Rehabilitation and Restoration

Mangonbangon river rehabilitation and restoration covers a wide range of measures aimed at
improving the natural functions of rivers that may have been lost or degraded due to human
activity as well as the preservation of natural habitats for different types of plants and animals. It
contributes to flood risk management by enhancing rivers' natural ability to retain water. Other
than that, it aids in the retention and gradual release of discharge from water bodies, also
groundwater recharge and water quality improvement. River restoration can help to improve the
hydrological system and survive the effects of climate change.
To be able to carry out the rehabilitation process, laws and regulations must be enforced in order
for the residents of that particular area to follow the protocols. Since the laws and regulations
have been enforced, pollution has been prevented and controlled. To be followed by the
mangonbangon river rehabilitation plan, the researchers have introduced the Sewerage Treatment
Plant (STP), which is responsible for the removal of substances from wastewater and household /
industrial sewage runoffs (effluents).

Funding and Managing

The government agency responsible for the fund and managing the Sewerage Treatment System
are Local Government Units (LGUs) and other relevant government agencies like the
Department of Public Works and Highways (DPWH) and the Department of Environment and
Natural Resources (DENR) would be involve in planning, implementing, and managing
sewerage treatment facilities.

Environmental Compliances

Permit to establish this sewerage treatment plant we need to get the Environmental Compliance
Certificate (ECC): This is the primary permit required for projects with potential environmental
impacts. It is issued by the environmental management bureau (EMB) or the regional DENR
office after conducting an Environmental Impact Assessment (EIA) or Environmental Impact
Statement (EIS) process. The ECC ensures that the project complies with environmental laws
and regulations.
Location Clearance (LC): A location clearance is issued by the local government unit (LGU) or
City/Municipal Planning and Development Office. It verifies that the proposed project site is
appropriate for the intended use and complies with zoning regulations.

Discharged Permit: this permit allows the treated effluent to be discharged into the receiving
body of water, such as the Mangonbangon River. It is issued by the DENR and usually comes
with specific effluent standards that must be met.
Water Permit: If the sewerage treatment plant will abstract water from any water sources for its
operations (e.g., for treatment processes). It is issued by the National Water Resources Board
(NWRB)

We suggested to build the Sewerage Treatment Plant in Barangay Anibong Tacloban,City
Barangay Anibong have the factors like proximity to the river, environmental impact,
accessibility, and land availability.

Public Awareness and Education:


Conduct public awareness campaigns to inform the community about the importance of
wastewater treatment and the proper use of the sewerage system.
