enclosed).

Cases of cracks in Center girder & Crossbar of BFNV wagons were reported by Zonal
Railways. A detailed analysis has been carried out by RDSO on the failures reported
in BFNV wagons and it has been found that failures are on account of non-
compliance of laid down norms for loading/unloading and handling of these
wagons.

Therefore considering the existing failures and requirement of steel loading firms, the
repair and strengthening procedure has been advised by RDSO for existing wagons
and revised drawings for new BFNV wagons.

Zonal Railways are requested to ensure the following:

1. Strict compliance of loading/unloading and handling of BFNV wagons as per


laid down norms.

2. Complete the repair and strengthening work in all existing BFNV wagons by
31.01.2025.

Progress of Repair and strengthening of existing BFNV wagons be reported to


RDSO and Railway Board on monthly basis as per format given at Annexure-VIII
of RDSO letter under reference.

A. Brief History:
1. Vide letters under reference (i) & (ii) above, SWR & CR have reported failures in Solebar and
Side Angle of BFNV wagons. To investigate the failure, a joint examination was conducted at ROH
Depot/HPT on 18.09.2024 &19.09.2024 and loading/unloading of steel coils in BFNV wagons was
also inspected. Additionally, discussions were held with concerned wagon builders at RDSO LKO on
27.09.2024.
2. Based on aforesaid joint study, analysis and discussions; Do’s and Don’t’s for steel coil
loading/unloading and repair procedure of Solebar & Side angle of BFNV wagons were issued vide
this office letter at reference (iii) above.
3. Now, vide letters at reference (iv) & (v) above, cracks in Center girder & Crossbar of BFNV
wagons have also been reported. As per the information available with this office, BFNV wagons
requiring repair in Center girder/Crossbar/ Solebar/Side angle are as under :

4. From the above table it can be seen that % failures over SWR is more than double as compared
to CR. Sample photographs of reported failures are attached as Annexure – I. It can be seen that most
of the failures are arising from:
a. Sole bar failures are originating from welded joints below 2nd and 4th loading pockets.
b. Side angle cracks are originating near lifting pads.
c. Cracks are originating from the welded joint between Centre girder and central Crossbar.
5. Railway Board vide letter at reference (vi) above, has expressed concern on increasing trends
of failure in BFNV wagons and has directed RDSO to examine this issue in totality.

B. Design & Development of BFNV wagon:


1. Application of M/s JRIL for development of Versatile Wagon Carrying Steel Coil, submitted
vide letter no. JRIL/PWDA/01 dated 12.04.2018 was considered by Board, and vide letter no.
2007/M(N)/204/3 Vol. II Pt. dated 26.04.2018, RB accorded in-principal approval for new
design wagon for carrying steel coils under PWDA 2009.
2. Based on approval given by Railway Board, design of BFNV wagon was developed by
RDSO jointly with M/s JRIL, design validated through FEA, prototype developed, tested &
validated following all due procedures under PWDA 2009. Important points are as under:
i. Detailed wagon design was validated through FEA, Static Load Testing and Squeeze
Load Testing; design of BFNV wagon and prototype were found meeting all laid down
norms.
ii. From the FEA & Squeeze Load Testing reports, conducted at time of design and
prototype validation, it can be seen that maximum stresses are well within the yield
strength value of material of construction of this wagon i.e. IS:2062 E 450 BR Cu.

Remarks: Maximum stress in any loading case was 371.68 MPa at one isolated location of
back stop of CBC. Overall, the wagon structure could withstand the worst case of operating
conditions with IS:2062 E 450 BR Cu (micro alloy steel) grade used for fabrication. FEA report
of Load Case-2 is attached as Annexure-II.
Squeeze load test
As per RDSO testing Dte. report no. RDSO/2020/TG/MT- 1700/ F Rev.-0 / Amendment – Nil
Dated 30.04.2020, all parameters of prototype wagon were found within the specified limits.
Stress and deflection values measured at 08 locations were found within specified limits.

3. After successful prototype testing, detailed oscillation trials were conducted and based on
Testing directorate report no. - RDSO/2021/ TG / MT-1781/F /Rev. – 0/ Amendment – NIL
Dated: - 07.04.2021, Final Speed Certificate (FSC) No. MW/PWDA/Jindal/Flat Wagon/CSC
dated 27.08.2021 was issued. Based on this FSC and recommendation of CCRS, sanction of
this stock was issued by Railway Board vide letter no 2021/CEDO/SR/17(1) dated
20.09.2021 for operation at 100/75 kmph over IR and 100/100 kmph over DFC in
Empty/Loaded condition at 22.9 ton axle load.
4. Therefore, all laid down norms for design and introduction of new wagon as per PWDA-
2009 were followed in design and introduction of BFNV wagon.

