1. INTRODUCTION

The Addis Ababa Bole International Airport, which is the main gate way of the country,
is one of the airports administered by the employer which is serving passengers
including diplomats, international business people, tourists and other airport users.

In order to deliver its higher-level services, The Ethiopian Airlines Group (EAG) has
allocated sufficient budget to finance payments for the Design and Construction of
Addis Ababa Bole International Airports Old Runway Rehabilitation Project.

As the construction works is going to be undertaken within an operational airport,


where all air flight and other services required to be undertaken uninterruptedly.

The runway under this contract has length of about 3.7 km with total width 60m out of
which 15m is shoulder on side of the runway (7.5m on each side). The existing Runway
pavement has many distresses that failure of pavement have been investigated.

3. SCOPE OF WORK
3.1 General

The Scope of Works of the Contractor also comprises the following key main elements, among
others:

- Coordinating with the concerned authorities and stakeholders.


- Securing the Site
- Maintaining and servicing the Site establishments (including the Employer’s
Representative’s offices, site offices and compounds, generators, etc.…), and
payment of utility fees, et cetera.
- Providing adequate storage space for the material on Site (including the material
provided by the Employer) and taking appropriate storage measures. The cost of such
is deemed to be included within the Contractor’s rates and prices. An up-to-date
material inventory shall be made available by the Contractor when requested.
- Notwithstanding that some material, plant and equipment may be provided by the
Employer for use in the Works, the Contractor is responsible for providing all requisite
resources, including manpower, tools, equipment, plant and material, etc. that are
necessary for the Works. The cost of providing all requisite material, plant and
equipment is deemed to be included in the Contactor’s rates and prices.
- It is also to be highlighted that the plant and equipment (if any) that is provided by the
Employer for use in the Works is offered without expressed or implied guaranteed for
its state/condition. The Contractor shall keep the plant and equipment in good shape;
the cost of its operation, maintenance, insurance and payment of any taxes/dues shall
be deemed to be included in the Contractor’s rates and prices.

1. Preliminary Method Statement

1.1. Project Overview / Introduction of the Project

The project is located on the South –east direction of Addis Ababa Bole International Airport
compound. The average elevation above sea level is 2333meters. The existing asphalt concrete
pavement is covered with porous friction course pavement, which is to be milled and removed up
to the extent of the pavement damaged, for the structural replacement and overlay of modified
asphalt concrete and leveling course. The old runway under this contract has a length of about
3.7km with a total width 60m out of which 15m is shoulder (7.5m on each side of the runway),
also include the related taxiway.

The works of the project will comprise:

 RESA on new runway with 240m on RW07Rand 90m on RW25L
 Marking and Runway light system.
 Drainage for apron , sub surface and drainage improvement

1.2. Contractor’s Establishment

1.2.1 General Construction Description

The work schedule bar chart attached with the Construction Schedule shows the procedures and
durations of each main item of this work. According to the Contract Documents the total
construction period will be about 365 Calendar Days with additional 4 months grace period of
the time for Completion all scope of work free from the delay [Link] Renovation
and Resurfacing work for the critical section between Charlie and Bravo Taxiways shall be
completed by June 30, 2023.

The mobilization period is 21 Calendar Days from site handover and work shall be commenced
accordingly.

Removing of pavement layer up to the depth of damagedwould be commenced as soon as the


surveying has been completed and the design has been reviewed and approved by the Engineer.

The structures construction will be carried out in parallel with the runway construction

The road pavement would be paved layer by layer. The later layer will only be laid until the
former layer is accepted by the Engineer.

Investigation on the environment along the road shall be made to obtain soil information and to
layout the borrow pit, spoil site, rock quarry, asphalt mixing plant.

The detour or temporary road will be maintained in safe driving condition and the riding
surface will be in such a condition not to delay or interrupt the normal traffic flow.

1.2.2 Equipment Mobilization

The existing Concrete Plant near Bole Airport, production yard for pipe & tile plant at Jimma
road will be used for this project Other mobilization of resource can be made from the central
office following the scheduled commencement date of individual activities whenever necessary.

The major construction equipment, such as excavators, bulldozers, graders, wheel loaders, and
trucks, asphalt distributors and dump trucks are currently in Ethiopia and could be mobilized to
site immediately as per the construction requirement. Other equipment specially required for
the project will be ordered, procured and transported to site within the shortest time as soon as
is reasonably practical.

All equipment shall be kept in good working condition and carefully serviced before in the
contractor’s central garage at Kality. The contractor will also use its central laboratory at Kality
and some equipment for routine site inspection purposes shall be arranged at site for common
use of the Engineer and the contractor.

1.2.3 Installation and Preparation of Project Camps and Offices

The mobilization and installation of facilities of the Contractor and the Engineer have been
stablished near the project site around fuel depot of the [Link] proposed location of site
office have been approval by the Employer’s representatives The site camp will serve as the
management office for the Contractor including the Contractor’s offices, workshops, garage,
etc.

will be located around site. The proposed location of site office will be submitted to the

4. Construction

4.1Milling Work

Removing of pavement layer up to the depth of damaged will be done


and removed the pavement step by step with 10 cm thickness each with
layer of removal.

