machines supplied by M/[Link] Bank on rental basis @ Rs.90/-+tax /PDA machine,in
appropriate sections in Thiruvananthapurm for a period of six months. Detailed study
report post the pilot phase implementation is to be submitted within 15 days.
