j) PhD program is a full time research program. Candidates who are allotted a seat but do not
join or resign after joining will not be eligible for any additional rounds of seat allocation.
k) Rules and regulations of the PhD program are amenable to change and the institute can
exercise its powers to amend/interpret/implement decisions with academic matters

INTRODUCTION

All India Institute of Medical Sciences, (AIIMS) Gorakhpur is starting to offer a broad-based FULL-
TIME research program leading to award of Doctor of Philosophy (PhD) degree with an idea that
Research work mayexemplify the development of new interventions, testing of new scientific ideas or
gaining insight into biologicalprocesses and health sciences.
Degree of Doctor of Philosophy (PhD) would be awarded to a Candidate, who will work full time as
per the program regulations, and will submit a thesis on basis of original research work done by
him/her in any discipline-specific or multi-disciplinary area, contributing to the advancement of
knowledge in Medical, Nursing, and Allied Health Sciences or innovates methods of application of
existing knowledge in Medical, Nursing and allied Health Sciences including Medical Humanities
for the betterment of humanity. The basic objective of PhD course is to develop the scientific
capacities of researchers and scientists in the field of Medical, Nursing, and Allied Health Sciences.
Institute provides excellent opportunities for research work inthe modern era of 21st century with the
developing stateof art infrastructure and facilities.

AIM & OBJECTIVES

The major AIM of the institute is to empower medical education and bring up advancements in it via
researchalong with providing opportunities and an atmosphere of research & development for the
medical students, teachers, scientists, and healthcare staff. Postgraduates and post-doctoral students
are exposed to new methods of teaching and are given opportunities to actively participate in research

Eligibility for PhD course Phase – I

A candidate seeking admission to the course of study leading to the award of a Degree of Doctor of
Philosophy (PhD) must haveprescribed educational qualifications, funding for their research projects,
and beeither employed or have sponsorship for the entire duration of PhD as mentioned below.

1. Eligibility Educational Qualifications for the PhD course:

A. a). Medical qualification:


MBBS/BDS with minimum 55%
aggregate marksor
MD/MS/MDS/DM/[Link] the subject concerned or Diplomat of National Board of Examination.
Candidates who have obtained any of these degrees from medical colleges which are not
recognized bythe Medical Council of India shall not be eligible to apply.

Note: The candidates holding MBBS/MD/MS/MDS/DM/MCh/MPhil degree only are eligible for PhD in the
Medical Humanities section in Phase-I PhD program AIIMS, Gorakhpur 2022.

b). Nursing Qualification:


Candidates holding a n [Link]. degree with minimum 55% aggregate marks in Nursing course will also
beeligible for PhD admission in the College of Nursing.
B. Non-Medical –For non-medical Candidate eligibility shall be a Master degree (02-year
course) awarded by UGC approved Indian University or equivalent in Medical subjects (Anatomy,
Physiology, Biochemistry, Microbiology, Pharmacology, Immunology, Genetics) /M-Biotech / M-
Tech (biotechnology),only will be eligible in their respective concerned field. Candidates having
eligibility under non- medical category should have at least 55% marks or equivalent in the last
eligibility examination qualified.
Candidates possessing Master’s Degree through distant learning courses shall not be eligible for PhD.

2. Eligibility for PhD Course seats: Apart from educational qualifications, candidates must fulfill
ANY of the following criteria to become eligible for PhD:

1. Candidates who have qualified for the National Entrance Tests leading to the award of a
fellowship tenable at AIIMS Gorakhpur.
2. In-service or sponsored candidates who will receive their salary/stipend from the
sponsoring/parent organization during the whole period of their PhD, along with NOC from
them.

Relaxation:

Note: A relaxation of 5% of marks, from 55% to 50% will beallowed for thosebelonging to SC/ST/OBC
(non-creamy layer)/Differently-abled, and Economically Weaker Section (EWS) in the eligibility. The
eligibility marks of 55% or an equivalent grade in a point scale wherever grading system is followed, are
permissible basedonly on the qualifying marks without including the grace mark procedures, if any.

Candidates from Foreign educational institutions having a degree equivalent to a post-graduate
degree of MPhil or MS/ MD from a reputed and well-accredited foreign educational institution abided
by statutory authority, can be considered after approval of the Doctoral Research Committee (DRC) if
any Biomedical science or Health science related topic is proposed in India with required funding as a
full-time course. Final approval should be from the Executive Director AIIMS, Gorakhpur for the PhD
course eligibility of foreign nationals, as per norms.
a) Foreign nationals shall be required to fill in the prescribed application and pass the entrance test
b) Foreign nationals are required to send their applications through Diplomatic Channel.

Mandatory criteria:
PhD course program, AIIMS Gorakhpur is a full-time research program.
I. Candidates working under Central Govt./Semi Govt./Autonomous organization should
submit theirapplications through the proper channel i.e. employer. They will be required to
submit a ‘No Objection Certificate” from their employer, (Head of the institute) before
they are allowed tojoin the PhD Course.
II. Candidates who are likely to complete the requisite qualification and degree by 31.10.2022
may also apply. All such candidates must submit a certificate on the letterhead of the
College/University, signed and stamped by the Registrar/Dean/Principal confirming that
the candidate is likely to complete the eligibility qualification by 31.10.2022. (This does
not apply to claiming Fellowship, proof of which must be submitted before the last date of
submission) Interview and Admission to the PhD course will be allowed only if candidate
requisite qualifications are complete as per the date defined.
III. Candidates who are completing their requisite qualification after 31.10.2022 are not eligible.
Completing the requisite qualification means that the final result of the qualifying exam must have
been cleared before the last date specified.
IV. Internal applicants from AIIMS Gorakhp ur as Faculty/ regular employees for PhD
registration will be considered as in-service candidates as per guidelines laid down in
section “F” of prospectus.
V. A candidate is allowed to submit application form for PhD in one specialty/department only.
VI. Candidate must have a research project in Medical, Nursing, & Medical humanities subject
for Phase -I PhD course along with funding. No financial aid of any sort will be provided by the
institute, AIIMS Gorakhpur for research work/stipend/any other form.

DURATION OF THE COURSE


1. The PhD course duration shall be minimum three years for all candidates. The maximum period of
course shall not exceed five years. Extension beyond the period of 5 years can be given for a maximum
period of 6 months on the recommendation of Academic cell/ DRC and final approval will be by Executive
Director AIIMS Gorakhpur based on genuine reason. Course completion implies thesis submission and
assessment.
2. In case of delay
 Further extension beyond 5 years & 6 months can only be given by the Academic Committee
for a maximum period of 6 months in highly exceptional circumstances (like medical
exigencies, natural calamities,etc.) and such extension may not be given retrospectively.
 The Chief guide and the PhD Student, both shall give valid reason for the delay to the Academic
Committee and must present the case before Academic Committee face to face.
 Failure to submit the thesis within the stipulated time period of maximum 5yrs or 6 years in
exceptional circumstances by prior approval of Academic Committee shall lead to
cancellation of PhD registration of the candidate
3. In case of delay beyond 6 years without justifiable reasons and circumstances as mentioned
above, the PhDregistration of the candidate shall be cancelled.

METHOD OF SELECTION

A: Selection for PhD registration will be performance-based.


A four-stage performance evaluation will be done as follows:

STAGE I :30 Marks (30 MCQs of 1 Mark each) Aptitude-related MCQs covering English (Written and
verbal skills), Biostatistics, Research Methodology, Cell Biology, Lab Technology, etc.
STAGE-II: 40 Marks (40 MCQs of 1 Mark each) Subject-related comprising Multiple Choice Questions
(MCQs) of MD/MS/MDS/[Link]. Entrance level.

Total Marks (Stage I + II): 70 (30+40)


Total Duration (Stage I + II): 90 Minutes

Candidates must score at least 35 marks (50%) in Stages I and II (Combined) to be eligible for Stage III.
Candidates who do not fulfill the criteria to qualify for stage III will not be eligible for selection.

