SOBERANYA O GANAP NA KALAYAAN - ang soberanya o ganap na
kalayaan ay tumutukoy sa kapangyarihan ng pamahalaang mamahala sa
kaniyang nasasakupan. Tumutukoy rin ito sa kalayaang magpatupad ng
mga programa nang hindi pinakikialaman ng ibang bansa. Dalawa ang
anyo ng soberanya-panloob at panlabas. Ang panloob na soberanya ay ang
pangangalaga ng sariling bayan. Ang panlabas naman ay ang pagkilala ng
ibang bansa sa kalayaan nito.
Ang mga elemento ng pagkabansa ay mahalaga sapagkat
nagtutulungan silang magbigay-tugon sa mga pangangailangan ng
bansa at nagpapalakas ng pagkakaisa at pag-unlad. Ang
pagkakaroon ng malakas na elemento ng pagkabansa ay
nagbubuklod sa mga mamamayan at nagpapalakas ng kanilang

Ang Pilipinas ay tinatawag na bansa dahil ito ay may mga elemento
ng isang soberanong estado, kabilang ang sariling pamahalaan,
teritoryo, mamamayan, at soberanyang kapangyarihan. Ito ay
mayroong opisyal na pamahalaan, batas, at pamahalaang lokal na
