Propeller- Diaphragm Inspection
1. Planning Information
A. Effectivity
(1) The B-119-( ) diaphragm used in Hartzell HC-(1,D)(2,3)(X,V,MV)20-(7,8) series
propellers are affected by this Service Letter.
B. Reason
(1) There have been fatigue failures of the B-119-( ) diaphragm that is used to
actuate the pitch change mechanism. The failures are apparently due to high
calendar times. The diaphragm ruptured and resulted in loss of engine oil. The
loss of engine oil caused the blades to move to high pitch.
(2) The cause of the failures were attributed to deterioration of the rubber caused
by extensive exposure to weather and atmosphere.
(3) This Service Letter was originally issued to require an initial and repetitive
visual inspection of the B-119-( ) diaphragm.
(4) This Service Letter is being reissued as an Alternate Method of Compliance
(AMOC) for Airworthiness Directive 65-21-04.
C. Description
(1) This Service Letter requires an initial and repetitive inspection of the B-119-( )
diaphragm.
(2) This Service Letter requires replacement of the B-119-( ) diaphragm every 24
months.
D. Compliance
(1) Perform initial inspection within 6 months of the effective date of this Service
Letter and at intervals thereafter, not to exceed 6 months, until replacement.
(2) Replace the B-119-( ) diaphragm every 24 months.
E. Approval
(1) This Service Letter revision is approved by the Manager, FAA, Chicago Aircraft
Certification Office, ACE 115C, by approval document dated
September 17, 2007, as an Alternative Method of Compliance with
Airworthiness Directive 65-21-04.
F. Manpower
(1) Approximately 4 man hours are required for propeller removal, diaphragm
inspection, and propeller installation.

3. Accomplishment Instructions
A. If applicable, remove the spinner dome in accordance with Hartzell Owner's Manual
140 (61-00-140).
B. Remove the propeller from the aircraft in accordance with Hartzell Owner's Manual
140 (61-00-140).
C. Inspection of Diaphragm
(1) Remove the A-63 thrust nut and the A-121 valve link screw.
(2) Pull the C-112-( ) piston assembly forward to permit visual inspection of the
diaphragm.
(3) Visually inspect the diaphragm for cracking or crazing.
D. If cracking or crazing is found, replace the diaphragm in accordance with appropriate
Hartzell overhaul manual.
E. If cracking or crazing is not found, reassemble the propeller in accordance with
appropriate Hartzell overhaul manual.
F. Install the propeller on the aircraft in accordance with Hartzell Owner's Manual 140
(61-00-140).
