HIGH-CAPACITY PORTABLE PUMP SET (PETROL DRIVEN) : — FUNCTIONAL

REQUIREMENTS
(IS 12717: 1989 with latest revision)

1.0 SCOPE: -

1.1 This standard lays down requirements for materials, design and construction,
workmanship and finish of high-capacity portable pump set (PETROL DRIVEN) not
less than 1300 LPM for firefighting purposes.

2.0 GENERAL REQUIRMENTS: -

2.1 The unit shall consist of a pump, an internal combustion engine mounted on a
tubular steel cradle

3.0. FRAME: -

3.1 It shall be fitted with 4 numbers (two forward and two rear) spring loaded the
combined unit being permanently mounted on a stainless steel carrying
tubular frame having four spring loaded lifting handles folding inside and
lockable in various position and easily carried by 04 persons.

4.0. WEIGHT: -

4.1 Total weight of the unit with fuel (Petrol) shall not exceed to 135 TO 140 kg.

5.0. MATERIALS
5.1 PUMP CASING, DELIVERY OUTLETS AND IMPELLER
Light Aluminium alloy as per IS: 617.
5.2 PUMP SHAFT, DELIVERY VALVE, SPINDLE AND WEAR RINGS
The Pump shaft (Engine Crankshaft) Made for special grade of Stainless-steel
alloy, Delivery valve spindle made of stainless steel of grade X04Cr19Ni9 as per
IS 6603: 2001 & Wear Rings shall renewable type & made of polymer based
material.
5.3 FUEL TANK: - Fuel tank shall be single piece & not welded at all.
5.4 TUBULAR FRAME,
Stainless steel carrying tubular frame having four spring loaded lifting handles
folding inside and lockable in various position.

6.0 DESIGN AND CONSTRUCTION: -
6.1 ENGINE
 The engine shall have TWO (02) cylinder four stroke engine for sufficient power to
give the required output. The engine shall be electric start with 12 V battery and shall
be provided with a well-designed hand starting back up device, preferably of the
recoil rope type. The engine shall be fitted with generator/alternator for charging 12-
volt battery.
 The engine shall be Air cooled.
 The engine fuel (Petrol) tank shall have the capacity to allow running of pump for
minimum one hour continuously at the rated output. It shall be provided with a
suitable opening, located at a suitable position for easy refilling and checking the
contents.
 Engine shall meet the requirements of provision of latest environmental protection
rule issued by Govt of India.

7.0 PUMP: -
7.1 The pump shall be Single stage centrifugal type Pump directly mounted on the
extension of the crank shaft of the engine. The pump shall be designed to have
easy access to the impeller with the outer face carrying suction/delivery, priming
device, etc. The shaft shall be supported on antifriction bearing external to the
casing. Pump shall be fitted with a self-adjusting mechanical seal which
consists of a carbon ring running on stainless steel face. A drain plug shall be
provided at the bottom of the pump casing/volute. The pump suction shall have
round threads (see IS 902). The delivery shall be fitted with two numbers of
instantaneous couplings (see IS 902) with screw down valves. The pump suction
and delivery outlets shall be provided with blank caps.
7.2 Pump comprising of volute/ body (casing), Delivery valves and impeller shall be
made of light Aluminium alloy as per IS 617 or BS: 1490. A drain plug provision
shall be provided at the bottom of the casing for complete drainage of water in
the casing. The pump shall have output of not less 1300 LPM at 7Kg/cm2 while
working at 3 Mtrs. Suction lift at NTP conditions. All parts, which come in direct
contact with water, shall be of corrosion resistance material or to be treated for
corrosion resistance.
7.3 The impeller shall be dynamically balanced, and the pump shall be hydraulically
tested to a pressure of 16.5 kgf/cm2 for a period of 2 minutes.
7.4 The pump shall be tested for its performance duties with only internal and
suction strainer fitted at suction lift of 3 m.
7.5 The Pump tested by manufacturer at hydrostatic pressure test with 1.5 times the
rated output pressure for 5 minutes, and there shall be no leakage. Pump shall

