1. SCOPE OF WORK

This Method Statement outlines the procedures & responsibilities during carrying out electrical works
inside buildings and at field.

2. PURPOSE

Is to detail the activity that has to be carried in order to have all necessary tools and to ensure that the
work is being executed in safe manner

3. PROJECT INFORMATION

A brief description for the project scope follows.

The site layout plan area shall be approximately 160m by 170m (please see attached). The initial
phase of works consists of earthworks in order to build up the designated area to approved levels
(typically above road level). This works shall then be followed by assembly of the prefabricated
housing and accommodation units and general works including electrical and mechanical (E&M).
finally the Catering, Operations and Maintenance phase will commence that will require the mobilization
of catering along with O&M staff to generally run the camp for the duration of the overall scope by
others (including UNAOIL Limited).

4. RESPONSIBILITIES AND AUTHORITIES

4.1 Site Manager

The Site Manager should take the necessary measures to ensure that everyone is well informed about
the risks and nature of the work to be performed. In addition, he must ensure that this Work Method
Statement is complied.
The Site Manager appoints a manager executing the work under this Work Method Statement

4.2 Supervisor

 The Supervisor is responsible for all the activities that are being carried inside the building and at
site. He shall ensure that all works are carried out according to applicable safety procedures and
project specification.
 Supervisor shall be responsible for carrying out work according to approved project construction
drawing & specification.
 Supervisor shall be responsible for material handling, loading/unloading of equipments, materials
and tools safekeeping.
 Supervisor at site is also responsible for complete safety related to his work force.

 The authorized work permit holder/signatory shall obtain work permits from UNAOIL Limited
before work commencement.
 The Site HSE Manager shall be fully responsible for ensuring that all applicable safety and
environmental measures are implemented during the period of construction.

5. PROCEDURE

5.1 General:

(a) Safety

 Toolbox Talks to be conducted on daily basis.


 All workers shall be made aware of the activities being carried out and Emergency Response
 Plan.
 Critical activities (e.g. heavy lifting) shall be carried out in presence of the Site HSE Manager
 PPE shall be worn at all times.

(b) Permits

Work Permit shall be obtained from UNAOIL Limited and endorsed as per requirement

(c) Housekeeping

Work site has to be maintained clean, tidy and free from environmental hazards. Housekeeping shall be
done on daily basis

(d) Security

Materials, equipments,etc, in and around the worksite to be secured from thefts and damages.

(e) Inspection, Testing and Commissioning

All installations shall be inspected by GE-TR appointed supervisor and as per GE-TR Inspection and Test
Plan (ITP)

5.2 Earthing and Lightning Protection

(a) Drilling bore holes for earth rod installation

 Certified auger machine to be mobilized to site;


 Location of drilling to be marked up by surveyor as per project drawings.
 Verify underground facilities and ensure that drilling point is free from any underground utility like
cable, pipeline, etc.
 Area shall be barricaded;
 Only job assigned persons to be available within the barricaded area.
 Competent person to operate the auger machine

(b) Installation of earth rods and earth pits

 Install earth rods in the borehole


 Fill the borehole with soft sand
 Install precast concrete earth pit and fill it with soft sand
 Connect earth rod with ear thing cable using connector as per typical ear thing installation details
 Measure earth value of the complete network with earth tester and record values as per
Inspection Test Plan
 Apply anti-corrosion grease to the connection point

(c) Earthing Cable Connection

 Connect yellow-green earth cables to distribution boards, MCC, UPS, HVAC panels, motors,
switches, sockets, cable ladder, trays, MOV instrument consoles (clean earth), structure,
platforms, non-electrical equipments, fence, etc. via dedicated bus-bars as per standard
installation practice and project specification.
 Install earth bus-bar connect earth cable to the bus-bar fed from the earth pit.
 Apply anti-corrosion grease at cable terminations
 Connect flexible copper braids to doors and fence gates.

(d) Lightning Protection

Install tinned copper tape on roof parapet of the building and downwards as per approved lightning
protection layouts
Connect the tape to the main earth grid using yellow green earth cable and connectors
Typical installation details to be followed during installation and GE-TR approval installation is
mandatory.
Raise RFI for activities inspection as per the ITP sequence of inspection.

5.3 Cable tray and ladders installation

 Offload cable tray and ladders from truck manually and with extreme care
 Stack the trays on wooden battens inside building or in a secured place with warning signs
and barricade
 Install supports for cable trays and ladder. Modify supports if required using drill machine,
grinder and welding machine. Apply touch-up paint wherever required.
 Raise RFI for cable tray installation prior to cable pulling.
5.4 Cable Drums Meggering

 When cable drum are received they shall be visually inspected to ensure that they are not
damaged.
 Inspection shall be raised for cable drum testing
 Cable drums shall be tested (meggering and continuity test)
 Competent electrician to carry out testing procedure
 Values shall be recorded as per GE-TR ITP
 Cable ends to be protected by insulation tape.