4.2 Common excavation and Disposal of Unsuitable Material

All material which is declared to be unsuitable in roadway will be excavated with


excavators. The soil left in place will be compacted to a depth of 20cm to the
specified density. The excavated unsuitable material will be spoiled on the approved
spoil area.

In rehabilitation area, wherever brick layers are encountered, the same removal work
will be carried out. If the unsuitable material below standing water level is removed,
the replacement material is gravel or rock fill with the required depth of the design
and proper compacted.

4.3 Sub grade Construction

The road section of unsuitable ground shall be replaced with suitable material having
CBR value as specified in the technical specification. Filling is carried out in layers
with a thickness of 20cm for each. The steel wheel roller shall be used to roll the filled
materials four times, then the vibrating rollers are used to roll for 3~5 times till its
compaction density meets thespecifications. During the compaction, rolling is done
from the two sides (edges) toward the road center, with 1/3 overlap for each rolling
trace. Water tank shall be deployed to spray the water evenly if the moisture content is
too low. The compaction density and level should be checked by the Engineer when
thesub graded is shaped.

4.2.1 Earthwork for sub grade

The fill materials shall be obtained from the borrow pits and rock sources approved by
the Engineer and the excavated materials can be utilized if they are considered
suitable for filling by the [Link] the road sections to be excavated in
rockmaterials, Excavator with jack hammer shall be carried out inorder to keep the
airport operation safe.

The unsuitablematerial shall be discarded in accordance with specifications. Hard or


soft materials used in sub grade shall be in accordance with specification.

The materials to be used for filling are only those that satisfy the specification
requirement. Boulder materials to be used for fill shall meet the test requirements after
getting some necessary treatment. Heavily loaded roller shall be used to break the
oversize materials or individual rocks into the fine material with a specified diameter,
or grid rollers employed during the compacting procedures to increase the granular
proportions.

4.2.2 Requirements of Sub grade

i. The materials CBR value for improved sub gradeshallbe the specified to be fulfilled

the standard requirement of CBR value.


ii. The improved sub gradematerials shall undergo special treatment.

iii. The oversize materials shall be discarded. Heavyrollers shall be used for compaction

during the construction works to produce more fine materials.


iv. Removal of existing road base and pavements will be done as indicated in the

specification.
v. The survey interval of thesub grade cross sections is generally 25m, while that at the

curved section shall be 10-15m.

4.3 Sub base Construction

Gravel material to be used for sub-base shall be obtained from approved sources in
borrow areas. Gravel Sub-base material shall conform to the following requirements
specified in the specification.

4.3.1Placing of Sub base

Sub-base material shall be spread on the approved sub-grade by mechanical means


without segregation. The material shall be loosely spread in layers to give a
compacted thickness not exceeding 200mm and not less than 100mm. The final
compacted layer shall be free from concentrations of coarse or fine materials.

The surface of each completed layer shall be moistened prior to the construction of
the succeeding layer. Determine the optimum moisture content according to the
specification. Mix the aggregate and adjust the moisture content to obtain a uniform
mixture with moisture content within 2 percent of the optimum moisture content.
Spread and shape the mixture on the prepared surface in a uniform layer.

4.3.2 Rolling of Sub base

The material shall be compacted by the use of approved rollers progressing gradually
from the outside towards the center of the layer, except on super elevated curves,
where the rolling shall begin at the low side and progress to the high side. Compact
each layer full width. Roll from the sides to the center, parallel to the centerline of the
road and all places not accessible to the roller, compact the material with approved
tampers or compactors. Each succeeding pass shall overlap the previous pass by at
least one third of the roller width. Rolling shall continue until the entire thickness of
each layer is thoroughly and uniformly compacted to the specified density. Compact
each layer to at least 95 percent of maximum density. Determine the in place density
and moisture content according to the specification.

4.4Construction of Base Course

For base course the following activities shall be applied.

A) Production of Crushed basecourse material

The materials used for the construction of road base layers shall be Crushed Rock
which will be produced in the already existing quarry site which satisfies the
requirement. The crushing and screening plant will be capable of crushing and
screening the aggregates, to be used for crushed rock.

All the tests for checking of the requirements (Gradation, PI, ACV, etc) will be
checked at the production site before transporting the material to the mixing plant. Up
on the approval of the test results, the material shall be transported to the site.

B)Placing

a. The paving machine should be checked to ensure good quality surface finish.
b. Check quality of mix during construction and take suitable adjustment. Check
thickness and altitude so as to tell machine operator.
c. Use manpower on places not reachable by machine.

C) Compaction

-Rolling shall progress gradually from the outside towards the center of the layer and
at super elevated curves the rolling shall begin at the low side and progress to the high
side. Thedensity of thecompleted layer shall be taken layer by layer and it must full
fill the requirement of the Marshal Density maximum dry density

4.4 Dense Bitumen Base course Construction

For the Dense Bitumen Macadam base course the following activities shall be
applied.

