3.7.1 Capacity Building for the Project Management Team (PMT)

The Consultant will provide comprehensive capacity building services aimed at enhancing the
skills and expertise of the PMT (comprising staff from SMTA directorates) and other associated
stakeholders. Given the varying nature of tasks in the project, from bus procurement to financial
audits, the Consultant will deliver tailored training and ongoing support to ensure the PMT is
fully equipped to handle the project's challenges.

 Needs Assessment and Training Plan:


o The Consultant will begin by conducting a thorough needs analysis to identify
the specific skill gaps within the PMT and associated GoS administrative
departments. This assessment will focus on:
 Reviewing the existing structure of SMTA.
 Analyzing current staff capabilities and identifying areas for improvement.
o A Capacity Building Action Plan will then be developed based on the results of
the needs analysis. This plan will detail the specific training modules, timelines,
and methodologies to address each identified skill gap.

3.7.2 Skill Development and Capacity Building Services

The Consultant will deliver skill development programs using a variety of techniques,
including training sessions, workshops, and hands-on learning approaches. The focus will be on
building a comprehensive skill set that allows PMT staff to manage the diverse aspects of the
project, such as procurement, project management, and BRT operations.

i. Project Management Training

 Training Modules:
o Project Planning and Scheduling: Training on the use of project management
software such as Primavera P6 or MS Project to plan, schedule, and track
project activities.
o Scope and Stakeholder Management: Practical training on how to define
project scope, engage with stakeholders, and manage expectations.

models, and contract monitoring to ensure the sustainable delivery of buses and
transport operations.

o Case Studies and Simulated Transactions: Training will include reviewing
successful PPP models from cities such as Bogota, Ahmedabad, and Kuala
Lumpur, with practical simulations of PPP advisory roles in these contexts.

3.7.3 Ongoing Support and Experiential Learning


The Consultant’s role will not be limited to formal training sessions but will extend to providing

o The Consultant will work closely with the PMT staff in an on-the-job training
approach. PMT officers will be encouraged to take ownership of project tasks,
with the Consultant offering guidance and support as needed.
o Mentoring and Shadowing: The Consultant will provide one-on-one mentoring,
allowing PMT staff to shadow experienced consultants and learn from their
expertise in real-time.
 Advisory Role:
o The Consultant will remain involved throughout the project lifecycle, offering
continuous advisory services to ensure the successful execution of the project.
