Date: 20.01.2020 at 11.10 AM 4 th to go…
It went on around 20 minutes
I went in. Wished good morning. Chairman asked me to sit.
He cut me short and asked how will you fit in the job you have applied for?
Me: Sir, for any job; planning, organizing and implementation a re very important aspects. I am doing
this from past 2 years while creating CSR projects and implementing those. Also, I have done an
internship with Microfinance institution... so it would help me as well.
He again cut me short and asked that I will ask t his last question now. How does RBI do currency
management? And what are the challenges in this? Take your time... 34 minutes you can take. After
20 sec, It's okay if you don't want to answer and asked Panelist 1 to ask questions.
Me: Sir, I would like to attempt that question.
C: You haven't missed the train yet. Go on..
Me: RBI is the issuer of the currency. They issue various bank notes and make available to the public
through management of currency chests. There are around 6000 currency chests. Counter feiting is a
major challenge in currency management. Making currency available in the country is also a big
challenge.
C: It is a sort of rough sketchy answer. Could have been better. Alright, now
Panelist 1 will ask.
P1: What are various functions of RBI?
Me: Other than being issuer of currency, RBI formulates Monetary Policy, It is Banker to Govt, Banker
to banks, Lender of last resort, It also performs regulation and supervision function.... fin. Inclusion....
He cut me short and asked what does Lender o f last resort mean? Me: In the crisis situation when
no other institution is ready to help a bank, RBI helps and provide credit to a bank to avoid bank
failure because a bank failure can impact lives of many. Thus, it is called lender of last resort.
P1: W hat does repo rate mean?
Me: Repo means repurchase agreement. RBI lends money to banks.... I took a pause and asked for 20
sec.30
A panelist asked me I can speak in any language, there are no marks for language. Again started, Banks
borrow from RBI and k eep securities with RBI with a commitment to repay that amount with interest
after a specific period and taken securities back. That interest rate is called repo rate.
Now, Panelist 2..... a madam P2: Have you heard of SEBI? What does it do?
Me: It regulat es capital market and securities market. It frames guidelines for related institutes also.
P2: Did you hear about CMD separation?
Me: Yes mam, earlier deadline was 01.04.2020 for top 500 companies but it has been extended
recently by 2 years.
P2: Why is th is separation required?
Me: To enhance corporate governance.
P2: How? Me: Because now power doesn't lie in one hand.
P2: Elaborate.
Me: Li ke in my current organization... Chair of Board decides on various issues... if CMD are same, it
for him/her to take decisions of his/her liking. It's better to have 2 minds...... (she wasn't convinced )
Now... Panelist 3... female. P3: You have done internship with microfinance. Did you hear about a crisis
related to microfinance?
Me: Yes mam, Andhra Pradesh crisis where MFIs lent to farmers and they weren't able to repay. MFIs
used coercive techniques to get their money back which led to farmer suicides also. In reply to this,
Malegam committee was set up which defined NBFC MFIs and made guidelines
P3: What was the interest rate charged by them?
Me: It was above 35%.
P3: Along with coercive techniques, this high rate was also one reason behind the crisis. Me: Yes mam,
that's why new guidelines has prescribed maximum limit of 26% now
P3: Why does this happen in Andhra only?
Me: Sorry mam, I don't know about this. .
P3: Okay, after Indian Institute of Forest Management, Now CSR activities.... now RBI, would you like
to connect the dots?
