II. BACKGROUND OF THE ORGANISATION
Ashoka NGO Consultancy was founded as a Charitable Trust in 2007 by Mr. Sandip
Maiske, a freelance social worker by desire, with the passion to help and serve the deprived
and disadvantaged people of his native village. Later the services of the Trust were gradually
extended to nearby villages, on the basis of need.
The target areas and groups
Ashoka NGO Consultancy is now effective in 15 villages of Chacher Block, Mouda
Taluka, Nagpur District, Maharashtra, India. The key target groups are Dalits (the so called
untouchables or lowest caste group), children, child labourers, disadvantaged youth, rural
women and unorganized rural labourers.
Organization’s activities
At present, the Trust is conducting non-formal education for working children, in evenings,
Promoting education among village children and youth, Strengthening of parents & teachers’
in villages to bring down the school drop-outs, Low-cost housing, Providing additional
teaching staff to government schools, Organising health and human rights awareness and
education, Alternative skill training for child labourers, Auto-rickshaw training for rural girls,
De-silting irrigation canals percolation tanks, and organizing women into Self-Help Groups
(SHGs).
All the above activities are being conducted to bring basic awareness, educational, economic
and community development among the children, youth, women and adults of the targeted
villages, to empower them toward sustainable development.
Achievements
The Trust is one of the founding members of Maharashtra State Primary School
Improvement Campaign (MSPIC), a State level network of NGOs involved in
advocacy and campaign for quality, compulsory and free education for all children,

Educationally enabled 500 poor pupils in government schools through its provision of
additional teaching staff,
Educated 500 child labourers through Non-formal education,
Empowered 200 women and 150 youth by equipping them through skill training,
Treated the illness and addressed the common health problems of 15 villages through
periodical health camps,
Constructed 100 houses for dwelling, and updated the irrigation facilities of three
villages through de-silting the irrigation canals and percolation tanks.
III. TARGET AREA BACKGROUND
Chacher is the primary location of the targeted areas which houses 30 brick kilns. The soil of
this village is well suited for bricks. Migrating labourers from nearby Districts swamp in, in
search of bread winning, these people migrate to Chacher, along with their families including
children, in the age group of 0 to 18 years. Among them children in the age group of 6 years
to 18 years are forced to work in the brick kilns to supplement the family income, hardly
enough for their living. These families have work for about 7 to 8 months in a year, as
seasonal labourers.
Children of these migrated families discontinue their schooling at any stage and any aged
between 6 years to 18 years. After they return to their villages they remain non-school-goers.
Girl children are the most deprived than boys and the rate of school dropouts is also
comparatively higher among girls.
These children face the following problems in an age that is not to suitable to find solutions
to most of their problems: Lack of basic education makes them as illiterates, retarded growth
in the socio-psycho development of their life, early marriage and frequent pregnancies results
poor health for mothers, malnourished, under-weight babies, respiratory tract problems,
learning undesirable bad habits like smoking, pan chewing, drinking and live in dire poverty
entangled with despair.

The present day youth were the earlier day child labourers, lack basic education, skills and
vision to lay down their future.
Nearly, 5000 migrant families are in 30 Brick kilns among them 750 children in the age
group of 6 to 18 years are found to be working in these Brick kilns.
Because of different factors like the lack of education, ignorance or a "Defective Value
System" the existing poverty status in the target areas is possible. Discrimination, violence
against girls and women are the worst forms of violence.
Women's and girl's situation is hardly understandable for outsiders. But to be born as a
daughter a women has restrained from education, socialization and participation in the
decision making process. As a wife, a woman has to procreate children for the husband and
rear them. She has the obligation to procreate a baby child; failure would result in
deprivation of conjugal life with the husband. Still there are many other forms of mental
violence against women. Moreover, beatings and other forms of physical violence are
considered as normal practices in the hill-villages.
When girls or young women get married, also they are not supposed to stay with their birth
family. They are considered to live with the husband's family. This leads to the opinion, that
investment on girl's education is useless because it does not give any return to the parents.
Hence, often the boy child alone enjoys the investment on education and development. This
discrimination leads the girl to grow as illiterate, ignorant and inferior persons, which turn out
in poverty and a submissive status. Ashoka NGO Consultancy has devised the below given
operational objectives and plans to solve the problems of these children and youth.

