It is with great pleasure and anticipation that I extend my warmest welcome to each one
of you participating in GIIS MUN. Your presence and participation mark the beginning
of what promises to be an enlightening and transformative conference.
This year, we gather to deliberate on matters of global significance, to engage in
diplomatic discourse, and to envision resolutions that address the complex challenges
facing our world today.

As delegates representing diverse nations and viewpoints, you bring with you a wealth of
perspectives and ideas crucial to our collective pursuit of understanding and cooperation.
Your contributions to this endeavor will undoubtedly shape the discussions and
outcomes, laying the groundwork for meaningful and impactful resolutions.
Throughout the conference, you will have the opportunity to engage in spirited debates,
negotiate alliances, and craft resolutions that reflect the diverse array of perspectives
present.

into making this MUN memorable but to also watch all our efforts come to fruition.
Everyone has worked hard to make this happen and we are so proud of how everything
has unfolded.

Model United Nations is an opportunity for people to engage in debates and discussions
about current and historical global issues, and I hope that you will take full advantage of
this opportunity. Whether you are new to MUN or a seasoned delegate, I encourage you
to approach the conference with an open mind and a willingness to learn, grow, and
participate in constructive dialogue with delegates representing various parts of the globe
and our society.

Committee Overview:
1.1 About the United Nations Security Council:

1.2 The Security Council has primary responsibility for maintaining international peace and
security.
There are 15 members, and each member has her one vote.
According to the United Nations Charter, all member states are obliged to abide by the decisions
of the Council.

2. The Security Council takes the lead in determining whether there is a threat to peace or an act
of aggression.
Urge parties to conflicts to resolve their disputes by peaceful means and recommend solutions
and terms of settlement.
In some cases, the Security Council may resort to the imposition of sanctions or authorize the
use of force to maintain or restore international peace and security.

3. Delegations

3.1 Members the Security Council is made up of 15 United Nations member states.
The permanent members of the Security Council are the People's Republic of China, the
Republic of France, the Russian Federation, the United Kingdom of Great Britain and Northern
Ireland, and the United States.

3.2 Observers and Non-Board Members Observers are non-Board members included in the
initial formation of the Board, subject to an initial quorum, when the Board considers that
an issue on the agenda affects the interests of a particular country.

4. To invite non-Council members as parties to disputes under consideration whenever


it considers appropriate.
Non-council members are granted observer status.
Both observers and parties to the conflict enjoy the right to debate and participate in all
procedural matters, but they do not have the right to vote on substantive issues or to introduce
resolutions or amendments.

expectations TIMELINES
Delegates, since the committee does not pertain to the standard flow of time as it is operating
shortly, the directorate assumes certain time parameters to focus on certain issues in this timeline
accurately. Ergo, this committee will assume a Freeze date on real-life events to be November
1st, 2023. This implies, that all research, actions, relevant points, and speeches related to this
conflict based on events that have already taken place, should be limited to the aforementioned
freeze date. Furthermore, the committee also assumes a Resumption Date, which is when the
committee starts. The committee will resume on December 1,2036, which is 13 years, 1 month i.e.
4779 days after the given freeze date.

For events that occur between the freeze date and the restart date (between November 1, 2023,
and December 1, 2036), this event is in the future and is NOT available outside of this
background guide.
Please note that there is no research material available. THIS COMMITTEE IS
FICTIONAL This situation will be presented to each of you individually as issue as you
seek a resolution from the committee based on the views of the international dialogue.
Delegates are expected to maintain the positions of their assigned countries and adapt their
ideology to that of their respective countries over the period.
Alliances and belligerents must align with the schedule on which Committee operates.
Your actions within the meeting will determine the direction of the committee.
We therefore expect all delegates to follow their country's guidelines according to the schedule.
Remind participants that it is imperative to constantly monitor their actions within the
committee, as untimely actions or statements will not be viewed favorably by the board.

With regards to the Foreign Policy Statement (Position Paper), delegates are mandated to submit
one before commencement of the committee. The Position Paper is a vital piece of document
which expresses your country’s view on the agenda at hand. This document helps the executive
board gain a deeper insight to your country’s stance and approach, hence the directorate

recommends this be drafted after research and reading the background guide. The format of the
position paper will be as follows; it should not exceed more than two pages in length and must be
written in 3-4 paragraphs in Times New Roman and a font size of 12. The document should carry
the coat of arms of the country on the top left and the country’s flag on the top right of the
position. position papers must be to the director’s Email ID mentioned.

