1 DEBT MANAGEMENT PROCESS
1.1 Introduction
1.2 Prerequisites
You need to have Approved case for Audit or Objection & Litigation or also
have Tax Determination.

1.3 User Guide
Access your Taxpayer Online Services Dashboard Screen (by logging on, the
system will redirect you automatically to Dashboard screen).

1.3.2 Accessing the Notification Screen
If taxpayer has outstanding amount and not paid Debt Amount within 90 days,
then VAT Officer will create Debt Case and taxpayer will get the notifications
here. After creation of Debt case, system will send notifications to the taxpayer.

Click on the Debt Management “Notification” from the list.

1.3.3 Taxpayer’s respond against “Mushak-14.1 Debt Recovery
Certificate”
After the creation of Debt case, system will also generate the “Mushak-14.1
Debt Recovery Certificate” which will display in the list of notifications.
Click on the “Notification” from the list.
Then system will display the email as notification. Here, taxpayer can
response by clicking on the “Respond” button.

After clicking on “Respond” button, taxpayer will get two options: “Yes” or
“No”. By default, “Yes” radio button will be selected. If you choose “Yes”
then you need to provide “Payment Information” and “Reasons”. If you
choose “No” then you need to provide “Reasons” only.
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will generate this notice “Inform to Stop the
Goods/Service Delivery” which taxpayer will get as a notification here.

Then system will display the email as notification. Here, taxpayer can
response by clicking on the “Respond” button.
After clicking on “Respond” button, taxpayer will get two options: “Yes” or
“No”. By default, “Yes” radio button will be selected. If you choose “Yes”
then you need to provide “Payment Information” and “Reasons”. If you
choose “No” then you need to provide “Reasons” only.

1.3.5 Taxpayer’s respond against “Notice to taxpayer to inform about
BIN Lock”
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will lock the BIN and generate a notice named as “Notice to
taxpayer to inform about BIN Lock” for which taxpayer will get a
notification here. Click on the “Notification” from the list.
Then system will display the email as notification. Here, taxpayer can
response by clicking on the “Respond” button.

After clicking on “Respond” button, taxpayer will get two options: “Yes” or
“No”. By default, “Yes” radio button will be selected. If you choose “Yes”
then you need to provide “Payment Information” and “Reasons”. If you
choose “No” then you need to provide “Reasons” only.
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will generate “Mushak-12.9 Warrant to Freeze Bank
Acc” for which taxpayer will get notification here. Click on the “Notification”
from the list.

response by clicking on the “Respond” button.

generate “Mushak-12.11 Restore Frozen Bank Account” for which
taxpayer will get notification here. Click on the “Notification” from the list.

1.3.8 Taxpayers gets Notification about “Mushak-14.4 Seal the Business
Premises”
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will generate “Mushak-14.4 Seal the Business Premises”
for which taxpayer will get a notification here. Click on the “Notification” from
the list.

1.3.9 Taxpayer’s respond against “Mushak-14.4 Seal the Business
Premises” by submitting “Mushak-14.5 Compliance Report on the
Notice to Seal the Business Premises”
After logging in the MCF you need to click on the “Forms” box.

Select “Mushak-14.5 Compliance Report on the Notice to Seal the
Business Premises” from the drop-down list.
The form will be loaded and ready for being filled. There are some buttons on
the top of page, which are:
“Check” is for ensuring all data in the form are valid [1].
“Save Draft” is for saving the form for further work [2].

[Link] Accessing the sub-form Screen of Details information of “Challan
Information”
The form will be loaded and ready for being filled. There are some buttons on
the page, which are:
1. Main Form- You can go back to the main form by clicking on “Main Form”
button. [1]
• Steps: Click “Main Form” button > you will be back to the main form.
2. Add – You can add row for inputting the information. You can add more
than one required information. [2]
• Steps: Click “Add” button > System will show a new row > Input the
information.
• Steps: Choose the line that you want to edit > “Edit” button will be
enabled > Click the “Edit” button > the field will be editable > Update the
information.
4. Duplicate- You can create another duplicate row from the added row(s).

1.3.10 Taxpayer’s respond against “Mushak-14.6 Forced Seal the
Business Premises”
Based on the taxpayer’s respond in Mushak-14.5, VAT officer will seal the
business premises and generate “Mushak-14.6 Forced Seal the Business
Premises” for which taxpayer will get a notification here. Click on the
“Notification” from the list.
Then system will display the email as notification. Here, taxpayer can
response by clicking on the “Respond” button.

After clicking on “Respond” button, taxpayer will get two options: “Yes” or
“No”. By default, “Yes” radio button will be selected. If you choose “Yes”
then you need to provide “Payment Information” and “Reasons”. If you
choose “No” then you need to provide “Reasons” only.
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will take necessary steps to stop the supplied services, for
example: Gas, Water, Electricity etc. and generate “Mushak-14.7
Shutdown the Supplied Services” for which taxpayer will get a notification
here. Click on the “Notification” from the list.

Supplied Services”
If taxpayer responds and pays the debt amount, then VAT officer will take
necessary steps to restart the supplied services and generate “Mushak-14.8
Restart the Supplied Services” for which taxpayer will get notification
here. Click on the “Notification” from the list.

1.3.13 Taxpayer’s respond against “Mushak-14.10 Order to Seize
Movable Property”
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will order to seize the movable property and generate this
notice “Mushak-14.10 Order to Seize Movable Property” for which
taxpayer will get a notification here. Click on the “Notification” from the list.
Then system will display the email as notification. Here, taxpayer can
response by clicking on the “Respond” button.

Selling Certificate”
If the taxpayer does not respond or responded but not paid any debt amount,
then VAT officer will sell the seized property and generate “Mushak-14.13
Seized Property Selling Certificate” for which taxpayer will get a
notification here. Click on the “Notification” from the list.

Seized Property”
If taxpayer responds and pays the debt amount, then VAT Officer will release
the seized property of taxpayer and generate “Mushak-14.14 Release of
Seized Property” for which taxpayer will get a notification here. Click on the
“Notification” from the list.