V. OBJECTIVES OF THIS PROJECT
1. To provide foundation educational courses in to non-school-going migrant children in the
age group of 6 years to 18 years to rehabilitate them with the main stream of life through
their vocational skills
2. To raise children and youth in the age group of 3 years to 18 years as full pledged adults
by providing them holistic care in the developmental areas of cognitive, physical and
socio-emotional
3. To continue efforts to pursue cooperative education and training efforts, as well as
technical assistance programmes, with businesses and communities to support the
economic development of their geographic service areas.
4. Raise awareness of the community as a whole, including the male members, on
The constitutional and legal rights of girls to education and to development.
The potential of adolescent girls as contributors to the development of the community.
The evil of early marriages, early child hood pregnancies, polygamy.
5. To create awareness on savings and credit, and income generation programme to women
to motivate them to become self-reliant.
VI. METHODOLOGY
The following methodology has been devised to achieve the above described objectives with
the following activities: It is always the best to offer institutionalized education with hostel
facilities for children from 6 years of age to 18 years.
Day care centers

For children in the age group of 9 years to 18 years.

Three supplementary tuition centers for girls in the grades 8,9,10 would function to train
these girls in academic subjects especially in the subject English, Math and Science.
Women Empowerment and Development
To empower the women community by organizing them into Self Help Groups, and
through different training and awareness programmes. Programmes like women rights,
income generating training, leadership, mother and child health and HIV/AIDS.
Micro-Finance and Income Generation Activities
The project would form Self-Help Groups for rural women (SHGs) and will also train the
women members of SHGs in Micro-Finance and Income generation activities to make
them self-reliant.
Awareness, Vocational and Skill Training
Short and long term vocational and skill training would be provided to the children in the
age group of 14 years to 18 years and for youth in the age group of 19 years to 26 years;
Counselling and Career Guidance after the skill training, the trainee would be counseled
and will be guided on the basis of their aptitude, skill and aspiration. Promotion of
indigenous and viable training would enable the trainees to make use them in their day to
day life.
Education and Communication
To organize literacy, post literacy, women literacy, family literacy, out of school children
programme and early childhood and development programmes.

VII. PROJECT REGULATION
Monitoring: All the activities of the project would be monitored on concurrent basis by the
Director and Project Coordinator along with the concerned staff.
Reporting: Each person in the activity would report to the Project Coordinator weekly in
turn he would report them monthly to the Project Director and the same would be reported to
the donor organization.
Evaluation: Concurrent evaluation would be employed to assess the progress and drawbacks
of the project and a final annual evaluation would also be done to ensure the complete
performance of the project, including its staff. This yearly evaluation report will be sent to
the donor organization.
VIII. PROJECT CONSTRAINTS
This project may face the following constraints however those constraints would be solved
well in advance at hand.
Permission from the Government to approve all the training so that the trainee would
have government approved training for bright future.
Availability of teaching staff as the location is a village.
IX. IMPACTS OF ACTIVITIES
The following impacting results would be realized through this project.

Girls who are average in education would have development more motivation,
determination and educational skill through supplementary tuition.
Women in the target villages would have empowerment and development through 10
SHGs on women rights, income generation activities, leadership, mother and child health
and HIV/AIDS.
Micro-Finance and Income Generation Activities would enterprise at least 150 rural
women.
Awareness, Vocational and Skill Training would have trained 60 youth in various skills
and would have enabled them to be responsible youth, especially those who are in the age
group of 14 years to 18 years.
25 Adults in the age group of 19 years to 26 years would find gainful employment to
become self-sustained.
There would a community level library to update the vicinity with the latest knowledge
and information.