Delve into the issue stated:


Russia-Ukraine Conflict takes a turn for the worse. Heavy firing is reported, lives lost reach
millions, and both sides are drained of resources. Ukraine was once one of the greatest nations
in Europe. In 2014 the Russian army invaded eastern Ukraine and fought aside Ukrainian rebels,
this led to the Minsk Agreements but even after 8 years, they remain unimplemented. Once again
in 2022 Russia restarted their attacks on Ukraine after Ukraine expressed interest in joining
NATO (North Atlantic Treaty Organization). This caused immense bloodshed and agony in both
nations. Following this, in 2023 Russia captured Kyiv and other eastern parts of Ukraine
cinching their victory

However, in 2024 Ukraine gained power and funding from all its allies worldwide Ukraine has
demonstrated resilience and determination in defending its sovereignty, especially in the face of
Russia's annexation of Crimea and the ongoing conflict in Eastern Ukraine. Ukraine has sought
to bolster its defenses through military reforms, international alliances, and support from
Western nations. They've shown a willingness to resist Russian aggression through diplomatic
channels while also strengthening their military capabilities. However, directly challenging
Russia, a significant regional power with a strong military, poses immense challenges. Ukraine's
efforts have been focused on leveraging international support, pursuing legal and diplomatic
avenues, and reinforcing their military defenses.

Towards the end of 2024 United States of America firing with the largest militia took advantage
of the situation secretly firing the borders of Siberia due to the everlasting critical relationship
with Russia.

Arms Race:
The Russia-Ukraine crisis on 2023-24 triggered an arms race that upended the existing geopolitical balance.
Russia was the world's second largest conventional arms exporter after the United States.
However, after USA’ attack on Siberia. Russia emerged as the world’s first largest producer of
conventional arms welcoming the Soviet Union consisting of all Russia’s allies conveniently
withdrawing from NATO (North Atlantic Treaty Organization).
Leading to an invasion of United States of America on the Democratic republic of Congo
situated in Central African Republic. For its rich reserves of Cobalt to produce nuclear weapons.
India once again accidentally bombs China and releases press statements as it was so called
“accidentally fired”. Being fearful of the given situation Narendra Modi once again elected as
the prime minister of India was presented as “missing” but is hiding and alive. The Soviet
Union captures Ukraine with massive conflict.

Nuclear weapons warfare:

On November of 2026 a START agreement pact was signed between United states and
Germany to produce nuclear weapons against The Soviet Union breaking the Treaty on the
Prohibition of nuclear weapons (TPNW) that includes a comprehensive set of prohibitions on
participating in any nuclear weapon activities. These include undertakings not to develop, test,
produce, acquire, possess, stockpile, use or threaten to use nuclear weapons. as these two
countries believed that it was the only way Urging Germany to rise “The Weimar Republic”
once again with better democratic policies however the intentions are not revealed by it joining
the War

North Korea’s only Leader Kim Jong Un however chooses to be silent throughout the war
rooting for the growth of its nuclear weapons of which now Kim states that “all nuclear weapons
have been sold to India “, India still stands as the country with the best economy, however India

does not deny the false allegation. United States invests all its revenue to produce massive
nuclear weapons.

Economic Effects:
United Kingdom still suffering economically, the country raises taxes to up to 35% for a standard
living brings out “OPERATION SALT” sending back all Sri Lanka’s diaspora back to its
homeland as “refugees” capturing Sri Lanka on its coasts by the Royal Navy of Great Britain.
Holding salt and tea production as its main income, Canada too displaces its refugees along
with UK to increase its economic levels.
Venezuela on establishing Breathing taxes People with lung conditions who require extra oxygen
when they fly are being charged a "tax on breathing", according to charities. As well as insisting
that people pay for oxygen canisters adapted in 2009, brings out new policies on using oxygen
over 300 liters of oxygen must pay a hefty amount along with the taxes killing hundreds of
citizens being unable to pay the tax. Civilians who failed to pay taxes were locked in an airtight
chamber with limited food and water and a bag to collect fecal matter Venezuela states as this is
the one way to gain power economically to support its country from the war in case of accidental
missiles. United states of America seemed to go into a huge debt and into an economic crisis
due to spending all its revenue on arms and ammunitions

Venezuelan economy saw an increase in economic prosperity. Sri-Lankan economy faces


economic turmoil and sinks into further debt. Pakistan officially requests aid from Russia and
China as they continue to sink deeper into international debt. China and Russia respond with 85
million dollars for infrastructural development in Pakistan. Due to inflation, countries like Saudi
Arabia, India, Cuba have been affected, but not as drastically as other countries directly involved
in the conflict. United Kingdom’s Economy drastically developed after mass production of tea
and salt on the coasts of Sri Lanka. Russia’s Economy developed as selling arms to other
countries during war.

