Significance of the study

Previous studies on tariff structures and pricing strategies in the electricity sector have
primarily focused on developed countries, for example, studies by Shkaratan and Garmendia
(2019), Yepes and Foster (2006), among others by The World Bank in recent years.
However, these studies have neglected the unique challenges faced by developing countries
like Zimbabwe, where the electricity sector is characterized by inadequate generation
capacity, ageing infrastructure, climate change and energy transition, economic and political
challenges and reliance on imports. This study will address this neglect by investigating and
highlighting the impact of tariff structures on revenue generation and cost recovery in the
Zimbabwean context.

Accordingly, the above studies have primarily employed quantitative methods, neglecting the
qualitative aspects of tariff structures and pricing strategies. This study will address this
methodological neglect by combining both qualitative and quantitative data to provide a
comprehensive understanding of the research problem.

Findings from the study will help ZETDC in identifying best tariff structures and pricing
strategies to improve revenue generation and cost recovery, enabling investments in
infrastructure maintenance and upgrade, and enhance financial sustainability and reduce
reliance on subsidies leading to improved electricity supply reliability and meet the demand.
By ensuring a reliable and sustainable electricity supply, the study’s findings will benefit the
society by contributing to economic development, reduced power outages and increased
productivity, and improve the quality of life. The subject matter under study will help the
student gain valuable insights into the electricity sector and tariff setting, understand the
impact of tariff structures on revenue generation and cost recovery and develop skills in
research and analysis thereby contributing to the body of knowledge in the field of electricity
sector reform.

The study’s findings will have potential applications in informing tariff setting and pricing
strategies for ZETDC and other electricity utilities in developing countries. It will contribute
to the development of policies and regulations that promote financial sustainability and
reliable electricity supply. Also, it will be applied in enhancing the understanding of the
relationship between tariff structures, revenue generation, and cost recovery in the electricity
sector.
Assumptions

1. Tariff structures have a significant impact on revenue generation and cost recovery for
electricity utilities, such as ZETDC.
2. The data collected from ZETDC’s financial records, and tariff structure documents is
accurate and reliable.
3. The participants in the interviews and survey will be honest and provide reliable
information.
4. The sample size selected for the study is representative of the population.
5. The data analysis software (NVivo and SPSS) used is appropriate and suitable for the
study.
6. The study’s findings will be generalizable to other electricity utilities with similar
characteristics to ZETDC.
7. The study’s results will be relevant and applicable to the electricity sector in
Zimbabwe.