Me: Actually, IIFM... this name misguides many. It offers P G Diploma in forestry management but has
3 specializations. My specialization is Development Management which primarily deals with community
development. We have learnt techniques to implement various interventions on the ground like
Participatory Rural Appraisal ... we conduct village resource mapping, stakeholder analysis and then
design a process to implement projects. In my current job also, I am responsible for implementing CSR
projects... Conducting ice breaking sessions with villagers and then all this. Recently, I have been
selected as District Youth Coordinator under Ministry of Youth Affairs and there also, I will be
responsible for awareness generation and information dissemination. Now why RBI.... While
implementing CSR activities, we have tied u p with SHGs and MFIs. There are people who borrow
from MFIs for income generating activities but consume loan for other things and aren't able to
repay. There are families whose breadwinner member has died due to a disease and they don't have
any source. W e provide skill development courses to them... Capacity building help them to earn and
make them less vulnerable. Indirectly, I am already working in the field of financial inclusion. So, that's
why RBI. I want to contribute in this field. I have worked wi th MFIs also... know their working...that
would also help me in fitting in here. She was happy with all answers. She was smiling all the time I
was answering and was nodding too. Now she passed on to Panelist 4.
P4: Why do we need a central bank?
Me: Centr al bank is needed to avoid various economic crisis and perform certain functions to
maintain financial stability.
P4: How do we avoid crisis?.
Me: Sir for example, Andhra Pradesh Crisis... RBI set up a panel and made guidelines to avoid such
crisis anywhere
P4: No, It's called learning from the crisis. We learnt from it and made guidelines. Why Central Bank?
Me: For banking regulation and supervision also.
P4: Have you heard of RBI Act?
Me: Yes Sir... 1934.
P4: It didn't mention anything li ke banking regulation.
Me: For currency and credit management. Earlier, Govt. was responsible for currency management
while Imperial bank for credit management. To end the era of policy division, Hilton Young
Commission recommended setting up of RBI.
P4: What is cleaner finance?
Me: Sorry sir, I don’t know
P4: about it. How did you prepare for interview?
Me: I was on field from last 20 days... so studied website...
P4: But you would have read for pre and mains also naa
Me: Yes sir... I started with some books like Ramesh Singh... He cut me short and asked what is it?
Me: Indian economy by Ramesh Singh.
P4: Why did you read it? Me: I am not from finance or economics background and thus, to know the
basics and to get a feel of what's going on... I read this.
P4: PGDFM... Finance naa...
Me: No sir... F means forestry.... but specialization is Development Management.
P4: Okay, what did you read?
Me: Various concepts. Like inflation. I didn't know much about all this. Even my parents used to talk
that earlier this thing was available for Re 1 but nor Rs 100. I didn't know earlier how. But now... I
know. Inflation. P4: He had that smile...What is inflation? Me: Rise in gener al prices. We measure
through CPI, WPI. There is a basket of goods like 697 in WPI. We measure change in the price of
these goods and calculate inflation.
P4: Do you know what is stagflation?
Me: Generally, increase in Inflation leads to decrease in unempl oyment because inflation and
economic growth are positively related. But when inflation goes up and unemployment also goes up, it
is called stagflation.
P4: Is India going through this phase?
Me: Recently, inflation, CPI has been 7.35%. P4: Yes, that means stagflation??
Me: No sir, food inflation is high. CPI has high weightage of food articles. That's why it is high. But
core inflation is not that high... 3.7%. Economy is going through a tough phase but we still can't
conclude that it's stagflation.
P4: Do you know about carbon trading?
Me: Yes sir. For instance, some carbon our organization plants trees in an area and sequesters carbon
there. It earns credits for that and there is an organization in Surat. So that organization can’t exceed
carbon footprint above that limit. If it does, it can buy carbon credits from a carbon surplus
organization like ours. They can trade on credits. This is carbon trading.
P4: Do you have a bank account?
Me: Yes sir .

Interview on 12.03.2020 at Delhi. Duration: 20 Minutes
Profile: Btech IT,
Worked in a Bank
Currently working in LIC of India
Looking at the biodata, your school is also good, you've done Licentiate from Insurance Institute of India,
you're working in LIC of India, You had your interview last year. So what went wrong last year?
What have you done to improve this year.
Are you giving any other exam?
OK the panel will ask questions now. I'll intervene when required.
