Introduction
The American Refugee Committee (ARC) is an international nonprofit, nonsectarian
organization that has provided humanitarian assistance and training to millions of beneficiaries
over the last 35 years. ARC works with refugee communities in 11 countries around the world,
helping people regain control of their lives. The people ARC serves have lost everything to
events completely beyond their control. ARC provides shelter, clean water and sanitation,
health care, skills training, microcredit education, protection and whatever support we can to
let people begin again.

The Myanmar country program of American Refugee Committee is actively responding to


humanitarian concerns in Myanmar, particularly in remote areas of the Southeast region. ARC
is working closely with national and local authorities to galvanize concerted and coordinated
lifesaving humanitarian assistance to people in need. Primary interventions focus on
community health responses to endemic malaria among hard-to-reach or transient populations.

Project Overview
The Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative 4 (RAI4) contributes
to the elimination of P. falciparum malaria in Myanmar, as well as prevention of the emergence
or spread of artemisinin resistance in new areas. This project, supported by Global Fund, is a
multi-state project focused on the Southeast region of Myanmar, partnering with, and serving
primarily ethnic minority populations in hard-to-reach localities.

Primary Purpose of Position


The RAI4 Project Manager will support the GMS RAI project in Myanmar with goals,
objectives, and activities aligned with the Global Fund initiative..

The RAI4 Project Manager plays a key role in ensuring overall administrative, operational, and
project quality of the RAI4 project. Areas of oversight include directly managing staff,
coordination of procurement and supply chain, the effective delivery of services, adherence to
ARC and donor standards, and liaising with local government officials.
Major Areas of Accountability/ Primary Duties and Responsibilities

Project and Staff Management (60%)

• Ensure that project planning, design, management, monitoring, evaluation plans


adhere to ARC standards and practices.
• Set and clarify specific objectives and benchmarks for measurable outcomes for all
project activities.
• Compile an overall project workplan and ensure that all project components evolve
according to agreed schedules with all partners.
• Closely monitor project implementation and budget utilization and ensure that project
and spending targets are met, working with partners on monthly spending plans
including reviewing budget vs. actual analyses.
• Monitor compliance with donor regulations and ARC policies, in the course of project
implementation and build capacity of staff and partners in this area.
• Ensure regular accountability for and follow-up on procurement/requisition.
• Collaborate to produce timely, high-quality reports to the donor, with adequate lead
time for all parties to review and contribute.
• Liaise and consult regularly with ARC HQ staff on technical and project management
issues.
• Create systems and a supportive environment for effective supervision of all national
project staff and partners.
• Assist with staff retention by contributing to the development of field staff through
training, mentoring, and assisting with professional advancement.
• Ensure standard job descriptions for national staff positions are used in managing staff
performance expectations, and that they are adjusted as needed.
• Ensure staff compliance with all ARC field policies and procedures.

Project Development (15%)

• Support the SEAR on the development of new projects and program expansion.
• Collaborate with the EM Project Manager to identify and secure health-specific
funding opportunities, including institutional donors, research organizations,
foundations, and private donors.
• Assist in writing reports, proposals, and other documents as needed.
• Identify opportunities to expand and/or improve integrated health programming in
Myanmar.
• Assist in the development of quality program and cost proposals, ensuring
ALIGHT/ARC HQ requirements are fully met.
• Contribute to maintaining ALIGHT/ARC presence and a high standard of
representation in meetings with other INGOs, donors, Government agencies, and
other interagency groups.
• Play a role in developing collaborative relationships with other organizations.
• Contribute to production of communication opportunities and tools to increase
visibility of ARC and partners among donors, government counterparts, partner
organizations, ALIGHT/ARC-HQ and other audiences as appropriate.

Technical Support, Oversight and Quality Control (10%)

• Ensure project adherence to ALIGHT/ARC guidelines and national/international


standards.
• Provide technical support in assessment, design, planning, ongoing implementation
and evaluation and monitoring of ALIGHT/ARC Myanmar’s current and upcoming
health projects.
• Hold regular meetings with health staff to identify and overcome challenges in project
implementation.
• Work with other partners/collaborators to find solutions to reach transient populations
that live on Myanmar-Thailand borders.
• Contribute to development of overall integrated health program strategy, and design
of technically sound workplans and timelines to achieve overall health sector
objectives and indicators.
• Provide technical support and training to staff as needed, enabling application of
technical best practices.

Representation (5%)

• Participate in RAI4 health-related coordination meetings and ad hoc groups/task


forces at national level.
• Represent ALIGHT/ARC’s health projects in discussions, meetings, presentations,
and other fora.
• Liaise with ALIGHT/ARC HQ technical health staff on project issues related to
working groups in refugee health, development of health standards, etc.
• Act as the secondary external liaison with donors, stakeholders, and government
officials for ALIGHT/ARC Myanmar RAI4 project issues.
• Engage in advocacy at national levels as needed to support ALIGHT/ARC’s work in
health-related issues.
• Any other duties assigned by the Executive Director/Head of Programs.

Education, Technical Skills and Knowledge Required

• Bachelor’s degree in health or related field


• MPH or graduate degree in closely related field is preferred.
• Preferred technical experience in GMS RAI projects.
• Minimum of 3-5 years of progressive field experience in public health program design
and implementation, with a focus on project coordination, preferably with an
international NGO in Myanmar.
• At least 2 years’ supervisory experience
• Experience with malaria and/or other infectious disease prevention, control and
treatment programming.
• Demonstrated technical knowledge of malaria treatment and public health
interventions against infectious diseases.
• Strong understanding of Monitoring and Evaluation processes.
• Ability to produce analytical and well-presented project reports and proposals.
• Strong commitment to capacity-building of national staff and a participatory and
consultative management approach.
• Strong oral and written communications skills.
• Computer literacy – Microsoft Word, Excel, and PowerPoint proficiency required;
experience working in Access a plus.
• English and Myanmar language fluency required.
• Knowledge and understanding of political and social environment in Myanmar
preferred.
