3.1 Authority of the Airworthiness Central Administration (ACA):


The authority of ACA is provided through:
1. The Egyptian Civil Aviation Law No. 28 issued in 1981, gave the right to the Egyptian
Civil Aviation Supervisory Authority (ECASA) to define and implement the Civil
Aviation rules, regulations and directives.
2. The ECASA Chairman Order No. 14 issued in 1994, for the authority delegation for
ACA administrator.
3. The Egyptian Civil Employee System, Law No. 1947 issued 1978.
4. The fees Law No. 119 issued in 1983 and its amendments.
5. The Law No. 209 issued in 1991, which modified some rules and fees in Law No. 209,
concerning use/exploitation of air transport hiring and usage of properties within the
territories of airports and airfields.
6. The Ministry of Transport (MOT) Orders No. 24/T, 25/T issued in 1994.
7. The Chairman Order No. 12 issued in 1986, concerning incentives of ECASA
employees.
8. Law No. 5 issued for high level management positions.
9. ECAR Parts no. 1, 2, 11, 21, 23, 36, 39, 43, 45, 65, 91, 101, 105, 121, 129, 137, 141,
145 and 147.

3.2 Responsibilities of the Administration:


General
The Airworthiness Central Administration (ACA) is a major department of the Flight
Safety Standards Sector (FSSS). It participates with the other departments in developing
and assuring proper implementation of Egyptian comprehensive airworthiness (A/W)
regulations and rules in consistence with the convention of the International Civil Aviation
and Egyptian Civil Aviation Law 28/1981.
1. The ACA is the authority in Egypt ensuring that every Egyptian registered aircraft
conforms with the applicable regulations and maintained in an airworthy condition.
2. The ACA establishes and maintains a system of active supervision while considering the
interests of the public and impending cost for operators, manufacturers, maintenance
facilities and training centers.
3. The ACA maintains effective relations between the administration and the
persons/organizations implementing A/W regulations.
4. The ACA is responsible for the issuance, approval, renewal, withdrawal and suspension
of all the technical rules, certificates, licenses, permits, modifications, manuals and
records of civil aviation activities of operators, maintenance organizations, repair
stations, local manufacturers, training centers and maintenance engineers.
5. The ACA maintains the manual of procedures of the administrator up-to-date.
6. The ACA establishes a system for authorized personnel to inspect and test aircraft,
aircraft components, standard parts, materials or processes and systems for the purpose
of ascertaining whether the processes/activities covered by an approval, license or
certificate have been carried out in a satisfactory manner.
7. The ACA imposes penalties for a contravention of, or failure to comply with a provision
of the civil aviation laws, regulations, directives, or conditions issued, given, made or
imposed under, or enforce by virtue of the Egyptian Civil Aviation Regulations or
Directives.

3.3 Management System and Control:

1. The ACA administrator supervises his subordinates, and functions in all aspects related
to his responsibilities as indicated in paragraph 3.2 of this manual.
For this purpose he may assign personnel, approve work plans, review reports and carry
out the necessary follow-ups.
2. The ACA Administrator, assumes the responsibilities of the Flight Standard Safety
Sector (FSSS) Administrator when he is not present.
3. The ACA Administrator delegates the Senior General Manager to assume his
responsibilities when he is not present.

3.5 Job Description:


3.5.1 The Airworthiness Central Administration, Administrator (ACA)
A. Responsibilities:
1. The administrator assumes the responsibility of supervising the implementation of the
ACA system, procedures and personnel of the ACA responsibilities mentioned at 3.2.
2. The administrator assumes the responsibility of administration and management of the
ACA staff which includes, but not limited to:
a. Hiring of qualified personnel for ACA.
b. Establishing, implementing and amending the annual training programs to include
new technologies and upgrading of staff qualifications.
c. Implementing disciplinary actions on the ACA staff IAW applicable laws.
d. Approving personnel incentives and bonuses pending on each person’s activities.
e. Assigning the properly qualified staff for positions, projects, surveillance activities
and local or out of country duties.
f. Reviewing and approving the staff annual evaluation reports.
g. Ensure that the fees of the services offered to the operators/ organizations are
correctly collected and reported.

