CHAPTER 1
RESPONSIBILITIES OF OPERATIONS PERSONNEL
Operations Manual is a critical document for efficient, regulated and
safe conduct of operations. The duties and responsibilities of all
personnel connected with operations of Jet Serve Aviation owned or
operated aircraft is enumerated in subsequent paragraphs. All
operations personnel are to be aware of the contents of the operations
manual pertaining to their discharge of duties.
1.1 Organization & Responsibilities

1.1.1 Organisational Structure

Jet Serve Aviation has a well-defined organisation with clearly


defined responsibilities and duties. The organisation structure
caters to current and projected requirement of company
operations. The ACCOUNTABLE MANAGER reports to the Board
of Directors for conduct of Company activities and planning.
Operations is looked after Director Operations who is directly
responsible to the ACCOUNTABLE MANAGER. The DIRECTOR
OPERATIONS is assisted by the Chief Pilots (Helicopters and
Gliders) and Head of Training. The organisation Chart layout is
given in Appendix ‘A’ to this Chapter.

1.1.2 Supervision of Operations

The operations of the company shall be supervised by a team


of operations personnel led by Director Operations, who in turn
will report to the Accountable Manager. Safety of operations,
personnel and the passengers shall be the utmost criteria on
which the efficacy of operations department shall be based. The
operations personnel shall be comprised of personnel having
aviation experience in respective field.

(a) The actual day-to-day flight operations shall be planned and


executed under the authority of DIRECTOR OPERATIONS by
the Chief Pilots. DIRECTOR OPERATIONS shall be directly
responsible to the Accountable Manager and shall exercise
overall control over the Operations Department. He shall
have functional and administrative authority and
responsibility for all flight related activities.
(b) The Chief Pilots shall be assisted by Operational staff
assigned to the Operations Department and line pilots, in
the effective discharge of his duties.
(c) Operations Manager (Flight). He shall assist Chief Pilot in
routine day-to-day execution and Director Operations of

flying activities. Detailed charter of duties is elaborated at


Para [Link] below.
(d) Operations Manager (Regulatory). He shall assist
DIRECTOR OPERATIONS by monitoring and ensuring that
flight crew maintain the required level of currency and
recency at all times, with respect to their flight crew license,
aero medical validity and FDTL/FTL adherence. Detailed
charter of duties is elaborated at Para [Link] below.
(e) DIRECTOR OPERATIONS shall ensure that Operations staffs
are put through adequate training on induction to be able
to discharge their duties effectively. He shall assess the
competence level of Operations staff on a regular basis and
initiate corrective/administrative action as necessary.
(f) Jet Serve Aviation shall ensure that
• No person of acting as, or carried in Jet Serve Aviation
aircraft, for the purpose of acting as pilot or other
operating member of the crew thereof, shall have taken
or used any alcoholic drink, sedative, narcotic or
stimulant drug or preparation within twelve hours of the
commencement of the flight or take or use any such
preparation in the course of the flight, and no such
person shall, while so acting or carried, be in a state of
intoxication or have detectable blood alcohol whatsoever
in his breath, urine or blood alcohol analysis or in a state
in which by reason of his having taken any alcoholic,
sedative, narcotic or stimulant drug or preparation, his
capacity so to act is impaired, and no other person while
in a state of intoxication shall enter or be in aircraft or
report for duty.
• Alcoholic drinks are not served on-board and no
passenger traveling on such a service shall consume any
alcoholic drink while on board.
• Pilots shall not exercise the privileges of their licences
and related ratings while under the influence of any
psychoactive substance which might render them unable

to safely and properly exercise the privileges of the


licences and ratings.

[Link] License and Qualification Validity.

The Operations Manager (Regulatory) is to monitor the validity


of crew licenses and training. He should also ensure that all
crew have undergone recent training and medical as mandated
by DGCA and any shortfalls seen during these checks are
rectified. He shall bring it to the notice of the Chief Pilot for any
corrective action.

[Link] Competence of Operations Personnel.

