To,

The Controller General of Defence Accounts

Office of the CGDA
Ulan Batar Road
Delhi Cantt.

Respected Madam,

I humbly write to request your kind reconsideration of my transfer order from L.A.O (B)
Ferozepur [Link] PCDA SC Pune vide letter [Link]/X/10025/2024/FZR/TR901 to 922 dated
10/09/2024. I have relieved from my previous posting L.A.O(B), Ferozepur Cantt. on 17/09/2024 and
have been directed to join at Pune, approximately 2000 km away from my current location.

It is pertinent to mention that I have joined L.A.O (B) Ferozepur only 12 days ago after
transfer from Sparsh Service Centre Ferozepur joined on 31/8/2024. My superannuation is due on
30/9/2027. While I deeply respect the department’s decisions, I am compelled to bring to your kind
attention my extraordinary personal circumstances that make it extremely difficult for me to
relocate.

I am 57 years old and suffering from asthma, diabetes, and a fatty liver, all of which require
regular medical attention. A change in environment and the stress of relocation may aggravate my
health conditions.

My wife is employed with the Punjab Government and is posted at the DIG Office, Ferozepur
Cantt. Her responsibilities make it impossible for her to relocate with me, causing significant family
disruption. My only son, currently in the 9th grade, has a severe skin allergy by birth and requires
specialized treatment available in Ferozepur and Ludhiana. Relocating him during this critical stage in
his education and treatment would severely impact his well-being and academic performance.

My 87-year-old mother suffers from behavioural disorder, cognitive impairment, and

hypertension. She is bedridden and requires constant care and supervision, which I personally
provide as her primary caregiver. Her condition makes it impossible for me to leave her unattended.

I understand the importance of departmental needs and have always fulfilled my

responsibilities with utmost dedication. However, in light of these exceptional circumstances, I
humbly request your compassionate consideration to allow me to continue my posting in Ferozepur
or transfer me to a location closer to my current station (Faridkot, Bathinda, Jalandhar).

I assure you of my unwavering commitment to the department and its objectives. I remain
hopeful for your understanding and a favourable decision regarding my request.

Thank you for your time and consideration.

Yours faithfully,
Yogesh Kumar ,Senior Auditor

Yogesh Kumar cites several personal and professional reasons for requesting reconsideration of his transfer order. These include his medical conditions such as asthma, diabetes, and fatty liver, which require regular medical attention and could be exacerbated by relocating. Professionally, he joined his current post only 12 days ago, and his superannuation is due in three years, suggesting a short remaining career span that he believes should influence the decision. Additionally, personal circumstances include his wife's inability to relocate due to her employment, his son's severe skin allergy requiring specialized treatment in Ferozepur and Ludhiana, and his role as the primary caregiver for his 87-year-old mother who suffers from serious health issues and requires constant care. Relocating would disrupt his family's stability significantly .

The ethical considerations in making a transfer decision for Yogesh Kumar involve balancing departmental needs with individual employee welfare. On one hand, the department may have legitimate operational reasons for the transfer. On the other hand, Malik's health conditions, family obligations, and recent transfer history present compelling reasons for compassion and leniency. Ethically, the decision-makers should consider the potential harm and disruption to Kumar and his family, and weigh these against organizational necessities. It requires empathetic consideration of human factors and an appreciation of the impact on well-being and family dynamics .

Yogesh Kumar's role as a primary caregiver to his 87-year-old mother is crucial due to her severe health conditions, including cognitive impairment, behavioral disorder, and hypertension. Being bedridden, she requires constant care and supervision, responsibilities that Yogesh currently fulfills. The transfer would significantly disrupt the provision of care, potentially leading to deterioration in her health and well-being. This could place additional emotional and logistical stress on Yogesh and his family, undermining his ability to fulfill both personal and professional duties effectively .

Yogesh Kumar's family circumstances strongly justify his request to remain in his current location. His wife's employment with the Punjab Government at the DIG Office in Ferozepur makes it impossible for her to relocate, which would lead to family separation. Additionally, his son's severe skin allergy requires specialized treatment available only in Ferozepur and Ludhiana, and relocating would disrupt his education and treatment regimen. Furthermore, Yogesh's 87-year-old mother, who suffers from cognitive impairment, behavioral disorder, and hypertension, needs constant care, which he personally provides as her primary caregiver. Relocating could deprive her of necessary care and attention, placing further strain on the family .

Yogesh Kumar's personal health issues intersect with organizational decision-making in several ways. His health problems, including asthma, diabetes, and a fatty liver, necessitate regular medical care and stability, which could be compromised by a relocation. Organizational decision-making should take into account the potential negative impact on Kumar's health and work performance if relocated. Balancing the individual health needs against the organizational requirements is crucial in determining the appropriateness of the transfer, as the health implications could lead to increased absenteeism or reduced productivity .

If Yogesh Kumar's request for transfer reconsideration is denied, the consequences for his family could be significant. His wife would remain unable to relocate due to her employment, leading to family separation and associated emotional stress. His son's specialized medical treatment and academic progress could be severely disrupted, potentially exacerbating his health issues and affecting his education. Moreover, his mother, who requires constant care, would face a decline in well-being without Yogesh's caregiving presence, potentially leading to further health deterioration. This scenario underscores the need for a decision that considers the profound personal costs alongside professional requirements .

Yogesh Kumar's commitment to his professional responsibilities is evident in the way he frames his transfer reconsideration request. While he outlines his personal challenges comprehensively, he also expresses respect for the department's decisions and emphasizes his dedication to fulfilling responsibilities. He assures the department of his unwavering commitment to its objectives, suggesting that his request is not a refusal to serve but a plea for understanding and support in light of extraordinary personal circumstances. This demonstrates a balanced approach to personal needs and professional duties .

Yogesh Kumar was transferred to his current position only 12 days prior to receiving the new transfer order, which suggests instability and disruption in his professional life shortly after settling into a new role. Additionally, his impending superannuation in September 2027 implies a short tenure remaining in his career. These factors contribute to his request for reconsideration as they highlight the limited time left in service and the unnecessary stress and inconvenience of multiple relocations within a short period .

Yogesh Kumar proposes two alternative solutions to address his relocation issue. He requests to either continue his posting in Ferozepur or be transferred to a location closer to his current station, such as Faridkot, Bathinda, or Jalandhar. These alternatives are aimed at minimizing disruption to both his personal and professional life, allowing him to maintain his caregiving duties and attend to his family's medical needs while fulfilling his work responsibilities .

Yogesh Kumar's medical conditions, including asthma, diabetes, and fatty liver, require consistent and specialized medical care, which suggests that a change in environment could exacerbate his conditions and impact his health. This could lead to increased stress levels and potentially hinder his ability to perform his duties effectively. Relocation might disrupt his current healthcare regime, making it difficult for him to manage these conditions properly, ultimately affecting his work performance and overall well-being .