be tested for performance i.e. Discharge capacity at a suction height of 3 meters
at NTP condition.
OUT PUT AT PRESSURE
The rated value 7 kgf/cm2
70 percent of rated value Min 8.5 kgf/cm2
7.6 The Pump shall be testing tor the performance duties given in 5.5.3 to give its
rated output for 4 hours continuously. The, following allowances (deductions)
shall be made
ALLOWANCES FOR OUTPUT: -
 Four percent for every 300 m above mean sea level, and
 No allowance shall be made for humidity up to 75 percent. However, an
allowance at the rate of 1 percent for every 3 percent change in humidity
shall be made when humidity ranges from 75 to 95 percent.
ALLOWANCE FOR LIFT:
 300 mm for every 300 m above mean sea level, and
 One percent for 2·50 C rise in water temperature
7.7 The overall dry weight (without Battery, engine oil, fuel and water) of the portable
pump (complete unit) shall not exceed 130 kgs. Overall design shall be compact
which can be carried by two firemen and positioned close to the fire even in
narrow and rugged places. Overall dimensions shall not exceed length 710 mm x
Width 550 mm x Height 710 mm.
7.8 The pump shall be provided with male round threaded suction eye with standard
100mm suction connector complete with blank cap and S.S. chain. Pump shall
have two delivery valves with 63mm male instantaneous Connections with
screw down valve having hose pressure relief knob and blank caps fitted with
S.S. Chain.

8.0 PRIMER: -

8.1 A suitable priming system shall be provided. Primer shall be capable of lifting
water from 7 meters depth in less than 30 seconds when connected by 2 length
of suction hose of 4.5 meter each (100 MM dia.). Depth measurable from the eye
of the impeller to surface of water. Primer shall be button operated &
engagement through mechanical linkage shall not acceptable. All parts, which
come in direct contact with water, shall be of corrosion resistance material or to
be treated for corrosion resistance.

9.0 CONTROL PANEL: -

9.1 The pump shall be fitted with the following and other necessary controls,
instruments that are conveniently grouped on the control panel or at suitable
visible location.

 Throttle control  Engine oil pressure gauge.


 Primer control (lever)/ Push  Flood light
button for primer
engage/disengage.
 Ignition interrupter switch.  Engine battery condition
indicator/meter

 Pump suction compound gauge,  Run Hours Meter.

 Pump delivery pressure gauge 

The above controls and gauges shall be grouped conveniently, and the panel shall
be mounted. adjacent to pump suction/delivery.

10.0 WORKMANSHIP AND FINISH: -

10.1 All parts of the unit shall have good workmanship. The pump shall be painted in
fire red color except the parts built of stainless steel namely, tubular framework
etc.
10.2 Following points must be checked for better workmanship –
 Control panel shall be ergonomically designed considering ease in operation.
 Lifting handles shall be in such a way that entire equipment can be lifted by
04 persons without fatigue.
 Fuel tank shall be single piece & not welded at all.

11.0 INSTRUCTION BOOK AND EQUIPMENT:-

11.1 Instruction book including both operating and normal maintenance procedures
shall be provided for the guidance of the user. The book shall include an
itemized and illustrated spare parts giving reference numbers of all the parts.
Operation & Maintenance manual shall be provided along with each pump with

a fully illustrated booklet and item wise spare part lists.

12.0 EQUIPMENT & ACCESSORIES: -


The following equipment shall be provided along with the pump unit:-

coupling x 100 MM female suitable for RT (right
hand threads).
07 Tool kit comprising of all essential tools required 01(One) SET
for normal maintenance of the pump.

13.0 INSPECTION & TESTING: -

13.1 Joint Pre-Dispatch Inspection (PDI) is mandatory at Firm’s site.


13.2 The CISF Fire representative for Pre-Dispatch Inspection (PDI) will be detailed
by the Fire directorate, FHQRs New Delhi.
13.3 Pump shall be endurance tested for 4 continuous hours at rated duty point of
1300 LPM at 7 kg/cm2 at NTP conditions. Geodetic suction height shall be 3
meters from the centre of pump impeller. Allowances as per IS: 12717-1989
shall be applicable as & where required. During the test, engine coolant, engine
oil or Pump oil shall not be changed. If engine is water cooled, cooling water
temperature shall not exceed the permissible limits.
13.4 After every 50 minutes, engine shall be allowed to shut down for refuelling. The cost of
fuel shall be borne by the supplier.
13.5 Deep lift priming test shall be immediately conducted after endurance test as per
clause No. 10.
13.6 Manufacturer should have test /evaluation facilities as per standards including deep
lift testing facility.

14.0 WARRANTY: -

14.1 The Pump supplied shall be subjected to warranty period of minimum Two (02)
years from the official acceptance date.
14.2 Other important condition: Bidder shall confirm in writing to provide back up
support for essential spares for 10 years.

15.0 MARKING: -

15.1 Pump unit shall be clearly and permanently marked with the following
Information; -
 Manufacturer's name and Trade name.
 The output capacity of pump in l/min.
 Weight of the Pump set.
 Year of Manufacturer.
 Serial Nos. and type of engine and Pump
 Short instructions for operation of the Pump set.
