CHAPTER 2 - REVIEW OF RELATED LITERATURES AND STUDIES

A. Related Literatures
Local Literature
The review of related studies highlights several critical issues within the Bureau of Corrections
(BuCor) that impact its security and operational effectiveness. A study on security measures
within correctional institutions underscores the necessity for improved ingress and egress
strategies at New Bilibid Prison, as current protocols are deemed ineffective against rising
security threats (Class Ace, 2024). Additionally, local government officials have called for open
dialogue between BuCor and the community to address security concerns stemming from recent
infrastructure changes, such as the construction of barriers that restrict access to nearby
residential areas (Muntinlupa City Council, 2021).
An analysis by Reyes (2023) highlights the importance of training programs for BuCor personnel
to ensure they are equipped to handle contemporary security challenges effectively. This study
suggests that ongoing professional development can improve staff performance and reduce
incidents of misconduct within the facility. Additionally, Catapang (2023) discusses plans to
implement a technology-driven security system at New Bilibid Prison, which includes K9 units
and facial recognition technology to compensate for personnel shortages. Finally, a
comprehensive evaluation by Santos (2023) discusses the impact of community engagement
initiatives on prison security, emphasizing that fostering positive relationships between BuCor
and local residents can lead to enhanced cooperation in maintaining safety around prison
perimeters. Collectively, these findings suggest a pressing need for a comprehensive review and
modernization of BuCor's security framework to enhance both inmate management and
community relations.

Foreign Literature
The Bureau of Corrections (BuCor) is pivotal in securing the National Bilibid Prison (NBP), yet
it faces significant challenges that hinder its effectiveness. Key issues include a lack of resources,
particularly in surveillance technology, such as CCTV systems, which are essential for
monitoring activities within the prison compound. Research shows that effective surveillance can
significantly reduce incidents of violence and contraband smuggling (Mason & D'Angelo, 2021).
Moreover, non-compliance with established security policies by both visitors and staff
undermines efforts to maintain order. Instances of lax adherence to regulations can lead to
serious security risks, including the smuggling of contraband and other illicit activities within the
prison (United Nations Office on Drugs and Crime [UNODC], 2020). Overcrowding is another
critical issue, with the NBP housing approximately 23,000 inmates despite a maximum capacity
of only 8,508. This overcrowding complicates security efforts and increases the likelihood of
gang-related violence (Smith & Ruddell, 2019).
To address these issues, a modernized security framework is imperative. Implementing advanced
surveillance technologies and increasing personnel at critical points can significantly enhance
security measures. Additionally, fostering a culture of compliance among staff and visitors
through training and strict enforcement of policies will be crucial in mitigating risks associated
with non-adherence. Frameworks such as the NIST Cybersecurity Framework provide structured
approaches to improving security protocols within BuCor, ensuring better management of
resources and compliance with international standards (National Institute of Standards and
Technology [NIST], 2018). Furthermore, research by Brown (2019) highlights the importance of
surveillance technologies in correctional facilities, showing that enhanced monitoring can
improve safety outcomes and reduce incidents of violence.
Ultimately, addressing these systemic challenges is essential for BuCor to fulfill its mandate
effectively and ensure the safety of both inmates and the surrounding community. A
comprehensive approach that includes upgrading technology, increasing personnel, enforcing
compliance, and utilizing established frameworks will be vital in creating a secure environment
at NBP.

B. Related Studies
Local Studies
The Bureau of Corrections (BuCor) faces significant challenges in securing the New Bilibid
Prison, primarily due to a lack of resources, such as surveillance cameras, which hampers
effective monitoring and situational awareness (De Leon, 2021). The absence of a
comprehensive CCTV system limits the ability to deter criminal activity and respond promptly to
incidents within the facility. Additionally, enforcement of visitor policies is inconsistent,
contributing to security vulnerabilities that can be exploited by individuals attempting to smuggle
contraband or engage in illicit activities (Gonzales, 2020). Moreover, a study conducted by
Villanueva (2022) reveals that the lack of technological integration in BuCor's security
framework significantly contributes to operational inefficiencies. The research advocates for the
adoption of modern surveillance systems and data analytics to enhance monitoring
capabilities. These lapses not only compromise the safety of inmates and staff but also
undermine public confidence in the correctional system.
Personnel shortages further exacerbate these issues, with BuCor operating with inadequate
staffing relative to the inmate population, which has grown significantly over the years (Reyes,
2019). This shortage places immense pressure on existing personnel, making it challenging to
maintain order and implement security protocols effectively. As a result, the quality of
supervision and inmate management suffers, leading to increased risks of violence and disorder
within the prison environment.

