RFP for Four laning of Ahmednagar – Mirajgaon – Karmala - Tembhurni section of NH-516A
(Package –I) from Ahmednagar to Ghogargaon (from design Ch 0+000 to Ch 38+775) in the
state of Maharashtra under Bharatmala Pariyojana on Hybrid Annuity Mode.
The Government of India had entrusted to the Authority the development, maintenance and
management of National Highway No. 516A including the section from km 00+000 to km
38+775 (approx. 38.775 km). The Authority had resolved to augment the existing road from km
00+000 to km 38+643 (approximately 38.643 km) on the Ahmednagar – Ghogargaon section of
National Highway No. 516A (hereinafter called the “NH 516A”) in the State of Maharashtra by
Four-Laning thereof (the “Project”) on design, build, operate and transfer (the “DBOT Annuity”
or “Hybrid Annuity”) basis, and has decided to carry out the bidding process for selection of a
private entity as the Bidder to whom the Project may be awarded. Brief particulars of the Project
are as follows:

The complete BID document can be viewed / downloaded from e-procurement portal of NHAI
[Link] from 04.12.2020 to 18.01.2021 (up to 1100 Hrs. IST). Bid must be
submitted online only at [Link] during the validity of registration with the NHAI
e-Tendering Portal being managed by National Informatic Centre (NIC), , i.e.
[Link] on or before 18.01.2021 (upto 1100 hours IST). Technical submissions of
the Bids received online shall be opened on 19.01.2021 (at 1130 hours IST)
Bid submitted through any other mode shall not be entertained. However, Bid Securing
Declaration, Proof of online payment of cost of bid documents, Power of Attorney for signing of
Bid, Power of Attorney for lead member of Consortium, if any, Joint Bidding Agreement for
Consortium, if any, Integrity Pact, and original experience certificates apostille at foreign origin,
if any or any other document as specified in Clause 2.11.2 of the RFP shall be submitted
physically in original by the Lowest Bidder before the issuance of Letter of Award (LOA) by the
Authority.