The Operations Personnel shall be checked for their competence


by the Chief Pilot and Director Operations. If required necessary
training under supervision may be provided to the personnel.

[Link] Control, analysis and storage of records, flight


documents, additional information and data-

• The Operations Manager (Regulatory) is to ensure the


collation, analysis and storage of all relevant records
pertaining to flight crews.
• Operations Manager (Ops) shall exercise control over all
flight operations documents including flight planning data,
flight plans, operational flight plans, pre-flight medical etc.
• DIRECTOR OPERATIONS shall allow any person authorized by
the DGCA to access any documents and records which are
related to flight operations or maintenance; and produce all
such documents and records, when requested to do so by the
DGCA, within a reasonable period of time.

Qualification records which shall be produced to DGCA during
any audits/inspection.

Note: Above documents of all aircraft/ crew members are

he ceases to be the operator of the helicopter and

1.1.3 Promulgation of Instructions and Information.

As and when any fresh information is received which affects the


operations of the company, but is supplementary to that given
in the Operations Manual, the Chief Pilot will convey this to all
the operations personnel. The Director Operations shall convey
instructions information through Circulars for compliance by
concerned personnel.

1.1.4 Accident Prevention and Flight Safety Program

Director Flight Safety is responsible for the promulgation of the


accident prevention and flight safety program. The operations
department shall be responsible for ensuring that safety
directives and programs are followed and implemented.

(a) Investigations and the study of the aviation accidents in
the past have led to the understanding of the most
common causes of accidents and measures to rectify the
deficiencies. This has allowed the industry to go for
proactive safety efforts rather than only be interested in
the reactions after the accident/incident has occurred. The
proactive efforts are far more productive and are likely to
save many a close accident/incidents. Investigation and
post-accident studies will always be productive and are
imperative. To enhance the safety of helicopter
operations, it is essential that the personnel engaged in
flight operations have a flight safety awareness and
accident / incident Prevention Programme.
(b) PIC of the helicopter shall, whether manipulating the
controls or not, be responsible for the operation of the
helicopter in accordance with the Rules of the Air, except
that he may depart from these rules in circumstances

that render such departure absolutely necessary in the


interest of safety.
(c) Before commencing a flight, the PIC of the helicopter shall
familiarize himself with all available information
appropriate to the intended operation. Pre-flight action for
flights away from the vicinity of an aerodrome and for all
VFR flights shall include a careful study of available current
weather reports and forecasts, taking in consideration fuel
requirements and an alternative course of action if the
flight cannot be completed as planned.
(d) Helicopters shall not be operated in a negligent or
reckless manner so as to endanger life or property.
[Link] Policy
(a) Safety in operations is the responsibility of the operations
departments consisting of operational supervisors, flight
crews and other operational personnel. The Flight Safety
Department, however, will provide an active Accident
Prevention Programme. The objective of this Programme
is identification of any unsafe acts and practices and
intervention before these acts and practices manifest
themselves as incidents/accidents/for the success of this
Programme. All personnel are encouraged to be observant
and report any unsafe act or activities. No punitive action
will be initiated against any individual for such voluntary
reports.
(b) Investigations into accidents/incidents not only bring to
the fore the factors contributory to the occurrences; the
organizational, system and policy deficiencies, too are
identified for remedial action. It is imperative that the grey
areas are isolated as a preventive measure and the
implementation of the recommendations of the
courts/committees of enquiry, inspectors of accident and

safety audits etc. The main features of the prevention


Programme are:

• Evolving safety culture and firm commitment to safety.