To address these pressing concerns, BuCor plans to implement a technology-driven security

system that includes K9 units and facial recognition technology. These innovations aim to
enhance overall security measures by improving surveillance capabilities and streamlining visitor
screening processes (Santos, 2022). By modernizing its security framework, BuCor seeks not
only to bolster safety within the facility but also to create a more rehabilitative environment for
inmates. This approach aligns with global best practices in correctional management,
emphasizing the importance of integrating technology and personnel training in fostering a
secure and humane correctional system. Finally, a comprehensive evaluation by Santos (2023)
discusses the impact of community engagement initiatives on prison security, emphasizing that
fostering positive relationships between BuCor and local residents can lead to enhanced
cooperation in maintaining safety around prison perimeters. Collectively, these findings suggest
a pressing need for a comprehensive review and modernization of BuCor's security framework to
enhance both inmate management and community relations.

Foreign Studies
The effectiveness of security measures in correctional facilities is increasingly scrutinized due to
evolving threats. A 2019 RAND Corporation study identifies persistent issues like violence and
contraband, exacerbated by staffing and resource limitations (RAND Corporation, 2019). In
contrast, Norway's dynamic security model emphasizes officer-inmate relationships, yielding
reduced violence and improved rehabilitation outcomes (IACFP, 2023). This model highlights
the importance of communication and trust in fostering a safer environment.
Technological advancements, such as enhanced imaging for security screening, are being
integrated globally. These technologies improve detection capabilities and minimize contraband
entry (Rohde & Schwarz, n.d.).
Moreover, research indicates that overcrowding in prisons significantly impacts security and
management practices. The integration of mental health resources and conflict resolution
strategies has also been shown to contribute positively to inmate behavior and overall facility
safety (Harris & Burchfield, 2020).
Furthermore, the role of community engagement and rehabilitation programs cannot be
overlooked. Facilities that incorporate educational and vocational training for inmates report
lower recidivism rates and enhanced safety within the institution (Davis et al., 2013). This
holistic approach underscores the need for correctional facilities to balance security measures
with rehabilitation efforts. As correctional facilities continue to evolve, integrating these findings
into practice will be crucial for enhancing security frameworks and ensuring inmate safety.

C. Synthesis of Related Literature and Studies

The Bureau of Corrections (BuCor) faces significant challenges in managing the National Bilibid
Prison (NBP), which hinder its effectiveness in ensuring security and promoting inmate
rehabilitation. A major concern is the inadequate resources for surveillance, particularly the
absence of a comprehensive CCTV system. This lack of effective monitoring creates
vulnerabilities that can be exploited for smuggling contraband and other illicit activities,
especially when coupled with inconsistent enforcement of visitor policies.
Overcrowding at the NBP further complicates these issues, with the prison housing far more
inmates than its maximum capacity allows. This overcrowding increases the potential for gang-
related violence, as inmate gangs often take control over prison operations. Personnel shortages
exacerbate the situation, putting immense pressure on existing staff and limiting their ability to
maintain order and implement security measures effectively. Ongoing training and professional
development for BuCor personnel are essential to enhance their capabilities in addressing these
challenges.
The literature and studies in this area provide valuable insights that illuminate the scope and
significance of the current research. They equip researchers with a deeper understanding of the
issues at hand, offering crucial perspectives that inform and guide the present study.
To tackle these systemic issues, BuCor is exploring the implementation of a modernized security
framework that incorporates advanced technologies, such as K9 units and facial recognition
systems. This technological integration is essential for improving surveillance and streamlining
visitor screening processes. Additionally, research indicates that facilities providing educational
and vocational training for inmates experience lower recidivism rates and improved overall
safety, highlighting the importance of balancing security measures with rehabilitation efforts.
Building positive relationships between BuCor and local communities can also enhance security
around the prison. Effective collaboration can lead to reduced violence and improved
rehabilitation outcomes, as community engagement fosters a safer environment.
Ultimately, addressing the complex challenges faced by BuCor is crucial for ensuring the safety
of both inmates and the surrounding community. A comprehensive approach that includes
upgrading technology, increasing personnel, enforcing compliance with security protocols, and
strengthening community relations will be vital in creating a secure and rehabilitative
environment at the NBP. This strategy aims not only to improve immediate security but also to
support long-term rehabilitation goals, benefiting society as a whole. The insights gained from
the literature underscore the importance of this multifaceted approach in effectively addressing
the systemic challenges within the correctional system.

