Abstract
The purpose of this internship report is to document the experience and knowledge gained
during the two months internship program at Damak Municipality. The report provides an
overview of the tasks and responsibilities undertaken during the internship, as well as the
skills and knowledge acquired.
During the internship, we were given the opportunity to work on various projects and
assignments, which allowed us to gain hands-on experience in Information and
Technology. We were also able to observe and participate in the day-to-day operations of
the organization, giving sus a deeper understanding of the industry and the company's role
within it.
In addition to the practical experience, we also had the opportunity to work closely with
experienced professionals, who provided guidance and mentorship. This allowed us to gain
valuable insights and knowledge about the industry, as well as professional skills such as
clipping, Working on CCTV, networking and so on.
Overall, the internship was a valuable and rewarding experience. We are grateful for the
opportunity to have been a part of Damak Municipality and look forward to applying the
skills and knowledge gained during the internship in our future endeavors.

Chapter 1: Introduction
1.1 Introduction
An internship in the IT department of a municipality is an opportunity for us to gain hands-
on experience in the field of IT and municipal operations. We worked under the supervision
of experienced IT officer and assisted tasks that align with our skills. We learn about the
various technologies and systems used by the municipality, such as computer systems,
networks, and software applications. It helps with the implementation of IT projects, such
as website management, data management, and system upgrades. Additionally, the intern
involved in providing technical support to other employees within the municipality, as well
as researching and analysing IT-related topics.
In this intern we got the opportunity to work on projects that improve the municipality's
operations and services, such as developing online services for people, improving the
municipality's website, network system, data management and implementing IT security
measures. Overall, an internship in the IT department of a municipality provides an
opportunity for the us to gain valuable experience in the field of IT and to learn about how
IT supports the municipality's mission and goals. It also gives an opportunity to develop
technical skills and build professional relationships, and also help in making municipality
more efficient and effective.
1.2 Problem Statement
The network of the municipality is frequently paralyzed, which frequently causes network
problems. Due to their reliance on the network to carry out their jobs, this could negatively affect
the operation of other municipal agencies.
Additionally, the lack of qualified and experienced people in the IT department makes it challenging
for the department to successfully carry out its obligations. The majority of employees are less
technically savvy, and even simple tasks take them a long time to complete. The management of
websites presents difficulties for the IT department as well. The website for the municipality is
frequently out-of-date, poorly made, and challenging to use. Residents may find it difficult to get
the information and services they require as a result, and the municipality as a whole may suffer as
a result. The IT division also has difficulties offering technical assistance to other municipal
departments. Proper documentation and training are lacking.

1.3 Objectives
• Learning about the various technologies and systems used by the municipality to
manage its operations.
• Understanding and following the municipality's IT security and compliance
standards.
• Providing support to IT staff and other employees in the municipality.
• Helping to create IT documentation.
1.4 Scope and Limitation
In this internship period, the overall operations like data management, network
management, website management were performed on IT department of Damak
municipality.
The scope of the report includes:
• An analysis of the municipality's current IT infrastructure and systems, including
hardware and software.
• A study of the municipality's IT support services, including helpdesk and technical
support.
Limitations
• Limited access to certain data or information due to security or confidentiality
reasons
• The report may not be able to provide a comprehensive understanding of the
municipality's IT department as it may only focus on specific areas of the
department.
1.5 Report Organization
Chapter 1: deals about general introduction of work done in IT department of
municipality. It also states problem of statement, Objectives, scopes and limitations in
detail.
Chapter 2: describe the details of the organization and its hierarchy. It includes working
domains of the organization and talks about the intern department or unit.

Chapter 2: Introduction to Organization
2.1 Organization Details
To the north of Damak in the Jhapa district of the Mechi zone of the eastern development
zone in the far east of Nepal, Chulachuli rural municipality of Elam district is on the south
side Gauradah municipality, on the west side are Madhumalla rural municipality and
Urlabari municipality of Morang district, and on the east side are Chulachuli rural
municipality and Kamal rural municipality. The total area of this Damak municipality is
75.85 square km. Established in the year 2039 B.S. in the name of Nagar Panchayat, the
area of this municipality is 7513 hectares. In this municipality, the 19 wards of Savik have
become the office of Damak Municipality, Municipal Corporation, which is currently
maintained in 10 wards according to the restructuring done by the Government of Nepal
dated 27-27-2073. Since last year, the custom of holding market on Wednesday in Damak
Municipality has remained the same till now.
The organization have been divided into different sections assigned with specific service
provided through them likewise it has IT department, Education Section, Economic
Administrative Section, General Administration Section, Account and Audit Section,
Planning Section. These Sections or branches of the office has its own function to carry out
for the efficient and smooth service delivery to the public according to their requirements.
Here as per the Federal governing system the publicly elected personnel are the chief of the
organization. Ram Kumar Thapa is the Mayor/ Municipality Head and Regina Bhattarai
Prasai is the Deputy-Mayor. There is total 10 ward councillors along with the ward
members whom are member of Municipality Conference who are involved in decision
making and budgeting of the Municipality. There