• Periodical internal safety audit of all divisions associated
with the flight operations by a dedicated group.
• Standardization of cockpit procedures and ensuring strict
adherence thereto.
• Increased frequency of checks during inclement adverse
weather conditions.
• Strict adherence to aerodrome operating minima.
• Encouragement to flight crew for voluntary reporting of
deviations from procedures for any remedial measures
considered necessary.
• Close monitoring of critical operational areas to eliminate
possibilities of serious safety hazards.
• Scrupulous compliance of FDTL to ensure that the crew
is not fatigued which may impair his/her ability to
perform the assigned duties.
• Ensure that the maintenance is carried out in the
approved manner, only by the approved maintenance
agency, with requisite infrastructure and adequate
manpower.
• Ensure monitoring of maintenance by the Quality Control
Organization.
• Monitoring compliance of MEL requirements.
• Carrying out regular checks to ensure proper loading of
aircraft and preparation of load and trim sheet.
• Random inspection for serviceability and proper
functioning of ground support equipment and other
facilities which could affect the safety operations.
• Review the accident/incident data to determine the scale
of safety, whether there has been an improvement or
decline in the safety standards.

(c) Accident Prevention Programme

The accident prevention Programme is a continuous process and


needs to be implemented in later and spirit to ensure that
any trends that indicates shift from normal are identified and
rectified well in time. Refer Jet Serve Flight Safety Manual and
Chapter 27 of Part ‘A’ of this manual for accident prevention
programme.

1.1.5 Operational Control


(a) Overall operational control is vested in the Director
Operations, and will be exercised by the Chief Pilots and
Operations Managers within the overall policy of the
company.
(b) During the course of flight, the PIC is authorized to
exercise operations control over his flight. The DIRECTOR
OPERATIONS may pass necessary instructions and
communicate on matters relating for execution of flight
either directly or through the Chief Pilot or the Manager
Operations who will further pass the same to Flight crew
for execution of the flight.
(c) The Manager Operations shall also depute Operations
support personnel and be responsible for carrying out
activities carried out by the Flight Operations Personnel in
facilitating / assisting the flight dispatch process/ activities
in co-ordination with the Pilots. Subsequently the
communications with regards to completion of flight is
disseminated to DIRECTOR OPERATIONS, Chief Pilots and
other top Management personnel accordingly.
(d) Decisions on contractual or controversial matters affecting
safety or efficiency, which cannot be resolved locally, shall
invariably be referred to the DIRECTOR OPERATIONS.
(e) Chief Pilot may delegate the responsibilities of Operational
control to the PIC during deployment for flights tasks.

(f) QM, CAMO and Technicians are responsible to the


Accountable Manager for the proper execution of their
duties and professional conduct. Duties and
responsibilities of QM and CAMO is listed in para [Link]
and [Link] respectively.

[Link] Company helicopter flights will be launched with


specific approval from persons who have the necessary
authority to do so. The PIC shall exercise operational control of
its flight in consultation with DIRECTOR OPERATIONS/Chief
Pilot.

of approving authority are given below:

No company helicopter shall be released for flight without a
valid certificate of airworthiness unless the Engineering
department/ Quality Manager obtains a special permission from

the DGCA, except when the helicopter is required to be air


tested for renewal of C of A / snag rectification and released on
fitness of flight. Only essential crew members shall be carried
on such flights. These flights need special approval from the
ACCOUNTABLE MANAGER / DIRECTOR OPERATIONS who will
consult the Quality Manager before arriving at the final decision.
[Link] Flight after an Incident / Accident
No person shall commence / continue or be permitted to
commence / continue a flight following incident / accident
involving suspected damage to the helicopter, unless approved
by the ACCOUNTABLE MANAGER/DIRECTOR OPERATIONS in
consultation with the Quality Manager and the necessary
clearance is obtained from the Airworthiness and Air Safety
directorates of DGCA. In all cases where the competence or
state of health of the crew is in doubt, a different crew is
to be deployed.
[Link]. Flight Following
(a) Flight Following is the process of monitoring the progress
of company helicopters, keeping the crew informed of any
changes in route, weather and notifying the appropriate
authorities of overdue/ missing helicopter.
(b) It shall be responsibility of Manager Operations to keep
track of all Company flights. He shall liaise with the flight
crew and ground handling staff for arrival/ departure time.
The PIC will make utmost effort to keep operations
informed of his position by all available means. On
successful completion of sortie, the information is
disseminated by Manager Flight Operations to all
concerned higher management officials of the company.
In case Manager Operations is unable to get the
information by any means on the flight beyond 30 minutes
of the ETA, he shall initiate overdue action.

