The Tanzania National Roads Agency (TANROADS), is an Agency under the Ministry of
Works which is responsible for the Development and Maintenance of the Trunk and
Regional Roads Network in Tanzania Mainland.

The Tanzania National Roads Agency (TANROADS) for and on behalf of the Government
of the United Republic of Tanzania entered into a Contract for the Upgrading of Karatu
– Mbulu – Haydom – Sibiti – Lalago – Maswa (389Km) Road to Bitumen Standard, Lot2:
Labay – Hydom Section (25Km) under Design and Build. The duration of Construction
Period is 18 calendar months.

The Regional Manager’s Office TANROADS – Manyara, on behalf of the Chief Executive,
TANROADS intends to recruit qualified and competent Staff to fill the following vacant
posts on short terms contract base within the Region.

Only shortlisted candidates will be notified to attend the interview at their own cost at
Babati Town.

Successful applicants must be ready to work for considerable lengths of time in


Manyara Region within the project area if situation warrants.

1.0 POSITION TITLE: SENIOR ENGINEER - (Highway Engineer) (1 POST)

Educational/Professional Qualifications: -
i. He/She must be a registered Professional Civil Engineer with a degree in Civil
Engineering or an equivalent qualification;
ii. Postgraduate qualifications in Civil or Highway Engineering are added advantage;
iii. He/ She must have a minimum of seven (7) years’ experience related to road
design and construction supervision;
iv. He/She must have served in a similar capacity on at least two (2) Constructions
of bituminous roads projects of similar magnitude and complexity in the past
seven (7) years in the position of Highway Engineer; and
v. Fluency in written and spoken English is mandatory.

Duties and Responsibilities: -

i. The Highway Engineer shall be full responsible for the supervision of the
construction in accordance with the provision of Contract;
ii. His/her duties shall comprise road surveys, construction of pavement structures;
iii. Measuring of quantities and management of site operations to ensure that only
the best construction practices are followed and that the final product shall in or
respect equal to, or better than that specified, at the most economic costs and is
carried out in full compliance with the governing specifications;
iv. He/She shall supervise the construction works with due diligence and efficiency
and in accordance with sound technical, administrative, financial and economic
practices;
v. He/She shall conduct design review and assists in approving shop drawings;
vi. Assist Resident Project Manager with preparation of weekly and monthly project
updates and reporting;
vii. Update and maintains master schedule for the project;
viii. Coordinators supervision team to avoid unnecessary claims and mentor junior
engineers and technicians; and
ix. Assists the Resident Project Manager to record, examine and evaluate or claims
submitted by the Contractor.

2.0 POSITION TITLE: SENIOR ENGINEER – (Materials Engineer)(1 POST)

Educational/Professional Qualifications: -
i. A postgraduate qualification in geotechnical/materials or pavement engineering is
an added advantage;
ii. He /She must have a minimum of seven (7) years’ experience related to
materials testing;
iii. Soils investigation and pavement design and construction of roads and bridges;
iv. Served in similar capacity in two (2) assignments of similar nature in the last five
(5) years;
v. He/She shall supervise the construction works with due diligence and efficiency;
and
vi. Fluency in written and spoken English is mandatory.

Duties and Responsibilities: -


i. The Soils/ Materials Engineer shall be responsible for ensuring the quality of all
materials to be incorporated in the works, as well as the completed works,
conform to the contract specifications;
ii. He/She shall conduct and supervise the materials investigation with a view to
achieve optimal design and contraction strategy;
iii. The Soil/Materials Engineer shall carry out the pavement design and should be
conversant with current practice in testing and pavement construction
techniques;

iv. He/She must be a registered Professional Civil Engineer with a degree in Civil
Engineering or Pavement or Materials Engineering; and
v. He/She shall supervise the construction works with due diligence and efficiency.