2.3 Working Domains of Organization
The working domain of the IT department in a municipality refers to the specific areas of
IT that the department is responsible for managing and maintaining. There are several
working areas of the IT department in a municipality which are discussed below:
Network management: The IT department is responsible for managing and maintaining the
municipality's network infrastructure, including servers, routers, switches, and other
network devices.
Data management: The IT department is responsible for managing and maintaining the
municipality's data, including data entry, storage, and analysis.
Website management: The IT department is responsible for managing and maintaining the
municipality's website, including design, content, and functionality.
Technical support: The IT department is responsible for providing technical support to
other departments within the municipality. This includes troubleshooting technical issues,
providing training and assistance.
IT security and compliance: The IT department is responsible for ensuring that the
municipality's IT systems are secure and compliant with relevant laws and regulations.
2.4 Description of Intern Department/Unit
All the IT related programs and department in municipality are run and handled by IT
department. It also performs the domain of network management, data management,
technical support, IT security. An intern department, also known as an internship program,
is typically a unit within this municipality that coordinates and manages the placement of
interns within the specific department. The intern department is responsible for recruiting,
selecting, and placing interns in various departments and roles within the organization.
They also provide support, guidance, and supervision to the interns throughout the duration
of their internship. The intern department may also be responsible for organizing training
and development opportunities for the interns, as well as providing feedback and
evaluations to the interns and their managers. The goal of the intern department is to provide
interns with valuable work experience and help them develop the skills and knowledge they

need to succeed in their chosen field, while also providing the organization with additional
resources and support.

Chapter 3: Background Study and Literature Review
3.1 Background Study
Established in the year 2039 B.S. in the name of Nagar Panchayat, the area of this
municipality is 7513 hectares. In this municipality, the 19 wards of Savik have become the
office of Damak Municipality, Municipal Corporation, which is currently maintained in 10
wards according to the restructuring done by the Government of Nepal dated 27-27-2073.
Since last year, the custom of holding market on Wednesday in Damak Municipality has
remained the same till now. Like every government office Damak municipality is providing
public services to the public in smooth and efficient way with following the Central
Government strategy of E-Governance. It is providing public services like Social Security,
Vital Registration, Public Charter, Application letter.
The IT department in a government office in Nepal would likely be responsible for
maintaining and managing the organization's computer systems, networks, and software.
This could include tasks such as ensuring the security of the organization's data,
implementing and updating computer systems, providing technical support to employees,
and managing the organization's website and online presence. Additionally, the IT
department is also be responsible for the implementation and maintenance of any software
systems used by the organization to manage its operations, such as financial management
or human resources systems.
The technical environment in municipality offices in Nepal is be similar to that of other
government offices in the country. There is access to technology and equipment, and may
rely on basic computers and software such as Microsoft Office for tasks such as word
processing and data entry. The municipality office also uses GIS (Geographic Information
System) software to manage land-related information and provide services such as
mapping, land use planning and property management. However, the municipality office
does have budget constraints and lack of resources to purchase and maintain the latest
technology. In addition, Internet connectivity is limited, and the network infrastructure is
underdeveloped.
There are different types of software used in government for management information
system. Vital registration service is most important commonly used service in municipal

office where Economic administration information system includes software like SUTRA
(Sub-national Treasury Regulatory Application), RMIS (Revenue Management
Information System), TSA (Treasury Single Account System), PAMS (Public Assets
Management System). Education department uses IMEIS (Integrated Educational
Management Information System). These systems are developed under the circumstance
provided by law. There are various policies, laws, and regulations that are relevant to
municipalities of Nepal. Some of them include:

• The Local Government Operation Act, 2074
• The Nepal Municipality Standards
• The Public Service Act, 2049
• The Financial Management Act, 2074
• The Procurement Act, 2063
• The Environment Protection Act, 1996
• The National Building Code, 2059
3.1 Literature Review
Nepal's government has been actively working to improve its use of technology in recent
years. This includes initiatives to digitize government services, improve internet access and
infrastructure, and promote e-governance. Additionally, the government has been working
to improve the overall business environment and attract foreign investment in the
technology sector. However, it is important to note that Nepal is a developing country and
its government IT infrastructure may be limited in comparison to more developed countries.
It is seen that government is following the Strategic plans to raise the E-Governance
Development Index up to 0.68. (NPC, 2020) It is the great challenge which if accomplished
bring the huge impact on government sector for its overall development.
In Nepal, incorporating ICT in/within the government sector for public service delivery can
speed up the flow of information and knowledge between government and citizen and
transform the way in which government and citizens interact. For Nepal, it is a challenge
to create and develop proper system of governance and make public service delivery
efficient. The use of ICT can make the government more efficient and effective, facilitate