SPECIAL WEIGHTAGE

a: Medical / Dental candidates


10 marks will be added to the total score of Stages I and II for candidates who fulfill both the following criteria:
(1) Passed stages I & II with 50% marks and are eligible for stage III
(2) They also hold a Medical Degree (DNB/ MD/ MS/ DM/ [Link]./ MDS) or equivalent from
MCI/NMC/DCI recognized colleges respectively.

b: Non-Medical candidates
10 marks will be added to the total score of Stages I and II for candidates who fulfill both the following criteria:
(1) Passed stages I & II with 50% marks and are eligible for stage III
(2) They also have qualified in any one of the following National Entrance Tests leading to the award
of afellowship tenable at AIIMS, Gorakhpur
 Joint CSIR-UGC NET for JRF
 ICMR – JRF/SRF
 DBT – JRF
 NBHM screening test
 INSPIRE fellowship
 Other established scientific fellowships

Important: To be eligible for special weightage marks, ALL the following criteria must be fulfilled:
1. The result of the above-listed National Entrance Tests must have been declared .
2. The award of the fellowship must be based on the result of the above-listed National EntranceTests.
3. The fellowships should be tenable at AIIMS, Gorakhpur.
4. Passing of the listed National Entrance Tests is not acceptable as proof of award of fellowship
5. The letter of award of fellowship must be attached with the application form.

STAGE III:
After combining the marks of Stages I, II, and special weightage, three (03) times as many candidates
as the number of seats in a department will be called for departmental clinical/practical/lab-based
assessment (carrying20 marks). These marks will be added to the marks of stages I + II + special
weightage to determine the final total marks. It may include OSCE / OSPE.

Candidates who secure 50% marks in Stage-I, II & III Combined (i.e., 50/100) [including special weightage]
shall be eligible for stage IV.

STAGE IV - RESULT
Includes personal interaction with Board/ Doctoral Research Committee (DRC) where candidate hasto
present the proposed research plan for the PhD course and its funding source. Final merit list for
allotment will be based on the result of the Board interaction.

Note: If a candidate is labeled under special weightage marks based on submitted documents that are
subsequently found to be ineligible at any stage, the special weightage marks awarded will be withdrawn
and the final result will be recalculated.

 Time and center information will be intimated to the eligible candidates through the email provided
by them in the application form along with the admit cards. Candidates must follow it up on the
AIIMS website too
 Examination will be conducted in offline mode at AIIMS Gorakhpur only.
 MCQ-based exam will be conducted at AIIMS Gorakhpur itself on the prescribed date for the stage I
& II of 90minutes’ duration carrying 30 + 40 = 70 questions bearing one mark each.
 The combined result of Stage-I & stage-II will be available on AIIMS Gorakhpur website

 No individual intimation will be communicated to any of the candidates.
 Candidates who fail to attend any of the stages of examination will not be eligible for next stage.
 No other mode of intimation or personalized queries will be entertained regarding results. Final
decision will be of Executive Director AIIMS Gorakhpur

After stage IV final result will be declared and selection letters will be issued by the Academic Section
AIIMS Gorakhpur to those candidates who have submitted Undertaking/Proof of their funding
sources through the concerned Departments.
Note: Admission to PhD Course will be subject to the relevant, innovative, workable & sustainable
research proposals along withthe availability of funds/fellowship/grant from recognized funding agencies
/ sponsoring agencies.

C: Joining
• Selected candidates are required to join as per the date given in his/her provisional offer letter.
• The PhD Seats shall lapse if the selected candidates do not join by the prescribed date of joining
given byAIIMS Gorakhpur in the provisional offer letter.
• The candidate must request for the extension in joining date with a valid reason along with defining
the time period of extension (should not be more than 3 months in any case) in writing if he/she is not
able to join by the prescribed date. Approval of extension will be a decision of Executive Director
AIIMS.
• In case the candidate is not granted an extension for joining and fails to join by the date given to
him/her inthe provisional offer letter, it will be assumed that he/she does not intend to join the course
and the seat will beoffered to the next candidate on the waiting list. No further correspondence will be
entertained in this regard

PROCESS OF SEAT ALLOCATION

a) All seats in a department will be clubbed.


b) Candidates will be eligible ONLY for seats in the department that they have applied for.
c) Candidates will be allotted seats in order of their merit in the entrance examination + personal
interactionwith DRC/ Board.
d) Candidates who are allotted a seat but do not join or resign after joining will not be eligible for any
additional rounds of seat allocation.

