Impact of Corruption on Nigeria’s Administrative System: A Study of Moro
Local Government Area (2019-2023)
Abstract
This study investigates the pervasive impact of corruption on Nigeria’s
administrative system, with a specific focus on Moro Local Government Area
(LGA) between 2019 and 2023. Corruption remains a critical issue in Nigeria,
undermining governance, public service delivery, and economic growth. This
research aims to explore how corruption affects the efficiency, transparency,
and service delivery of local governments in Moro LGA. Data will be collected
through a combination of secondary sources, online surveys, and virtual
interviews via Google Meet, targeting civil servants, local leaders, and
residents. The Nofindings will provide insights into the drivers and
consequences of corruption, offering policy recommendations to mitigate its
impact and improve governance. Ultimately, this research contributes to the
broader discourse on anti-corruption measures at the local government level
in Nigeria.
Introduction
Background
Corruption is an endemic challenge in Nigeria, affecting all levels of
government and hindering national development. Its negative impacts are
especially pronounced in local governance, where it diminishes the quality
and accessibility of essential public services. The Nigerian local government
system was designed to serve as the closest link between the government
and the people, ensuring equitable service delivery. However, when these
structures are riddled with corruption, they fail to meet the needs of citizens,
undermining public trust and obstructing development.
Moro Local Government Area (LGA), located in Nigeria, faces significant
challenges with corruption, which permeates its administrative systems and
service delivery processes. As a result, there is a compelling need to
investigate how corruption affects administrative efficiency and public
service delivery at the local level.
Problem Statement
Corruption remains a persistent issue in Nigeria’s local governments,
including Moro LGA. Despite various efforts at tackling corruption through
reforms and oversight mechanisms, the administrative functions of the local
government in Moro continue to be compromised by corrupt practices. These
practices not only undermine public trust but also inhibit the effective
delivery of services to the people. The study seeks to investigate the extent
of corruption in Moro LGA and how it affects administrative operations, public
service delivery, and community trust.
Objectives of the Study
The primary objective of this study is to examine the impact of corruption on
the administrative operations of Moro Local Government Area. The specific
objectives include:
1. To examine how corruption influences service delivery and
administrative efficiency in Moro LGA.
2. To identify the primary drivers of corruption within the administrative
framework of Moro LGA.
3. To assess public perceptions of corruption and its effects on local
governance.
4. To provide recommendations aimed at reducing corruption and
improving governance in Moro LGA.
Research Questions
This study will answer the following research questions:
1. How does corruption affect administrative efficiency and service
delivery in Moro LGA?
2. What are the main drivers of corruption in the local administration of
Moro LGA?
3. How do residents perceive corruption in their local government and its
effects on governance?
4. What measures can be implemented to reduce corruption and improve
transparency in Moro LGA’s administration?
Significance of the Study
This research is significant as it addresses corruption at the local government
level, a critical area for effective governance and public service delivery. The
findings will contribute to a deeper understanding of how corruption hampers
local administration in Nigeria, specifically in Moro LGA. The results will be
valuable for policymakers, civil society organizations, and community leaders
seeking to enhance transparency, accountability, and the overall
effectiveness of governance at the local level.
Scope and Limitations of the Study
The study will focus on Moro Local Government Area, with an analysis of
corruption’s impact from 2019 to 2023. Due to the nature of the research,
the data will be collected through online surveys and virtual interviews rather
than physical fieldwork. This approach will allow the researcher to gather a
wide range of perspectives from residents, civil servants, and community
leaders without traveling to Moro LGA. However, the lack of in-person data
collection may limit the depth of qualitative insights from direct
observations.
Literature Review
1. The Prevalence of Corruption in Nigerian Governance
Corruption has long been a significant issue in Nigerian governance, affecting
political, economic, and social institutions (Ogunleye, 2020). It is deeply
ingrained in the country’s political culture, making it difficult to implement
effective anti-corruption measures. According to Ekpo (2018), corruption in
Nigeria manifests in various forms, including bribery, embezzlement, and
abuse of power, all of which have detrimental effects on public
administration and service delivery.
2. Impact of Corruption on Local Government Service Delivery
Local governments are critical to the delivery of public services, but
corruption often reduces the effectiveness of these institutions. Obafemi
(2019) argues that corruption directly contributes to poor infrastructure,
inadequate public services, and lack of accountability at the local level.
Studies show that residents in areas with high levels of corruption experience
delayed or non-existent public services, which exacerbates social inequality
and weakens democratic participation (Ogundele, 2019).
3. Drivers of Corruption in Nigerian Local Governments
Corruption in Nigerian local governments is driven by several factors,
including low salaries, lack of accountability, and weak institutional
structures (Adewale, 2021). These factors create an environment where
officials are incentivized to engage in corrupt practices to supplement their
incomes or secure personal gains. The absence of effective oversight
mechanisms further allows these corrupt practices to thrive, leading to
systemic inefficiency and public dissatisfaction (Adewale, 2021).
4. The Role of Transparency and Accountability in Reducing Corruption
Transparency and accountability are crucial for combating corruption in local
governance. Research by Adewale (2021) suggests that local governments
with transparent budget processes and strong accountability frameworks are
less prone to corruption. Initiatives such as public hearings, citizen
engagement, and strict auditing processes can reduce opportunities for
corruption and improve service delivery (Ogunleye, 2020).
5. Gaps in Existing Literature
While corruption in Nigerian local governments has been well-documented,
there is a notable lack of research focusing specifically on smaller LGAs like
Moro. Most existing studies examine corruption at the federal or state level,
overlooking the specific challenges faced by local governments in rural or
semi-urban areas. This study will fill this gap by providing an in-depth
analysis of corruption’s impact in Moro Local Government Area.
Methodology
Research Design
This study will adopt a descriptive research design, combining both
quantitative and qualitative methods to assess the impact of corruption on
Moro LGA’s administrative system. The research will involve secondary data
analysis, online surveys, and virtual interviews.
Data Collection Methods
Data for this study will be collected through the following methods:
1. Secondary Data: This will include government reports, previous
studies, and public records regarding corruption in Nigerian local
governments. These sources will help provide a background for
understanding the prevalence and impact of corruption in Moro.
2. Online Surveys: A structured survey will be distributed to residents,
civil servants, and community leaders in Moro. The survey will assess
their perceptions of corruption, its impact on service delivery, and
administrative efficiency.
3. Virtual Interviews via Google Meet: In-depth virtual interviews will be
conducted with local officials and residents to gather qualitative data
on the root causes and effects of corruption, as well as potential
solutions to mitigate it.
Reliability of Data
To ensure the reliability of the data, survey instruments will be pre-tested on
a small group to ensure clarity and effectiveness. Interviews will be recorded
(with consent) for accuracy, and all respondents will remain anonymous to
protect their identities and encourage honest feedback.
Data Analysis
Data collected through the surveys will be analyzed quantitatively to identify
patterns and trends. Descriptive statistics will be used to assess the level of
corruption and its impact on administrative efficiency. The qualitative data
from virtual interviews will be analyzed thematically to uncover underlying
causes and consequences of corruption in Moro LGA.
Conclusion
This study seeks to contribute to the growing body of knowledge on
corruption at the local government level in Nigeria. By focusing on Moro LGA,
the research aims to provide specific insights into how corruption affects
governance and public service delivery in smaller administrative units. The
findings will inform anti-corruption strategies and promote greater
transparency and accountability in local governments.
