The construction project is a strategic initiative aimed at addressing the escalating water demands in
the region. The primary objective of the project is to establish a comprehensive water supply system
that integrates the main river as a water source where the water will be supplied through a gravity to the
rural areas after passing through a water treatment plant having auxiliary units doing the sedimentation,
filtration, disinfection and adjusting the other contents for drinking purpose which will then be stored at
the overhead tanks and then supplied further through transmission lines at Dor river in Havellain,
Abbottabad.
The scope of work involves the construction of the the whole project with associated civil and
mechanical infrastructures, iinclusive of reinforced concrete structures, mechanical installations, and
allied civil works, along with laying a Mild Steel (MS) pipeline cconductance main for the efficient
conveyance of water. The supply of water through gravitation force form overhead reservoir where the
distilled water will be stored will play a pivotal role in the distribution of water to meet the demands.
The Key deliverables include the successful completion and integration of the intake pipeline from river
flow, Water Treatment, overhead reservoirs for storage purpose and transmission line of HDPE pipes
along with the associated infrastructure, ensuring a reliable, sustainable, and efficient water supply
system to the nearby residential rular areas . The project aligns with the broader goal of enhancing
water infrastructure to meet the growing needs of the community, emphasizing the importance of quality,
efficiency, and adherence to environmental standards in achieving its objectives .

1.4. Main Scope of Work
The main scope of work will comprise of provision of following civil and Mechanical works:

2 SITE ORGANIZATION
The site organization for the construction project is meticulously planned to ensure efficient
and safe execution. The project site will be organized into distinct zones, including the intake
construction area, MS Conductance Main laying zone, and allied civil/mechanical works
sections, overhead reservoirs and other works.
A project office will be established for administrative functions, documentation, and project
management.
Construction equipment, including excavators, cranes, and welding units, will be strategically
positioned for optimal access and workflow with having a fencing for them so that they may
safely opeated on need basis at the site.
Coordination and communication hubs will be established to facilitate seamless collaboration
among different work zones, ensuring that the site organization maximizes efficiency while
maintaining a strong focus on safety and environmental considerations.
The contractor will depute qualified, specialized and experienced professional staff for overall
control of the project to ensure that the project activities are implemented timely and as per
design and specifications to the entire satisfaction of the client. The above figure shows the
organogram of the construction staff.

3 METHODOLOGY OF WORK
3.1 Construction Area & Site Camp:
The construction area for the project will be strategically organized to facilitate the efficient
execution of various components. The construction area will include designated zones for each
construction activity and work, MS Conductance Main laying, and allied civil/ mechanical and
electrical connections works. The gravity based supply system pipeline construction area will
accommodate reinforced concrete structures, pump installations, and mechanical components,
ensuring adequate space for equipment maneuverability as follows:
The MS Conductance Main laying zone will be organized to allow for the systematic
installation of pipes, employing proper welding and testing procedures.
The allied civil/mechanical works section will focus on complementary structures and
installations.
A centralized site camp will be established to provide accommodation and facilities for
the project team, including administrative offices, temporary housing, dining facilities, and
recreational areas. It will adhere to safety and environmental standards, incorporating
waste management systems and emergency response protocols.
This detailed organization aims to optimize construction efficiency while prioritizing the
well-being and safety of the project team throughout the execution of the water supply
system project.
In addition to this a suitable area would be made available, if required by the contractor,
where operators will be allowed to park and stay in caravans on the premises. However,
the contractor will have to approach the Employer regarding the provision of required
services. The camp will be kept orderly, and housekeeping will be done on regular basis
will all rubbish removed from site on weekly basis.
Dedicated access roads will be maintained to an agreed and acceptable standard by the
contractor.
All construction plant and equipment will be restricted to the construction area in order
not to harm or damage the surrounding vegetation.
There will be a designated eating area as well as smoking area. No smoking will be
allowed anywhere else on site. Special care would be given to smoking rules at or near
the plant refueling point.
Clearing of any vegetation for construction purposes will only be permitted inside the
demarcated construction site and along agreed access roads.
A garbage bin will be placed on site and be emptied weekly at an approved waste area
or as arranged with the landowner.

3.2 Sanitation Facilities:
Ensuring optimal hygiene and well-being for the construction team during the project is a paramount
consideration. Sanitation facilities will be meticulously provided within the site camp, adhering to
health and safety standards. The site camp will include gender-segregated and disability-
accessible restroom facilities with proper ventilation, lighting, and regular maintenance.
Additionally, handwashing stations equipped with soap and sanitizers will be strategically placed
throughout the construction area to promote hygiene practices. Waste disposal mechanisms will
be implemented in accordance with environmental regulations. Regular inspection and cleaning
schedules will be established to uphold a sanitary environment, ensuring the well-being and
comfort of the project team throughout the construction phase. Proper toilet system will be
provided/used on site with the prior approval of the Engineer which will be services on weekly
basis.