[Link] If an emergency situation which endangers the


safety of the helicopter or persons becomes known first to the
Manager Flight Operations or any other person, action by that
person shall include, where necessary, notification to the
appropriate authorities of the nature of the situation without
delay, and requests for assistance if required.

1.1.7 Responsibilities and Duties of Operations


Management Personnel

[Link] ACCOUNTABLE MANAGER


He is directly responsible to the Board of Directors on all aspects
of planning and efficient conduct of operations. He shall have
the financial authority to implement Company policies. His
duties and responsibilities are:-
(a) Day to day management of the Company, its personnel and
financial affairs.
(b) Supervise and coalesce activities of various section heads
for ensuring efficiency, safety and professionalism.
(c) Provide section heads necessary administrative,
operational and financial power to ensure efficient
functioning.
(d) Marketing of Company aviation services.
(e) Participation in tenders and contracts.
(f) Ensure company adheres to all legislative and contractual
obligations.
(g) Represent Company while dealing with third party.
(h) Reporting to Board of Directors on company financials and
performance and make necessary recommendations.

[Link] Accountable Manager


The Accountable Manager is the person who has the overall
(including financial) responsibility of running the organization.
He is a responsible person for formulating system to run the
organization and adhering to the system and prevent lapses.
He has the authority to execute decisions/plans and may
delegate some responsibilities and authorities to the
subordinates for implementation. His duties and responsibilities
consists of following:
• Ensuring all relevant requirements and regulations of DGCA
are complied with.

• Organize, manage and supervise all activities including


quality monitoring, within the organization including quality
contracting and surveillance regarding sub- contracting
work.
• Direct proper quality control setup to ensure and enable
maintenance in accordance with the organizations,
manufacturers and relevant DGCA requirements.
• Provide premises and ensure that office accommodation
appropriate to the management of the work is available.
• Ensure that appropriate instructions are developed,
maintained, documented and followed for compliance with
the requirements including payment of any charges.
• Provide adequate and updated literature for the work to be
performed which includes all necessary airworthiness data
from the applicable Aviation Authorities and the aircraft
manufacturer as appropriate.
• Provide staff and ensure that all personnel are appropriately
trained and qualified to accomplish the work.
• Ensure that all maintenance work is suitably recorded as
per the requirements.
• Provide suitable facilities to enable the organization to work
as per the scope of approval granted.
• Provide necessary material and ensure proper control over
purchases, receipt, storage, safekeeping and dispatch of
spares and material to support maintenance in the most
efficient, economical and timely manner.
• Provide direction and control for the following engineering
sections, as applicable:
o Out sourced Engineering Organisation (Maintenance
and Workshops)
o Quality Control
o Stores
o Technical Planning Cost Control
• Ensure safety, health and welfare of all personnel
pertaining to the daily work. Provide suitable working

The Director Operations will exercise control over the


operations department. He has the functional and
administrative authority and responsibility for all flying /
operational activities of the Company. He will be assisted in the
discharge of his duties by the Manger Operations and other

(a) Operations of Company fleet.
(b) Exercise operational control, lay down operational
policies, safety standards and guidelines.

Safety

The Director Flight Safety shall ensure implementation of Safety


related standards and recommended practices as per DGCA
regulations, relevant rules and procedures laid down in the
various DGCA regulatory requirements. He shall insist on strict
adherence to the laid down procedures and limitations and
compliance with the rules and regulations by all concerned. For
performance of his duties he is directly responsible to the
ACCOUNTABLE MANAGER. His duties include: -

(a) Advise management on methods to enhance Safety and


promote efforts in prevention of incident/ accident in Jet
Serve Aviation.
(b) To bring to the attention of the ACCOUNTABLE MANAGER
any matter affecting the safety of operations both in the
air and on the ground.
(c) To advise in laying down policy and procedures, as laid
down by regulatory authorities, for reporting and
investigation of noticeable incidents involving Jet Serve
Aviation aircraft.
(d) To oversee the compliance of Standard Operating
Procedures, Instructions/ circulars of respective
departments.
(e) To be convener in any Board of Investigation in respect of
incidents /accidents wherever considered necessary.
(f) To ensure prompt finalization of investigation reports.
(g) To report to the ACCOUNTABLE MANAGER results of
investigations of incidents/ accidents involving Jet Serve
Aviation aircraft.
(h) To oversee monitoring of follow-up action by the various
departments based on the result of investigation of
incidents /accidents.