D. RULES FOR ADMISSION FOR IN-SERVICE CANDIDATES


Applicable for AIIMS Gorakhpur Employees only

Rules for in-service candidates of AIIMS, Gorakhpur (Medical)


a) Member of medical faculty of the institute can apply for PhD program Phase-I as in-servicecandidates.
b) Candidate should be regular employee of the institute and should have rendered a minimum of two
yearsof continuous service at the institute.
c) The candidate should have a minimum of 5 years of active service left in the institute at the time of
application.
d) He/she should fulfill all eligibility criteria for the PhD program and will appear in the entrance
examination and must score a minimum of 50% marks
e) The candidate will be considered in-service provided he furnishes an undertaking that during the PhD
tenure the routine departmental work & assignments will not be affected and this should be certified
by Head of Department.
f) The candidate seeking admission has to identify a faculty member in the same department or other
(one cadre senior to the candidate) who is willing to be his/her guide. The candidate should submit a
letter of acceptance/undertaking from the concerned faculty member in this regard and route his
application through the HoD department with approval from the Executive dea AIIMS Gorakhpur.
g) The faculty who have registered himself/ herself as a candidate will not be eligible to guide any
further PhD candidate in the institute till he/she completes their PhD. However, he / she can continue
to guide /co-guide for MD/MS/DM/MCh/MSc candidates.

h) These guidelines will not be applicable to other staff members employed under various research
schemes on tenure basis.
i) Demonstrators / Senior residents with a minimum three-year tenure will be eligible for PhD
registration and have to appear as an open candidate in the entrance test.
j) Faculty should have at least 3 original research publications during the last three years immediately
preceding the date of his/her application either as first author or communicating author in a peer
reviewed journal indexed in any of the following PubMed, SCOPUS, Web of Science, DOAJ.
k) The candidate should have a proven track record of active involvement in research / academic activities
of the department.
l) The candidate seeking admission under this category will have to identify a faculty member in the
Institute who is willing to be the chief-guide of the candidate. The candidate should submit a letter
of acceptance/undertaking from the concerned faculty member in this regard.

Rules for in-service candidates of AIIMS, Gorakhpur (Non-Medical)


a) The individual should be a regular employee of the Institute (AIIMS Gorakhpur) and
should have rendered a minimum of two years of continuous service at the institute itself.
b) He/She should fulfill all the eligibility criteria for the PhD course, and will appear in the
entrance examination and must score a minimum of 50% marks.
c) The individual should have 5 years of active service remaining in the institute.
d) The candidate should have a proven track record of active involvement in research / academic
activitiesof the department.
e) He/she should possess good written and verbal communication skills in English language to be
certified by HOD/Chief of Center.
f) The candidate should have at least 3 original research publications (not case reports) during the
last three years immediately preceding the date of his/her application either as a first author or
asa communicating author.
g) The candidate will be considered as in-service candidate provided that the Head of the
Department should certify that the work of the department will not suffer and no additional staff
will be askedfor.
h) The candidate seeking admission under this category will have to identify a faculty member in
the Institute who is willing to be the chief-guide of the candidate. The candidate should submit
a letter of acceptance/undertaking from the concerned faculty member in this regard.

E. LEAVES AND OTHER RULES


The PhD students are entitled to 30 days of leave every year, if leave availed exceeds the limit
within a year, then the extended period is treated as Extra Ordinary Leave and his/her minimum
registration will be extended for the same duration.

However, extraordinary leave cannot be more than 3 months in the entire registration period of 5
years. Any such extension beyond 3 months shall lead to the registration being cancelled. The female
candidates shall be entitled to maternity leave etc. as per existing rules.

In case the Chief Guide recommends a candidate for specific training or project-related work outside
AIIMS (within India or abroad), the leaves shall be treated as on-duty/Study leave. This study leave
shall not be more than 6 months in the entire registration period. The proof of acceptance of the
candidate for such training/work outside should be submitted and on return, the report of such
training/work doneshall berequired to besubmitted to the Academic cell, by the candidate through the
chief guide.