Warfare:(Rise of World War 3)

United States of America and Weimar republic plunges into the war with the Soviet Union.
Massively killing thousands of innocent civilians. Joins war with United Kingdom to support
British navy forces in capturing the coasts, The use of nuclear weapons in select regions
intensified the devastation, leading to catastrophic loss of life and irreversible environmental
damage. United Kingdom captures Sri Lankan coasts, Direct arms firing, North Korea in turn
captured south Korea and is now under its control. Amidst the chaos, efforts for peace and
diplomatic resolutions persisted, though they often faltered in the face of deep-rooted animosities
and escalating hostilities. World War 3 erupted during escalating tensions among global powers,
marking a catastrophic shift in geopolitics and global stability. The catalyst lay in a complex web
of territorial disputes, ideological clashes, and economic competition among key players
worldwide. Countries such as United States, Weimar republic, Soviet Union, United Kingdom
were the major causes of the war. The Soviet Union presented an out statement to Kuwait and
therefore threatened it to cut all bilateral ties with United States thus stopping the supply of oil in
which Iraq’s press release statements supported the statement of the Soviet Union.

International Actions of the War:


The Weimar republic once again captures the regions of Paris, Italy and Denmark during the
war. The Soviet Union fires a nuclear blast to United States during a midnight and completely
destroys the state of Alaska, United States of America into a huge debt of violating human rights
and nuclear weapon ban treaty now stood fearful held “THE ROUND TABLE REEF
CONFERENCE” to neutralize the war and surrenders to the war. Weimar republic emerged as a
powerful state, The World War 3 lasted for 7 years creating a huge impact of destruction,
massive killings. The human remains killed during the war were thrown into containers and
docked were found in the coastal dump yards of India. The Soviet Union accepts the surrender of
the United States after killing many lives of American soldiers the condition of United states
demerited. South Korea still being under control of North Korea is a mere puppet. Yemen Oil

Tanker explodes leaving Saudi Arabia and Türkiye, amidst other MENA regions to be inflicted
with an environmental crisis and causes destruction to the world’s fossil fuel resources.

Refugee Crisis:
A huge number of refugees, the civilians of Ukraine and Sri Lanka remain displaced. These
refugees were found migrating to India where India denied entry of refugees due it its population
number these refugees were then sent to Spain in a ship where they seeked safe asylum still
separated from their family and thousands injured. Injured civilians of the countries affected by
war still stand displaced in the islands of Andaman and Nicobar hiding for their lives. UNICEF
and UNHCR of the UN set up camps to help the displaced refugees with their basic needs.
Totally over a 7 million lives of refugees were displaced from Russia, Congo, united states, Sri
Lanka, Ukraine.
Currently in 2036, around 3 million refugees have returned to their homeland though in a
substandard financial condition while approximately 1 million refugees have permanently
relocated to neighboring countries. There are still millions of refugees who have lost their homes
and livelihood and are currently searching for shelter.

Human Right Violations:


The blatant violation of human rights by most countries has been a major issue of concern for
quite a while now. Ukraine was called "one of the countries seeing the most serious violations
against human rights activists” by the International Federation for Human Rights. The World
War 3 conflict only proved to worsen the situation in all countries. The Soviet Union carried out
extensive military operations was marked by war crimes and other violations of international
humanitarian law. In Ukraine, males aged 18-60 were forced to stay back and join the Ukrainian
Army to fight. Refugees also faced extremely unpleasant treatment. United States of America
and the Weimar republic have violated human rights along with Venezuela and United Kingdom
displacing millions of lives. The Soviet Union posed an open threat to Kuwait along with killing
lives of civilians during war. The violation of humanitarian law is also very prominent in most
parts of Africa, East Asia, and the Middle East. The future of the citizens of these countries,

regarding human rights, seems to be unclear and in grave danger.

Timeline of events:
23rd June 2024- Ukraine gained power and arms from allies and challenged the Russian
Federation

2nd December 2024- United States of America secretly firing the borders of Siberia due to the
everlasting critical relationship with Russia.

17th January 2025- Russia emerged as the world’s first largest producer of conventional arms
welcoming the Soviet Union consisting of all Russia’s allies.

26th January 2025- Russia’s Allies on joining back Soviet Union conveniently withdrew from
NATO (North Atlantic Treaty Organization).

12TH July 2025- Invasion of United States of America on the Democratic republic of Congo
situated in Central African Republic. For its rich reserves of Cobalt to produce nuclear
weapons.

29th October 2025- India once again accidentally bombs China and releases press statements as
it was so called “accidentally fired”.

9th November 2025- Being fearful of the given situation Narendra Modi once again elected as
the prime minister of India was presented as “missing” but is hiding and alive.

30th December 2025- The Soviet Union captures Ukraine with massive conflict.

24th February 2026 – 14th September 2026 Thousands of Ukrainians are killed during the
annexation

March 2029- The Soviet Union presented an out statement to Kuwait and therefore threatened it

June 2029- Iraq’s press release statements supported the statement of the Soviet Union.