CHAPTER 3 – RESEARCH METHODOLOGY

A. Research Design
The study entitled "The Role of BuCor Security and Escort Command in Securing the National
Bilibid Prison Towards Creation of a Modernized Security Framework" employs a quantitative
descriptive research design. This design is ideal for investigating the current roles, challenges,
and effectiveness of the BuCor Security and Escort Command (BSEC) in securing the National
Bilibid Prison (NBP), as well as determining potential areas for security modernization.
Quantitative descriptive research design focuses on gathering quantifiable data to describe
characteristics or phenomena within a population. It allows researchers to collect numerical data
to answer specific questions about "what is happening" in a particular setting without
manipulating the environment. In this case, the research seeks to describe the security measures
employed by the BSEC, assess their effectiveness, and determine what modern security practices
could be incorporated to improve their operations.
This type of research design has its roots in the work of Friedrich W. Taylor (1911) and John
Stuart Mill (1843) who first advocated for the importance of systematic, objective investigation
using measurable data. Descriptive research in its modern form has been further developed by
Kerlinger (1973), who emphasized the need for structured, well-defined methodologies in
educational and social science research. Shields and Rangarajan (2013) also advocate for the
descriptive design in applied research, noting its utility in offering comprehensive insights into
current conditions and practices within institutions.
The concept of descriptive research has been evolving for over a century. The foundations laid
by Taylor’s scientific management theories in the early 1900s and Mill’s methodological
groundwork for empirical studies were pivotal. Fred N. Kerlinger in his work Foundations of
Behavioral Research (1973), significantly shaped modern descriptive research, promoting its use
in educational and behavioral sciences. More recent advancements by Patricia Shields and
Nandhini Rangarajan (2013) in A Playbook for Research Methods emphasize its practicality in
addressing real-world issues and institutional operations.
By adopting this quantitative descriptive design, the research will focus on gathering data from
BuCor personnel, prison staff, and possibly the community within the NBP reservation, to
provide a detailed understanding of how the BSEC contributes to maintaining security and how
modernization could be applied to enhance their roles.
B. Population and Sampling Technique
The population of this study will consist of personnel directly involved in the operations of the
BuCor Security and Escort Command (BSEC) at the National Bilibid Prison (NBP), as well as
prison staff, selected members of the NBP community, and civilians living within the NBP
reservation. The study aims to gather insights from those who have direct knowledge and
experience with the security practices at NBP. The total population would be estimated at several
hundred, including BSEC personnel, correctional officers, prison administration, and residents.
This study will use stratified random sampling to ensure adequate representation of different
subgroups within the population. Stratified random sampling divides the population into relevant
strata or subgroups, and respondents are randomly selected from each subgroup to ensure
proportional representation. This technique ensures that the sample is more representative and
reduces sampling bias, which is crucial for drawing valid and generalizable conclusions.
The population for this study will be divided into three strata:
1. BSEC personnel (security officers, supervisors)
2. Other correctional staff (administrative officers, correction officers)
3. Community members (residents within the NBP reservation)
The sample size for each group will be determined based on proportional representation to the
overall population, with a focus on collecting data from key security personnel and related staff
involved in the security operations.
Selection Process
- BSEC Personnel: Random sampling will be conducted among security personnel and
supervisors of BSEC, ensuring that both operational staff and decision-makers are represented.
- Correctional Staff: Random sampling will be conducted among correctional officers and
administrative personnel, particularly those who interact regularly with the BSEC and are
involved in security-related duties.
- Community Members: Random sampling will also be applied to select a subset of residents
from within the NBP reservation area to gain insights into their perspectives on security within
the prison.
Matrix of Respondents

Respondent Group Population Sample Size Sampling Technique

1. BSEC Personnel 80 40 Stratified Random Sampling
2. Correctional Staff 100 50 Stratified Random Sampling
3. Community Members 50 20 Stratified Random Sampling
Total 230 110 Stratified Random Sampling

This approach allows for an in-depth understanding of security operations within NBP, ensuring
that perspectives from different sectors are represented in the analysis. By using stratified
random sampling, the study minimizes bias and ensures that the conclusions drawn are more
reliable and reflective of the population involved in NBP’s security framework.