5.5 Cable pulling, glanding and termination

 Shift cable drums from yard to worksite as per cable drum schedule using hiab truck/trailer

 Offload the cable drums securely standing on both wheels vertically and put stoppers
 Place the drum near the cable trench or ladder on drum kack with heavy-duty spindle (solid
shaft)
 Remove the wooden covers from the drum
 Cable winch to be used when required.
 Competent person to operate the winch
 Lay the cable as per approved cable schedule and cable routing
 Perform continuity and insulation resistance test prior to backfilling/covering of ladders
 Install identification tags as per standard drawings
 Proceed with glanding active by removing outer insulation jacket of the cable
 Dress the cable inside the equipment: crimp the conductors using lugs and terminate the ends on
pre-assigned locations as per GE-TR drawings.
 Perform meggering and continuity test after glanding and termination
 Torque test to be performed on terminations using certified torque wrench.

5.6 DC High Voltage Test (For 33 KV cables and below)

 After completion of jointing, glanding and end terminations the cables will be remeggered.
 Prior to commencing the high voltage test, the area should be effectively roped off to exclude
unauthorized entry
 The tests will be conducted witnessed and recorded by the Site Electrical QC Inspector
 The test will be applied to each conductor with all other conductors shorted to armour shields and
earth
 The initial test voltage will be applied to the cable and the voltage allowed stabilizing
 The applied voltage will be increased gradually until final test voltage is reached and the voltage
and leakage current recorded each step after stabilization
 The final test voltage will be applied as per ITP the leakage current values recorded, no
breakdown of the insulation resistance should occur.
 When each test is complete the cable potential shall be discharged using a hot stick and rubber
insulated gloves rated for the test values. After discharge, the cable shall be checked again for
residual voltage potential and left grounded for several hours to assure complete discharge
 After completion of the tests the cable ends shall be sealed to prevent the ingress of moisture
 The test results will be checked and signed off by the QC Inspector and Site Electrical Engineer.

5.7 High Voltage cable Installation (above 33 KV)

 For Installation of power cables rated above 33 KV shall be installed according to project
drawing, standard and vendor recommendation
 RFI or request for inspection shall be raised prior to commencing the work
 Prior to cable pulling of trench, cable manufacturer’s recommended procedure and
instruction shall be followed
 Site testing prior to installation and pre-commissioning after the cable was installed shall be
done by vendor/specialist in accordance to project specification
 All tests performed shall be recorded to approve vendor standard format & duly signed by
QC Inspectors.

5.8 Small Power and Lighting Installations


Small power and lighting installation include installation of GI conduits, trunking, junction
boxes, sockets switches, lighting fixtures, wiring, etc
All the above has to be carried out in accordance with project approved drawings and typical
installation details
International installation practice has to be followed through out the work execution.
Wherever necessary ‘’A’’ type ladders, scaffolding with safety harnesses has to be used for
100% fall protection
Safety of personnel and property is the first priority.
Care has to be taken during wire insulation stripping by knife to avoid finger injuries
Trained electricians to perform the task
All circuits to be tested prior energizing as per ITP
Necessary tests to be performed and recorded for GE-TR approval

5.9 Equipment installation inside building (MCC, Power distributions board, UPS, HVAC Panel)

 All equipment to be transported from stores to worksite using a hiab truck/trailer.


Wooden packing shall be removed from site when equipments are unpacked.
 Offload the equipments on wooden battens in upright position
 Shift the panel or panel sections inside building using certified crane
 Locate the panel or sections as per GE-TR approved equipment location layout drawing
 Install support frame prior to installation of panel 9if required)
 Align the panel and fix the panel to its frame using scaffolding arrangements inside the
building
 Install all sections of the panel and obtain GE-TR approval prior to glanding and
termination of cable.
 Panel plastic covering to be maintained till works completion and to be removed on GE-
TR advise
 All necessary tests to be performed according to approved project Inspection Test Plan

7. EMERGENCY RESPONSE PROCEDURE


7.1 Managed Incidents/Accidents
In the event of an emergency situation at project location, the Duty Manager will promptly inform Leighton
Duty Manager and a report will be issued within 24 hours to the Leighton.
The Duty Manager shall call the necessary people in the ERC depending on the type of emergency.
The Duty Manager shall agree the category of the emergency and the ERT shall mobilize the appropriate
personnel.

7.2 Medical Emergencies


Medical emergencies that occur during site construction activities will be primarily handled by the MUSC
Paramedic using the available facilities. He will ensure, if required, that ISOS medical services will be
contacted for consultation and/or advise under the Project Membership N. 14APAA000047.
If the MUSC camp medical facilities and capability are insufficient, the alternative options for Medivac will
be considered and utilized after EMT consultation. These options may be:

 Transfer of injured person to in Country medical facility or Hospital by ambulance or suitable vehicle
under olive Security Operation and escort.
 Flying the injured person out of the country by air ambulance or regular air carrier under ISOS
coordination. In this instance UNAOIL Limited ERT will arrange transportation, under Olive Security
operation, of the injured personnel to the agreed airport location in Iraq. As well UNAOIL Limited will
provide for the required immigration formalities (i.e. Visa) and patient assistance for the required
Health Insurance documentation.

8. HOUSEKEEPING / DEMOBILIZATION

GE-TR Supervisor shall ensure to remove all scaffolding & unwanted material from the site for proper
housekeeping and demobilization. All tools and equipment shall be removed from the site immediately
after completing the works.
