SUBJECT: Upper Forward and Aft Vertical Fin


Spar Inspection and Reinforcement

REASON FOR REVISION: Revised Instructions; Revise NOTE 1


on Sketch.

COMPLIANCE TIME: After the first five hundred (500)


hours time in service on the vertical
fin, inspect within the next 25 hours
of operation and at each one hundred
(100) hours of operation thereafter,
until Kit 764 965 is installed.

NOTE:

1. If complete vertical fin was replaced with a new factory assembly


within the last 500 hours the inspection will not be necessary
until 500 hours has accumulated from the time the new vertical fin
was installed.
2. Repetitive inspection requirements of this Service Release are
relieved by installation of Kit 764 965.

PURPOSE: Field reports indicate that cracks have


occurred in the area where the horizontal stabilizer attachment brackets
attach to the upper end of the vertical fin forward and aft spar.

This Service Release defines a method of inspection, repair or


replacement if necessary, and announces the availability of a kit to be
installed that will reinforce the vertical fin spars in the area of
horizontal stabilizer attachment plates.

Failure to comply with the provisions of this Service Release could result
in the eventual failure of the Vertical Fin Spars.

INSTRUCTIONS:

1. Remove rudder per PA-38-112 Maintenance Manual Chapter 55440 "Rudder".


2. Remove upper rudder hinge assembly Piper Part No. 77605-o .

3. Remove Horizontal stabilizer per PA-38-112 Maintenance Manual


Chapter 55-10 "Horizontal Stabilizer". It is not necessary to
remove the elevator from the horizontal stabilizer.
4. Inspect the front surface (web) of the forward fin spar for cracks
in the attachment area of the forward horizontal stabilizer
attachment bracket using dye penetrant method. Refer to Sketch A
for details.
5. Inspect the rear surface (web) of the rear fin spar for cracks in
the attachment area of the aft horizontal stabilizer attachment
bracket using dye penetrant method. Refer to Sketch B for details.
6. If cracks are found to exist and fall within the designated
locations and limitations provided in the attached Sketch, stop
drilling is permissible. After cracks are stopped drilled, Piper
Kit No. 764 965 must be installed within the next 50 hours of
operation.
7. If cracks are found to exist outside the designated locations or if
cracks exceed limitations provided in the attached Sketch, Spar/
Spars must be replaced before further flight. Replacement spars or
complete Vertical Fin Assemblies are subject to the requirements
of this Service Release unless/until Kit 764 965 is installed.
8. If no cracks are found to exist a repetitive inspection is required
at each subsequent 100 hours of operation until upper forward and
aft vertical fin spar reinforcement kit part number 764 965 is
installed.
9. Burnish around edges of fore and aft horizontal stabilizer
attachment brackets, where contact is made with the forward and aft
vertical fin spars, using #400 or finer sandpaper.
10. Install horizontal stabilizer/elevator per PA-38-112 Maintenance
Manual.
11. Install upper rudder hinge assembly Piper Part No. 77605-03.
12. Install rudder per PA-38-112 Maintenance Manual.
13. Torque attaching hardware in accordance with PA-38-112 Maintenance
Manual.
14. Make appropriate logbook entry of compliance with the Service
Bulletin.

MATERIAL REQUIRED: Per Instruction 6 7 or 8, above, one (1) each


per aircraft Upper Forward and Aft Vertical Fin Spar Reinforcement Kit,
Piper Part Number 764 965.

AVAILABILITY OF PARTS: Your Piper Field Service Facility.

EFFECTIVITY DATE: This Service Release is effective upon receipt.

NOTE 1:
Within the limited area designated,
stop drilling of cracks is permissible
provided cracks do not exceed l/2 inch
in length. do not extend closer than 318
inch to either the rivet or the bolt holes
as measured from the center of the respective
hole, and no more than one crack exists per
side of the vertical centerline of each spar.
