SYSTEM ACCESS CHARGE (SAC)

1. What are the components in SAC?


The components within SAC will remain confidential.

2. Can lower System Access Charge (SAC) for Longer-Hour Batteries be


considered?
No, the System Access Charge (SAC) will not be lowered for batteries with
extended storage hours.

3. What is the System Access Charge (SAC) for Non-Solar Technologies (e.g.,
Biomass/Biogas)?
Dispatchable technologies, such as biomass and biogas, will be subject to a
System Access Charge (SAC) rate of 25 sen/kWh.

ENERGY SELLING AND EXCESS ENERGY

4. What is excess energy?


Excess energy refers to the energy exported by RED that exceeds the maximum
monthly demand, resulting from the withdrawal of a Green Consumer

5. Is there a time limit on the duration to Sell Excess Energy at 8 sen/kWh?


There is no time limit for the sales of excess energy to the system at 8 sen/kWh.
However, the REC will belong to Single Buyer throughout the duration of excess
energy sales.

6. Is switching from Non-Firm to Firm Over Time allowed?


Not allowed. Flexibility cannot be granted, as it must be declared during the
application stage. Allowing this switch could affect the recovery cost payments
for Battery Energy Storage Systems (BESS) to the grid.

7. Clarity on Firm and Non-Firm


Dispatchable energy is defined as firm output, whereas intermittent energy is
classified as non-firm output.

BATTERY AND CAPACITY REQUIREMENTS

8. What is the Minimum Capacity Factor (CF) for Battery?


The minimum capacity for battery energy storage is 50% of solar power plant’s
export capacity with 4 hours storage.
9. Is there Capacity Payment for Battery?
Capacity payments will depend on the viability of other upcoming programmes.
The BESS battery market needs to mature before specific payments can be
determined. There will be no capacity payment for battery.

CONTRACTS AND AGREEMENTS

10. Is there a Limit/Minimum Tenure with Bilateral Energy Supply Agreement?


No minimum tenure applies to Bilateral Energy Supply, but a generation license
requires a minimum tenure of 21 years.

11. Is participation in CRESS After Lock-In Period allowed?


After the lock-in period, the consumers are not allowed to participate in CRESS;
eligibility is limited to those with new demand that qualifies under the programme.

PROJECT DEVELOPMENT AND MANAGEMENT

12. Can Project Development under CRESS be executed in Phases?


Project development is allowed to proceed in phases, provided that the CRESS
capacity matches the overall project development.

13. Managing Nodal Points Between LSS5 and CRESS


The principle of "first come first served" will be applied, with a few key
considerations including fulfilling statutory compliance, the order in which
developers submit their connection requests with earlier submissions taking
precedence.

14. Can multi-technology be allowed to firm up output?


Only battery energy storage technology is allowed to firm up intermittent output
with SAC of 25 sen/kWh if the battery is developed by RE developer.

BACKFEED AND ADDITIONAL DEMAND

15. What is the Backfeed Charge Rate?


The retail rate from grid to generation is 36.5 sen/kWh for commercial usage,
which will be maintained as per the LSS. This charge will apply to all solar
projects.

16. Can additional demand from CGPP customer which have yet to be in
operation participate in CRESS?
Yes, new demand and additions to existing consumers are allowed.

APPLICATION & QUALIFICATIONS

17. What is the definition of new customer?


New customer means electricity supply is given after CRESS effective date.
18. Customer has signed ESA and supply is given before CRESS effective
date. Customer declared staggered Maximum Demand as below. Can
customer join CRESS for the additional staggered load for the coming
years

Eg. Customer final MD is 100MW with staggered load declaration.


Year 1 = 10 MW (current year)
Year 5 = 50 MW
Year 15 = 100mw (final load)

Customer may only join CRESS for request of additional load above 100MW only
which is the final load of existing supply contract.

19. Customers have signed ESA and supply is given before effective date of
CRESS. Can customers close their account and submit new supply
application to join CRESS under the new account?

Customers may close or terminate their account at any time. However,


customers are subject to related charges, such as Liquidated Damages,
Refundable Connection Charge, or any other charges as provided under the
supply contract terms and condition.

Since CRESS is open for new customers and existing customers with additional
load only, the customers who close their account are not allowed to join CRESS
if the same customers open a new account at the same premise.

20. Customers have signed ESA but supply not yet given on the effective date
of CRESS. Can customers join CRESS?
Yes, customers may join CRESS as they are deemed as new customers.

21. When can a CRESS application be submitted?


Application for CRESS shall start from 30 September 2024
