QUESTION OF: Eliminating Violence Against Children and Youth

The General Assembly,
Emphasising the need for a multifaceted approach that integrates legal, educational, social, and mental
health support to protect children from all forms of violence,
Understanding that the practice of child abuse can occur in many different places. Places such as: at
home; in school; and on the Internet,
Acknowledging the many forms that violence can be seen. Such as physical, emotional, and sexual abuse,
through exploitation, neglect, and trafficking,
Urges governments to concentrate on establishing more reliable and accessible support facilities towards
victims/survivors of child violence as well as enforcing stronger principles and rights for victims as
means to combat the growing rate of child abuse,
Reaffirming the Universal Declaration of Human Rights and the United Nations Convention on the
Rights of the Child (CRC), which outlines the right of every child to live free from violence, abuse, and
exploitation,
Fully aware that 2 out of 3 children globally, totalling approximately 1.6 billion, regularly face violent
punishment at home by their caretakers,
Deeply disturbed that for every 1 incident of child abuse or neglect that is reported, an estimated 2
incidents go unreported,
Having studied the People’s Republic of China’s (1991) Law on Protections of Minors which forbids
maltreatment or abandonment of minors in general,
Operative Clauses:
1. Urges governments to strengthen child protection laws and provide assistive protocols against abusive
environments present in homes and social communities, this includes:
a. Creating free helplines and messaging services across various social media platforms to allow
victims and bystanders to seek assistive aid from legal authorities and educate them on their
human rights to successfully flee their abusive environments,
b. Establishing a child protection committee, instructing public services such as police
departments and school establishments on how to legally proceed in the case of a child abuse
report,
c. Developing a first responders committee in proceeding to physical abuse reports where social
services receive immediate calls for assistance and shall act following the established child
assistance protocols,
2. Calls upon the creation of monitoring systems which call for mandatory, regular checkups of children
where:
a. Body checks are performed in search of bruising or self-harm
b. One-to-one conversations are conducted to ensure no violence is being done anywhere.
3. Urges governments to further promote healthy relationships of children with parents, legal guardians
and recognized establishments heavily involved with minors such as schools, byways including:
a. Developing parental/caregiving legal standards which framework the appropriate
approaches/etiquette to raising/working with a child, most especially on disciplinary teaching and
establishing rules and boundaries,
i. Parents/caregivers shall create a peaceful and amicable home environment for their
children,
ii. Displays of domestic violence of any kind towards a child/minor is prohibited.
iii. If in the case a parent/caregiver cannot fully perform their parental duties due to
occupational responsibilities, they are required to entrust such unfulfilled duties to another
entrusted adult with a recognized capability of tending to the minor(s),
4. Establishing annual reports on debates of child violence, this includes:
a. Calls for regular monitoring of national and international progress on eliminating violence against
children, with annual reporting to the UN Committee on the Rights of the Child to assess the
effectiveness of policies,
b. Urges member states to provide resources for data collection and analysis on violence against
children, with a focus on disaggregating data by age, gender, and socioeconomic background to better
understand and address disparities,
5. Encourages the integration of child protective systems which aid children by:
a. Establishing temporary shelters and support for displaced children, providing safety and
promoting well-being to victims.
b. Funding non-profit organizations which centralize in providing group counselling services to
survivors.
i. services shall be accessible across help centre institutions and online websites and
social media platforms like WhatsApp,
6. Calls to enforce stronger penalties and punishments towards individuals guilty of criminal offences
relating to child violence and abuse
a. Parents guilty of frequent child abuse ranging from mental, physical, sexual, or verbal may
have the legal guardianship of their child/children terminated as to which the child/children shall
be appointed new guardians.
b. Convicts with occupation in any public service close to children shall have their servicing
license revised upon trial
i. Those in child education establishments, depending on the level of immoral conduct
performed against minors, may have their teacher’s license temporarily/permanently
revoked,