Mam: You've written that you monitor audit and compliance at both Bank and LIC. So what is audit and
what is compliance? Why is audit necessary? Is there anything else other than this which is important? (I
talked about vigilance and internal processes, interconnectedness of various departments, then she said
have you heard of risk monitoring)
What is risk monitoring? What are the types of risk? Why is risk monitoring important?
M1: RBI has been in news recently. Give me 2 positive and 2 negative things that RBI has done. (
Positive: digital payments push, financial inclusion, cheap access to credit. Negative: Regulatory lapses
which led to Yes Bank, ILFS crisis etc. , Lack of Liquidity in NBFC sector, MSME sector issues)
So what has RBI done to take care of this?
Due to external benchmark linking, deposit rate will reduce, and that will effect pensioners. What is
your take on this?
M2: You've written a research paper on facial recognition. What are evolutionary approaches? What is
your paper about?
You mentioned diversification earlier. Do you think investing in IDBI was a good decision? What went
wrong with IDBI? When did the crisis begin? When were the loans granted to corporates?
M3( Mr. Singhal) : How are you so aware about IDBI?
Chairman: Both of them are dealing with IDBI and they know a lot about it too. That's why they are so
surprised on how you are so aware about it.
M3: What is the difference between currency and money? Why is RBI needed? LIC's IPO is coming up.
What are the general discussions within LIC? Shares will be given to employees? How will the pricing of
the IPO be done? ( I talked about red herring prospectus and book building process but he wanted
something else)
M4( Mr. BB Joshi) Talked about currency and money management. Then about the IPO pricing. What
are benchmarks on the basis of which you'll compare the listed enterprises. Cross questioning on the
same. In the end he explained that financial ratios of the enterprises will be compared and then the
prices will be extrapolated to estimate what price LIC can get.
He commented that instead of giving up on this question, you could've come up with something like this
and then told me to leave.
Disclaimer: points in brackets are my own thoughts, observations, places I messed. Don’t remember exact
details of questions and answers apart from those asked by Chairman sir.
Knocked, Went in, looked around, greeted chairman and rest
Chairman: Sit down. We have information about you what you have given. Mentioned birth year, work
organization. Said good School and good institutions too, and subject is Public Administration. You are
settled in the national academy of administration, so why here.
Me: started to speak why I am interested in RBI, started with the work profile.
Chairman stopped me: Compare National Academy and RBI.
Me: first point would be …
Chairman again: It is a great institute.
Me (puzzled now): Sir. the first point would be that I am working in a contractual position and it is not
permanent, so I am looking forward to settle down in RBI. So…… (couldn’t say more as Chairman stopped
me, I wondered whether my 1st point was a fatal error talking about job security even though I was
brutally honest)
Chairman: Ok, It ends there. So, the question is XXX University, Pub. Ad., did you do [Link] too? Under
whom?
Me: Yes sir, Dr XXXXX XXXXXX, IIT-X
Chairman: What was the research topic?
Me: told about it in a few lines
Chairman: MA was in Pub Ad, so will ask only one question, time is limited and there are others to be
questioned too. Have you heard of new public management? who coined it? who criticized it?
Chairman stopped me: So you said you have suffered due to NPM.. and a long statement about NPM
features, contractual management and the likes, neoliberal idea etc
Me (confused here): saying yes sir after each halt by sir. After his statement: Sir I believe it is good for the
institutions but sometimes people do have work load and other issues regarding NPM, personally I feel
that….
Chairman stopped me again, my confidence falling for sometime as I realized I said yes previously in the
“suffered” question: He mentioned about my work profile being operational in nature etc.
I continued my “yes sir” after each halt
Madam: you said you want me to work with the RBI, which function of RBI attracts you most?