F. Candidates must not register or take up for any new academic course while doing the PhD
course.

INSTRUCTIONS FOR FILLING THE PhD APPLICATION FORM

Candidate should fill in the Application Form correctly taking utmost care and following the
instructions given in the Prospectus, step by step. Incorrect or incompletely filled form may lead
to rejection.
 Candidates have to fill up the application form (available on the AIIMS website) in hard
copy and should submit it through Registered post along with all required supporting documents
as annexures, which should reachthe PhD committee, AIIMS, Kunraghat Gorakhpur U.P. 273008
before the last date of submission 5/10/2022

Note: If a candidate fails to submit attested copies of the requisite documents as above, or somehow
documentsare found to be forged, his/her candidature will be cancelled and he/she will not be allowed
to participate in subsequent stages of selection/admission process.

REQUIREMENTS FOR CANDIDATES WHO ARE EMPLOYED


a) The candidates in employment who can apply for PhD Program are required to submit their
applications through proper channel and attain a No Objection Certificate from the Employer.
b) They should also submit the signed Undertaking that they have informed their employer about the
submission of the application to AIIMS, Gorakhpur.
c) If any communication is received from their department/office withholding permission to the
candidate's appearance at the entrance examination/admission to the course, the candidature/admission
of the candidate willbe cancelled, and no further correspondence in this regard will be entertained.
d) Candidates who are permanent employees of any Central/State Government/Armed Forces or the
Public Sector Undertaking/Autonomous Body can be sponsored by the respective Government/Defense
Authorities orthe Competent Authorities of PSU/Autonomous Body.

REQUIREMENTS FOR "SPONSORED" CANDIDATES


Sponsored candidates for PhD Program are required to route their Application Form through proper channel
a) All eligible "sponsored" candidates have to qualify the entrance test.
b) Sponsored candidates will be designated as "trainees".
c) The subject for which the candidate is being sponsored should be clearly specified in the
sponsorship formby the sponsoring authority.
d) The candidate can be sponsored for only one subject. The applications of those candidates
who aresponsored for more than one subject will not be considered.
e) No "Sponsored" candidate will be paid any emoluments by the Institute during the training
period. Such payments will be the responsibility of the sponsoring authority (i.e. Central/State
Government or Defense Authorities).
f) Sponsored candidates must submit/send sponsorship certificate in original from their employers
in the prescribed format along with the application form. Those who fail to do so should submit it
before the date ofissue of Admit Cards as mentioned under "AT A GLANCE" in the Prospectus failing
which their candidaturewill be cancelled.

REQUIREMENTS FOR ADMISSION OF FOREIGN NATIONALS
a) Foreign nationals are required to fill in theprescribed application formindicating the choice of subject
(onlyone subject) for admission to award of PhD Program.
b) The foreign nationals are required to send their application through Diplomatic Channel along
with No Objection Certificate (NOC)
c) They are also required to appear for the Entrance Examination along with other candidates.
d) An ‘Advance Copy’ of the application form is to be submitted at AIIMS, Gorakhpur which should
reach the office before the prescribed last date. However, the application of all such candidates will be
processed onlyafter receipt of the same through Diplomatic Channel.
e) They should be registered with MCI /NMC before they will be allowed to join the said course if they
are selected for the same.
f) Seats are not reserved in any discipline for foreign nationals (except the bilateral agreement between
the Government of India and any other nation).
g) Nominations/No objection for the candidate should reach AIIMS before the date of issue of the
Admit Cardas specified under "AT A GLANCE".
h) In case of non-receipt of the nominations/clearance/no objection from the concerned Ministry by
the due date their candidature will not be considered.
i) No emoluments will be paid by AIIMS, Gorakhpur to the Foreign National candidates.

REQUIREMENTS FOR OVERSEAS CITIZENS OF INDIA (OCI):


OCI registered under Section 7A of Citizenship Act 1955 are also eligible to appear in PG courses with
all termsand conditions applicable to Indian Nationals will be applicable to the OCI candidates. The
candidate will submitproof of Registration as OCI under Section 7A of Citizenship Act 1955 to be
eligible to appear for this test.