h. Establishing effective communication with other departments and the public and
providing the ACA with the adequate means of communication.

i. Provide advice to the FSSS concerning the budget requirements on priority bases.
B. Duties:
1. Participation in the development and implementation of the Egyptian Civil Aviation
Regulation (ECAR).
2. Establishing policies, procedures for the administration and ensures that they are
included in the ACA Policy Manual.
3. Maintaining a good house keeping of the ACA facilities.
4. Reviewing and signing the presented documents, records and letters presented to his
office.
5. Interviewing the responsible staff of new operator and maintenance organizations.
These persons can be, but not limited to:
a. The Chief inspector
b. The Maintenance Manager
c. The Engineering Manager.
6. Supervision of subordinates activities, consulting or arranging the necessary
meetings with the other central departments, approval/disapproval and signature of
the records, forms, or letters of the ACA in accordance with the procedures manual.
7. Maintenance of the A/C national register.
8. Approval of the Customized Minimum Equipment List (MEL).
9. Establishing a system and procedures for surveillance of operators technical
departments, their processes and procedures.
10. Establishing a system and procedures for surveillance of operator’s ramp,
management functions, training, quality assurance, A/W of aircraft’s, adequate
qualification of the staff.
11. Assigning his deputy administrator when he is on leave, duty away from
office ....etc.
12. Supervision of the effective performance and conformance of the AID-GM to his
responsibilities and procedures mentioned in AID procedures manual Doc. no.
1110.
13. Supervision of the effective performance and conformance of the AMD-GM to his
responsibilities and procedures mentioned in AMD procedure manual Doc. no.
1120.
14. Supervision of the effective performance and conformance of the TLD-M to his
responsibilities and procedures mentioned in TLD procedures manual Doc. no.
1101.
15. Issuance and renewal of aircraft airworthiness certificates, export certificates, and
the withdrawal or suspension of these certificates if necessary.
16. Issuance of special, temporary, positioning and ferry flight permits.
17. Approval of leased aircraft by Egyptian companies and approving their
airworthiness certificates.
18. Approval of weight and balance records as well as specifying its performance
instructions and schedule.
19. Issuance of A/W Directives as well as approving the AD issued by the
manufacturer’s national Civil Aviation Authority and any other AD.
20. Issuance of noise level certificates.
21. Issuance of extended range of operation ETOPS certificates.
22. Recommending the approval of maintenance organization facilities (Domestic and
International) to ECASA Chairman.
23. Technical approval of simulators.
24. Approval of maintenance and overhaul schedules, repair schemes, modifications
and table of allowances.

25. Issuance and renewal of maintenance engineers licenses and the withdrawal,
suspension or cancellation of any of them, if necessary.
26. Issuance of maintenance engineers temporary licenses.
27. Approval of flying test after annual checks, overhaul, major repairs or the
modifications which directives such test.
28. Assigning the dates of written and oral examinations of pilots, flight engineers and
maintenance engineers, approval of written, oral, on job examinations and approval
of authorized inspection organizations staff examination.
29. Approval of training courses, instructors, classrooms, training aids, and
examinations of the training center, institutes and aircraft operators.
30. Approval of the ACA staff participation in the training courses as instructors.
31. Issuance of the type certificates, its specifications and modifications for Egyptian
manufacturers, approval of these certificates issued by other manufacturer’s
national Civil Aviation Authority and the approval of design certificates as well as
specifying the rules and procedures concerning the mentioned activities.
32. Issuance of the production certificates of aircraft, its engines, its systems, its
equipment, its components and accessories as well as specifying the rules and
procedures concerning such activities.
33. Approval of the technical records file of the aircraft’s registered in Egypt and
specifying the rules for the records keeping.
34. Approval of the installation of additional equipment on an aircraft or its crew and
passengers.
35. Approval of aerobatics flights and specifying the regulations and rules for such
flights.
36. Approval of locally manufactured aircraft flight manual and its modifications as
well as the flight manual of an imported aircraft approved previously by the
manufacturer’s civil aviation authority and its modifications before its actual
operation.
37. Approval of parachute jumping, banners towing or hot air balloons as well as
specifying the regulations and rules for such activities.
38. Approval of the repair, alteration or modification schemes.
39. Assures the continuos updating of the PTRS data by the ACA inspectors, takes the
necessary actions for introducing new PTRS programs and deleting the unnecssary
ones.