Me (still recovering from Chairman’s statements, which though were not negative but were heavy for me):
Ma’am, would you like to know about the departments of functions? (shouldn’t have, as her question was
clear, but was still dazed)
Ma’am: which dept or functions
Me: told that I found that I have a background in commerce and finance and I had studied the subjects I
had I phase 2 (P.S. dunno why I said this, might have given a wrong impression as this was not relevant
here) and going through the whole profile I found that I would be keen to work in 3 depts if given a choice,
though I would be happy to work in any dept. 3 choices: department of Currency Management,
International Department, Consumer Education and Protection Department. And among the functions, I
was more attracted towards the developmental functions, research and data dissemination functions, and
currency management functions. (after my interview I had the thought that if I were an interviewer I would
consider the answer I had given to be a bit vague and unclear)
Ma’am: As you mentioned about CEPD, have you heard about citizen’s charter? Explain
Me: Yes ma’am, RBI has evolved some points as guidelines for customers which include 5 elements, such as
right to Suitability, right to transparency, Right to privacy…
Ma’am stopped me: Can you elaborate on right to suitability?
Me: ummm..I may not be right but right to suitability would include relevance of person who is
suitable….started fumbling and said sorry.
Ma’am and M2 together explained it is about suitability of product not person.
M1: In between have you tried for UPSC as you are in LBSNAA?
Me: Sir I have a research-based profile, and I got into LBS as I have NET JRF in 3 subjects, hence I have not
decided to prepare for UPSC as of now (last three words = I felt regret as soon as I said it)
M1: Have you heard of Financial Inclusion? Your take on it with definition
Me (bankers might find my definition naïve and unclear): Sir Fin Inc is an attempt to reach out to the
unbanked population and it also tries to deliver timely credit at affordable cost to people who are not
giving it and RBI has tried various methods to promote financial inclusion
M1: A person is financially excluded if he is excluded to what?
Me: about a person being outside the formal financial network, if they are living in area without banking
outlet, and when people are not able to avail any kind of fin services at an affordable cost when they need
it (very vaguely defined by me as far I remember)
M1: You work in Uttarakhand, lot of areas there do not have branches so what have we suggested?
Me: (I was not able to remember any specific report or recommendation) the concept of BC and BF who
can ensure last mile connectivity and ensure financial services delivery, bank can reach to the people when
people can’t reach to bank (now I think back and feel: did he expect the 500 population hamlet should have
a banking outlet answer as per new Financial Inclusion plan report? Damn, I didn’t then, feeling bad now)
M2: What attracts a young man like you to Vipassana (mentioned in bio-data) which even we at our age do
not think of (with a wry smile)?
Me: Mentioned that I was doing academically very well, but I was going through a spiritual crisis (again an
honest answer, but was it relevant, as it might have given a negative impression?). about reading
philosophy books and religious theories but not able to get peace and solace….
M2: dad was in army right?
Me: Yes and currently with SBI
M2: Army and vipasanna quite opposite (did not know whether he wanted me to react or answer). Have
you heard of MCLR?
Me: Yes. Gave full form. Wrongfully mentioned that it is the base (messed up here) rate set by banks below
which no lending would be done.
M2 corrected me that both base rate and MCLR are different and I was confused bw the two. I apologized.
M2: What are we trying to move to and why?
Ans. Spoke about the external benchmark concept, 4 indicators. Forgot to speak about why
M2: But why?
Me: because RBI was feeling that monetary policy was not being efficiently done (should’ve said more)
M2: From where do we get the investors for Yes bank as not getting from abroad?
Ans: About what I understood from the news I was following that SBI HDFC and Kotak will be investing,
govt is encouraging Indian banking cos. (should have put in data etc, did not. Felt bad later.)
Singhal sir: being from Pub Ad, Indian banks seen as too bureaucratic. Talk about two advantages,
disadvantages of banks being bureaucratic.
Ans: 1 advantage strong rule of hand, can get work done efficiently + carrot and stick theory. 2nd about
complete control of funds and not depending on external agencies for reference (was not sure, was only
trying, I said things I shouldn’t have, by saying sorry not able to recall I could’ve escaped).