5. Existing design was revalidated through manual calculation of stress for different load cases
and result is attached as Annexure-III. It can be seen that maximum stress with 13.8 tonnes
coils loaded in all 05 pockets is 217.60 MPa, well within specified limits.
6. Further FEA of existing design with above load condition (13.8 T coil loaded in all 05
pockets) + dynamic augment of 1.4 times was also done, and same is attached as Annexure-
IV. In the FEA, maximum stress obtained is 270.79 MPa, (270.79/1.4 = 193.4MPa) which is
similar to manual calculation and within limits.
C. Prevailing Loading/Unloading and wagon handling condition:

3. Pocket wise steel coil loading particulars of BFNV wagons have been collected from
Central Railway and South Western Railway and these documents can also be assessed in
above google drive.
4. Further M/s JSW, primary owner of BFNV rakes (approx. 50% of total BFNV rakes) vide
their letters no. JSWL/EVPPL/RDSO/FY25/148 dated 20.06.24 and
JSWL/EVPPL/RDSO/FY25/422 dated 23.10.24 have requested Railways to permit
following loading combination in BFNV wagons:

5. Important observations are as under:


a. From the available photographs and videos, it is evident that loading is being done in
contravention to permitted loading combinations. For example, in one video, WDG 4
hauled BFNV rake can be seen carrying 04 coils which is not a permitted combination.
b. In the other videos/photographs, issues such as impact loading, movement of wagon due
to cross- pull during unloading, damage to loading pocket liner due to loading of hot coil,
damage to locking arm etc. are clearly evident.
c. Pocket wise loading data given by Zonal Railways indicates that loading in 04 pockets,
unsymmetrical loading, more than 16 tonnes in 2nd and 4th pockets, etc. have been done
by loading firms.
d. Analysis also reveals that instances of non-compliance of approved loading pattern are
higher over SWR as compared to CR. This corroborates higher failure cases over SWR
(24%) as compared to CR (11%).
e. For the first time, failure of Solebars was reported on 23.08.2024. All the other failures
were reported subsequently. Further, it is also noted that HPT/SWR has done ROH of
587 BFNV wagons in 2023-24 however, no such failure was reported. Thus, most of the
failures have occurred recently across all wagon manufactures and age profiles. It is
important to note that’s M/s JSW approached Railways with enhanced and changed
loading pattern request for the first time in June 2024.

D. Findings and Recommendations:


1. From the above discussion, it is evident that failures are on account of non-
compliance of laid down norms for loading/unloading and handling of these wagons.
2. Therefore considering the existing failures and requirement of steel loading firms
particularly M/s JSW; following repair and strengthening procedure have been
developed for BFNV wagons.

iii. Wagon repaired and strengthened through this procedure shall be marked/
stencilled in black on white back ground on Sideangle as per following:

iv. For New BFNV wagons, revision of existing drawings is underway. Revision of
drawings and FEA validation for proposed loading combinations shall be
completed by 30.11.2024. Till issue of revised drawings, manufacturing of BFNV
wagons should be put on hold. However, under production wagons; where
manufacturing had already started, may be permitted with strengthening procedure
for existing wagons.
v. Do’s and Don’t’s for steel coil loading/unloading attached as Annexure-VII shall
be strictly followed.
vi. Repair and strengthening of existing BFNV wagons shall be reported to RDSO and
Railway Board on monthly basis as per format given at Annexure-VIII.
vii. Modified BFNV wagons shall be closely monitored and any failure in modified
wagons shall be promptly reported as per format given at Annexure-IX.
viii. As discussed above, failure in existing BFNV stock is primarily on account of non-
adherence to approved loading and handling guidelines by loading firms. Therefore
it is recommended that cost of repair and strengthening should be charged on
respective loading firms/owner of wagons. It is pertinent to mention here that M/s
JSW vide their letter no. JSW/EVPL/LSFTO/FY25/439 dated 29.10.2024,
addressed to SWR have already conveyed their willingness to bear the repair
charges.

Railway board may kindly issue suitable guidelines to Zonal Railways and Wagon Builders for further
compliance.

ANNEXURE-V

Repair and Strengthening procedure for sole bar, cross bar & side angle of BFNV wagon

STEP-1 Lift the underframe using the lifting pad, then run out the bogies andplace
it on trestle.
STEP-2 Thoroughly clean the crack area, ensuring it is free from any
contamination.
STEP-3 Carry out a Dye Penetrant test (DPT)/Magnetic particle test (MPI) onboth
sides of the sole bar to check for the propagation and extent of the
crack.
STEP-4 Make 10 mm diameter arrester hole, about 10mm from tip of the crack ,in the
direction of propagation of the crack.
STEP-5 Completely gouge the crack by creating a bevel at the crack position,
preferably from the outside of the sole bar and outside of the side angle.
STEP-6 Weld the crack with suitable electrode as per APPENDIX-III of Spec. No. G-72
(latest) and any other extant instructions then ground flush.
STEP-7 Back gouge the crack from back side for sealing run, if crack has
propagated through its entire depth.
STEP-8 After thorough cleaning, perform the Dye Penetrant test (DPT)/Magnetic
particle test(MPI) to ensure the quality of the weld joint.
Step-1 to Step-8 are applicable to repair of all cracks.
STEP-9 a. Applicable sketch is 24-WD-I-02 (Sheet-1).
b. Sole bar repair
Sole bar web stiffening plate (Item-5) of 10 mm thickness of 186x200
mm size and sole bar bottom stiffening plate (Item-6) of 10 mm
thickness of 90x200 mm size, shall be welded as per above sketch.
Repair of joint of crossbar (outer) and sole bar bottom flange
Stiffening plate (Item-8) of 10 mm thickness of 118x200 mm, shall be
welded as per above sketch.