PROCEDURE FOR REDRESSAL OF DISCREPANCY NOTICED:


a) All the received applications up to the last date of submission will be scrutinized for eligibility
and the result of application scrutiny will be made available on the AIIMS Gorakhpur website.
b) Candidates with temporarily rejected applications will be having 5 days’ time to submit the
requisite documents for regularization of application (as mentioned in important dates at a
glance in the prospectus)
c) In case of discrepancy in Entrance examination, related to any question is been noticed, the
candidate is advised to write about the same to PhD Committee AIIMS, Gorakhpur, within 24

d) Discrepancy, if any, in the Prospectus, Admit Card, etc. should be immediately brought to the

i) If a candidate is at any stage found to have provided false information/certificate or is found to
have withheld or concealed some information in his/her application form, he/she will be
debarred from admission, and his/her residency will be terminated with immediate effect
without any notice.

j) Candidate must not obtain or give or attempt to obtain or give irregular assistance of any kind
during the examination; this will entail expulsion and cancellation of candidature for the
examination. The admission of the candidate will be cancelled and appropriate criminal/civil
proceedings will be initiatedagainst thecandidate, if at any stage of the examination thecandidate
is found to have secured admissionby using any unfair means.
k) The Institute will not intimate theresult of Entrance Test individually. No correspondence in this
regard will be entertained. However, the result of individual candidates will be made
available on AIIMS website [Link] upon completion of the
admission process.

l) There is no provision for re-checking/re-evaluation of the answer sheets and no query in this
regard willbe entertained by any means.

m) The decision of the Executive Director of the Institute shall be final in the matter of selection
of candidates for admission to PhD Program and no appeal will be entertained in this regard.

n) Selected candidates must join the course on the date stipulated in the letter of selection, failing
which the selection/admission shall stand cancelled/withdrawn.
o) The selected candidates will have to submit the original Permanent Registration Certificate at
the time of joining.

p) The selection of students in PhD Program Phase -I will be subject to medical fitness. No
selected candidate will be permitted to pay fee/join the course unless declared medically fit by
the Medical Boardappointed by the Institute. The decision of the Medical Board shall be final.

q) Each candidate selected for admission shall have to pay the fee/dues within the prescribed period
failingwhich his/her admission shall be cancelled.
r) Private practice in any form during the course is prohibited.
s) The period of training is strictly full-time and continuous.
t) The rules are subject to change from time to time, in accordance with recommendations of
Academic committee or the Doctoral Research Committee and the final decision will be of
Executive Director, AIIMS, Gorakhpur.
u) Any dispute regarding any matter referred to herein shall be subject to the jurisdiction of
Gorakhpur Courts alone.

SUBMISSION OF CASTE CERTIFICATE BY SC/ST/OBC CANDIDATES
The candidates belonging to Scheduled Caste/Scheduled Tribe and Other Backward Classes should
submit, along with other requisite documents, an attested copy of a certificate from any one of the
following authorities.
A. District Magistrate, Additional District Magistrate, Collector, Deputy Commissioner, Additional
Deputy Commissioner, Deputy Collector, 1st Class Stipendiary Magistrate, City Magistrate, Sub-
Divisional Magistrate,Taluka Magistrate, Executive Magistrate, Extra Assistant Commissioner.
B. Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate.
C. Revenue Officer not below the rank of Tehsildar.
D. Sub-Divisional Officer of the area where the candidate and his or her family normally reside.
E. Administrator/Secretary to Administrator/Development Officer (Lakshadweep Island) or as
authorized in the Constitution.

The candidate will be required to submit an undertaking to the effect of their caste.
The detection of any discrepancy in the caste certificate shall entail cancellation of registration. This is
as per the provisions made by Ministry of Personnel, Public Grievances and Pensions vide their order
No. 36033/4/97- Estt. (RES) dated 25.7.2003 and No. 36011/3/2005-Estt. (RES) dated 9.9.2005
respectively.
Candidates must note that a certificate from any other person/authority will not be accepted and
no further correspondence in this regard shall be entertained. The name, designation, and seal of
the officershould be legible on the certificate.

