INTRODUCTION
1.1 Purpose
The Municipality of Butig envisions that by the 2030, it will become an
agricultural and eco-tourism center of the 2nd District of Lanao del Sur with its
proud, freedom-loving, and God fearing people, enjoying the benefits of
sustainable development and ecologically-balanced environment, having
competent leadership; and transparent, accountable and good governance.
It is imperative to address the issues on solid waste management presently
faced by the municipality, to wit:
1. Absence of proper disposal site;
2. Technical person/s to manage at the site;
3. Funding constraint to catch-up with the long overdue
implementation of the ecological solid waste management of the
national government;
4. Lack of ordinance or local policy adopting RA 9003;
5. Low awareness at the households and institutions level towards
segregated collection at source;
6. Inadequate capability of the Barangay Solid Waste Management
Committees as well as of the municipal personnel in solid waste
management
In the light of the above-stated vision vis-à-vis relevant issues, the Municipal
Solid Waste Management Plan (MSWMP) of Butig places primary emphasis
on implementation of all feasible reuse, recycling, and composting programs
while identifying the disposal amount and treatment capacity. The plan
contains all the components provided in Section 17 of RA 9003 and a
timetable for the implementation of the solid waste management program in
accordance with the National Solid Waste Management Framework and
pursuant to the provisions of the Act.
The enumeration of State declaration of policies in Section 2 of RA 9003 is
hereby adopted in this Plan, to wit:
(a) Ensure the protection of public health and environment;
(b) Utilize environmentally-sound methods that maximize the utilization
of valuable resources and encourage resources conservation and
recovery;
(c) Set guidelines and targets for solid waste avoidance and volume
reduction through source reduction and waste minimization
measures, including composing, recycling, re-use, recovery, green
charcoal process, and others, before collection, treatment and
disposal in appropriate and environmentally-sound solid waste
management facilities in accordance with ecologically sustainable
development principles;

(d) Ensure the proper segregation, collection, transport, storage,
treatment and disposal of solid waste through the formulation
and adoption of the best environmental practices in
ecological waste management excluding incineration;
(e) Promote national research and development programs for
improved solid waste management and resource
conservation techniques, more effective institutional
arrangement and indigenous and improved methods of
waste reduction, collection, separation and recovery.
(f) Encourage greater private sector participation in solid waste
management;
(g) Retain primary enforcement and responsibility of solid waste
management with local government units while establishing
a cooperative effort among the national government, other
local government units, non-government organizations, and
the private sector;
(h) Encourage cooperation and self-regulation among waste
generators through the application of market-based
instruments;
(i) Institutionalize public participation in the development and
implementation of national and local integrated,
comprehensive and ecological waste management
programs; and
(j) Strengthen the integration of ecological solid waste
management and resource conservation and recovery topics
into the academic curricula of formal and non-formal
education in order to promote environmental awareness and
action among the citizenry.
This is formulated to provide the strategic direction on how the solid
waste management can be implemented at the municipal level down to
the component barangays. The SWM Plan will serve as basis for the
municipality to allocate budget required to implement the SWM and
create local ordinances to enforce RA 9003.
Certainly, the MSWMP also subscribes to the principles of the
sustainable integrated development framework wherein the
environment is one of the elements of our socio-economic
development. This was formulated through the participation of the
multiple stakeholders in Butig. It will be reviewed and updated every
two (2) years by the Butig Solid Waste Management Board or as the
need arises.

1.2 Approach
The main approach in preparing this plan was the identification of the
problems and issues of the Local Government of Butig for solid waste
management. Then based on the analysis of the existing situation,
generating objectives to address the problems, appraising and objectives
setting, generating actions that support each objective, and preparation of the
action plans, proposal for funding, etc., the preparation of the solid waste
management plan was undertaken through the participatory approach of
planning.
During the planning on solid waste management, the cooperation and inputs
of the stakeholders that include municipal officials, residents and other groups
in the communities having the
benefits or affected by solid
waste management were
required. It called the
participation of the
component-barangays
especially in the data
gathering and validation.

2019-04 and Section 1 of the
Sangguniang Bayan Resolution
2019-04, provides for the creation of the Municipal Ecological Solid Waste
Management Board (MESWMB). Its composition, duties and functions are
well-defined in the said local legislation in accordance with the provisions of
RA 9003. The Executive Order No. 2019-12 was then issued to formally
reorganize the MESWMB. The Technical Working Group headed by the
MPDO and MLGUOO was subsequently formed which directly assisted the
Board in the preparation and formulation of the Plan.
The creation of the MESWMB and TWG was institutionalized by virtue of the
Executive Order No. 2019-12 series of 2019, which reconstituted and re-
organized the Municipal Ecological Solid Waste Management Board.
Thereafter, the meetings and/or brainstorming were conducted with the set of
agenda for planning that include the following:

The assessment and analysis of all gathered data took into consideration the
present service level and/or system of solid waste management in the
including the status of waste generation, waste volume, storage, collection,
transportation, treatment and disposal of municipal solid waste. The
assessment offered the comprehensive picture for how to solve the problems
on the waste management system of the municipality. It then became the
basis of the development of the Plan.
Data from the Comprehensive Development/Executive /legislative Agenda
2016-2019 as well as the draft Comprehensive Land Use Plan were extracted
with information especially on demography, municipal profile etc. The
information extracted was used in the projection and forecasting of waste
generation.
1.3 Acknowledgement
The formulation of this Plan would not be possible without the collective
efforts of stakeholders in Butig under the leadership of Mayor Dimnatang BL.
Pansar. The Local Chief Executive and his Office extended its available
resources in order to carry-out the preparation, research, planning-workshops,
focus group discussions and key informant interviews.
The Departments of the LGU of Butig were also enjoined to participate and
provide support to the whole process of formulating the Plan. On the other
hand, the Sangguniang Bayan of Butig took its part in providing policy support
and responsive legislation especially in the enactment of the Municipal
Ordinance No. 2019-04, and the adoption of the Municipal Resolution No.
2019-19 (IRR of the Municipal Ordinance 2019-04).
All the 16 Punong Barangays and their respective Council were able to
provide support that facilitated the gathering of the necessary information and
mobilization.
The Municipal Solid Waste Management Board of Butig would like also to
acknowledge the contribution of EnP Zenoden L. Guro Jr., MPDC of Bacolod-
Kalawi, Lanao del Sur for sharing their experience in preparing their MSWMP
all the way to defending it before the panel of National Solid Waste
Management Commission (NSWMC).
Nonetheless, this Plan took its guidance from the online resources of the
NSWMC such as the RA 9003, DAO 2001-34 (IRR of RA 9003), National
Solid Waste Management Framework, and Guidebook for Formulation of
Solid Waste Management etc. Further, available online copies of MSWMP of
other municipalities were also reviewed and being used as references.