(x) Oversee human factor awareness among all employees.

(ff) He shall arrange to convene Investigations and meetings
of the Safety Committee to discuss all matters relating to
Flight safety at all levels, at least once every three
months.
(gg) When possible, he shall detail Flight Safety Officer for
training or safety courses and type of aircraft used. They
shall also be deputed for various seminars / I courses
which are conducted in different countries, so that they
are kept abreast with the latest developments and
procedures.

The Quality Manager is responsible for the following functions:

[Link] Continuing Airworthiness Manager (CAM)

CAM is the nominated post holder for continuing airworthiness.


He will, ensure that all maintenance is carried out on time and
will Director Operations scheduled maintenance, the application
of airworthiness directives, the replacement of service life
limited parts, and component inspection to ensure the work is
carried out properly, to an approved standard by organisations
approved under CAR-145 in accordance with the operator’s
data. He will act to ensure that Company responsibilities in the
following areas can be met:
(a) Establishment and development of continuing
airworthiness policy, including the approval of
maintenance Programmes for the aircraft managed by the
organisation required by part M.A. 302.
(b) Analysis of the effectiveness of the Maintenance
Programme as required by para M.A.708 (b) & Appendix
1 to AMC M.A.302.
(c) Managing aircraft Technical Log, system as required by
M.A.306 including any subsequent amendment are to be
approved by the DGCA.
(d) Ensuring that HAL technical records are properly as
required by M.A. 305.
(e) Work planning and follow up about the Procurement of
tools, spares, consumables etc.;
(f) Technical follow up, monitoring, Director Operations and
control of all maintenance activities;
(g) Modifications and repairs (changes) are carried out to an
approved standard;
(h) Airworthiness Directive, SB/SL etc. Review, control and
embodiment;
(i) Non mandatory modification embodiment policy;

(k) Certificate of Release to Service/CA Form-1 or equivalent


is issued for maintenance/inspection carried out on
Aircraft /component fitted on aircraft by approved
maintenance Organisation.
(l) That the Certificate of Airworthiness and ARC for each
aircraft operated by the company remains valid in respect
of;
• The airworthiness of the helicopter,
• The expiry date specified on the Certificate, and
• Any other condition specified in the Certificate;
(m) Reporting any occurrences of maintenance nature to the
DGCA and the aircraft manufacturers. This includes both
mandatory occurrences and occurrences related to
maintenance findings, which fall outside the Mandatory
scheme.
(n) Reporting of Major defects, incidents and accidents to the
airworthiness office.
(o) Notifying the quality manager whenever deficiencies
emerge which require his attention.
(p) Providing the maintenance data to subcontractor, as and
when required, for subcontracted activities.
(q) Monitoring of due Maintenance as per maintenance
forecasting.
(r) Completion of Continuing Airworthiness records.
(s) Preservation, storage, transfer & access of Continuing
Airworthiness records.
(t) Compliance and monitoring of Reliability Programme (if
Applicable) or Engineering Statistical Report.
(u) Liaise with the AMO, manufacturer’s regulatory authorities
(DGCA) as required.
(v) Renewal of aircraft subscriptions.
(w) Be aware of the aircraft current time in service, defects
unscheduled component changes, unscheduled

deficiencies and to be in accordance with National
requirements
d) Ensure that the security Program is current and has been
approved by the Appropriate Authority.
e) Ensure the continuing effectiveness of the security
Program by regular evaluations and by encouraging
internal security audit processes.
f) Establish and maintain effective liaison with the airport
authority and other appropriate authorities responsible for
security functions.
g) Ensure thorough and effective screening of all passengers
and cabin/hold baggage at each airport
h) Promote security awareness and vigilance.
i) Ensure adequate training of security personnel in
screening the passengers and all others having security
responsibilities wherever assigned.
j) Ensure an effective threat/occurrence response capability.
k) Initiate special security measures during periods of
increased risk and/or for critical flights and routes.

