HISTORY OF SUMADER

Legend of the Barangay

According to the people, it was believed that there was a very


strong man that no one could overpower. He was often heard challenging
people saying, “No adda mayat a mangpadas kanyak, tumakder” (if
anyone dares to try me, stand up). One day, as soon as he pronounced his
challenge, a young man suddenly struck him with a piece of wood,
thereby conquering him. Hence, the people claim that the name Sumader
is a corruption of the Ilocano term TUMAKDER (stand up).

The leading producer of Chichacorn and Honey in the City of Batac


with a sustainable, self-sufficient community of the city where God-loving,
committed people lived, disciplined, peace and advocate leaders.

development in the community and to provide a better quality of life.

The Barangay can be reached through various land such as Jeep,
Tricycle, Motorcycle, Private Vehicle and Carabao

used in the barangay for telephone, mobile phone and internet
connection.

The Barangay, although the smallest political unit, plays a very
important role in the delivery of basic services to its constituents as

Entrepreneurship, Business and Industry Promotion


It is significant that the barangay prioritizes entrepreneurship and
industry promotion in order to attract investors to the area. The
barangay's economic situation is favorable.
1) Major Barangay Economic Enterprise (Others OBOP, BATAC CORNICK,
BATAC HONEY)
2) Established Barangay Livelihood Program (soap making, candle
making, chocolate making, etc.)
3) Registered Barangay Micro Business Enterprise (BMBE) in the BMBE
Registry
4) The presence of support programs to promote cooperation
5) The presence of support programs on job and employment generating
programs.

The introduction of livelihood programs, opportunities, and other


forms of economic activity, as well as a higher or improved standard of
living for the constituents, all contribute to the barangay's economic
growth. Under the direction of DA BAR LGU and the City Agriculture Office,
the Batac Cornick and Batac Honey production and management of Multi-
Bee species for livelihood and pollination of HVCC Projects are being built.
There is no flea or satellite market in the barangay.

Environmental Management
The Local Government Code clearly defines the role of the LGU's in
maintaining ecological balance. This performance area has 2 service areas
which include Natural Resources Management and Waste Management.
Natural Resource Management
Natural resource management should also be taken into consideration.
The following data was gathered in this area:
1) Implemented Clean and Green Program
 conducted clean and green activities, Organized Green
Brigade or related activities, Conducted Tree Planting and
Preservation Activities or Urban Gathering
2) Support to Conservation Program
 mangrove preservation, artificial reef, fish sanctuary, forest
conservation. etc.

Waste Management and Pollution Control


Local government bodies are responsible for enforcing the provisions of
RA 9003, or the Ecological Solid Waste Management Act of 2001. The
barangay is responsible for waste separation and collection.
The Sangguniang formed the Barangay Ecological Solid Waste
Management Committee (BESWMC), passed a Solid Waste Management
Ordinance/Resolution, developed a Solid Waste Management Action Plan,
implemented waste segregation and volume control, and maintained
sewerage and drainage canals.

Conclusion
As part of their efforts to promote improved governance, barangay
officials implemented the Barrio Governance Performance Management
System, which allows them to keep track of the barangay's production and
performance. It is a self-evaluation instrument that assesses the
barangay's capacities and limitations in providing important public
services to the people.

THE PEOPLE

In the 2020 census of the of the Philippine Statistics Authority, the


population of Barangay Sumader of the City of Batac was 1,504 people.
The Sumaderians (people of Sumader), like other Ilocanos, possess
some personality traits that distinguish them from other ethnic groups in
the City of Batac. Sumader is one of the farthest barangay surrounded
with hills and mountains. Due to physical setting, the people have limited
opportunities with which they earn a living. Because of this, people
became hardworking, thrifty and patient. Sumader is rich with natural
resources that people used to make products for a living. They are making
products made of wood and bamboo such as baskets, bilao, and others.
Sumader is also rich with rocks and stones that people used for
riprapping. They riprap fence and road, houses and school. Stones’
Riprapping shows the connection between people that magnifies their
place. Sumaderians perform in different activities in the community as
well as in the municipality. People in Sumader continue to excel and stand
strongly for the development of the Barangay.

Our Mandate

The Department of Education was established through the Education


Decree of 1863 as the Superior Commission of Primary Instruction under a
Chairman. The Education agency underwent many reorganization efforts
in the 20th century in order to better define its purpose vis-a-vis the
changing administrations and charters. The present day Department of
Education was eventually mandated through Republic Act 9155, otherwise
known as the Governance of Basic Education act of 2001 which
establishes the mandate of this agency.

The Department of Education (DepEd) formulates, implements, and


coordinates policies, plans, programs and projects in the areas of formal
and non-formal basic education. It supervises all elementary and
secondary education institutions, including alternative learning systems,
both public and private; and provides for the establishment and
maintenance of a complete, adequate, and integrated system of basic
education relevant to the goals of national development.

Mrs. Repollo was the school head when the Cumcumraas Primary
School was renamed as Cumcumraas-Manggaddi-Pitpitac Elementary
School by virtue of City Ordinance No. 4SP2018-02on January 08, 2018
upon the recommendation of the Local School Board(LSB) through LSB
Resolution No. 04 s. 2017 on 19 Sepetember 2017.

Mrs. Duldulao pioneered the creation of school’s Facebook page for
easier communication and information dissemination.

Mrs. Dulig spearheaded the ISO Certification 9001:2015 journey of
the school, thus, was issued a certificate of registration for complying with
the requirements of the International Standard on Goods and Services on
03 April 2020 by the Certification Partner Global. She also led the Safety
Seal Certification of the school in compliance to safety and health
protocols against CoVid-19 and received the certification last 08 April
2022. During her term, various infrastructures were also constructed such
as concrete fence (Phase 1), handwashing area, stairway going to grdaes
5 and 6 classrooms, and gender segregated comfort rooms.