3.5.2 Airworthiness Inspection Directorate General Manager (AID-GM)


A. Responsibilities:
The AID-GM assumes the responsibilities indicated in Doc. 1110, Chapter 3.
B. Duties:
The AID-GM assumes the duties indicated in Doc. 1110, Chapter 3.

3.5.3 Airworthiness Manufacturing Directorate General Manager (AMD-GM)


A. Responsibilities:
The AMD-GM assumes the responsibilities indicated in Doc. 1120, Chapter 3.
B. Duties:
The AMD-GM assumes the duties indicated in Doc. 1120, Chapter 3.

3.5.4 Technical Level Department Manager (TLD-M)


A. Responsibilities:
The TLD-M assumes the responsibilities indicated in Doc. 1101, Chapter 3.

B. Duties:
The TLD-M assumes the duties indicated in Doc. 1101, Chapter 3.

3.5.5 Egypt Air Company Department Manager (EGA-DM)


A. Responsibilities:
The EGA-DM assumes the responsibilities of the AID-GM concerning Egypt Air
company activities, as indicated in Doc. 1110, Chapter 3.
B. Duties:
The EGA-DM assumes the duties of the AID-GM concerning Egypt Air company
activities, as indicated in Doc. 1110, Chapter 3.

3.5.6 Private And Government Operators Department Manager (PGO-DM)


A. Responsibilities:
The PGO-DM assumes the responsibilities of the AID-GM concerning the private and
government operators activities, as indicated in Doc. 1110, Chapter 3.
B. Duties:
The PGO-DM assumes the duties of the AID-GM concerning the private and
government operators activities, as indicated in Doc. 1110, Chapter 3.

3.5.7 Charter Operators And Misr Flying Institute Department Manager (CMFI-DM)
A. Responsibilities:
The CMFI-DM assumes the responsibilities of the AID-GM concerning charter
operators and Misr Flying institute activities, as indicated in Doc. 1110, Chapter 3.
B. Duties:
The CMFI-DM assumes the duties of the AID-GM concerning charter operators and
Misr Flying institute activities, as indicated in Doc. 1110, Chapter 3.

3.5.8 Technical Office Manager (TO-M)


A. Responsibilities:
Research and analysis of technical subjects as recommended by ACA Administrator.
B. Duties:
1. Study technical aspects of subjects and provide conclusions/ recommendations.
2. Research for applicable rules/ procedures references.
3. Attend conferences and meetings as ACA Administrator representative.
4. Provide technical assistance on other subjects to ACA Administrator.
5. Carry out additional tasks as required by ACA Administrator.
3.5.9 The ACA Secretary :
A. Responsibilities:
1. Identification, maintenance and updating of ACA files.
2. Keeping reliable back up and updated computer files and programs.
B. Duties:
1. Establish, identify and maintain files both in the computer and hard copies .
2. Tracking and distribution of incoming/ outgoing mail .
3. Typing and saving of documents and messages .
4. Answering telephone calls, facsimile, ......etc.
5. Identifying of ACA stationery and other requirements.
6. Report on difficulties encountered and take actions to correct it .
