WHAT IS ASTM?
ASTM International (hereafter referred to as ASTM International or ASTM), founded in 1898, is a
scientific and technical organization formed for “the development of standards on characteristics and
performance of materials, products, systems, and services; and the promotion of related knowledge.” It
is the world’s largest source of voluntary consensus standards.
ASTM consists of over 30,000 volunteer members from more than 140 countries.
The organization meets the criteria for international standards developing organizations as set
forth by the World Trade Organization, and is governed by a board of directors, elected by the entire
membership.
WHY IS IT IMPORTANT?
ASTM standards are essential in classifying and evaluating the material, chemical, mechanical,
and metallurgical properties of metals, guiding product manufacturers toward proper processing and
application procedures.
MEMBERSHIP AND ORGANIZATION:
Membership in the organization is open to anyone with an interest in its activities.
Standards are developed within committees, and new committees are formed as needed, upon
request of interested members.
Membership in most committees is voluntary and is initiated by the member's own request, not
by appointment or by invitation.
Members are classified as users, producers, consumers, and "general interest". The latter
include academics and consultants.
Users include industry users, who may be producers in the context of other technical
committees, and end-users such as consumers.
In order to meet the requirements of antitrust laws, producers must constitute less than 50% of
every committee or subcommittee, and votes are limited to one per Producer Company.
Because of these restrictions, there can be a substantial waiting-list of producers seeking
organizational memberships on the more popular committees. Members can, however,
participate without a formal vote and their input will be fully considered. As of 2014, ASTM has
more than 30,000 members, including over 1,150 organizational members, from more than 150
countries. ASTM International presents several awards for contributions to standards
authorship, including the ASTM International Award of Merit (the organization's highest award)
ASTM International is classified by the United States Internal Revenue Service as a 501(c) (3)
nonprofit organization.
STANDARDS COMPLIANCE:
ASTM International has no role in requiring or enforcing compliance with its standards. The
standards, however, may become mandatory when referenced by an external contract, corporation, or
government.
In the United States, ASTM standards have been adopted, by incorporation or by reference, in
many federal, state, and municipal government regulations. The National Technology Transfer
and Advancement Act, passed in 1995, require the federal government to use privately
developed consensus standards whenever possible. The Act reflects what had long been
recommended as best practice within the federal government.
Other governments (local and worldwide) also have referenced ASTM standards
Corporations doing international business may choose to reference an ASTM standard.
All toys sold in the United States must meet the safety requirements of ASTM F963, Standard
Consumer Safety Specification for Toy Safety, as part of the Consumer Product Safety
Improvement Act of 2008 (CPSIA). The law makes the ASTM F963 standard a mandatory
requirement for toys while the
Consumer Product Safety Commission (CPSC) studies the standard's effectiveness and issues
final consumer guidelines for toy safety.
OBJECTIVE:
The aim of ASTM is to ensure reliability and quality in industry by establishing international
standards. These standards increase consumer confidence by ensuring consistency and compliance
every stage, from design to production.

WHAT IS ASTM IN THE FIELD OF ELECTRICAL ENGINEERING?
ASTM's electrical and magnetic conductor standards are instrumental in specifying, evaluating,
and testing the electrical, magnetic, and physical properties of conducting materials used primarily in
electrical and magnetic devices and related equipments. These properties include direct- and
alternating-current magnetic properties, magnetic permeability, magnetic shielding efficiency, electrical
resistivity, surface insulation resistivity, saturation magnetization and induction, interlaminar resistance,
other physical properties. These electrical and magnetic conductor standards allow manufacturers,
particularly those in the semiconductor industry, to examine and assess such materials and equipments
to ensure their qualification for safe use.

Significance and Use
Twist Test—This test is designed to detect surface related issues such as flaking or cracking in
the shell as well as core integrity of the wire related to elongation. Failures under the specified
requirements could lead to insulation failures allowing moisture and other factors to affect wire
performance.
Reverse Torsion—This test is designed to detect copper and core steel bonding issues which
could lead to corrosion and eventual signal failure through the wire.

ASTM B286-20 - Standard Specification for Copper Conductors for Use in Hookup Wire for Electronic
Equipment
This specification covers uninsulated metallic-coated copper conductors for use in hookup wire
for electronic equipment. The coating of the solid conductors and the wires composing stranded
conductors shall conform to the coating requirements. Unless otherwise specified, all coated conductors
shall be furnished in the annealed temper. The elongation of Type I conductors shall be as specified in
the reference material. For Type II stranded conductors 22 AWG and smaller, the test shall be
performed on the whole conductor and the elongation measured when the first strand of the conductor
breaks. Solid conductors shall conform to the requirements for Type I conductors, while stranded
conductors shall conform to the requirements for Type II conductors. The direction and length of lay of
the outside layer of stranded conductors are presented. The test methods to determine the
conformance to coating, elongation, and electrical resistance requirements are presented in details.

B193-20 - Standard Test Method for Resistivity of Electrical Conductor Materials
This test method covers the determination of the electrical resistivity of metallic electrical
conductor material. Weight resistivity accuracy may be adversely affected by possible inaccuracies in the
assumed density of the conductor. The definition of resistivity and the equations for calculating volume
resistivity and weight resistivity are given. Resistance shall be measured using an apparatus with a circuit
configuration and instrumentation that has a resistance measurement capability of the prescribed
accuracy. The test specimen requirements and the test procedure including: (1) determination of
dimensions (such as length and cross-section), weight, and density, and (2) resistance measurement are
detailed. The formula for calculating the corrected resistance, when the measurement is made at any
temperature other than a reference temperature, is given. No statement of precision has been made
and no work has been planned to develop such a statement. This test method has no bias because the
value for resistivity is determined solely in terms of this test method.

Scope:
1. This test method covers the measurement of the ferrimagnetic resonance linewidth and
gyromagnetic ratio of isotropic microwave ferrites. This test is restricted to spherical specimens
possessing resonance linewidths greater than 10 Oe [796 A/m].
2. The values and equations stated in customary (cgs-emu and inch-pound) or SI units are to be
regarded separately as standard. Within this standard, SI units are shown in brackets. The values
stated in each system may not be exact equivalents; therefore, each system shall be used
independently of the other. Combining values from the two systems may result in
nonconformance with this standard.