It shows the comprehensive work plan together with the sequence of activities for the Gravity
bases water supply system. The total duration of the project has been estimated as 730 days
from commencement day which will cover the activities such as, mobilization and
Pre-construction activities like, Cutt/ fill works, Laying of pipes for the construction of Main
Conductance and construction of Allied buildings etc.
The contractor will mobilize and allocate proper resources during the construction period
comprising of, inter-alia, human resources, equipment and machinery and other material and
financial resources to complete the project within the targeted time. During the construction
period the contractor will utilize state of the art CPM method for the purpose. The critical path of
the project activities will be worked out and resources proper allocated to avoid project delays.
The description of the main activities are explained along with the method of execution below:
The initiation of the project planning will be started in Planning section of M/s Tameer E Nau
Head Office located in Islamabad, Pakistan, encompasses a meticulous planning phase and
preparatory activities for preparing the detail work breakdown structure showing the complete
scope of project including the numbers of activities with their duration and use of optimal
resources along with defining the critical path for the construction of the entire project for
approval of project fist baseline outlining critical milestones and timelines.
Pre-construction activities will commence with a comprehensive project review, including a
detailed examination of design specifications, relevant permits, and environmental impact
assessments.

The establishment of project offices and site camps will be prioritized, equipped with the
necessary facilities for administration, engineering, and accommodations.
Surveying and geotechnical investigations will be conducted to inform construction planning and
identify potential challenges.
Procurement activities will commence, involving the sourcing and quality assurance of
construction materials, equipment, and personnel.
Health and safety protocols will be established, including the provision of safety training for all
personnel involved.
The pre- construction phase sets the foundation for the subsequent stages, ensuring a well-
organized and efficient execution of the water supply system project:
After the possession of site, the activities to be carried out prior to the initiation of
construction activities comprises, of the following:
Construction of offices and residences for the employer, Engineer staff as per the
requirements of the contract (as provided in the design specifications) and contractor's
staff.
Construction of Material Testing Laboratory for material testing as per contract
requirements.
Carryout comprehensive joint survey with the employer and engineer's representatives
to establish the baseline topography covering the different project components as
required under the scope of work.
Mobilization of construction machinery and equipment.
Construction of access road.
The first step will be to prepare the construction site by way of clearing the footprint
area of the works including the demarcated workspace from all vegetation either
by hand or machinery. Waste material will either be spoiled at a registered waste
site or burnt on site in accordance with applicable regulations. Reusable topsoil will
be collected and stockpiled at dedicated areas for the rehabilitation of the site to
commence the works on earth works (cut &fill).

[Link] Earth Work (Excavation & Backfilling):
Excavation for laying of pipe as well as for structures will take place as the project
progresses. All reusable material will either be used directly in fill or be stock pilled
for later use in the fill areas as part of the works. Bulk earthworks comprise the
excavation of material from within the required excavations and placing, compacting
it in the fill areas as per specification using equipment such as excavators, graders,
compaction rollers, water bowsers etc.
All concrete works will be imported as ready-mix concrete from the batching plant.
No concrete will be mixed on site and surplus or wasted, if found any the same will
be sent back to make it usable on another portion or disposed off to suitable area.
Concrete chutes of the supply trucks will be cleaned and washed at a dedicated
wash bay from where contaminated water and waste will be spoiled to a suitable
dump site.
Transport MS pipes to the construction site and ensure proper handling and
storage.
Excavate trenches according to project specifications.
Joint and weld MS pipes, ensuring alignment and grade control.
Conduct pressure checks to verify the structural integrity of the MS pipe system.
Implement certain measures to prevent corrosion.
Clean and prepare the pipe ends for jointing, removing any contaminants that could
affect the quality of the welds.
Perform meticulous jointing and welding of MS pipes using qualified welders and
approved welding procedures.
Conduct non-destructive methods, to check the quality of the weld.
Conduct pressure Checks on the installed 32-inch diameter MS pipes to verify their
structural integrity and identify any potential leaks.
Conduct hydrostatic works using water or other suitable Working mediums,
adhering to project specifications.
Reinstate the construction site to its original condition, addressing any surface
disruptions caused by trench excavation and pipe laying.
Implement erosion control measures to prevent soil erosion and maintain
environmental stability.
Construct WTP with the associated Pumping Stations or housing pumps, valves,
and associated mechanical components.
Install electrical systems for pump control and monitoring.
Implement safety features and emergency systems.
Install electrical and instrumentation systems for the entire water supply system.
Implement communication networks for remote monitoring and control.