A) Production of Crushed base material

The materials used for the construction of road base layers shall be Crushed Rock

requirement. The crushing and screening plant will be capable of crushing and
screening the aggregates, to be used for crushed rock.

checked at the production site before transporting the material to the mixing plant. Up
on the approval of the test results, the material shall be transported to the site.

B) Mixing and Transporting

The binder shall be 60/70 penetration grade and based on the mix design, the
materials will be mixed. The mixing plant shall be equipped with satisfactory means
of accurately controlling the proportions of all constituent materials.

The aggregate shall be completely coated with binder and the fine aggregate shall be
evenly dispersed throughout the mix.

The mixed material shall be transported at the required temperature and in such a
way, that no segregation [Link] trucks shall be arranged according to
the production [Link] Inside of the trucks shall be kept clean and waterproof.

If the temperature of the mixed material is lower than the required temperature or if
the material is watered by rain, the material will not be used.

C) Placing

d. The paving machine should be checked to ensure good quality surface finish.
Stopping the machine or change speed should be avoided during paving.
e. Check quality of mix during construction and take suitable adjustment. Check
thickness and altitude so as to tell machine operator.

f. Use manpower on places not reachable by machine.

D) Compaction

-Rolling shall progress gradually from the outside towards the centre of the layer and
at super elevated curves the rolling shall begin at the low side and progress to the high
side. Thedensity of thecompleted layer shall not be less than 97% of the Marshal
Density maximum dry density
-The compaction shall be completed before the temperature of the laid material falls
below 105° C.
- The surface of the compacted layer shall be free of movement under compaction
plant and free from cracks, loose or segregated material.
E) Inspection and Testing

a. According to construction technical requirement, all kinds of tests have to be


carried out carefully.
b. Check pavement thickness, level, width and elevation during construction.
c. All tests results for materials should be reported to supervisor for approval.

4.5.1. Construction Method of Asphalt Concrete Pavement

The spread operation of road pavement shall be carried out in fine weather and
without slack water on road surface at air temperature above 10 . When air
temperature is below 15 , maximum distance of mixed materials transporting shall
be controlled and temperature for the rolling work shall be guaranteed at certain
range. The temperature for bitumen concrete construction commonly shall be:
temperature for heating bitumen is controlled at150-170 , heating aggregate at
160-180 , transporting temperature at 140-165 (the material shall be abandoned
when temperature above 195 ), spreading temperature 120-150 , initial rolling
temperature 120-140 (it will be abandoned when temperature below 110 ), end
rolling temperature (vibration roller) not less than 70 .

Heating bitumen mixed with concrete shall be adopted for road surface spreading, on
the basis of successful experience in the construction of Roads in Ethiopia, the mix
proportion of bitumen with concrete shall go through the stages of target mix
proportion design, the mix proportion production and the produced mix proportion
validating.

4.5.3. Spread a Trial Section

Following the scheme approved by the Engineer, a 100m trial section for bitumen
road surfacing shall be spread before the construction starts to confirm the mixed
material whether meets the requirement of the technical specifications and
corresponds with properties of mixing, spreading, rolling machine, efficiency and
method of the construction, the feasibility of construction organization so as to
finalize standard compaction density of bitumen mixed with concrete. 12hours after
the completion of the trial section, a sample including bitumen content, material grade
as well as other index shall be taken from the trial section and write a report for the
approval of the Employer’s representatives.

4.5.4. Spreading Preparation

Various materials shall be tested for the approval of the Employer’s representatives.
Sufficient materials shall be mobilized to the construction site and stockpiled
separately. Attention shall be paid for aggregates at the construction site, avoiding
coarse aggregates mixing with fine aggregates in disorder. Coarse aggregates shall be
kept clean, dry and surface coarseness and fine aggregates shall be hardness, of no
clay orweathered,particle constitutes of which shall fit the requirement. The fine
aggregates shall be covered to avoiding rainwater. The place for stockpiling the
aggregates shall have a good drainage system. Lime stone powder shall be taken as
the backfilling material for the stockpile place and various indexes shall fit with the
requirement of the technical specifications. The aggregates in stockpile amount shall

not be too much, transport them whenever need. The platform for the aggregates
stockpile shall tightly cover to avoiding rainwater and damp.

Complete construction machines and spare parts shall be provided, and installation,
adjustment, maintenance, machine test shall be ready before the commencement of
the construction to ensure trouble free from the construction progress and quality of
the works during the construction period. A report will be submitted to the Engineer
for the list of equipment mobilizing to the construction site. The bitumen surfacing
operation station shall be set up and spread in single full width with double bitumen
spreaders along the main road line.

To organize working staff to study such as regulations of traffic, safety, operation to


let them know very well about their positions, construction target,quality control,
particular requirement, telecommunications and how to deal with accident etc.

After quality checked up with base and subbase bitumen coats, ensuring clean and dry
on the [Link] sweeping, and completion of side drainage construction,
approved by the Engineer, priming coat oil or adhesive coat shall be distributed
evenly along the base and subbase surface without adhesive to the roller’s wheel.

4.5.5. Mix Asphalt Mixture

After approved by the Employer’s representatives to start distributing bitumen with


concrete, asphalt can be mixed with concrete. The work shall be done by means of
interim mix of bitumen with concrete in the plant, ensuring that there are warm stores
for products and twice deducting equipment and enough accurate measurement and
survey [Link] mixture production should be not less than 100t/h. A
laboratory shall be set up in the asphalt mixing plant to test the mixture timely. The
control room in the plant shall have records of bitumen mixed with various materials
amount and mixing temperature, from time to time measure the mixed material and
calibrate the temperature.

Various materials shall be fed, heated and mixed according the proportion and
operation regulation. The mixing temperature shall be controlled on the type of the
mixed materials, construction specifications, and the thickness of the structural
formation, weather and uniformity of the mixture.

4.5.6. Transportation of Asphalt Mixture

Transportation capability shall be guaranteed to transport all asphalt mix to the


construction site for the distribution when they are mixed to keep the construction
progress. Transporting trucks for the asphalt mix shall be covered to prevent caloric
loss, contaminated by dust, rainfall and environment contaminated. The asphalt mix
with isolation, below the regulated heating temperature for distributing or caught with
rainfall shall be abandoned.

4.5.6.1Distribution of Asphalt Mixture

Bituminous surface distribution shall be done with asphalt concrete paver. The
thickness of subsurface road layer shall be controlled by a long wire walker method
and upper surface road layer shall be controlled by a tow-removing datum mark beam
method and lay- down coefficient shall be decided by test value of the trial section.
Based on the mix capability, the status of construction machines, the distribution
(spreading) thickness, distribution width, we shall reasonably control the distribution
speed in a slow, homogeneous and uninterrupted state. Distribution speed shall not be
allowed to alter during the asphalt mixture distribution to avoid suspension. If the
isolation and defects of material shortage in the side corner observed, the material
replacement or re-backfilling work by manpower shall be conducted instantly under
command of technical master on the site.

4.5.7 Rolling of Asphalt Mixture

Rolling (compaction) temperature shall be controlled at the regulated construction


temperature for the mixture.

Rolling process: Initial rolling, use a wide breadth vibration double-steel wheel roller
to roll one time with vibration function closed; Re-rolling: use a wide breadth
vibration double-steel wheel roller to roll 2 -3 times with high frequency and low
amplitude of vibration, sublayer can be rolled twice with a rubble wheel roller before
the above mentioned rolling work stars. End Rolling: Use a wide breadth vibration
double-steel wheel roller to roll with vibration function closed to eliminate wheel
tracks. Rolling shall start from low side and parallel longitudinally the center line of
the road. Overlap width of the rolling shall be half of the roller and roll gradually
towards crown of the road. Both sides of the road surface shall be rolled more than
two to three times.

Wheels of the roller shall be slightly painted with oil-water mixture liquid to ensure
the asphalt mixture not to stick to the wheels of the roller. The roller shall not be
allowed to stopover, turnabout, brake or accelerate suddenly. When rolling in turn
from frontward to backward, one wheel track shall be dislocated transversely above
10cm, two stopover places shall be a terrace arrange in longitudinal dislocation and
the roller shall be driven 8 meters outside the rolling start line. In order to avoid oil
and foreign substances down to the new road surface, such activities of stopover of
the roller, adding water and feeding fuel on the new road surface shall be strictly

it to compactness. The transverse joint between upper and lower layers shall be
staggered above 15cm.

For longitudinal joint in a common road section, the thermal joint method shall be
applied for forming joint. In a widened road section, the vertical joint method shall be
adopted for the treatment. Both cutting and bottom surfaces of the un-compacted
mixtures at joint shall be painted with tack coat. The joint shall be done with the
heating mixture by means of pre-heating joint method during the distributing; a roller
shall be applied to roll transversely after leveling out by manpower. The roller shall
be placed on the compacted surface during the rolling, firstly roll the new layer 15cm,
and then gradually move towards incline direction to pass over the new placed layer

Foundation Excavation

Temporary drainage channel or pipe will be furnished for the discharge of runoff from
rain or other drain flow. Artificial hard materials will be broken with backhoe
equipped with hydraulic breaker. All existing underground utilities will be protected
by the proper manner. Excavated materials will be stockpiled at the near place to
reuse if possible. Unsuitable material for backfilling will be spoiled by trucks to
designated area. Ground water if encountered will be pumped to nearby public
discharge system.

For concrete pipe culverts, the width of the trench will be greater than 2 times the pipe
diameter.

Preparation of foundations

The elevation of the bottoms of foundation will be checked in conformity with the
drawings. The surface will be cleaned and cut to a firm surface. Granular material will
be deposited in layers of 20cm and well compacted for concrete pipe culvert. Lean
concrete will be placed for the slab culvert/box culvert and retaining wall.

5.2.1 Backfilling

No backfill will be placed against concrete or masonry until the structure has been in
place 14 days. Suitable material on site or from borrow pits will be used for

6.1Construction Scheme

The construction scheme mainly includes measurement and positioning, construction


of cable protection tube, construction of light box, cable laying, installation of
isolation transformer, installation of navigation aids, etc.

6.1.1Measurement and positioning

(1) Before construction, the site survey shall be carried out according to the location
of the horizontal control points provided by the client. According to the construction
needs, a horizontal control network shall be established at the construction site. The
area of the control network is larger than the construction scope, so as to eliminate
the impact of possible changes of traverse points during construction.
(2) According to the actual situation of the construction site, the network shape of the
horizontal control network will be arranged into single triangle, polygon and attached
traverse according to the site situation. It is required that the coordinate points of the
control network are basically equally spaced, the control area is wide, and the points
can be seen through and checked to prevent the offset of the setting out points; In
order to position accurately, the coordinate points arranged at individual positions
shall be added with the measure of re measurement and verification.
When using the auxiliary coordinate points provided by the construction unit of the
road works, we should check them to prevent errors.
(3) The total station and polar coordinate method are used for the horizontal position
control network of the navigation aid lighting project. The setting out of each
structure shall comply with relevant regulations, and the construction can only be

(1) According to the design data and construction requirements of the "Lighting
Layout Plan", and in combination with the layout of control piles at the airport
construction site, the relationship value between the control point and the pavement
centerline is calculated, and the main point of the pavement centerline is measured by
polar coordinate method or intersection method. In order to facilitate the
construction, some auxiliary points shall be appropriately added between the main
points in combination with the actual situation on site. Generally, the distance
between straight sections is 150m or 300m.
After setting out the main points, mark the points, measure the distance between the
main points and the turning angle of the curve, and connect with the nearby control
points to check the centerline measurement results.
(2) Measure and set the lamp center line stake. According to the position of lamps
given in the "Layout Plan of Lamps", a lamp position centerline parallel to the
centerline of the pavement shall be measured at a position 40cm southwest of the
centerline of the pavement by using the measured main point, and the main point and
lamp position of the centerline of the pilot lamp position shall be set and numbered.
The position of the secondary line pipe shall be measured and marked in the vertical
direction of the light point on the center line of the light point.

the design requirements of the "Detail Drawing of Lamp Installation" and the paving

6.2 Cable protection tube construction

The positioning and setting out of cable pipelines must be carried out in accordance
with the requirements of the design drawings and processes. The metal buried pipes

by electric machinery, and the cutting must also be done by electric machinery; The
electrical connection bolts must be galvanized and equipped with washers to prevent
looseness.
The nozzle/interface of the secondary cable protection pipe shall be sealed to prevent
sewage impurities from blocking the pipe; On site monitoring shall be carried out at
any time to eliminate pipe displacement and deformation; During steel pipe
processing, there should be no flattening and cracks, no iron filings and burrs in the

The excavation ruler of the groove of the GRP protection pipe shall be determined
according to the size, number and arrangement of the pipe. The excavation method
shall be mechanical initial excavation and manual leveling.
During the laying of glass fiber reinforced plastic pipe, the protective pipe shall bear
the load of its covering soil and the external additional load, so the foundation
treatment of the trench bottom shall be highly valued. In order to prevent uneven
settlement of pipe sleepers, a 100mm thick concrete cushion shall be made of
concrete with grade no less than C10 at the bottom of the trench and compacted and
leveled. The connection of FRP pipes adopts socket connection. When FRP pipes
leave the factory, one end is a socket and the other end is a plug. All connections are
convenient. The glass fiber reinforced plastic pipe shall be laid horizontally and
vertically, and there shall be a gap between the pipes, which shall not be less than
2cm generally.

6.3 Light box construction

6.3.1 Construction technical requirements

(1) Before installation, the light box shall be visually inspected. Any crack or
trachoma shall not be used. According to the specification requirements, the water
tightness test shall be conducted before the installation of the light box.
(2) The positioning of the light box shall be carried out according to the design

erected. The elevation of the top surface of the formwork is the elevation of the

(4) The soil flat area of the light box foundation pit shall be excavated manually, the
pit bottom shall be tamped manually in real time, and the backfill can be tamped

(5) The sealing ring shall be added between the lamp box body and the top cover,
which is an important part for sealing and waterproof of the lamp box. If there are
pits, fractures, twists, etc., it is strictly prohibited to use.
(6) In order to keep the box dry, debris and water in the box shall be removed before
the top cover is sealed; The lamp box and protective grounding wire must be reliably
connected.
(7) The concrete foundation of the light box shall be firm, horizontal and vertical, and
the concrete foundation surface shall be flush with the ground; Before the
construction of the light box, the plain soil below must be tamped. When the light
box is installed in place and backfilled, the surrounding area must also be tamped.
Place the light box horizontally before pouring C20 concrete; The cable protection
pipe orifice must be plugged with jute wire after the light cable and light secondary
line are fixed, and then filled with a slittle epoxy resin for sealing.

6.4 Lighting cable laying

6.4.1 Construction technical requirements6.4.2 Construction method

(1) General requirements: Before cable laying, check the cable model, specification,
voltage grade, starting point - intermediate transition point - terminal according to the
drawings. After measuring and setting out, the actual survey and length verification,
prepare a "cable list", and lay after the insulation inspection or withstand voltage is
qualified. After each cable is laid in place, it shall be immediately sealed to avoid
moisture. Both ends of the cable shall be hung with signboards, and concealed
records shall be made.

(2) Mechanical assistance: the truck crane and truck will lower the cable reel to the
cable setting starting point, and then erect the cable reel on the paying off rack.
(3) Direct burial of cables: the burial depth of directly buried cables is required to be
-0.8m. When laying, the distance between cables must be more than 100mm. Soft
soil or sand layer with a thickness of not less than 100mm shall be laid on the upper
and lower parts of the cable. The width of the covering brick shall exceed 50mm on
both sides of the cable. After the acceptance of concealed works, the cable trench
shall be backfilled, and the backfilled soil shall be compacted layer by layer. The
compactness shall meet the requirements of Airport Road Zone 98 and 95.
(4) Fabrication of light cable joint: the fabrication of light primary cable joint is the
basic method of cable connection, and its process quality is directly related to the
circuit insulation. During the above operations, it should be noted that the
semiconductor layer should be stripped clean, and the connection between the cable
core and the connection hole should be crimped in two sides with cold crimping
pliers of corresponding specifications. After crimping, the tension test should be
conducted by hand and should not fall off. The model and size of the cable head
fastening bolts shall be appropriate to ensure good water tightness of the connection
between the plug (seat) and the main cable; The plug and socket shall be in good
contact, with moderate insertion and extraction force, and meet the product technical
requirements. The low-voltage cable head shall be made by dry wrapping method,
and the copper nose and cable core shall be connected by mechanical crimping and
tinned; The cable grounding is connected with copper braid, and the cutting of wire
core shall be cleaned with alcohol; The cable should be sealed tightly with
self-adhesive tape and adhesive tape to prevent moisture, gas, etc
(5) Leakage stoppage of the light box: to ensure the insulation performance of the
cable, after the cable is laid into the light box, the bottom hole and side hole of the

(6) Line test of series power supply lighting cable. Before installation, use a 2500V
megger to test the cable insulation resistance. The insulation resistance of a single
section of line must be greater than 500M Ω; If the requirements are not met, DC
resistance measurement and voltage withstand test must be carried out.

6.5 Installation of isolation transformer

The isolation transformer shall be installed on the premise that the light box is
cleaned, the single core light cable is laid, and the cable connector is made as
required. The plug and socket of the isolation transformer shall be firmly plugged and
sealed, and the grounding terminal of the isolation transformer and the protective
grounding wire shall be reliably connected; The connection between the airport
special high-voltage cable and the isolation transformer shall use a special connector
with good waterproof performance. The connector shall be firm and well grounded.
The connector shall not be loose or leaking.

6.6 Installation of navigation aids

6.6.1 Construction technical requirements

The orientation and luminous color of lamps shall be correctly determined according
to the design requirements; When the lamp sealing ring is pressed, its position shall
be correct.
(1) Installation of embedded lamps
Installation height of lamps: the lamps shall be installed horizontally. When there is a
slope on the pavement, the pavement elevation on the downhill side of the lamps

shall prevail, with the allowable deviation of 0~- 2mm. The base shall be subject to
the pavement elevation at the central axis.
Fixing of lamps: Tighten the bolts symmetrically and step by step with torque handle.
The torque is generally 3.5Kg · m~2.5Kg · m according to the temperature.
(2) Installation of vertical lamps: flexible parts must be set for vertical lamps with or
without lamp poles; For vertical lamps with lamp poles, the column shall be installed
vertically, and the lamps without inclination shall be installed horizontally; For
vertical lamps with inclination, the angle shall be adjusted according to the design
requirements.
(3) Sign board: the positioning and content of the sign board shall meet the design
requirements; The top of the multi board signboard shall be the same height, the
height difference between the top of adjacent boards shall not be greater than 2mm,
the total height difference shall not be greater than 5mm, and the flatness of the board
surface shall not be greater than 1mm.

6.6.2 Construction process

pavement at the lower side, and the error shall be controlled within+0~- 2mm; The
electrical contacts and wires in the lamp shall be kept in good electrical contact and
tightness. The lamp cover shall be fixed on the base. Finally, the grooves around the
lamp shall be filled with polyurethane sealant with a height of about 20mm.
(2) Installation of vertical lamps During the installation of such lamps, the lamp
holder must be installed horizontally, and it does not lean against the shoulder. The
method of low point padding is used to ensure the verticality of the installation of
lamps. Finally, the elevation angle is adjusted according to the design requirements.
(3) During the installation of the signboard, it is necessary to check whether the
content of the signboard is consistent with the drawing. The signboard must be
installed on the water surface, and the position error shall be controlled within the
allowable range of the specification. It is particularly emphasized here that the
secondary pipe of the lamp shall be embedded in the flange plate of the sign base,
and the secondary line shall enter the inside of the sign through the leg of the sign.
The windproof iron chain must be firmly fastened to the expansion bolt on the
foundation.

6.7 Construction technical measures

6.7.1 Technical measures for installation test

Solidification test of embedded lamps: the pouring cement, setting glue and other
fillers used shall be tested in advance to master the setting time, observe the
settlement depth and prepare for on-site installation; The test before installation is the

key measure. Make the test piece with the same weight as the lamp, prepare the filler
and pour it into the pit, then put the test piece into the pit, and knock it gently with a
rubber wooden hammer until the space between the test piece and the pit is filled.
Before the installation of light cables, the insulation resistance of each section of the
whole panel shall be measured. When the insulation resistance is lower than 500M Ω,
DC withstand voltage test and leakage current measurement shall be arranged; Before
installation of isolation transformer, insulation resistance measurement shall be
carried out one by one to ensure the quality of materials after mobilization.
All lighting circuits must be subject to 9KV voltage withstand test, and it is qualified
if there is no flashover breakdown within 3 minutes.

6.7.2 Technical measures for light box height control

The lighting facilities specification stipulates that the height of the top of the light
box relative to the foundation surface shall be less than 60mm. In order to meet the
above requirements, the following measures must be taken:
First of all, control the manufacturing height of the light box cover. If the height of
the light box cover itself exceeds 60mm, it will be nonsense to meeting the
specification requirements.
The use of self-tapping bolts can reduce the height requirements for fixing the sizing
block.
During the construction of the light box, the height of the fixed sizing block shall be
limited, and the selection of the fixed sizing block with appropriate specifications is
the key to ensure the requirements of the specification

The site office is headed by the Project manager who has responsibilities of the
day-to-day operation for the implementation of the Contract.

8.1 Contractor’s Responsibilities

8.1.1The Contractor shall, with due care and diligence, execute and complete the
Works and remedy any defects therein in accordance with the provisions of the
Contract. The Contractor shall provide all superintendence, labor, materials, and plant.
Contractor’s Equipment and all other things, whether of a temporary or permanent
nature, required in and for such execution, completion and remedying of any defects,
so far as the necessity for providing the same is specified in or is reasonably to be
inferred from the Contract.

The Contractor shall give prompt notice to the Engineer, with a copy to the Employer,
of any error, omission, fault or other defect in the design of or Specification for the
Works which he discovers when reviewing the Contract or executing the Works.

b. Investigation and test for materials to be used for the works

Prepare general/monthly materials supply program in line with the drawings,


estimated Bill of Quantities and general progress program.

For materials from supplier, for example cement, bitumen etc., firstly, require the
supplier to provide his business license; secondly, ask the supplier to provide quality
certificate for the materials they supplied; thirdly, take samples from materials
delivered to perform relative tests. Only the materials for the works subject to the
approval by the Engineer as per the submitted test results can be delivered to the site.
Samples shall be taken from each batch of material delivered to site.

For self-made material, choose material source in accordance with the requirements
according to the drawings and specifications, submit the qualified test result to the
Engineer for his approval after testing for many groups of samples. With consent of
the Engineer production can be commenced.

c. Design, review and submission for shop drawings

At the beginning of commencement, organize experienced design engineers in road


and structure works to make complete review to the original drawings and carry out
further design for shop drawings. If necessary, they shall recommend design variation
for unreasonable original design. Shop drawing shall be submitted to the Engineer
without delay so as to get early approval from him.

d. Preparation, review and submission for construction plan

technical staff/ plant/ materials provision and requirements. The plan shall not be
executed until permission from the Engineer is given.

e. Recheck the data

For shop drawings which have been approved by the Engineer, the data shall be
rechecked if necessary prior to starting site works. Site work shall only be
commenced in such a case that such drawings have already been confirmed without
any mistake.

f. Technical explanation

Prior to commencement each item of work, technical explanation must be made, that
is: project chief engineer or head of engineering department shall tell foreman and site
technician the details about the work including involved technical Specifications,
terms of contract, key points in drawings and precautions during construction.

g. Explanation to workers

Foreman and site technician shall make detailed explanation on the work to workers
who undertake the works and let them know the main points of the works and gist to
be controlled and requirements of Specification to ensure the quality of the works.

(2) Quality control during construction period

a. Implement of construction plan

Once the construction plan is approved by the Engineer, it must be strictly carried out
in construction period during which if any is dissatisfactory it shall be reported to
higher technician for further modification. Project chief engineer and head of
engineering department shall monitor the practice of construction plan at any time.

b. Setting out and survey

Setting out and survey shall be carried out only when the data is confirmed that it is
fully correct after rechecking. Setting out results must be within the tolerance limit
stipulated in Specification. For centerline control points and bench marks, periodical
inspection and review shall be given.

c. Providing construction technical/management staff, plant and equipment and


suitable materials

For every item work, a certain quantity of technical/ management staff, plant and
equipment which are in good working condition and qualified materials must be
provided. Only under such circumstance can the quality of works be guaranteed. The
deputy project manager in charge of site works, chief engineer, and head of
engineering department and charge of test shall inspect the same regularly.

d. Process inspection

Each process during construction shall comply with Specification and the drawings.
Before commencement following process works the previous one must be acceptable.
Otherwise, try to find out the reason resulting in such failure and give proper
treatment.

e. Spot test for material

Qualified materials are precondition for ensuring the quality of the works. During
construction period take samples for test at any moment in certain frequency or
quantity required. Any material failing to comply with the requirement must be
rejected without hesitation.

8.1.4 Remedying defects

a. Remedy defects within the tolerance limit of Specification

Any work which has been completed but with some defects such as unsatisfied
appearance etc. shall be remedied when the remedy program has been approved by
the Engineer after it was submitted by the contractor.

b. Reconstruction

For any completed work which really fails to comply with Specification while it
cannot be properly remedied, it shall be removed and reconstructed after receiving the
instruction from the Engineer.

c. Punishing

Any people who have responsibility for any defect works shall be punished in order to
caution others.

9. Environmental management Plan & Accreditation

Environmental protection is one of the important items in FIDIC. Considering site


construction arrangement for the above road works and other conditions at present we
offer the following points for environment protection.

9.1 Construction site and diversion

(1) Traffic sign and sign board shall be provided on site under construction, especially
for the sections where there are some unsafe factors or section easy to block.
Therefore, to ensure safety and normal traffic, it is necessary to provide special person
in the daytime on section under construction, guiding public traffic traveling on the
road.

(2) Waste materials resulted from diversion maintenance or site construction and
residual materials shall be piled up the designated place in accordance with the
requirement and graded with suitable plant or tools so that it is true of ambience
environment.

(3) Drainage systems on both sides of road shall be completed without delay to assure
water flow freely and protect completed works.

(4) Diversion within reserved area or other place shall be regularly maintained.
Necessary traffic signs shall also be provided. At the same time assign the person
managing and guiding public traffic.

(5) Distribute necessary protect items to special type of workers such as workers who
deal with lime stabilized layer work and remind them to wear.

(6) Wastes from site like spars, tires and so on shall be delivered to designated place
for pile up.

(7) Water application shall be made with space on sections with dense populations
and busy traffic.

9.2 Borrow pit and quarry

(1) Borrow pit and quarry are materials supplement bases which ensure site works can
be carried out normally, also the critical area for environmental protection.

(2) Road linking borrow pit or quarry to site shall keep open and be maintenance with
certain space. If possible water application shall be made to restrain dust-fly.

(3) Whatever borrow pit or quarry production, it shall be within the scale stipulated in
the contract. Cut at will trees and vegetation shall be forbidden.

(4) In materials yard equipment shall be distributed in order and reasonable and
convenient for production. Wastes coming from such production shall put on
specified location with obvious sign which is easily identified.

(5) For borrow pit or quarry nearby the project sites and take necessary safety
measures to enable the river out of block and let villagers share their normal living.

(6) Due to special work at quarry, besides workers there need to wear necessary
protection items, precaution line shall be set up around quarry, which shall be guarded
by special person to prevent people against injuring by fly-stones.

9.3 Environment Protection on the Asphalt Plant Area

(1) The location for the Asphalt Plant shall be located at existing CCCC concrete
batching plant.

(2) The asphalt plant shall be erected free from the water or flood; the necessary
drainage shall be applied for the area protection.

(3) The foundation of store for the materials shall be concreted and the roofing shall
be constructed with iron sheet sealed with water resisting material.

(4) The raw material such as bitumen, aggregate, agent shall be stored separately, the
in and out road for the material transport shall be divided.

(5) The trucks for the transport of the mixed asphalt concrete shall be covered with
the fabric cloth.

(6) The waste material shall be stockpiled separately or buried deeply according to the
instruction of the Engineer.

9.4 Environment Protection on the Works Completion

(1) Construction wastes shall be removed out of site or treated in place in accordance
with the Engineer’s instruction.

(2) Plant as soon as possible vegetation in the reserved areas on both sides of road and
diversion. Stockpiled spoil material shall be graded or delivered to the approved place
in accordance with the Engineer’s instruction.

(3) On completion of the works, residual wastes shall be removed out of the borrow
pit or quarry and the land graded to enable them in line with environment around and
keep water free flowing. If necessary import organic soil on the ground shall be
applied for vegetation.

(4) Properties belong to the Client shall be timely repaired or maintained for keeping
them in good condition until the satisfaction of the Engineer.

(5) For any land requisition, after it is rehabilitated a confirmation in writing shall be
given by land owner and put on record in the Engineer’s office.

10. Health & Safety Plan

(1) The Project is to be administered under the Safety Control organization headed by
the Project Manager. The site security officer shall be responsible for the daily check
of the safety.

(2) The project shall be equipped with efficient safety measures. All the staffs should
have construction pass permit during entering into the Airport compound.

(3) The constructor’s staff and the Engineer’s staff shall be equipped with necessary
facilities for the safety, such as safety helmets, masks, gloves and so on.

(4) The labor shall be educated with enough safety knowledge before the
commencement of any works.

(5) The third parties insurance shall be made for all the vehicles and equipment.

(6) The special care shall be applied for the works that who operates with the danger
works, such as quarry operation, asphalt concrete mixing works and so on.

(8) The safety signs shall be erected or placed within the constructing area.

(9) The fire extinguisher shall be equipped for the fuel station, fuel truck, store, office,
laboratory, workshop and asphalt mixing plant.