SS again asked about disadvantages: I answered- disadvantage include rigidity and inflexibility and how
processes suffer due to decision-making delays (fumbled a lot at this point). Another disadvantage would
be…… (forgot) sorry I can’t recall right now
SS: banks are between bureaucracy and organization. What is more suitable?
Me: I answered about being inclined to organization if given choice,
SS asked about advantages and disadvantages.
Me: fumbled and tried my best but it was unsatisfactory even to me, must have been for them for sure.
SS: Why central banks are created?
Me: started with conflict of interest…autonomy….
SS: you are right on conflict of interest but in what specific area
Me: gave 2 areas I could think about – if SBI made central bank in absence of RBI it will make policies acc to
their own capital requirement, if govt itself is a central bank, will make policies for its own interest in case
of bond markets etc (should have talked about fiscal resources etc also, I felt bad later.)
Joshi Sir: Meaning of my name?
Me: explained. (with a comment from SS)
JS: US $ why most accepted currency?
Me: historical reasons, fall of Bretton woods, highest market share around the world, greater dependence,
role in developed nations like Japan and Germany. IMF WB HQ in US, influence.

auto), twin balance sheet problem, over leveraged business, clearence issues. No cross
question further.
M1
Me-Told sbi is basically into implementation of policy. Policy formulation in Nabard related to
agri and rural development. Impacted lives of many people. Inclination towards it as I personally
belong to farming background.
Chairman sir barged in and said growth in sbi is immense will be able to touch lives if many
people.
Chairman-asked why nabard to rbi then with smile on his face?
Me-I told it's always better to work in a parent body and nabard is regulated by Rbi. Also the
mandate of Nabard is agriculture and rural development which is very limited but mandatory of
Rbi is very wide covers the whole economy.
M1-Then M1 mockingly said ab kha gya Agri and rural area inclination . Aur kuch btao.?
Me-I told it is an career progression for me Grade A to B. Said yes career progression is
important.
M1-Have you read IWG on Agri credit by MK Jain?
Me- Yes.
Me-Told about model land leasing act and an act currently in AP (land license cultivators act).
Tenant farmers unable to avail credit. These might help.
Me-I told about 5 reserve currencies (USD, Pound, Euro, yen, yuan) Lack
of export exposure of India
India is a developing country Low
gdp
No cross questions then. (Don't know he was satisfied or not) SS-
Asked about NDS?
Me-I said couldn't recall.
M2
Me-I told projects have been implemented in the state of AP and Telangana. Land records and
land consolidation could be done. He looked satisfied.
M2-Again a question on RRB. Why RRB were formed? (As I mentioned in one of the timeline
mentioned as per MK Jain report)
Me-I told for financial inclusion. Less that 1% of farmers were under formal banking. To provide
credit to weaker sections, Agri and MSME.
M2-Asked what more?
Local sourcing of people and salaries we give to the locals are less. So a bank branch working
at a very low cost.
Me-I told if we go at macro level. Liquidity risk. (Short term borrowing to long term finance
M3-Aur btao.
Me-I told if the person is unable to pay then the valuation of the property.
M3-Not satisfied. He said you're missing very important thing?
Me-I said sir can I get a hint. He smiled. M3-
Asked me to go.
Chairman-we've gauged your knowledge on various aspects. Now I would like to have your
opinion on public finance. Should we be rigid on FRBM targets?
Me-Told many sectors are under stress. Public spending is required. We should forgo frbm
targets because it's not a normal situation. Already escape Clause has been executed. 3.3 to
3.8%.
More money in hands of people
Chairman- no. I am very conservative I don't think it should happen. What may happen if we
forgo the targets?
Me-the confidence and trust of countries towards India might go.
I don't know if he's satisfied or not. Said okay okay you may go.
The board was cordial. Gave hints. SS didn't ask many questions from me. Interview was totally
different and profile based. I guess no question repeated for me. I think I've missed some
questions. Lots of follow up questions were asked.