The Operation Manager (Flight) will assist DIRECTOR


OPERATIONS and Chief Pilot and is responsible for:-
• Assigning aircraft and flight crew to the planned flights in
consultation with the Chief Pilot;
• Providing flight crew with all necessary information
(weather, load etc.);
• Assist the PIC in flight preparation and provide relevant
info.
• Assist the PIC in preparing the Operational / ATS flight
plans, where required, however both shall be signed by the
PIC.
• Ensuring update of Route Manuals; keeping a continuous
watch on flight progress and having knowledge of where all
aircraft are located;
• In the event of disturbance in the aircraft flight schedule(s),
re-planning and evaluating the program and flight progress
registration in regard to aircraft and flight crew for the safe
conduct of flight in the most practical, economic way and in
accordance with Company policy
• Maintain a close contact with DIRECTOR OPERATIONS,
Chief pilots and Head of Training to ensure their intentions
and opinions are taken into consideration;

• Maintain a close contact with the maintenance department


and reporting any vital information on flight progress and
technical status of the aircraft;
• Keeping all parties (maintenance, station representatives
and crew) informed if changes to the planned operation
occur;
• Having a thorough knowledge of the Company’s Emergency
and Accident Procedures, Maintenance schedule, Flight and
duty Time Limitations and relevant parts of the Ops Manual;
• Be available for immediate communication to rescue co-
ordination centres, lists containing information on the
emergency and survival equipment carried on board their
helicopters. The information shall include, as applicable, the
number colour and type of life rafts and pyrotechnics,
details of emergency medical supplies, water supplies and
the type and frequencies of the emergency portable radio
equipment.
• In the event of an emergency, the Operations Manager
(Flight) shall:
➢ initiate such procedures as outlined in the operations
manual while avoiding taking any action that would
conflict with ATC procedures; and
➢ Convey safety-related information to the pilot-in-
command that may be necessary for the safe
conduct of the flight, including information related to
any amendments to the flight plan that become
necessary in the course of the flight.

Note: It is equally important that the pilot-in-command also


convey similar information to the Operations Manager (Flight)
during the course of the flight, particularly in the context of
emergency situations/diversions or unplanned landings.

The Operation Manager (Regulatory) shall be responsible to


DIRECTOR OPERATIONS and Chief Pilot for conduct of his duties
which include:-
• Maintain Records with respect to flight crew licenses as
per regulations.
• Completion of type training and license endorsement
formalities.
• Release to line flying training after stipulated line training
• Continued validity of all Flight crew licenses
• Validity of medical examination.
• Validity of recurrent checks.
• Assist Operations manager (Flight) when directed by
DIRECTOR OPERATIONS/Chief Pilot.

[Link] Head of Training

The Head of Training reports to the DIRECTOR OPERATIONS and


has the responsibility for all flight crew training and for fulfilling
requirements as outlined by the regulatory authorities and in
accordance with Ops Manual. The Head of Training has the
following duties:
• To be aware of all laws and regulations regarding training
requirements as applicable to his position;
• To develop and Director Operations all training standards
and procedures with the DIRECTOR OPERATIONS and the
Chief Pilot;
• To define goals and develop strategies related to training
and to draft operational and emergency training syllabi for
pilots, and to ensure that all required training is carried out
and recorded in accordance with government regulations;
• To direct the training activities within the training
establishment;