STEP-10 a. Applicable sketch is 24-WD-I-02 (Sheet-1).


b. Strengthening of sole bar
• Prepare sole bar stiffening ribs (as per Item-9 of sketch no. 24-WD-I-
02 sheet-1).
• Place the ribs at locations shown in sketch no. 24-WD-I-02 (sheet-1),
tack weld first, and then perform complete welding.
• Prepare sole bar stiffening webs (Item-10 & 11) and tack weld
ensuring location as shown in sketch no. 24-WD-I-02 (sheet- 1).
• After ensuring dimension check, perform complete welding as per
detail given in the sketch.
c. Strengthening of side angle
• Prepare side angle gusset plate (Item-7 of sketch no. 24-WD-I- 02
(sheet-1)).
• Place the gusset plate and tack weld as per locations shown in sketch
no. 24-WD-I-02 (sheet-1), and then perform complete welding as per
detail given in sketch.

Note :-

boxes should be arranged for maintaining the electrodes at desired
temperature during welding as specified by manufacturer of electrodes.
Recommendations for GMAW/Metal Arc welding of Carbon steel as per
specification IS:9595 (latest) should be referred for details.
7) Gas cutting shall be avoided, and only profile cutting shall be used.

Annexure-VI

Repair procedure of Centre Girder & Centre Crossbar of BFNV wagon

STEP-1 Lift the underframe using the lifting pad, then roll out the bogies and place
them on a trestle.
STEP-2 Remove all sub-assemblies around the damaged area of the wagon for better
accessibility.
STEP-3 Ensure the crack area is thoroughly clean and free from any
contamination.
STEP-4 Conduct a Dye Penetrant Test (DPT) or Magnetic Particle Test (MPI) on both
sides of the center girder (bottom plate) to assess the propagation and extent of
the crack.
STEP-5 Drill a 10 mm diameter arrestor hole approximately 10 mm from the tip of the
crack, in the direction of its propagation.
STEP-6 Completely gouge out the crack by creating a bevel at its location,
preferably from the underside of the bottom plate of the center girder.
STEP-7 Weld the crack with suitable electrode as per APPENDIX-III of Spec. No. G-72
(latest) and any other extant instructions then ground flush.
STEP-8 Back-gouge the crack on the top side of the bottom plate of the Center girder for
a sealing run if the crack has propagated through its entire depth.

STEP-9 After thoroughly cleaning, perform the Dye Penetrant Test (DPT) or
Magnetic Particle Test (MPI) to ensure the quality of the weld joint.
STEP-10 Strengthening of Cross member-Center Girder weld joint:
 Prepare a Centre Cross bar Knee (item no. 1) as per sketch no. ‘24-WD-I-
03’.
 Place and hold suitably the Centre Cross bar Knee (Item no. 1 of 10 mm
thickness) of size as per sketch (enclosed). Thereafter, Centre Cross bar
Knee should be completely welded as shown in the sketch no. ‘24-WD-I-
03’.
 Prepare a Centre Cross bar Ribs (item no. 2) as per sketch no. ‘24-WD-I-
03’.
 Place and hold suitably the Centre Cross bar Ribs (Item no. 2 of 10 mm
thickness) of size as per sketch (enclosed). Thereafter, Centre Cross bar
Ribs should be completely welded as shown in the sketch no. ‘24-WD-I-
03’.
STEP-11 After completion of the repair procedure as mentioned above,
reassemble all subassemblies, components, and accessories that were detached
for repair purposes in the wagon. If any air brake equipment/pipe etc. was
removed for repair, SWTR test shall be conducted.
Note :-

1) Refer to sketch no. ‘24-WD-I-03’ attached herewith for weld joint size, or any other
details.
2) For details of other sub-assemblies/components of BFNV wagon, refer to RDSO
Index drawing no. WD-20044-S-01.
3) Cover all welded areas and knees/ribs with primer and specified paint.
4) Electrodes used for repair and strengthening procedure shall be as specified in
Appendix-III of G-72 (Latest Revision) or extent guidelines issued by RDSO.

Cases of cracks in Center girder & Crossbar of BFNV wagons were reported by
Zonal Railways. A detailed analysis has been carried out by RDSO on the failures
reported in BFNV wagons and it has been found that failures are on account of non
compliance of laid down norms for loading/unloading and handling of these wagons.

Therefore considering the existing failures and requirement of steel loading firms,
the repair and strengthening procedure has been advised by RDSO for existing wagons
and revised drawings for new BFNV wagons.

ln this connection detailed estimate has been made for Repair and strengthening
of Centre girder, Cross bar, Sole bar and Side angle of BFNV wagons.
