Name of Work: Construction of RCC Drain and Cross Drain at JEC Road under CIDF Jorhat
for the year 2021-22 under PWRD, Jorhat, Dergaon & Titabor Territorial Road Division,
Jorhat
This estimate amounting to Rs199.55 Lakhs (Rupees One Crores Ninety Nine Lakhs Fifty
five Thousand) Only has been framed by the Executive Engineer, PWD, Jorhat Dergaon & Titabor
Territorial Road Division, Jorhat to show the probable cost of the above mentioned Road.

REPORT
Jorhat is located in between 26.757847 lattitude and 94.209824 longitude. It is above 98.98 metre
above MSL. Yearly average rainfall is 2200 mm. It had only 2899 people in Jorhat in 1901, but now more
than 1.75 lakh. It has more than 155 kms Small and big drains and rivulets in urban Jorhat. The speciality of
Jorhat is that it has a natural gradient 1 in 1000 from S.E to N.W and all the natural and man made drains
are running along this direction. Storm water of Garmur portion starting from Itakhuli to Shankarur along JEC
road flows to Toklai river. So there is no existing proper drain to flow out the storm water from nearby area of
JEC Road. Hence, the road is damaged very severly. Due to existence of narrow opening at various
stretches of this drain, water logging occurs at those localities causing many problems to in the inhanbitants.
Therefore, Construction of new drain along the JEC road is proposed by the local people to mitigate the
water logging problem to those places.
In view of the public demand this estimate is prepared as desired by MLA, Jorhat LAC , Sjt. Hitendra
Nath Goswami with the following provisions:-

1) Construction of RCC Cover Drain of Size 1.2 mx 1.2 m

2) Construction of box culvert 1.5m x1.5m x 6.0 m

This estimate has been prepared based on the rates as per Chief Engineer PWRD, Assam Schedule of
Rates for 2020-21 APWD, NH.

All works will be carried out as per APWD general specification current in the state.

The technical aspects highlighted in the project cost estimates for the JEC Road drain construction include detailed specifications such as excavation work, sand filling, PCC, and multiple stages of RCC placement in foundations and walls. Each involves precise technical parameters, including the ratio of mix for concrete (like 1:3:6 for PCC) and reinforcement details such as TMT bars specified by diameter, spacing, and total weight. These elaborate technical specifications ensure the structural integrity and longevity of the drainage system .

The proposed measure to address waterlogging issues along the JEC Road is the construction of a new RCC drain along the road. This proposal arose due to public demand to mitigate persistent waterlogging problems affecting localities near JEC Road. The project was initiated following representations made by the local people to MLA Hitendra Nath Goswami, which led to the preparation of the estimate for the project .

The construction of new drains on JEC Road aims to alleviate infrastructure issues by providing a dedicated channel for stormwater, mitigating waterlogging issues that have caused severe road damage. The lack of existing proper drainage had led to the accumulation of water, deteriorating the roadway and creating constant maintenance challenges. The planned RCC drains will manage water flow more efficiently, ensuring road longevity and improving living conditions for residents .

The main components and their estimated costs in the construction project for RCC Drain and Cross Drain at JEC Road include excavation for structure (Rs. 191,912.00), sand filling (Rs. 570,301.00), plain cement concrete (PCC 1:3:6) (Rs. 1,243,656.00), RCC M20 in open foundation (Rs. 2,451,882.00), RCC M20 in substructure (Rs. 3,035,071.00), RCC M20 in superstructure (Rs. 2,071,778.00), TMT bar (Rs. 6,217,466.00), backfilling (Rs. 1,634,577.00), and weep holes (Rs. 242,275.00). The total estimated cost is Rs. 17,658,918.00, with an additional 13% for GST and other charges making the grand total Rs. 19,954,577.34 .

Estimated costs for specific construction stages include RCC M20 in the open foundation costing Rs. 2,451,882.00, in the substructure Rs. 3,035,071.00, and in the superstructure Rs. 2,071,778.00. Reinforcement with TMT bars is estimated at Rs. 6,217,466.00. An additional 13% is added for GST and other charges, bringing the total to Rs. 19,954,577.34 .

Jorhat's natural gradient is 1 in 1000, descending from south-east to north-west, causing stormwater on Garmur from Itakhuli to Shankarur along JEC Road to flow to the Toklai River. This gradient means that without proper drainage infrastructure, waterlogging occurs at narrow openings along existing drains. The natural gradient, coupled with insufficient drainage capacity, exacerbates road damage and water logging, particularly because JEC Road lacks a proper stormwater drainage system .

Public demand plays a crucial role in infrastructure projects like the RCC Drain at JEC Road. The waterlogging issues led local residents to advocate strongly for improvements, prompting government attention. As a result, local authorities, guided by public demand and facilitated by political representatives like MLA Hitendra Nath Goswami, initiated the project to construct a new drainage system. This collaborative dynamic illustrates how grassroots needs can shape governmental action and drive project implementation in response to specific community challenges .

The specifications for the reinforced cement concrete (RCC) used in the project include RCC M20 grade without plasticiser for substructure and superstructure. The substructure concrete involves construction up to a height of 5.0m using a concrete mixer, as does the superstructure for solid slab super-structure. Both structures incorporate mechanical means of mixing and placing the concrete in accordance with technical specifications, ensuring strength and stability .

Jorhat's population has surged from 2,899 in 1901 to over 1.75 lakh today, placing increasing stress on the urban infrastructure, including the drainage system. As the population grew, urban areas expanded, necessitating more sophisticated drainage systems to handle increased water and waste outputs. However, the existing drainage was often inadequate, leading to waterlogging and infrastructure damage, highlighting the need for new projects like the RCC drain to accommodate the urban sprawl effectively .

Environmental considerations for the construction project at JEC Road include addressing the natural gradient's impact on stormwater flow and preventing further road and environmental damage due to waterlogging. The project aims to implement better drainage solutions that align with Jorhat’s geographic features, thus minimizing disruptions to natural watercourses. Careful planning ensures that infrastructure developments do not exacerbate pre-existing environmental issues but rather mitigate them .
