II. RATIONALE

The people is the most valuable asset of any organization, group or even of
the community for that matter. A healthy people makes a healthy community.

Barangay Sto Nino is considered as one of the urban barangays of the City of
Koronadal, which are expected to be the showcase of the city. Yet, many of its
constituents live below poverty line, having less opportunities going their way. To
showcase a city needs satisfied constituents, and satisfied constituents needs the
full support of the local government especially in providing them with various
opportunities for growth in their chosen fields of endeavors. The people of
Barangay Sto. Nino are industrious – they work hard to earn a living, to eat three
meals a day, and to send their children to school. Many are engaged in SMEs, most
in the small enterprise sector due to lack of capitalization. Yet, they strive – and
they never stop learning new skills with the wish that these skills may bring them
better oportunities and ensure a brighter future for them and their children.

Other than the economic aspect of the program, it is worthy to note that this
endeavour will boost the Barangay’s vision of being the skills center of the city, having
the most number of skilled people in the locality, be it in the food industry or in the
arena of service delivery. A complete package of skilled workers will soon be found in
Barangay Sto. Nino.

Still, it is the priority of the barangay to provide financial security to its


constituents thus helping the government address poverty alleviation. Then we can
expect maximum participation from our constituents especially in nation/community
building. It is easy to mobilize a satisfied community.

Barangay Sto. Nino has to exert more aggressive efforts in order to realize these
aspirations and /or objectives. Partner agencies must be identified, stakeholders with
the same perspectives must be reached out.

Thus, with the Department of Labor and Employment as its leading partner,
Barangay Sto. Nino is a step closer in providing a significant difference to its less-
opportuned people.

Giving them opportunities by providing them the right knowledge, attitude and
skill (KAS) on the one hand, and providing them the necessary facilities and livelihood
assistance, which they cannot afford by themselves, will surely amplify our fight against
poverty. Together with the pro-poor program of DOLE, the Local Government of
BarangY Sto. Nino wil be assured of a better performance in the field of governance.
With DOLE’s Pangkabuhayan Starter Kits, a lot of deserving less-opportuned individuals
will have access to entrepreneurial assistance. Together with the right KAS, as provided
by the necessary training and seminars especially on sustaining the beneficiaries’
livelihood activities, poverty incidence will surely be minimized and reduced, if not
totally eliminated.

III. OBJECTIVES

The DOLE Kabuhayan StarteR KITS Project aims to help the _____ less-
Opportuned individuals of Barangay Sto. Nino and their families uplift their socio-
economic well-being to a desirable state enough to sustain them in their iife’s daily
sruggle with extra income to give them a little pleasure in life, including the assurance of
being able to send their children to school. Moreover, this project endeavors to instill
entrepreneurial mindset to every individual beneficiaries and their families to sustain
their livelihood activities. With DOLE and the Local Government of Barangay Sto. Nino as
leading partners for this pro-poor development project, the less-opportuned individuals
of the barangay are ensured of a brighter and better future for their families especially
their children.

This project will provide kits with necessary facilities that includes an interesting
package of entrepreneurial services. Importantly, this aims to enable the working poor to
immediately access proper source of revenue through activities and/or businesses with proper
guidance and sound business principles. This endeavour is suitably designed to effect
sustainable economic activities through easy-to-learn livelihood activities.

General Objectives: To provide gainful employment opportunities to the less-opportunes


individuals including those in the informal sector of Barangay Sto. Nino.

Specific Objectives:
a. To generate employment to _____ direct and indirect
beneficiaries;
b. To increase household income of the ____ individuals;
c. To enable target beneficiaries to be self-employed through
livelihood formation; and,
d. To enable target beneficiaries manage and grow their businesses
into viable and sustainable enterprises.

IV. TARGET BENEFICIARIES


The proponents earn their income mainly through selling products and services
at the Barangay Center. Most are ambulant vendors, selling their products in areas where there
are activities and/or programs to ensure a better ROI for the day.

V. SERVICE/INTERVENTIONS
Intervention will include provision of Starter Kits which is composed of any or
a combination of the following: tools and equipment, jigs, workimg capital for the
purchase of raw materials and other production inputs. Trainings and seminars
maybe provided as needed.