2. INSTITUTE LIBRARY
The Institute library is well stocked with all important medical books and journals along with a digital
library too. Other facilities include photocopying, Medline, video monitor facilities, and modern
learning resources materials (LRM). Books and periodicals are loaned to bonafide members for a
specified period of time. Admittedcandidates can avail these library facilities.

3. CODE OF CONDUCT for PhD Students at AIIMS, Gorakhpur


(i) Maintenance of Discipline among students of the AIIMS:
1. All powers relating to discipline and disciplinary action are vested with the Executive
Director, AIIMS,Gorakhpur.
2. The Executive Director, AIIMS may delegate all such powers, as he/she deems proper to the
In-charge Academic cell / In charge Research cell and to such other persons as he/she may specify on
his behalf.
3. Without prejudice to the generality of power to enforce discipline under the Rules. The
following shallamount to acts of gross indiscipline:
a) Physical assault or threat to use physical force against any member of the teaching
or nonteaching staff of any Department/Centre of AIIMS or any other persons
within the premises/ Campus of AIIMS.
b) Carrying or use or threat of use of any weapon.
c) Violation of the status, dignity, and honor of students belonging to the Scheduled
Castes,Scheduled Tribes, and Other Backward Castes.
d) Any practice, whether verbal or otherwise, derogatory to women.
e) Any attempt at bribing or corruption in any manner.
f) Willful destruction of institutional property.
g) Creating ill-will or intolerance on religious or communal grounds.
h) Causing disruption in any manner of the functioning of the AIIMS, Gorakhpur.
• Regarding ragging, the directive of Supreme Court will be followed strictly. It is as under:
"As per the direction of the Hon'ble Supreme Court of India, the Government has banned ragging
completely in any form inside and outside of the campus and the Institute authorities are
determined not to allow any form of the ragging. Whoever directly or indirectly commits,
participates in abets, or instigates ragging within or outside any educational Institution, shall be
suspended, expelled, or rusticatedfrom the Institution and shall also be liable to a fine whichmay
extend to Rs.10,000/-. The punishment may also include cancellation of admission suspension
from attending the classes, withholding/withdrawing fellowship/ scholarship and other financial
benefits, and withholding or cancelling the result. The decision shall be taken by the Head of the
Institution."
4 Without prejudice to the generality of his/her powers relating to the maintenance of discipline and
taking such action in the interest of maintaining discipline as may seem to him/her appropriate. The
Executive Director may in exercise of his/her powers aforesaid order or direct that any student or
students
a) Be expelled;
b) Be, for a stated period: be not for a stated period, admitted to a course or courses of study in AIIMS.
c) Be fined with a sum of rupees that may be specified;
d) Be debarred from taking any examination(s) for one or more semesters.
e) Withhold the result of the student(s) concerned in the Examination(s) in which he/she or they have
appearedbe cancelled.

f) Be prohibited from appearing or completing any examination for any unfair means like copying
takingnotes, mobiles, or any other electronic gadgets inside the examination halls.

5 At the time of admission, every student shall be required to sign a declaration that on admission
he/she submits himself/herself to the disciplinary jurisdiction of the Director and several authorities of
the AIIMS whomay be vested with the authority to exercise discipline under the Acts, the Statutes, the
Rules and the rules thathave been framed there under by competent authorities of AIIMS.

(ii) Prohibition of and Punishment for Ragging:


1. Ragging in any form is strictly prohibited, within the premises of College/Department of
Institution and any part of AIIMS, Gorakhpur, and also outside the AIIMS Campus.
2. Any individual or collective act or practice or ragging constitutes gross indiscipline and shall
be dealtwith under the Rules.
3. Ragging for the purposes of this rules, ordinarily means any act, conduct, or practice by which
dominant power or status of senior students is brought to bear on students freshly enrolled or students
who are,in any way, considered junior or inferior by other students and includes individual or collective
acts or practicewhich:
a) Involve physical assault or threat or use of physical force;
b) Violate the status, dignity, and honor of women students;
c) Violate the status; dignity and honor of students belonging to the Scheduled Castes,
ScheduledTribes, and Other Backward Castes.
d) Expose students to ridicule and contempt and affect their self-esteem;
e) Entail verbal abuse and aggression, indecent gesture, and obscene behavior.
4. The Executive Director, Academic cell, Hostel Provost, and Student Welfare committee of
AIIMS shall take immediate action on any information of the occurrence of ragging.
5. Notwithstanding anything in Clause (4) above, the In-charge Academic cell or any other
Faculty member or authority may also suo moto enquire into any incident of ragging and make a report
to the Director of the identity of thosewho have engaged and the nature of the incident.
6. The In-charge Academic cell may also submit an initial report establishing the identity of the
perpetrators of ragging and the nature of the ragging incident.
7. On the receipt of a report under clause (5) or (6) or a determination by the relevant authority
disclosing the occurrence or ragging incidents described in the Clause 3(a), (b), and (c) the Director
shall direct or order rustication of a student or students for a specific number of semester.
8. The Director may in other cases of ragging order or direct that any student or students be expelled or
be not, for a stated period, admitted to a course of study as AIIMS, departmental examination for one or
more semestersor that the result of the student or students concerned in the examination(s) in which they
appeared be cancelled.
9. In case where students who have obtained a degree(s) of AIIMS are found guilty under these Rules,
appropriate action will be taken for withdrawal of degrees conferred by the AIIMS.
10. For the purpose of these Rules, abetment to ragging will also amount to ragging.

(iii) Internal Complaint Committee:


ICC: A statutory committee, comprising of members from the teaching and non-teaching staff looks
into matters related to sexual harassment of students and staff in the college. Any person aggrieved in
thismatter may fearlessly approach the committee for a fair and concerned hearing and redressal.
(iv) Unauthorized absence of students:
Unauthorized absence of students will be informed to the Students and also Parents or Local Guardians.
At least 3 reminders will be issued with a gap of 10 days by the Academic Section to these students.
Thereafter the action of cancellation of the registration of the concerned will be recommended by In-
charge Academic and final decision shall be by the Executive Director, AIIMS, Gorakhpur.
Attendance of the registered candidates shall be maintained strictly.

AIIMS Gorakhpur does not provide any financial aid for research work or stipends. Candidates must have a research project with funding arranged independently. Sponsored candidates will not receive emoluments from the Institute; these must be covered by their sponsoring authority .

Candidates must have at least three original research publications (not case reports) in the past three years as either first or communicating author. This demonstrates their active engagement in research .

Foreign nationals must have a degree equivalent to a post-graduate degree of MPhil or MS/MD from a reputed, well-accredited foreign institution. They need approval from the Doctoral Research Committee for a proposed biomedical or health science topic in India with required funding as a full-time course. Final approval is by the Executive Director of AIIMS, Gorakhpur. Applications must be submitted through diplomatic channels, and candidates must pass an entrance test .

AIIMS Gorakhpur enforces a strict anti-ragging policy, in compliance with the Supreme Court directive. Disciplinary actions for ragging include suspension, expulsion, fines, withholding of financial benefits, and cancellation of admission. The Executive Director can impose penalties for such acts .

Study leave can be granted for training or project-related work outside AIIMS, considered on-duty. This cannot exceed six months overall and requires the Chief Guide’s recommendation and proof of acceptance for the external work or training .

PhD students are entitled to 30 days of leave per year. Exceeding this without proper authorization leads to an extended period being treated as Extra Ordinary Leave, increasing minimum registration time. More than 3 months of such leave leads to registration cancellation .

Acts of gross indiscipline include physical assault, carrying weapons, derogatory actions towards women or students from marginalized communities, bribery, destruction of property, and disruption of institutional functioning. The Executive Director of AIIMS Gorakhpur holds the power to enforce discipline, which may include expulsion, fines, debarment from exams, and cancellation of results .

Submitting incorrect or forged documents results in cancellation of the candidate’s application. They will not be permitted to participate in any further stages of the selection or admission process .
