Name of Proponent: MARVILYN C. FRANCIA, Ph.D
Position/Agency: Chief Education Supervisor-CID
B. Profile of the Activity
Title/Purpose: Printing, Binding, Supply, and Delivery of Rapid
Mathematics Assessment (RMA) – Learner’s and Teacher’s Booklets in the
conduct of EOSY Break Activities for the use of Bislig City Division
Teachers and Learners.

I. Rationale:
The Department of Education (DepEd), as articulated in MATATAG:
Bansang Makabata, Batang Makabansa agenda, has committed to a
learning recovery program to address learning losses arising from, among
others, the COVID-19 pandemic. Results from National Achievement Tests
{NATs) and international large-scale assessments (ILSAs) highlight the
need for additional teaching support to enhance learners’ academic
performance.

The implementation of End of School Year (EOSY) Break Activities

is a strategic initiative supporting the National Learning Recovery
Program (NLRP) and is complemented by plans to improve skills in
reading, mathematics, science, and technology, and similar initiatives
that aim to sustain learning recovery. The activity serves a two-fold
objective: to improve learner outcomes and to strengthen teacher
competence so they can teach better. This initiative places utmost
importance on fostering learner well-being and engagement, promoting
inclusive education, and cultivating a positive learning environment
where teachers excel and learners flourish.

The Schools Division Office (SDO) of Bislig City, now therefore

proposed that the downloaded funds from DepEd Central Office be utilized for the
outsourced printing, binding, supply, and delivery of Learning Resources
needed in the conduct of EOSY break activities supporting the National
Learning Recovery Program (NLRP) for Grades 1 to 3 Rapid Mathematics
Assessment.

II. Objective:

To Provide Rapid Mathematics Assessment (RMA) – Learner’s and

Teacher’s Booklets in the conduct of EOSY Break Activities for the use of
Bislig City Division Teachers and Learners.

The initiative aligns with the Department of Education’s MATATAG agenda, which emphasizes a national learning recovery program to address learning losses from the COVID-19 pandemic. The goal is to enhance academic performance by providing additional teaching support and improving skills in key subjects like mathematics, fostering well-being, and promoting inclusive education .

The RMA initiatives promote inclusive education by providing resources that cater to diverse learning needs, enhancing access to quality teaching materials, and ensuring that all learners, regardless of background, have opportunities to improve their mathematical skills. These efforts contribute to a positive and inclusive educational environment .

The primary objectives are to provide Rapid Mathematics Assessment (RMA) – Learner’s and Teacher’s Booklets for the conduct of End of School Year (EOSY) Break Activities, and to improve learner outcomes while strengthening teacher competence .

The methodologies employed include outsourcing the printing, binding, supply, and delivery of Rapid Mathematics Assessment (RMA) – Learner’s and Teacher’s Booklets. This approach ensures the efficient distribution of materials necessary for the conduct of EOSY Break Activities .

The EOSY Break Activities potentially improve both learners' academic performance and teachers' teaching skills by providing targeted support and resources such as the RMA booklets. These activities aim to mitigate learning losses, engage learners effectively, and enhance teacher competence, thereby fostering an environment conducive to improved educational outcomes .

The expected outputs are the successful provision of Rapid Mathematics Assessment (RMA) – Learner’s and Teacher’s Booklets, which support the conduct of EOSY Break Activities for Bislig City Division teachers and learners .

The MATATAG agenda plays a critical role in counteracting educational setbacks due to the COVID-19 pandemic by implementing a learning recovery program. It focuses on enhancing learners’ academic performance through additional teaching resources and activities, such as the Rapid Mathematics Assessment, thereby targeting crucial subjects like mathematics. This initiative supports inclusive education and aims to create a conducive learning environment facilitating both teacher excellence and learner engagement .

The budgetary considerations include costs for printing and delivery, detailed in the activity design with specific unit costs for different booklet types. The total cost amounts to PHP 155,581, encompassing various expenses such as the booklets' printing and binding .

Employing a Monitoring and Evaluation (M&E) framework is significant as it ensures that the project's objectives are met effectively. It provides a structured approach to assess the impact of the initiative on learner outcomes and teacher competence. The standard M&E Toolkit will be used to gather data, measure effectiveness, and guide any necessary adjustments to the program .

The RMA is implemented at the end of the school year to complement the National Learning Recovery Program. This timing allows for targeted interventions following assessments like the National Achievement Tests. It addresses identified learning gaps, supports curriculum review, and strengthens foundational mathematics skills before the start of the new school year .
