1) Brief Project Description :
1. Scope: Setting up a greenfield POL depot with single spur Railway siding unloading facility at Kamardanga,
Chirang district in the state of Assam.
[Link]: - HPCL presence in North East states is very limited due to limited retail presence in the area. To
enhance the same, strengthening HPCL infrastructure is prerequisite which shall enable availability of product on
time to meet enhanced retail requirement. To ensure above, setting up of a rail fed POL depot is conceived.3.
Salient features of the project:
a) Land acquisition for the proposed construction from Bodoland Territorial Council (BTC).Proposed facilities
include:b) Tankages: MS-5180 KL, HSD-8780 KL, ATF-4180 KL, SKO-680 KL, ETHANOL-1000 KL, BIO DIESEL-
360 KL. SLOPE- 45 KL.c) Common Single Full spur TWD/unloading Railway siding facility for POL & LPGd) Pump
house & allied facilities.e) Firefighting facilities to meet OISD norms.f) CCTV, TAS & Instrumentation etc. ETP,
MCC room, Sample roomg) Vapour Recovery Unit &h) Other allied facilities etc.
4. Project Cost and Completion Date*: The approved cost of project is Rs 384.04 crores with scheduled
completion date of 36 Months from the date of Possession of Land.

● IPA received on 03-10-2024. ESP submitted to NF railways on 27.10.2024.
● Prior Approval for PESO vide application No. OIN1621234 was submitted on 14-03-2024. Comments were
received from PESO on 02-04-2024. Meeting with Dy. CCE at Nagpur was done and clarifications obtained on
14-06-2024. Revised application submitted on 26-09-2024 .Discrepancy received on 04/10/204. Application
again submitted on 16/10/24 along with compliance. Discrepancy letter received on 25/10/24. Later on, the
application is rejected by PESO. Fresh application submitted on 12/11/24 and discrepancy received on

Appraisal committee reviewed the proposal and yet to submit their observations.

1 Diversion of 2 Nos irrigation canals in the HPCL first issued letter Ref. SOD/EZ/Kamardanga dtd.
plot on the East and West boundary 20.04.22 mentioning the need for diversion of the existing
irrigation canal. The Principal Secretary, BTC vide his letter
no-BTC/LR-529/2021/45 dated 22/04/2022, confirmed that
the canals shall be diverted by BTC at its own cost and the
offered land to HPCL shall be free from any canals. On
20/04/2024 a meeting was held between CEM of BTC-Shri
Pramod Boro, GM-Retail, HPCL and DGM-Projects,HPCL
at Guwahati wherein issue of diversion of canals and
strengthening of road works was again discussed.
Subsequently, ED-EP&FP met the Principal Secretary and
CEM-BTC at his office on 16.05.24 and pursued the matter.
ED-EP&FP vide his letter Ref. HPCL/E&P/ KAMARDANGA/
01/24-25 dtd. 22.05.24 to Principal Secretary and CEO-
BTC has once again logged these issues of pending land
payment to landowners by BTC alongside diversion of the
two canals presently passing through the land allocated to
HPCL. Vide letter dtd: 18/06/2024 to Jt. Secy(Revenue).,
HPCL requested detailed land survey for finalization of
route for the 2 nos. irrigation canals. Again Vide letter dtd:
19/07/2024, HPCL requested Secy(CALA) for completion of
diversion of two canals away from the plot. Joint meeting
with various departments (PWD, Irrigation, Revenue etc)
along with M/s HPCL held at Secy. CALA office for
finalization of Land Acquisition for canal diversion. A Letter
request dtd: 28/10/2024 was issued to Principal Secy., BTC
by ED-EP&FP for resolution of issues regarding diversion of
irrigation canals. Also HPCL had a meeting with the
Principal Secy on 29.10.24 and requested him early
clearance of the proposal pertaining to diverted route of the
two canals.

Current status-A meeting was held with Secretary-Land
revenue, Jt. Secretary-Land revenue, Circle Officer- Sidli
Revenue Circle & representatives from Irrigation
department on 18/04/24 at BTC Secretariat regarding
diversion of canals from Proposed HPCL plot. It was
requested by M/s HPCL to expedite the diversion of canals
from HPCL land. HPCL requested BTC to provide the
layout of rerouted canals at the earliest so that HPCL can
finalize railway alignment plan. The Principal Secy., during
meeting with HPCL ED-EP&FP on 16.05.24 asked the
Revenue Dept. and Irrigation Dept. officials to finalise the
canal diversion routes and requirements of fresh Land
Acquisition for the diverted canals from outside the HPCL
premises at the earliest. On 22.05.24, Irrigation Dept.
submitted an estimate of construction cost of the proposed
canals. On 30.05.24, a meeting was held at BTC with
Secretary (Competent Authority for Land Acquisition,
CALA), Jt. Secretary (Revenue), Circle Officer (Sidli
Revenue Circle) and Executive Engineer, Irrigation Dept.
wherein the Secy. CALA advised the Circle Officer to
submit the estimate of Land Acquisition for the proposed
diverted canals. Joint Survey by various departments for
land acquisition for diversion of canals conducted on 27-06-
24 and 28-06-2024. Initial survey report submitted to BTC
from Circle office on 08/08/2024 to Secy. Competent
Authority of Land Acquisition(CALA). A Letter request dtd:
28/10/2024 was issued to Principal Secy., BTC by ED-
EP&FP for resolution of issues regarding diversion of
irrigation canals. Also HPCL had a meeting with the
Principal Secy on 29.10.24 and requested him early
clearance of the proposal pertaining to diverted route of the
two canals.
The Executive Member, Land Revenue has approved
BTC’s “internal proposal” of canal routing thru HPCL
acquired land on 26.11.24 and forwarded the file to CALA.