more accessible government services, allow greater public access to information, and make
government more accountable.
After a demand for the revised policy featuring the Information Communication
Technology as a whole, the government of Nepal devised the Information Communication
Policy 2072 (2015). This policy stresses in the need for a well-defines and consistent policy
and regulatory framework for addressing converged regime of telecommunications,
broadcasting and ICT (ICT Policy 2072). After a demand for the revised policy featuring
the Information Communication Techno-logy as a whole, the government of Nepal devised
the Information Communication Policy 2072 (2015). This policy stresses in the need for a
well-defines and consistent policy and regulatory framework for addressing converged
regime of telecommunications, broadcasting and ICT (ICT Policy 2072). These policies as
a whole regulate all the activities regarding the information communication technology in
Nepal. (Bista, 2019)
The starting point towards e-government of is to ensure the availability of infrastructures
and the knowledge supporting the enhancement of e-government, and ensuring the access
of the general people to those facilities. There is a low level of adoption of e-government
services in developing countries. One of the major reasons is that the citizens lack
knowledge about the new e-government services. Awareness is a crucial issue for the use
of e-government services. The developing countries should raise awareness throughout the
country regarding their e-services through different advertising channels. The government
e-services and websites should be updated on a regular basis and incorporated with online
chats in which citizens can communicate with experts to gain immediate information about
all e-government services during and after COVID-19. Ethical issues such as greater
authentication and identification procedures are necessary for citizens to develop high
levels of trust including awareness, security, and privacy of personal information. (Sharma,
2020)
E-governance is considered as a backbone of good governance which would help to
maintain good governance in the nation. Without implementing e-governance, it is
impossible to believe good governance. For developing effective e-governance
implementation, there has been obstacles like Information Technology Act and Policy, not
in government's priority, commitment of leadership, lack of sufficient budget, poor physical
infrastructure, and aware of people on IT. For making an effective service delivery system

the following point should be noted are implementing by making human resource planning,
preparing clear standards for promotion, due use of reward and punishment, making work
performance evaluation objective and scientific and making promotion, transfer neutral and
transparent. Similarly, providing similar opportunity for studies, visit transparent and
objective, and making public service delivery effective. The civil service has the direct
bearing on the smooth progress and prosperity of the civil society. The successful, efficient
and effective civil service system of the country is in itself a harbinger of national peace,
progress and prosperity. Future research needs a deep investigation with empirical data to
understand the bureaucratic reform for smooth e-governance process and its influence on
service delivery. (Giri, IJCSMC, 2019)
Nepal is facing numerous challenges whole implementing e-government like poor ICT
infrastructure development, law and public policy, insufficient human resources
development and management, digital divide and e-literacy. Some other challenges are
political issues, inadequate human resources, lack of a legal framework, low per capita
income, little public awareness about ICT and the nation. Nepal has still many problems in
case of using ICT in government and other sectors. For authentication and regularization
of the recognition, validity, integrity and reliability, it is essential to make legal provisions.
Nepal requires a bold set of institutional reforms aimed at achieving better governance
while enforcing the rule of law. There are several legal instruments created to develop IT
sector for augmenting e-governance as IT Policy 2000, IT Policy 2004, Electronic
Transaction Act 2004, Telecommunication Policy 2004, E-governance Master Plan, IT
commitments in different plan periods, Electoral Transaction and Digital Signature Act
2000, Copyright Act 2000, Telecommunication Act and Regulation 1997 and National
Communication Policy 1992. The reason of success and failure of e-government is the lack
of comprehensive agencies of government. Citizens play a major role to make government
success failure. There are not sufficient act and policy in ICT sector wise law. Policy and
plan should formulate in time for regulating the e-government activities in the nation. (Giri,
academia, 2019)

4.2 Description of work involved during internship
During Internship, various types of tasks are performed. Initially, as IT assistant technical
issues in the different section were resolved. The vital registration data entry was done
through the software was done. After analysis of the data was performed using the Excel
features. The monitoring and update of data display of video wall was done. Update of data
and information on the websites was done. These are the major works involved during the
internship period.

Chapter 5: Conclusion and Learning Outcome
5.1 Conclusion
In conclusion, my IT internship at the municipality has been a valuable and educational
experience. I have been able to gain hands-on experience working on various IT projects
and initiatives that support the municipality's operations. I have also had the opportunity to
learn about the IT infrastructure and systems used by the municipality and how they support
the delivery of services to the community. Through this internship, I have gained a deeper
understanding of the role of IT in local government and the importance of technology in
delivering efficient and effective services. I am grateful for the opportunity to have been a
part of the municipality team and look forward to continuing to build on the skills and
knowledge I have gained in my future endeavours.
5.2 Learning Outcomes
After completing this internship, I have evaluated that I have learned the following
important lessons.
