an overview about the book and how to use it, expect
that what you will hear and see today is based on what
we experience in our last seminar in cascading of SPFE
manual, and hopefully soon, kayo din ay maging

The Community Relations Agenda.

SPFE manual-ang pinaka purpose niya tlaga is
maistandardized ang reference guide in conducting Fire
Safety education (lectures and seminars sa mga
barangay )
*nakapaloob din dito ang tamang content at pagtuturo
sa tamang tao/ target audience)

Before way back 2018, Fire Safety Awareness (deliver
fire safety reminders and fire safety tips through
lectures and seminars)
But now we have PFE, where in yong approach is
Community based! Paano natin iniimplement to?
Of course through community centered fire safety
campaign and development programs with the leading
unit/ in charge FSID, they develop spfe manual, will
cascade for us in the station/ region na iimplement

2019, when OLP was born
ngayon, we are promoting PFE ( so dito mayroong
shared experience between BFP and the community
towards the comon goal of fire safety, so nagkaroon ng
immersion (house to house survey, creation CFPP) and
intervention (drills and simulation).
Public Fire Education- experience based safety
campaign through fire safety education) whereas fire
safety awareness is a portion of Fire Prevention
together with fire safety law enforcement
PFE is a Community Centered Fire Safety Campaign
with examples like Implementation of OLP-
institutionalization of Fire prev month. CRS week and
KAISA Fire Safety Advocates Campaign .

change- This was developed in response of the clamors
like.. lectures and seminars are often redundant,
outdated and does not meet yong aktuwal na
kakayahan/ need ng specific target audience, in short

the foundations in the dev. Of the module
a. Sectoral/ People centered- they consider
the needs of each sector / activity is fit for
them
Children- activity would be simple and
easy to absorb
Youth- teaching should involve need for
leadership and volunteerism
b. Thematic- its all about the Format and
content considering the 2 categories
*Lecture module (lesson outline or lesson
plan, lecturers guide and PPt outline)
*Procedural module (detailed instruction
for activity components : story and
coloring book, demonstrations,
challenges)
c. Holistic- They identify the main topics or
foundation for all the modules, taught in
different way depending on who will be on
the target audience
d. Research Based- data verified through FGD
and subject matter experts. Sources are also
cited on each module

this book they present the explanations and

including the layout of the content, color
variation and color scheme for each
module, typography or font style and font

Chapter 4: General Guidelines on the use of SPFE
manuals
Not a new set of activities but rather uniformed guide
in conducting FSEA, and there are rules that we need to
consider.
1. Mandatory Use in all PFE Activities

a. The National Headquarters are working on these,
SPFE Manual will be part in Fire Prevention
Subjects in the training centers
b. FBRC must undergo TFI and IW on proper use of
SPFE manual as part of curriculum

a. this can be used depending on the sector
for the fire educ activity
b. There are modules na may pre-requisites

c. Mod 5 Vol 3, must be properly coordinated
and requirements must be met
d. Mod 9 vol 6, SCI AND VGI- set of rules,
ettiquetes and protocolos must be met

a. Lecturere have the freedom in form, in terms
of her presentation, design, artistic content
provided that it follows outline. you can also
translate it in local dialect during actual
delivery but we must be caution in translating
technical terms especially if it have different
meaning on what you actually intended to
convey.

all subjects in every module has pre set
duration of delivery. There is set of maximum
number of hours for every lesson based on the