• To edit and maintain all documentation required by the


training establishment, including the Training Manual,
training documentation, and such reports as necessary and
to ensure that an internal control system is established for
filing of training records and that records are kept on file as
required;
• To establish, in Director Operations with the Chief Pilot,
control systems for monitoring quality and progress;
• To maintain adequate liaison with DGCA with respect to
crew training matters;
• To provide adequate training facilities and ensure, in
Director Operations with the Chief Pilot, that a sufficient
number of qualified and standardised instructors, certified
and registered as required by DGCA, are available for
training of flight crew;
• To organise, direct and develop the training operations so
that operational safety, efficiency and a high training
standard are accomplished;
• To take appropriate action on cases of sub-standard
performance, in consultation with the Chief Pilot;
• To arrange company and DGCA examinations as required
and take part in the processing of the licensing of flight
personnel;
• Design and maintain such training syllabi, manuals and
other documentation required.
1.1.8 Authority, Duties and Responsibilities of Pilot
in Command (PIC)

For each flight, or series of flight, of a Company helicopter a


pilot shall be nominated as the PIC. The PIC is directly
responsible to DIRECTOR OPERATIONS or any other officer
assigned by him.

The PIC shall:
(a) Maintain familiarity with relevant Indian and international
air legislation and agreed aviation practices and
procedures.
(b) Maintain familiarity with such provisions of the Company
Operations Manual as are necessary to fulfil his functions.
(c) Maintain a high personal standard of discipline, conduct
and appearance as a representative of the company.

The PIC shall:
(a) Be responsible for safe operations of the helicopter and
safety of its occupants and cargo when the rotors are
turning.
(b) Ensure that all passengers are fully briefed on the location
of emergency exits and the location and use of relevant
safety and emergency equipment.
(c) Ensure that all operational procedures and checklists are
complied with, in accordance with the Operations Manual
and the aircraft flight manual.
(d) Not permit any crew member to perform any activity
during a critical phase of flight except those duties
required for the safe operation of the helicopter.
(e) Decide whether or not to accept a helicopter with
unserviceability allowed by the CDL or MEL.
(f) Not permit:
• A flight data recorder to be disabled, switched off or
erased during flight nor permit recorded data to be
erased after flight in the event of an accident or an
incident subject to mandatory reporting.
• A cockpit voice recorder to be disabled or switched
off during flight unless he believes that the recorded
data, which otherwise would be erased
automatically, should be preserved for incident or

accident investigation nor permit recorded data to


be manually erased during or after flight in the event
of an accident or an incident subject to mandatory
reporting;
(g) Ensure that the pre-flight inspection has been carried out.
(h) In an emergency situation that requires immediate
decision and action, take any action he considers
necessary under the circumstances. In such cases he may
deviate from rules, operational procedures and methods
in the interest of safety. This requirement shall be the
responsibility of the PIC or the pilot to whom the conduct
of the flight has been delegated.
(i) Ensure that the weather forecast and reports for the
proposed operating area and flight duration indicate that
the flight may be conducted without infringing company
operation minima.
(j) Before commencing take-off be satisfied that, according
to the information available to him, the weather at the
heliport and the condition of the FATO intended to be
used should not prevent a safe take-off and departure,
and before commencing an approach to land be satisfied
that, according to the information available to him, the
weather at the heliport and the condition of the FATO
intended to be used should not prevent a safe approach,
landing or missed approach, having regard to the
performance information contained in this Operations
Manual.
(k) In the absence of a qualified company engineer, ensure
that helicopter refuelling is supervised with particular
attention being paid to:
• The correct grade and amount of fuel.
• Fuel water checks.
• Fire safety precautions.
• Checking filler caps for security and correct
replacement after refuelling.

(l) Take all reasonable steps to ensure that the helicopter


mass and balance is within the calculated limits for the
operating conditions.
(m) Confirm that the helicopter’s performance will enable it to
safely complete the proposed flight.
(n) Not permit any crew member to perform any activity
during take-off, initial climb, final approach and landing
except those duties required for the safe operation of the
helicopter;
(o) Take all responsible steps to ensure that before take-off
and before landing the flight crew are properly secured in
their allocated seats.
Note: Cabin Crew, if applicable, should be properly secured
in their allocated seats during taxy except for the performance
of essential safety related duties.

