Recalling previous UN resolutions, such as General Assembly Resolution 75/190 (2020), which
condemned human rights violations in North Korea.

Expressing concern over the lack of transparency and access granted to international bodies by
North Korea,

Expressing concern also over reports from NGOs which have provided detailed reports on the
inhumane conditions in North Korea’s detention facilities

Alarmed at reports of the cruel conditions in North Korea's detention centers from
non-governmental organizations such as Human Rights Watch and Amnesty International,

Emphasizing the role of neighboring and regional countries in influencing North Korea through
diplomatic and economic means,

Taking into consideration the part that regional and border nations play- in using economical
and diplomatic pressure on North Korea,

Recognizing the crucial data from the UN Commission of Inquiry on North Korea that shows
systematic and horrific violations of human rights in political prisons,

Alarmed by the complete lack of accountability within the North Korea’s government, which
continues to deny the existence of these camps and refuses to cooperate with international human
rights mechanisms,

Appreciating the courage of defectors who have risked their lives to expose the truth, inspiring
the global community to act,

Reiterating the international law that Member States are obligated to prevent and respond to
crimes against humanity,

Encourages the establishment of a United Nations Special Rapporteur on Political Prisons in


North Korea with a mandate to:
a. Investigate and document conditions in political prison camps through satellite
monitoring and survivor testimonies;

b. Publish detailed annual reports on human rights violations occurring within


these camps, providing an in-depth examination of theses conditions and the
treatment of detainees;

I.​ Recognize and safeguard the individual, political, and civil rights of
prisoners, ensuring they are afforded the rights to due process, freedom of
speech, and protection from torture or other forms of ill treatment.
II.​ Gathering information from trusted and reliable sources, such as
well-established international NGOS, human rights organizations, and
other credible groups, this ensures accurate results and integrity in the
reports on the situations.

c. Provide recommendations for dismantling the prison system and ensuring


accountability;

1.​ Recommends the specific sanctions to be put in place, against people and organisations
directly involved in running and management of political prison camps, including:

a. Asset freezes and travel restrictions for officials monitoring these camps;

b. Sanctions on companies that profit from demanded labour in North Korea;

2.​ Urges To better diplomatic efforts in order to:

a. Put pressure on North korea to follow international human rights standards.

b. Encourage important parties such as China and Russia, to support resolutions


and initiatives meant to deal with these violations
c. Leverage multilateral platforms to ensure continued international focus on the
issue;

3.​ Requests the International Criminal Court (ICC) to consider initiating investigations into
crimes against humanity committed in North Korea’s political prison camps, contingent
on the referral of the case by the United Nations Security Council;

4.​ Calls for the establishment of an international task force to coordinate efforts aimed at
addressing human rights violations in North Korea, tasked with:
a. Developing diplomatic strategies to pressure North Korea into allowing international
oversight, by:
i. Formulating resolutions that call for an end to North Korea’s isolation and
engagement with international human rights bodies;
ii. Leveraging existing bilateral and multilateral agreements to encourage North
Korea to comply with global human rights standards;​
iii. Issuing joint diplomatic statements to increase pressure on North Korea

b. Collaborating with regional actors, including South Korea, Japan, and China, to
promote stability and accountability, ensuring:

i. Coordination between neighboring states for the protection of human rights and
security in the region;

ii. Support from regional powers to exert diplomatic pressure on North Korea to
abide by international norms;

c. Assisting defectors and survivors through humanitarian programs, including:


i. Legal aid to navigate refugee status and asylum processes;
ii. Psychological support and resettlement services to facilitate reintegration into

iii. Contributing to funds for international organizations such as the UNHCR that
aids refugees;

5.​ Recommends North Korea participate in an international dialogue on human rights,


which includes:
a. Regular forums with the UN Human Rights Council (HRC), South Korea,
Japan, and international NGOs.
b. At least two dialogue sessions per year, with North Korean representatives
actively engaging in discussions on human rights issues.
c. The first international dialogue session should take place within 6 months, with
annual reviews for effectiveness.

6.​ Calls for the expansion of humanitarian aid programs to support survivors and families
of detainees, focusing on:
a. The provision of food, medical supplies, and educational resources;
b. Discrete delivery methods to bypass restrictions imposed by the North Korean
government;
c. Partnering with NGOs experienced in delivering aid across North Korea’s borders;

7.​ Demands North Korea provide unrestricted access for humanitarian organizations,
including:
