I. INTRODUCTION:
On 26 February 2024, the public opening of the financial offers submitted by Six (6)
Bidders (three offers for Lot 1, 5 offers for Lot 2 and 4 offers for Lot 3) who attained a
higher score than the minimum passing technical score was held starting at 10:00 hours
(Nepal time). The invitation for the meeting included in-person and online attendance via
zoom.
The session was called by the Procurement Agent Manager of the Procurement Agent, who
welcomed all the attendees and thanked them for their attendance and provided the brief on
how the financial opening would be conducted.
II. MEMBERS PRESENT:
The meeting was held in-person in the Millennium Challenge Account Nepal main
Boardroom (Lapsiphedi Boardroom) and online through zoom. The attendance sheet is
attached herewith as Annex B.
III OPENING CHEKLIST:
The Senior Procurement Specialist presented the required information. The Financial
Offers of Bidders who met the minimum qualifying score and are also responsive to the
required qualifications following the Technical Evaluation stage, were shown placed on the
table in MCA-Nepal Boardroom to verify that it remained sealed and unopened.
The technical scores attained by the firms were read aloud. The financial proposals
were opened one by one and Total Bids Price, as stated in the Letter of Financial Offer
were read out aloud and recorded as per ITC 30.1 of the Bidding document.
Annex A shows the results of the financial opening.
The meeting was closed at 11:06 AM (Nepal time) by the Procurement Agent Manager of the
Procurement Agent, who thanked the participants for attending the meeting.