Systems, Disinfection Units, Storage Tanks and other Distribution Systems.
Verify the integrity of all mechanical connections of Overhead reservoirs and then
piping system to transmission lines.
Conduct performance checks on installed mechanical equipment as per the quality
management plan attached in the annexures.
All the radiographic and other testing procedures as per the standard provided
in quality management plan.
Install electrical panels, switchgear, and control systems for both the Raw Water
Intake System (if any) and the Water Treatment Plant.
Implement proper grounding and lightning protection measures.
Lay electrical conduits and cables according to approved designs.
Conduct comprehensive checks of electrical systems for functionality and safety as
per the quality management plans.
Calibrate and install sensors, transmitters, and control devices for monitoring
and regulating the water treatment process.
Implement a comprehensive control system, ensuring proper integration with
mechanical and electrical systems.
Conduct checks to verify the accuracy and reliability of the instrumentation and
control systems.

Compile a comprehensive set of records for future reference and auditing purposes.

All relevant material and safety data sheets will be available on site throughout the
contract.
The contact numbers ofthe local police and emergency services including the
numbers of the spill response team in the event of major spill, will be provided to all
employees.
Existing storm water ditches will be maintained in order to let water flow freely to
the river without eroding the soil. Existing drainage furrows will be maintained and
kept clean at all times in order to prevent rainwater from scouring and eroding
surrounding areas and subsequent sedimentation of the stream.
M/s Tameer e Nau are the top ranked construction company with sufficient financial
resources and owns considerable construction equipment to effectively carryout
works related to the project The required equipment will be deployed on the site to
carry out the work timely and as per the requirements of the design and
specifications.
The construction equipment deployment for the encompasses a diverse range of
machinery. Earthmoving equipment such as excavators, backhoes, bulldozers, and
loaders are crucial for site preparation and foundation work, while concrete
construction equipment like mixers, pumps, and vibrators ensure precise concrete
placement.
Heavy lifting equipment including cranes and hoists facilitates the handling of large
components, and material handling equipment like forklifts supports efficient
material transport. Compaction equipment, piling rigs, welding and cutting tools,
asphalt equipment, and a variety of electrical, instrumentation, and surveying
equipment are strategically employed throughout the construction phases.
Comprehensive maintenance and inspection plans are in place to ensure
equipment reliability, and a well-coordinated deployment plan optimizes efficiency
and minimizes downtime across the project site.
Construction Plants will be kept in good order and inspected daily, drip trays will be
provided.
for plant that is stationary and also be inspected daily. Only minor services will be
done on site and all used/damaged machine parts will be removed. Drip trays will
be positioned to catch accidental leaks or spillages at the refueling point at all times,
all liquids collected in the drip trays will be decanted into a marked and sealed
drums which will be taken to an approved spoil or treatment facility.
The construction plant will be refueled using a mobile fuel tanker. Drip trays and a
suitable spill kit will be on standby and available at the refueling point. In case of an

accidental spill, the contaminated material will be disposed of at the nearest
approved disposal site. The fuel tanker will be parked on top of a raised
embankment reducing the risk for any machine driving into it accidentally and
causing a fuel spill. No containers with hazardous substances will be stored on site
and fluids that are necessary for servicing equipment will be brought from the home-
based workshop when needed and taken away after use.
Contaminated soils will be collected and removed to the nearest landfill site or as
arranged with the owner.
A bulk fuel storage tank will be considered at a dedicated location on site either in
addition to or as an alternate to the mobile fuel tanker, if required. The installation
will comply with applicable building as well as health and safety regulations
including a bunt wall in case of spillage.

The Complete Work Health Safety Management (WHS) plan for the construction

Ensuring the health and safety of all personnel involved in the project is of
paramount importance. The implementation of a Health & Safety plan will
commence with comprehensive risk assessments at various construction phases,
identifying potential hazards and outlining mitigation measures. All personnel will
undergo thorough safety inductions and training programs, emphasizing the proper
use of personal protective equipment (PPE), adherence to safe work practices, and
emergency response procedures. The construction site will be equipped with
adequate first aid facilities, including trained personnel and readily accessible
medical assistance. Regular safety inspections and audits will be conducted to
monitor compliance with safety protocols, and safety briefings will be held to
address evolving risks. Strict enforcement of safety regulations, including fall
protection measures, scaffolding standards, and machinery safety protocols, will be
integral to the construction methodology. Furthermore, a dedicated Safety Officer
will oversee the implementation of health and safety requirements, ensuring a

secure and conducive working environment for all project personnel. Continuous
training, hazard identification, and proactive safety measures will be ongoing
priorities throughout the project's lifecycle. The following table gives the probable
risks and mitigations at site during construction.

M/s Tameer e Nau will identify items or elements within the specification which need to be
inspected, confirmed and/ or verified before the subsequent work activity can commence.
Similarly, materials which require testing, certification or inspection will also be highlighted
are checked for correctness and the results recorded before the materials are released for
incorporation into the works.
