Specific penalties include immediate ejection from the venue for any team member found under the influence of alcohol or prohibited drugs, as well as suspension or tournament bans for those involved in fighting . Teams not in proper uniform are prohibited from playing . Furthermore, if a team fails to play after referee instructions or cannot field five players within 15 minutes of game time, they forfeit, resulting in a 20-0 score awarded to the opponent, with the forfeiting side receiving zero points in classification . These consequences ensure adherence to rules, maintaining the tournament's integrity.

Regulations state that a team defaults if the number of players drops below two during a game, leading to either a score standing as is if the defaulting team leads, or a new score of 2-0 if they do not . This rule puts strategic pressure on teams to maintain player eligibility and manage fouls to avoid player shortages. Coaches must balance aggressive playing styles with the risk of losing players to fouls or injuries, emphasizing the importance of roster management and substitution strategies to avoid default situations.

Administrative rules require teams to submit official lineups to the organizing committee, complete with supporting documentation like photos for eligibility verification . Submission deadlines ensure all teams are documented properly before participation, promoting organized management and equal preparation time . This thorough documentation process prevents ineligible player participation, upholds the competitive integrity, and ensures fair competition.

Uniform regulations specifically require that shorts must visibly display player numbers, which aids in player identification during games . This rule facilitates better communication among officials and team management, minimizes errors in scoring and fouls, and enhances game flow. Proper uniforms also ensure compliance with the tournament's standards, promoting discipline and professionalism in its conduct.

Game interruption protocols are meticulously designed to ensure fairness. If interruptions occur in the first half, games are rescheduled from the start, resetting the contest . If interruptions happen in the second half, only the remaining time is played to maintain existing advantages . For interruptions within the last two minutes, a reschedule occurs if scores are tied or there's a minimal point difference, maintaining the competitive balance . If the point difference exceeds ten, the leading team is declared the winner to reflect their dominant position just before the game was halted . These measures protect against disruption-induced unfairness, preserving the legitimacy of outcomes.

The competition structure in the Mosquito Division provides a fair and robust challenge by utilizing a double round-robin format during the elimination phase, which ensures each team plays against all others multiple times, offering equal opportunities to demonstrate skill . Additionally, the semi-final phase introduces a time-honored competitive element where higher-placed teams benefit from a twice-to-beat advantage, rewarding their performance during the eliminations . This method takes into account both consistent performance and the ability to win under pressure, creating a comprehensive approach to fair play.

The power dynamics are structured to maintain game control and order. Referees have ultimate authority over the time, place, and game decisions, with their judgments being final . The captain ball, however, is granted the ability to question calls, ensuring fairness through clarification during dead balls, promoting respectful dialogue . Coaches manage their team's tactics and behavior, allowing them to enforce discipline and strategy within the existing rules . This division of responsibilities ensures that each role contributes to the orderly conduct of the tournament.

The Olympic Quotient System contributes significantly by providing a statistical-based mechanism to resolve ties involving three or more teams . In these scenarios, common points of victory or defeat alone do not suffice to distinguish rankings. The system, likely involving calculations such as point differentials or head-to-head performance, introduces an objective metric to fairly differentiate tied teams, ensuring a just and transparent process that prevents arbitrary decision-making and promotes merit-based outcomes .

Age eligibility is critical in ensuring appropriate competition by segregating players into divisions that align with their physical and developmental stages. The tournament is structured into distinct age categories: Mosquito for ages 9-12, Mini for ages 13-16, Midget for ages 17-21, and Junior for ages 22 and above . This segregation helps to maintain fair competition, ensuring that players face peers of similar physical capacity and skill level, fostering development and safe play.

Referees are endowed with the power to designate official times and places of games, and to recognize key game personnel like timekeepers and scorers, making their decisions final . This authority supports the tournament's integrity by ensuring consistent rule application, minimizing disputes through a centralized decision-making process. The referees’ definitive authority underpins the structure's uniform enforcement, deterring infractions, and maintaining a fair, organized competitive environment.