D. DATA GATHERING PROCEDURES

The data gathering procedure for this study will begin with the submission of a formal request to
the institution involved, specifically the Bureau of Corrections (BuCor), to seek permission for
the conduct of research within the National Bilibid Prison (NBP). A letter of request will be
addressed to the appropriate authorities, explaining the purpose and scope of the research and the
need to involve personnel from the BuCor Security and Escort Command (BSEC), correctional
staff, and members of the surrounding community as respondents. The letter will also include a
request for access to relevant records and facilities, as well as the assurance that all ethical
considerations, such as the confidentiality of responses, will be strictly observed.
Once approval is granted by the institution, the next step will involve identifying the target
respondents, which will primarily include BSEC personnel, correctional officers, and community
members within the NBP reservation. A sampling technique will be employed to ensure that the
respondents represent the population accurately. Stratified random sampling will be used to
group respondents according to their role (BSEC, correctional staff, community members), and
from these groups, a random selection will be made to participate in the study. This ensures that
each subgroup is adequately represented in the data collection process.
The questionnaire designed for the study will undergo a validation process before it is distributed
to the respondents. This will involve consultations with subject matter experts, such as BSEC
officials and security personnel, as well as academicians experienced in security studies, to
ensure that the questions are relevant, clear, and aligned with the research objectives. After this, a
pilot test will be conducted with a small sample of respondents to further assess the reliability
and clarity of the questionnaire. Any issues identified in the pilot test will be addressed before
the final distribution of the survey instruments.
The questionnaires will be distributed personally to the respondents within NBP, ensuring that
they understand the purpose of the study and how to answer the questions accurately.
Respondents will be given adequate time to complete the questionnaires, and follow-ups will be
conducted to ensure a high response rate. The researcher will also arrange with the institution for
assistance in retrieving the questionnaires to facilitate the collection process, ensuring that all
responses are gathered within the designated period.
Upon retrieval of the completed questionnaires, the data will be carefully encoded and organized
for statistical analysis. The researcher will consult with a statistician to ensure the appropriate
statistical tools are applied, based on the type of data collected and the research objectives.
Descriptive statistics, such as frequencies and percentages, will be used to summarize the
demographic data, while more advanced statistical techniques, such as chi-square tests or
regression analysis, may be used to examine relationships between variables. The choice of
statistical methods will be determined in consultation with the statistician, who will advise on the
most suitable tests for analyzing the collected data. This will ensure the accuracy and reliability
of the research findings.

E. STATISTICAL TREATMENT OF DATA

In this research study, the statistical treatment of data will play a crucial role in analyzing and
interpreting the responses gathered from the questionnaires distributed among the respondents.
Once the data is collected, it will be organized and encoded for processing. This encoding
involves transforming the qualitative responses into quantitative data, which will facilitate the
application of statistical methods.
The first step in the statistical treatment will involve the use of descriptive statistics. This will
include calculating measures such as frequencies, percentages, means, and standard deviations to
summarize the demographic characteristics of the respondents and their responses to the key
research questions. Descriptive statistics will help paint a clear picture of the overall trends in the
data, allowing for a straightforward interpretation of how BSEC personnel, correctional staff, and
community members perceive the roles, challenges, and potential improvements in the security
framework at the National Bilibid Prison.
Next, the study will employ inferential statistics to explore relationships between variables and to
test the hypotheses established earlier in the research. Depending on the nature of the data and
the research questions, appropriate statistical tests will be selected in consultation with a
statistician. For example, to examine the differences in perceptions among the various
respondent groups (BSEC personnel, correctional staff, and community members), chi-square
tests may be used for categorical data. If the research seeks to explore correlations between
specific variables, such as the relationship between operational challenges and the effectiveness
of security measures, correlation coefficients (e.g., Pearson or Spearman) may be employed.
Furthermore, to analyze the effectiveness of proposed modernization strategies, regression
analysis may be utilized. This will help identify which factors most significantly impact the
perceived effectiveness of BSEC's security operations, allowing for a deeper understanding of
the key drivers that could inform the development of a modernized security framework.
All statistical analyses will be conducted using appropriate statistical software (e.g., SPSS, R, or
Excel), ensuring the calculations are accurate and reliable. The results of the statistical tests will
be interpreted in relation to the research questions and hypotheses, drawing conclusions that are
supported by the data. The findings will then be presented through tables, graphs, and charts,
making it easier to visualize trends and relationships within the data.
Ultimately, the statistical treatment of data will provide a robust foundation for the research
findings, enabling the study to make informed recommendations for improving the security
framework of the BuCor Security and Escort Command at the National Bilibid Prison. The
findings will be discussed in the context of existing literature and practices, contributing to the
broader discourse on prison security management and modernization efforts in correctional
facilities.
