SUGGESTED STRATEGY:
1. OPENER: 5 Minutes
a. Game: The Boat is Sinking: Group yourselves according to:
i. Birth Month
ii. Zodiac Signs
iii. Location (e.g. schools, residence, etc.)
b. Link the opener to the topic and sets the mood for the next activity;
c. Introduce the topic and briefly explain your session objectives.
d. Make sure at the end of the Opener, Groups are officially formed and organized and
prepared for the next activity.
2. ACTIVITY: 5 Minutes
a. Buzz Group Session / Brainstorming Activity
i. Make a list of your Group and Troop House Rules for all the participants of the
Course. Session Holder can innovate this activity by integrating actions or
action-brainstorming, art-work, drawings and other creative strategies.
3. ANALYSIS: 5 Minutes
a. Why do we need house rules?
b. What are the advantages if we follow our own house rules?
c. What are the values that we could learn from simple instructions of following house
rules?
d. How do we related these house rules in teaching our Scouts the value of obedience
and self-discipline? Explain.
4. ABSTRACTION: 10 Minutes
a. Session Leader gives a short Talk/Lecturette on the following:
i. Norms of the Course
ii. Course Requirements
iii. Course Routine
5. APPLICATION: 3 Minutes
a. Make your Group Commitment about your “House Rules”.
b. Create a display or exhibit of house rules at your designated Group corners.
6. ENDER: 2 Minutes
a. Wrap-up the session, give a recap and summary of key points about the topic
especially the Course Norms, Routine and Requirements;

HOW TO BENEFIT FROM THE TRAINING COURSE
In order to get the most out of this Training Course, you must TAP your potentials and take
advantage of the opportunities for learning as the members of the Training Staff slowly unfold
before your eyes the vast but ennobling and beautiful panorama of Scouting.
First, give Time – Do not just be physically present. Be totally present. Be physically,
mentally, intellectually, emotionally, spiritually present.
Second, give your undivided Attention – Follow and record everything that is being
discussed. Participate in all discussions and activities wholeheartedly. Do the things you are
instructed to do to the best of your ability.
Third, have a Positive Mental Attitude – Have an open mind. Be aware that everything
that will transpire in this course will be for the good of all concern. Do not be critical and
proud. Do not be a grumbler but always look for what is good, bright, and beautiful. Be
humble. Obey and follow the norms, the requirements, and the routine of the Training Course.
NORMS OF THE COURSE
1. Punctuality is a tradition in Scout training courses. If the Group is not complete, the Group
Leader remains standing until every member is accounted for. If the Group Leader is
unaccounted, the Group members remain standing until he arrives or his absence is duly
acknowledged by the Senior Group Leader, the ACL for Program, or the Session-In-Charge.
2. Smoking during session, whether inside or outside the session hall, the dining hall, and during
activities is strictly prohibited. Beer and/or any intoxicating beverage are, likewise, not allowed.
3. Proper attire must be used at all times. The Senior Group Leader or the ACL for Program will
announce the prescribed attire from time to time.
4. Mobile phones should be turned off or put into silent mode during training sessions and
activities. Urgent phone calls should be taken outside of the session hall so as to avoid
unnecessary distraction to the trainer and participants.
5. The Training Course encouraged the optimum usage of Multi-media and ICT gadgets and
equipment but should still consider preparing traditional training aids and devices in cases of
power interruption.
6. Entertainment of visitors will be allowed only after being cleared with the Course Leader.
7. THE SCOUT LAW IS THE LAW OF THE TRAINING COURSE
COURSE STANDARDS
Course Standard – The standard ribbon will be awarded to the group that meets the standard for
the day. When all groups have received the standard ribbon, the Course Standard has been
reached.

COURSE REQUIREMENTS
1. Active attendance and participation in all sessions and activities of the Course is a must.
Participants are not allowed to leave the session area or activity area unless extremely
necessary after seeking clearance from the Course Leader / Course Coordinator.
2. Satisfactory completion of individual/group projects and spare time activities (STAs) and
follow-up activities (FUAs), which should be placed in the Progress Chart.
3. Note-taking is also a must. Consider the following:
a. Keep notes neat and attractive
b. Write down the Session Title as well as the name of the discussant.
c. Use a new page for every session
d. Use drawing and sketches for clarity
Notebooks will be checked by the group counselors.

3. Rotation of Group Leaders – A Group Leader is elected by the Group on the first day, during
the Course Organization. This responsibility will then be rotated to the other members every
end of the Training Session.
4. Installation of Group Leaders
The Group is in wheel spoke formation with the BSP flag at the center. The Group
Leaders stand around the flag in a circle or half-circle formation, their left hand touching the
BSP flag and their right hand executing the Scout Sign. The counselors stand at the right of
their respective Group Leaders while the Group Leaders stand at their left. The other
members of the Group stand behind their Leader, each one extending his left hand on the
shoulder of the one in front and with the right hand executing the Scout Sign.
The ACL Admin and/ or the SENIOR GROUP LEADER induct the Group Leaders with
these words:
“ I ________________________ , having been elected as Group Leader of _____________
Group hereby promise to do my best and be worthy of my task as Group Leader, to carry out
my duties and responsibilities for the sake of my fellow Managers of Learning, and all other
future leaders whom will be placed under our care and promote quality training at all times.”

5. Duties and Responsibilities of Program and Service Groups

as Program and Service Groups as scheduled and gives the “Duty Group Symbols” in front of
the Course. Group members will execute a Scout Sign and repeat after the Group Leader, We
the __________ Group, having designated as Program / Service Group do hereby pledge to
do our best to execute all duties and responsibilities of the Program / Service Group and other
tasks as may be assigned by the Course Leader. ACL – Admin / SENIOR GROUP LEADER will
read the Duties and Responsibilities of Program & Service Groups

Note: Assignment of Program and Service Groups should be posted in the most
spacious and accessible area in the session hall for participants’ references.

7. Counselor’s Minute – Immediately after the last session and activity of the day, commence
the Counselor’s Minute with his/her group for end of day processing and further
announcement. This is should be done in the session hall at least 10 to 15 minutes.

Note: ACL – Admin and / or the Senior Group Leader reminds the participants that
Training Time Table should be observed at all times and TAPS must be strictly followed.
TROOP LEADERS’ COUNCIL
This is conducted regularly, usually after lunch for evaluation of the day’s activities, giving
of instruction in preparation for forthcoming activities, reminders/guidelines. It may also convene
at other times when deemed necessary.
The first Troop Leader’s Council (TLC) shall be held after lunch of the first day of the course.

The Troop Leader’s Council is very important in the conduct of Training Courses for Troop
Leaders as well as in the implementation of the Boy Scout Program, particularly in the
regular conduct of the Group and Troop Meetings.
The Course Leader or the ACL – Program/Admin may call for TLC as the need arises
through the Senior Group Leader. This usually happens after the session before lunch
break or after the lunch break. TLC is the venue where the Course Staff relays information
or instruction for the next activity in the course.
MORNING FLAG-RAISING CEREMONY IN BASIC TRAINING COURSES
Morning Flag Ceremony is a must in all formal Training Course of the BSP. This provides
us an opportunity to train our participants in citizenship and practice due respect to our
National Flag.
The Course Staff shall be responsible for planning and preparation of the Morning Flag
Ceremony on a daily basis during the Course through the ACL – Program, the SENIOR
GROUP LEADER and/or the duly designated Counselor of each Group in the Course.
This can be hold preferably outdoors but in cases of inclement weather, the Course Staff
shall hold it indoors. In Basic Courses the Flag raise include the Philippine Flag, the WOSM
Flag if available, and the BSP Council Flag only unlike in the Advanced Courses, which
includes the Evolution of the Philippine Flag and the Course Standard Flag.
A. Outdoor Morning Flag Ceremony by the assigned Program Group of the Day
1. Assembly and Formation – The Troop Assembled in “U” Formation;
2. Reports – the Group Leaders reports to the Senior Group Leader; the CU reports
to the Course Leader;
3. Opening Prayer – Heads down, hands on side, no unnecessary movement;
4. Entrance of Color – The Senior Group Leader commands “Color Detail Post”;
5. Secure Halyards – Program Group secure halyards;
6. The Philippine National Anthem – SENIOR GROUP LEADER commands “Ang
Pambansang Awit ng Pilipinas, Pugay Kamay na!). No unnecessary movements
among all color guards. No need to execute Scout Salute. Their role is to secure
the halyard;
7. The Pledge of Allegiance – Command: “Sabay-sabay nating bigkasin ang
Panunumpa ng Katapatan sa Watawat ng Pilipinas” Execute about face and Scout
Sign;
8. WOSM and/or BSP Flags – Command: “Let us now raise the WOSM/BSP Flag”. The
flag is raised; execute hand salute; the halyard is secured to the flagpole;
9. Exit of Color Detail – Color Detail line-up in front facing the flagpoles, move one
step backward and execute hand salute, about face and exit;
10. Rededication to the Scout Oath and Law;
11. Though for the Day; and
12. Words from the Course Leader.
B. Indoor Morning Flag Ceremony by the assigned Program Group of the Day
1. Assembly and Formation – The Troop Assembled in “U” Formation;