3.0 POSITION TITLE: SENIOR LAND SURVEYOR(1 POST)

Educational/Professional Qualifications: -
i. The Topographical Surveyor shall be a holder of Advance Diploma in Land
Surveying;
ii. He/She must be registered as a Land Surveyor;
iii. He/She must have at least seven (7) years of specific experience in road design
and construction related to land surveying activities;
iv. He/She must have served as a Topographical Surveyor on at least two (2)
projects of similar magnitude and complexity within the last five (5) years; and
v. Knowledge in computer applications and fluency in written and spoken English
are mandatory.

Duties and Responsibilities: -


i. The Topographical Surveyor shall be fully responsible for conducting and
supervising the survey team;
ii. He/She will be responsible for planning of the fieldwork, establish and/or confirm
all control points;
iii. Perform topographical surveys both pre and post construction, and establish
survey control plans for GPS and LPS equipment automation;
iv. Responsible for primary layout of all elements of the works to be performed
included but not limited to pipe/drainage systems, structures, pavements and
earthworks;
v. Lead others in the survey work, keep good daily written recordsof all performed
works and provide calculations and records in support of all survey activities;
vi. Inspection to ensure that proper compliance with construction specifications is
adhered to. Review construction design to ensure proper quantities dimensions
and overall completeness;
vii. He/She shall be responsible for searching legal records, look for evidence of
previous references survey points (geodetic reference point and national
benchmarks) and analyses the data to determine the location of boundary lines
and record the results of the survey, verify the accuracy of data, and prepare
plans, maps and reports; and
viii. He/She should have the ability to read and interpret project specifications.

4.0 POSITION TITLE: ENGINEER I (Works Inspector – Road Works) (1 POST)

Educational/Professional Qualifications: -
i. Must have a Bachelor Degree in Civil Engineering or Equivalent from any
Recognized Higher Learning Institution;

ii. Must be registered as a Graduate/Professional Engineer with ERB;
iii. Must have at least three (4) years of specific experience related to Road Design
and Construction;
iv. He/She must have served as a Works Inspector or an equivalent capacity on at
least three (3) years in Road Construction Projects of Similar Magnitude and
complexity;
v. Proficiency in written and spoken English is mandatory; and
vi. Self-motivated and able to work under pressure outside working hours with
minimum supervision.

5.0 SENIOR TECHNICIAN (Laboratory Materials) (1 POST)

Educational/Professional Qualifications: -
i. Must haveDiploma or Full Technician Certificate in Civil Engineering or equivalent
qualification from any recognized Learning Institution/Colleges;
ii. Must have at least four (4) years cumulative experience related to Road/Bridge
Design and Construction;
iii. He/She must have served as a Pavement/Material Technician or an Equivalent
Capacity on at least three (3) years in Road Construction Projects of similar
magnitude and complexity;
iv. Proficiency in written and spoken English is mandatory; and
v. Self-motivated and able to work under pressure outside working hours with
minimum supervision.

6.0 SENIOR ASSISTANT LAND SURVEYOR (1 POST)

Educational/Professional Qualifications: -
i. He/She must have a Diploma in Land Surveying or equivalent from any
recognized Higher Learning Institution/Colleges;
ii. He/She must have at least four (4) years cumulative experience of conducting
survey works;
iii. He/She must have served as anAssistant Land Surveyor or Equivalent Capacity
on at least three (3) years in Road Construction Projects of similar magnitude
and complexity; and
iv. Proficiency in written and spoken English is mandatory.

7.0 SENIOR OFFICE MANAGEMENT SECRETARY (1 POST)

Educational/Professional Qualifications: -
i. He/She must have a Diploma in Secretarial Services or equivalent from any
recognized Learning Institution/Colleges.
ii. He/She must have at least four (4) years cumulative experience related to
clerical/ secretarial works.

iii. Self-motivated and able to work under pressure outside working hours with
minimum supervision.
iv. Must be Computer literate.
v. Proficiency in written and spoken English is mandatory.