(p) Take all reasonable steps to ensure that whenever the


helicopter is taxying, taking off or landing, or whenever
he considers it advisable (e.g. in turbulent conditions), all
passengers are properly secured in their seats, and all
cabin baggage is stowed in the approved stowage.
(q) Maintain a high personal standard of discipline, conduct
and appearance as a representative of the company.
(r) Ensure that a continuous listening watch is maintained on
the appropriate radio communication frequencies at all
times whenever the flight crew is manning the aircraft for
the purposes of commencing and/or conducting a flight
and taxying.
(s) Ensure that Air Traffic Services are used for all flights
whenever available.
(t) Ensure that the documents and manuals, required to be
carried, are carried and remain valid throughout the flight
or series of flights and be produced, when requested, to
a person authorised by the Authority.

(u) Ensure that abnormal or emergency situations, system


malfunctions and IMC conditions are not simulated for
any purpose on public transport flights.
(v) Ensure that the amount of useable fuel remaining in
flight is not less than the fuel required to proceed to a
heliport where a safe landing can be made, with final
reserve fuel remaining;
(w) Declare an emergency when the actual usable fuel on
board is less than final reserve fuel.
(x) Shall not:
• Consume alcohol less than 12 hours prior to the
specified reporting time for flight duty or the
commencement of standby.
• Commence a flight duty period with any blood
alcohol content more than zero.
• Consume alcohol during the flight duty period or
while on standby.

1.1.9 Duties & Responsibilities of Other Crew


Members

[Link] A crew member shall be responsible for the proper


execution of his/her duties that are:
(a) Related to the safety of the helicopter and its
occupants; and
(b) Specified in the instructions and procedures laid
down in the Company Operations Manual.

[Link] A crew member shall:


(a) Report to the commander any incident that has
endangered, or may have endangered, safety; or
(b) Make use of the incident reporting scheme in
accordance with FSM. In all such cases, a copy of
the report(s) shall be communicated to the PIC
concerned.

[Link] A crew member shall not perform duties on a


helicopter:
(a) While under the influence of any drug that may
affect his faculties in a manner contrary to safety.
(b) Until a reasonable time-period (48 hours) has
elapsed after deep water diving.
(c) Following blood donation except when a reasonable
time period (7 days) has elapsed.
(d) If he is in any doubt of being able to accomplish his
assigned duties; or
(e) If he knows or suspects that he is suffering from
fatigue, or feels unfit to the extent that the flight
may be endangered.

1.1.10 Duties & Responsibilities of Co-Pilot


The Co-pilot is responsible to the PIC to assist in the
safe and efficient conduct of the flight. In the event
of the incapacitation of the PIC, the Co-pilot will
assume command.

The Co-pilot must take all reasonable steps to:
(a) Maintain familiarity with relevant Indian and
International air legislation and agreed aviation
practices and procedures.

(b) Maintain familiarity with such provisions of the


Company Operations Manual as are necessary to
fulfil his/her function.
(c) Assist the PIC as requested, concerning
administrative duties in relation to the flight; and
(d) Support the PIC in the maintenance of a proper
standard of crew discipline, conduct and personal
appearance.
(e) Maintain a high personal standard of discipline,
conduct and appearance as a representative of the
company.

[Link] Specific Responsibilities


It is the specific responsibility of the First Officer/Co-
pilot to:
(a) Carry out such duties concerning the flight, in
accordance with Company Standard Operating
Procedures, including procedures, limitations and
performance relating to the specific helicopter type,
as are allocated to him/her by the PIC.
(b) Confirm the safe navigation of the helicopter,
maintaining a continuous and independent check
upon both the geographical position of the helicopter
and its safe terrain clearance.
(c) Volunteer such advice, information and assistance to
the commander, as may contribute favourably
towards the safe and efficient conduct of the flight.
(d) Seek and receive such information and/or
explanation from the PIC, as may be necessary to
enable the Co-pilot to fulfil his/her functions.
(e) Support the PIC, by active example, in the
development and maintenance of a high standard of
professional expertise and morale amongst the other
crew, when carried.
