“The effectiveness of CCTV in reducing crime rates at the boundary of Calit Binmaley Pangasinan”

STATEMENT OF THE PROBLEM:

This study seeks to examine the effectiveness of CCTV in reducing crime rates at the boundary of Calit,
Binmaley, Pangasinan.
Specifically, it aims to answer the following questions:
1. What is the effectiveness of the installation of CCTV after the affected crime rates in the
boundary of Calit, Binmaley, Pangasinan?
2. Which crimes have been most affected by the CCTV system in the area?
3. What challenges are encountered in maintaining and monitoring the CCTV system to ensure its
effectiveness in crime prevention?

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents the review of literature and studies that help the researcher in the
conceptualization of information that are relevant and to the present study.
Related Literature
This part presents the literatures from local and international, which are related with the research study
about the effectiveness of CCTV in reducing crime rates at the boundary of Calit, Binmaley, Pangasinan.
The following are the literatures used by the researchers.

The Closed Circuit Television (CCTV) cameras have become essential in daily life, playing a critical role in
security systems for various establishments, including homes and stores. Millions of cameras are
installed in public areas to reduce and prevent crime while enhancing public safety. A study conducted in
Barangay Calit, Binmaley, Pangasinan, aimed to evaluate the effectiveness of CCTV in preventing crimes,
particularly traffic violations, crimes against persons, and property crimes. Using a descriptive-
correlational design, the analysis revealed that CCTV installations are highly effective in crime
prevention, as they provide 24/7 monitoring that aids in solving incidents like theft and robbery.
Additionally, CCTV serves as crucial evidence in court, and its presence encourages drivers to comply
with traffic laws, knowing they are being monitored.

CCTV and Crime Reduction

A thorough review by Welsh and Farrington (2009) showed how successful CCTV is at lowering crime
rates in a variety of contexts. According to their data, installing CCTV might result in an approximate 16%
decrease in crime on average. The study made clear that active monitoring and well-planned camera
placement are crucial elements affecting CCTV's deterrence effectiveness. Crime is less likely to occur in
public areas with high camera visibility because potential offenders believe they have a greater chance of
being discovered and apprehended.

CCTV's Impact on Specific Crime Types

The usefulness of CCTV in combatting particular types of crimes, particularly property crimes like theft
and vandalism, was the subject of research by Piza et al. (2019). The results showed that places having
CCTV systems installed saw a significant decrease in crimes involving vehicles. According to the study's
findings, the existence of surveillance cameras considerably discourages possible criminals, particularly
when those cameras are open to the public view. This supports the idea that installing CCTV in strategic
locations can help to significantly reduce crime rates in high-risk neighborhoods.
Community Perception and Effectiveness of CCTV
The impact of community views on the efficacy of CCTV systems was investigated by Phillips (1999). The
study found that the deterrent effect of CCTV is greatly increased by public support and awareness of
surveillance operations. People in the community are more willing to assist law enforcement by
reporting suspicious activity when they view CCTV as a useful tool for safety. CCTV may become less
popular and face opposition if it is thought to be an infringement of privacy. This could compromise its
ability to deter crime.

Common questions

Powered by AI

Common challenges in maintaining and monitoring CCTV systems include ensuring continuous operation and real-time monitoring, technical failures, and the need for regular maintenance to prevent and resolve malfunctions. Additionally, the correct placement for maximum visibility and deterrent effect, as well as securing public support and balancing privacy concerns, are essential for maintaining the system's effectiveness .

CCTVs have been particularly effective in reducing crimes related to vehicle theft and vandalism. The significant decrease is likely due to the visible presence of cameras, which serves as a deterrent to potential criminals who are aware of the increased risk of detection and apprehension . This deterrence is enhanced when cameras are open to public view, discouraging criminal activities in areas monitored by CCTV .

The strategic placement of CCTV cameras influences their effectiveness by ensuring maximum coverage and deterrence in areas prone to crime. In community settings, placing cameras in high-traffic and crime-prone locations increases visibility, thus enhancing deterrence. Proper placement involves considering environmental design, blind spots, and public visibility, all contributing to a greater perceived likelihood of detection, which discourages criminal behavior .

The presence of CCTV cameras deters potential criminals more effectively in high-risk neighborhoods because these areas typically experience higher crime rates, making the perceived risk of apprehension more significant when surveillance is introduced. High-risk areas benefit from the visibility of CCTV as it enhances the likelihood of criminal detection and increases the consequences for offenders, which are more palpable compared to low-risk areas where crime incidence and the immediate association of risk with surveillance may be lower .

The effectiveness of CCTV is maximized when integrated into a broader security strategy that includes factors such as strategic camera placement, active real-time monitoring, and community involvement. Effective integration involves using CCTV data to support investigative processes, complementing physical security measures, and fostering public awareness and cooperation . Such integration ensures a comprehensive approach to crime prevention, enhancing the overall security framework and deterring criminal activities more effectively .

CCTV installations are highly effective in reducing crime rates in Calit, Binmaley, Pangasinan, particularly in preventing traffic violations, crimes against persons, and property crimes. The effectiveness is attributed to 24/7 monitoring and the provision of critical evidence for solving incidents like theft and robbery . Moreover, strategic placement and active monitoring are crucial as they deter potential offenders due to the increased likelihood of being discovered .

Community support plays a crucial role in the perceived effectiveness of CCTV systems. When the public is informed about the benefits of CCTV and perceives it positively, it tends to cooperate more with law enforcement, such as by reporting crimes and suspicious activities . Law enforcement can leverage this support by engaging with the community, promoting transparency, and addressing privacy concerns to foster a cooperative environment that enhances the deterrent capabilities of CCTV systems .

The study by Welsh and Farrington reveals that active monitoring and strategic camera placement are critical to the deterrence of crime. Their research indicates that these elements increase the visibility and perceived risk of detection, thereby making crime less likely to occur in public areas with high camera visibility . This implies that effective design and operation of CCTV systems are essential for maximizing crime reduction benefits .

While CCTV systems are effective in reducing certain crimes by deterring offenders, their potential impact on community privacy and trust is a significant concern. Effective CCTV usage depends on balancing transparency and respect for individual privacy to maintain public trust and avoid resistance. If perceived as beneficial for safety, community support enhances the deterrent effect . However, overly intrusive surveillance can lead to privacy infringement issues, prompting opposition and potentially undermining its crime prevention capabilities .

Public perception significantly influences the effectiveness of CCTV systems. When communities view CCTV as a beneficial tool for enhancing safety, there is greater public support and cooperation with law enforcement, such as reporting suspicious activities, which amplifies the deterrent effect . Conversely, if CCTV is perceived as a privacy infringement, it may face opposition, reducing its effectiveness due to lack of community cooperation .