9th August 2029- January 2031- The Weimar republic once again captures the regions of Paris,

March 2031- Narendra Modi still missing from the accidental firing case

11th June- November 2031- The firing continued between United states and Soviet Union

January 2032- The Soviet Union fires a nuclear blast to United States during a midnight and

March 2032- The usage of nuclear weapons is neutralized

Summary Current Timeline:


As of 2036, the aftermath of destruction persists; the United States continues to grapple with
economic challenges, rendering its VETO power ineffective. Parts of the USA, notably Alaska,
remain burdened by debt and marred by human rights violations. Both the Soviet Union and the
Weimar Republic endure, while India's Prime Minister remains elusive. The MENA regions are
still reeling from the repercussions of the oil tank blast in Yemen, and the surrender of nuclear
weapons remains elusive with no signed ban treaty in sight. NATO stands incomplete without
the participation of all its member nations. The United Kingdom maintains control over Sri
Lankan coasts, while Venezuela's heightened breathing tax exacerbates mortality rates.
Approximately four million refugees linger in precarious conditions. Alaska lies in ruins, and
reports suggest clandestine ties between India and North Korea concerning nuclear armaments.
Ukraine remains annexed by the Soviet Union, followed by the annexation of the Democratic
Republic of Congo, now under Soviet control. Note the countries whose foreign policies are
broken.

Bloc Positions and country actions:


The Soviet Union:

Consists of all the members states of the past Soviet Union including the Russian Federation still
has captured Ukraine and displaced and killed millions of lives, Nations stand fearful after the
nuclear blast in Alaska. The Soviet Union now stands as an example of Unipolarity trying to
adapt to dictatorship.

The Weimar Republic:

Signing the pact with USA, The Weimar republic as emerged once again powerful
democratically capturing Paris, Italy and Denmark however has violated human rights by
breaking down the treaty to ban nuclear weapons. USA being its only ally after destruction and
major cause of World War 3.

United States of America:

Being Defeated United States of America (USA): The USA remains in a state of economic
turmoil following massive spending on arms and ammunition, leading to a substantial
debt crisis. Alaska has been completely destroyed, exacerbating economic woes and

human rights violations. The country's involvement in World War 3 led to devastating
consequences, including the violation of nuclear weapon ban treaties and human rights.
The surrender during the "THE ROUND TABLE REEF CONFERENCE" signified a loss
of power and influence on the global stage.

India:

India faced accusations of secret ties with North Korea over nuclear weapons, although
the country did not explicitly deny these allegations. Accidental bombings on China
heightened tensions in the region, leading to concerns about regional stability. The Prime
Minister, Narendra Modi, remained elusive during critical events, raising questions about
India's leadership role in regional conflicts.

United Kingdom (UK):

The UK experienced economic challenges, prompting tax hikes and the implementation
of "OPERATION SALT" aimed at repatriating Sri Lanka's diaspora. The Royal Navy
captured Sri Lankan coasts, significantly impacting the country's economy. The UK's
involvement in warfare and displacement of refugees contributed to international
concerns about human rights violations.

China:

China found itself in a precarious position amidst escalating tensions in the region.
Accidentally bombed by India, China faced increased regional instability. The country
remained relatively silent throughout World War 3, abstaining from direct involvement
despite the proliferation of nuclear weapons and geopolitical turmoil in its vicinity.

Yemen:

Yemen faced a catastrophic oil tanker explosion that caused significant environmental
damage, affecting not only Yemen but also neighboring regions like Saudi Arabia and
Turkey. This event led to an environmental crisis and threatened fossil fuel resources.
The explosion intensified the already dire situation in Yemen, contributing to the ongoing
humanitarian crisis in the region.

North Korea:

Under the leadership of Kim Jong Un, North Korea maintained a stance of silence,
focusing on the growth and development of its nuclear arsenal. Reports emerged claiming
that North Korea allegedly sold all its nuclear weapons to India, indicating potential
covert actions and shifting alliances during the period of global conflict.

South Korea:

South Korea fell under the control of North Korea during World War 3. The nation
became a puppet state, experiencing a loss of sovereignty and autonomy due to North
Korea's control. This shift in power dynamics altered the geopolitical landscape of the
Korean Peninsula, leading to increased regional tensions.

Kuwait:

Kuwait faced external threats and pressure from the Soviet Union, prompting threats to
sever bilateral ties with the United States. The nation found itself in a vulnerable position
due to geopolitical maneuvering by larger powers, particularly concerning the supply of
oil and its strategic significance in the region.

Saudi Arabia:

Saudi Arabia, alongside Yemen, suffered from the environmental fallout of the oil tanker
explosion in Yemen. This incident led to an environmental crisis, impacting the country's
resources and further exacerbating regional instability. The nation faced challenges
stemming from the aftermath of this event in addition to the broader conflicts in the
Middle East.

Ukraine:
