may be useful to them in the formulation of their Proposals pursuant to this RFP. This RFP

conduct its own investigations and analysis and should check the accuracy, adequacy,
correctness, reliability and completeness of the assumptions, assessments and information
contained in this RFP and obtain independent advice from appropriate sources.
3. Information provided in this RFP to the Applicants may be on a wide range of matters, some
of which may depend upon interpretation of law. The information given is not intended to be
an exhaustive account of statutory requirements and should not be regarded as a complete or
authoritative statement of law. APGBC accepts no responsibility for the accuracy or otherwise
for any interpretation or opinion on the law expressed herein.
4. APGBC, its employees and advisers make no representation or warranty and shall have no
liability to any person including any Applicant under any law, statute, rules or regulations or
tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or
expense which may arise from or be incurred or suffered on account of anything contained in
this RFP or otherwise, including the accuracy, adequacy, correctness, reliability or
completeness of the RFP and any assessment, assumption, statement or information contained
therein or deemed to form part of this RFP or arising in any way in this Selection Process. The
Authority may in its absolute discretion, but without being under any obligation to do so,
update, amend or supplement the information, assessment or assumption contained in this
RFP.
5. APGBC also accepts no liability of any nature whether resulting from negligence or otherwise
however caused arising from reliance of any Applicant upon the statements contained in this
RFP
6. APGBC may in its absolute discretion, but without being under any obligation to do so, update,
amend or supplement the information, assessment or assumption contained in this RFP. The
issue of this RFP does not imply that APG&BC is bound to select an Applicant or to appoint
the Selected Applicant, as the case may be, for the Consultancy and APG&BC reserves the
right to reject all or any of the Proposals without assigning any reasons whatsoever. The
Applicant shall bear all its costs associated with or relating to the preparation and submission
of its Proposal including but not limited to preparation, copying, postage, delivery fees,

expenses associated with any demonstrations or presentations which may be required by


APG&BC or any other costs incurred in connection with or relating to its Proposal. All such
costs and expenses will remain with the Applicant and APG&BC shall not be liable in any
manner whatsoever for the same or for any other costs or other expenses incurred by an
Applicant in preparation or submission of the Proposal, regardless of the conduct or outcome
of the Selection Process.

LETTER OF INVITATION
To
All the interested and eligible firms.
Sir / Madam

1.1 The Government of Andhra Pradesh envisages for Preparation of Detailed Project Reports for
development of Rejuvenation of 80 Water Bodies in Andhra Pradesh. In this regard, on behalf
of APG&BC, APG&BC intends to procure an DPR Consultants through for Preparation of
Detailed Project Reports for development of Rejuvenation of 80 Water Bodies in Andhra
Pradesh ". More details on the services required are provided in the Terms of Reference of
this Request for Proposal (RFP).
1.2 Minimum eligibility criteria: Only the applicants / firms whose average annual turnover
is Rs. 2.80 Crores and above towards the consultancy fees during any one year in the
last five financial years, are eligible to apply for the bids.
1.3 Proposal submissions must be received not later than the due date specified in the schedule of
tender process in the manner specified in the RFP document to the mail id given below;

1.4 The DPR consultant firms will be selected based on the "Experience" as described in
this RFP.
1.5 The Proposals shall be filled in English and all entries must be typed / written in blue/black
ink. Initials of the Authorized representative of the applicant must attest all erasures

1.7 APG&BC reserves the rights to cancel, terminate, change or modify this procurement
/Proposal Process and /or requirements of proposal stated in the RFP, without assigning any
reason or providing any notice and without accepting any liability for the same.

1.8 The Proposal shall be valid for a period of not less than 30 days from the Proposal Due Date
(the "PDD"). In exceptional circumstances, prior to the expiry of the original proposal
validity period, the authority may request the firms to extend the period of validity for a
specified additional period. The request for the extension shall be made in writing. However,
Firms will not be permitted to modify their proposals.
1.9 Firms with Team leader, Architect, Structural Engineer, GIS, Hydrologist, Environmental
Engineer with an experience of minimum Ten years shall only be eligible for consideration
under this RFP.

1.10 No consortium/ Joint Venture applications are allowed. Proposals from individual firms shall
only be accepted for evaluation.

2. INSTRUCTIONS TO APPLICANTS
2.1 Applicants are encouraged to inform themselves fully about the assignment and the local
conditions before submitting the Proposal.
2.2 Broad description of the objectives, scope of services, deliverables and other requirements
relating to this Consultancy are specified in this RFP. In case an applicant firm possesses the
requisite experience and capabilities required for undertaking the Consultancy, it is invited to
participate in the Selection Process individually (the 'sole firm') on its own and no consortium
is allowed.
2.3 Proposals shall be prepared and submitted in the manner elaborated in this RFP as per the
formats/annexures provided.
2.4 No Applicant or its Associate shall submit more than one Application for the Consultancy.
2.5 Any entity which has been barred by any agency of the Central Government, any State
Government, any Statutory Authority or any public sector undertaking, as the case may be,
from participating in any project, and the bar subsists as on the date of the Proposal, would
not be eligible to submit a Proposal either by itself or through its Associate.
2.6 APG&BC reserves the right to terminate a firm's participation in the tender process at any
time, should APG&BC consider that a firm has, without the prior consent, failed to comply
with any of the procedures and requirements prescribed in the RFP.
2.7 It shall be deemed that by submitting the Proposal, the Applicant has:

a. made a complete and careful examination of the RFP;

b. received all relevant information requested from the Authority;

c. accepted the risk of inadequacy, error or mistake in the information provided in the RFP
or furnished by or on behalf of the Authority or relating to any of the matters referred in
the RFP;

d. Satisfied itself about all matters, things and information, including matters referred
herein, necessary and required for submitting an application and performance of all of its
obligations there under;

e. acknowledged that it does not have a Conflict of Interest; and

f. agreed to be bound by the undertaking provided by it under and in terms hereof.

2.8 The Authority shall not be liable for any omission, mistake or error in respect of any of the
above or on account of any matter or thing arising out of or concerning or relating to RFP or
the Selection Process, including any error or mistake therein or in any information or data

given by the Authority.

2.9 The Proposal of a firm shall be liable for disqualification in the event of the following:
a. If the firm refuses to accept the correction of errors in its proposal, (or)

b. If the Firm submits a conditional Proposal which would affect unfairly the competitive
provision of other firms who submitted substantially responsive proposal and/or is not
accepted by APG&BC.
2.10 AMENDMENT TO RFP
a. At any time prior to the due date for submission of Proposal, the Authority may, for
any reason, whether at its own initiative or otherwise, modify the RFP document by
issuing Addendum/ Amendment.
b. To provide the Applicants with reasonable time for taking an amendment into account,
or for any other reason, the Authority may, in its sole discretion, extend the Proposal
Due Date (PDD).

c. The above changes & amendments, if any, will be notified in APG&BC website i.e.

2.11 CONFLICT OF INTEREST

a. An Applicant shall not have a conflict of interest that may affect the Selection Process
or the Consultancy (the "Conflict of Interest"). Any Applicant found to have a Conflict
of Interest shall be disqualified.

b. An Applicant shall be deemed to have a Conflict of Interest affecting the Selection


Process, if:

i. a constituent of such Applicant is also a constituent of another Applicant; (or)

ii. such Applicant or its Associate receives or has received any direct or indirect
subsidy or grant from any other Applicant or its Associate; (or)

iii. such Applicant has the same legal representative for purposes of this Application
as any other Applicant; (or)

iv. a firm is engaged by the Authority to provide goods or works or services and if
the Associate/s of such firm is engaged by a different firm for providing
consulting services for the same project and vice versa.

PROPOSAL CONDITIONS AND EVALUATION

4. PREPARATION, SUBMISSION AND EVALUATION OF PROPOSALS


Language
4.1 The Proposal with all accompanying documents (the “Documents”) and all communications in
relation to or concerning the Selection Process shall be in English language and strictly on the forms
provided in this RFP. No supporting document or printed literature shall be submitted with the
Proposal unless specifically asked for and in case any of these Documents is in another language, it
must be accompanied by an accurate translation of all the relevant passages in English, in which case,
for all purposes of interpretation of the Proposal, the translation in English shall prevail
4.2 GENERAL

a. The shortlisted firms shall bear all costs associated with the preparation and submission of
its proposal, including data collection, analysis, etc. as also any discussions/ negotiations.
The authority shall not be responsible or liable for any such costs incurred.

b. The firms should submit their proposals individually only and proposals submitted by
consortium is not allowed.

c. Adherence to formats, wherever prescribed, is required. Non-adherence to formats might


be a ground for declaring a proposal non-responsive.

d. All communication and information shall be provided in English language only.

e. All communication and information provided should be legible, and wherever the
information is given in figures, the same should also be mentioned in words. In case of
conflict between amounts stated in figures and words, the amount stated in words will be
taken as correct and final.

4.3 PREPARATION, SUBMISSION AND EVALUATION OF PROPOSALS (STAGE)


The technical proposals as detailed below shall be prepared and hard copies should be submitted
while technical evaluation to be submitted through online [Link]

services with a project cost of Rs.280.00 Crores (Sewerage/Storm Water Drainage &
Rejuvenation of Water Body sectors) in any one year in the last 5 years, as a Prime
Consultant.
B. The firm should have prepared DPR for Lake Improvement/ Rejuvenation of Water Bodies

of at least 30 Nos. in any one FY during last 5 FY

Proposal:-

4.4 While submitting the Technical Proposal, the Applicant shall, in particular, ensure that:

A. Processing Fee is provided;


B. all forms are submitted in the prescribed formats and signed by the prescribed
signatories;
C. Power of attorney, if applicable, is executed as per Applicable Laws;
D. CVs of all Key Personnel have been included;
E. Key Personnel shall meet the Conditions of Eligibility
F. No alternative proposal for any Key Personnel is being made and only one CV for
each position has been furnished;
G. The CVs have been recently signed and dated, by the respective Personnel and
countersigned by the Applicant;
H. The CVs shall contain an undertaking from the respective Key Personnel about
his/her availability for the duration specified in the RFP;
I. Request For Proposal
J. Key Personnel proposed have good working knowledge of English language;

K. Key Personnel would be available for the period indicated in the TOR;

➢ If an individual Key Personnel make a false Statement regarding his qualification, experience
or other particulars, he shall be liable to be debarred for any future assignment of APGBC
for a period of 3(three) years. The Firm may also be liable to cancelation in such an event.

4.5 Submission of Proposal


The Applicants shall submit the Proposal in hard bound form with all pages numbered serially
and by giving an index of submissions. Each page of the submission shall be initiated by the
Authorised Representative of the Applicant as per the terms of this RFP. In case the proposal is
submitted on the document downloaded from AP E-Procurement, the Applicant shall be
responsible for its accuracy and correctness as per the version uploaded by APGBC and shall
ensure that there are no changes caused in the content of the downloaded document.

The Proposal will be sealed in an outer envelope which will bear the address of APGBC, RFP
Notice number, Consultancy name and address of the Applicant. It shall bear on top, the following:

“Do not open, except in presence of the Authorised Person of APGBC”

If the envelope is not sealed and marked as instructed above, APGBC assumes no responsibility
for the misplacement or premature opening of the contents of the Proposal submitted and
consequent losses, if any, suffered by the Applicant.

The aforesaid outer envelope will contain a sealed envelope, clearly marked ‘Technical Proposal’.
The envelope marked “Technical Proposal” shall contain the Processing Fee Rs.20,000/- payable
to Andhra Pradesh Greening and Beautification Corporation, Vijayawada with non-refundable and
supporting documents.

4.7
1.1. The Technical Proposal shall be typed or written in indelible ink and signed by the
Authorised Representative of the Applicant. All pages of the original Technical Proposal
must be numbered and initialed by the person or persons signing the Proposal.
1.2. The completed Proposal must be delivered on or before the specified time on PDD.
Proposals submitted by fax, telex, telegram or e-mail shall not be entertained.
1.3. The Proposal shall be made in the Forms specified in this RFP. Any attachment to such
Forms must be provided on separate sheets of paper and only information that is directly
relevant should be provided. This may include photocopies of the relevant pages of printed
documents. No separate documents like printed
1.4 The Technical Proposal will be evaluated on the basis of Applicant’s experience, financial
capacity and experience of Key Personnel
1.5 The price bid of the firm shall be submitted in a signed, stamped and sealed envelope as
per the format provided in the annexure
4.8 SIGNING OF PROPOSALS

The Authorized Signatory shall sign or initial each page of the proposal documents along with the
stamp of the firm. They should also sign & stamp each page of the RFP, scan and submit the same.

4.9 RECEIPT OF PROPOSALS

a. Technical & Financial proposals received within the due date will only be considered
for evaluation. Proposals other than the above will be summarily rejected.

5.0 BACKROUND

Andhra Pradesh Greening and Beautification Corporation (APG&BC) is a wholly owned


Undertaking of Government of Andhra Pradesh. The Corporation is the Implementing Agency for
Rejuvenation of Water Bodies in ULBs under AMRUT 2.0. Besides, the Corporation is also
developing Landscape works.

Further, as per the instructions of the Govt. of Andhra Pradesh, the APGBC envisages to develop
AMRUT 2.0 the rejuvenation and urban transformation is aimed to focus the cities “Water Secure,
the implementation project is launched by GoI. The Mission Directorate at AMRUT at state level
APUIFDC and the SHPC approved the projects under AMRUT by the APEX committee under
SWAP Tranche-II.

In this regard, APG&BC intends to procure DPR Consultants for preparation of Detailed Project
Reports for development of Rejuvenation of 80 water bodies in Andhra Pradesh.

5.3 SCOPE OF WORK

A. Activities to be done for improvement of water body (Rejuvenation)


i. Protection Measures
ii. Conservation Measures
iii. Regulation measures
iv. Beautification measures

Protection measures include fixing of the FTL (Full Tank Level) area of the water body in
consultation with the irrigation department/ULB, as well as the proposal of a fence or embankment
to prevent any encroachment of the lake area.
Conservation measures are implemented to ensure that no untreated waste water is allowed into
the water body, as well as to purify the water in the lake through bioremediation and de-siltation.
In order to preserve the lake's ecological equilibrium, it is imperative that only treated waste
water and rainwater be permitted to enter.

The above two measures are of paramount importance, to be followed by the establishment of
regulation measures. These measures include the construction of surplus weirs and sluice valves,
which are designed to release lake water to the downstream when it is desired or to the ayacut.
Another measure that all water bodies should implement is the beautification works which includes
the construction of walkways, greenery, children's parks, jogging/cycling tracks, sitting platforms,
gazebos, viewing decks, and boating facilities.

Surveys to be done/information to be collected


i. Testing of water/ waste water sample for specified characteristics at entry point(s), exit
point (s) and centre of the lake;
ii. Bathymetric survey to assess depth/ capacity of lake;
iii. Topographic survey by Total Station / DGPS to have complete idea of topography, inlet(s)
and outlet(s), existing drainage system etc.;
iv. NRSC Cartosat 3.0 DEM files to assess upstream catchment areas of lake and the discharge
of sewage/sullage from the catchment;
v. STPs available in the project influence area/ proposed under AMRUT 2.0 / UWM of SBM
2.0;
vi. Assessing Potentiality/ identifying potential users to use treated waste water in the ULB/
project influence area.
Designs and estimations required
i. Measures to improve the water quality in the lake to the desired standards prescribed by
CPCB;
ii. Measures to Increase the capacity of lake to hold more water;
iii. Measures to ensure no untreated waste water is released into the lake – either by
constructing bypass / periphery drain or constructing STP of required size/ meeting
catchment capacity;
iv. Estimations for protection, regularization and beautification measures.

B. Activities to be done for design of pervious concrete / sponge cities


i. Review of pervious/ permeable concrete designs available and implemented in various
ULBs and applicability of the same for Local condition;
ii. Review of various technologies/ systems adopted by other cities to make cities sponge
and exploring possibility to apply the same to Local Conditions;
iii. Identification roads/ walkways/ open areas in consultation with officials of Local ULBs
and implementing pervious concrete/ sponge city proposals;
iv. Assess current conditions, identify potential challenges, and evaluate benefits of Sponge
City techniques;
v. Carrying out detailed soil investigation of identified stretch and suggesting suitable
measures to ensure maximum water is percolates into the ground to improve ground
water table and reduce flood runoff;
vi. Develop initial design concepts that integrate Sponge City principles such as permeable
surfaces, green roofs, and rain gardens;

vii. Create detailed engineering plans for selected solutions, including drainage systems,
vegetation, and green infrastructure;
viii. Preparation of designs, working drawings and estimations to ensure the successful agency
will execute the work without deviations.

5.4 DELIVERABLES, TIME LINES

The Consultancy Fee as quoted by the selected consultant plus its applicable tax shall be paid by
APG&BC.

Review & Reporting:


As the proposed project is prestigious for Govt. of Andhra Pradesh and is expected to be developed
in a time bound manner, the Team Leader of the assignment is expected to be personally present
and appraise the project development status to the authorities concerned, on fortnightly basis.

Submission of Report: -
a) Preparing a base map of lake with inlets and outlets, superimposing FTL boundary ( if
available) assessing catchment area of lake, magnitude of silt formation, and pollution
level.
b) Identifying location for construction of STP, including suggesting appropriate technology
(preferably nature based) and I&D structures
c) Selection of alignment for diverting sewage/sullage in case of excess in flow than the
capacity of STP.
d) Design of bund, surplus weir, and sluice valves wherever required.
e) Preparation of estimates and bid documents.
f) Interaction with stake holders, including GoI officials, and suggesting best remedial
measures.
g) The agency/firm shall get the DPR Evaluation and Approval by the GoI and GoA
