CHAPTER I
BACKGROUND

The humble history of barangay Sto. Rosario started long before the time of the Spaniards colonizing the Philippines.
It is a wide vast land which was given at that time to the encomienderos. They are the people whom the Spanish
government designated to rule the wide lands to convert to farmlands and eventually make laws under the Encomienda
System.

It was moved over from generations to generations the power to hold the lands including the Escalers and the
Singians. The large-scale land of Barangay Sto. Rosario known before as Barrio Sto. Rosario which was then turned over to
the authorities of the Escaler and Singian clans respectively. It was then under the jurisdiction of the town of San
Fernando, province of Pampanga. According to some barrio folks the vast land was surrounded by mango trees which
fondly called as “Manggang Pau”. The place then was frequented by a lot of people to pick and gather mangoes. They
eventually called the place as “Pau” in line with many trees that can found around.

More than a decade, before the Japanese invasion, Santiago Miranda, commonly known as Apung Tiago, a resident of
Pandaras, ( a small part of the barrio known as sitio ) was part of Barrio Pau, saw a floating image of the Sto. Rosario in the
river. From there, nobody could remember the exact date when this happens until the present time. The image is made up
of ivory and measures 15 inches in height. whenever there is an occasion in the barrio like Holy Week, Christmas and
Fiesta, the image of the Sto. Rosario is being borrowed to the family of Santiago Miranda to enthrone the image in the altar

of the chapel which is made up of bamboo, nipa and pawid. Through the years, barrio folks had renamed the place to “
Manggang Pau” and the name of the image which later termed as Sto. Rosario Pau.

Logistically, on the southern part of Pampanga known as the 4th Congressional District, the smallest town known as
Sto. Tomas is situated with 7 barangays and a sitio. Sto. Rosario being a farmland as narrated in its history dubbed as the
“catch basin” of Upper Pampanga wherein flood waters could take weeks to vanish before. Climate is totally fair most of the
time and rainy days usually occur in the month of June to October depending on the influence of seasonal weather. The
Sto. Rosario Elementary School located near the North Luzon Expressway ( NLEX ) is also being affected when typhoons
and Habagat season is on its peak. The school is surrounded before by farmlands and ponds making it prone to floods.

The barangay Sto. Rosario has 3.4 kilometers distance from the center or capital ( Poblacion ) where the Municipal Hall
is situated. It is in the Eastern portion near some parts of Barangay Dela Paz, San Simon, Western portion is Barangay
Moras Dela Paz, Barangay Pandaras, City of San Fernando on the North and Barangay San Matias on the South.

Sto. Rosario Pau has a 3,348 population composed of more than 500 families in total. Most of the people here are farmers since it
is strategically a vast farmland and mostly aligned in its river making it more prone to floods. The social status in mostly categorized into
middle class and lower class. Most of the children are going to school by walking and some traveling for few minutes.

Way back 2012 Luzon southwest monsoon floods (informally known in Tagalog as Habagat) The "fierceness of the
monsoon”, was an eight-day period of torrential rain and thunderstorms in Luzon in the Philippines and Pampanga was not
spare from this. The whole barangay including the school had the wrath of the disaster submerging almost all roads under
water and leaving the school grounds a tremendous aftermath.

Continuous heavy rains are projected to occur between the months of July to October due to monsoon rains enhanced
by a strong typhoon that will hit Central Luzon. The said typhoon is classified as a Category 4 typhoon with winds of up to
230-260 kph gustiness and rainfall measuring 201-400mm (within 24 hours). The event will increase risk of flooding.

No one wants to plan for the worst. But preparing now means you can hope for the best and feel more ready to face a
disaster if it does happen.

The root cause of the typhoon is the geographic location of the municipality. Typhoons may occur in the month of
June to December. However, there may be also typhoons during the months of January to May due to climate change.

The early warning signs that the MDRRMC are using to be aware of any weather condition are the PAGASA Weather
Bulletins; tri media (TV, radio and internet); convergence of cirrus clouds in the horizon and wind movement.
The typhoon which may landfall in or within Sto. Rosario may be triggered by other weather disturbances like Habagat
or Southwest Monsoon, Low Pressure Area and Inter-tropical Convergence Zone (ITCZ).

At the very least, the school has established existing mitigating measures in response to a typhoon. These include
integrating DRR across learning area, including health and climate change, Regular inventory of the resources such as
food, medicine kit etc., people are advised to be updated on the weather bulletin issued by PAGASA, installation of early
warning system and undertaking hazard mitigation training.

The SDRRMC of Sto. Rosario ES, Sto. Tomas will have to prepare for the worst-case scenario as described in the
tables. In this case, a super typhoon shall make a landfall with maximum sustained winds of greater than 350 kph.
The typhoon will also lead to the occurrence of flooding in the school surroundings submerged in flood, 3 ft. and above
destroying school equipments and learning materials. More than fifty (50) individuals will be injured and possible
death will occur.

Power blackout will be experienced. Communication facilities will be totally damaged. Transportation will be
interrupted and roads and bridges will not be passable. Some of the local responders will unable to address the situation;
because they will be part of the victims as well.

SCOPE:

A Sangguniang enactment providing for the forced evacuation of residents in disaster-stricken areas who are in
imminent danger in times of calamities and other forms of emergency, whether natural or man-made to promote the
general welfare and safety of the Kapampangan people.

A. GOALS

The goal of the contingency plan is to provide effective, efficient, timely and well- coordinated response mechanisms in
the event of the occurrence of typhoon in Sto. Rosario Elementary School. Such mechanisms shall help to protect lives,
properties and the environment, and restore the immediate needs of the people.

B. OBJECTIVES

This Contingency Plan covers 214 school learners and 9 personnel. It focuses on geological related hazards (typhoon).”
It aims the following:
• Ensure the protection of lives and properties in the event of typhoon in Barangay Sto. Rosario/Sto. Rosario
Elementary School, Sto. Tomas District, Sto. Tomas Pampanga;
• Determine the immediate needs and the resources that will meet the needs in the event of typhoon;
• Prepare learners and personnel for any geological related hazards that may occur;
• Establish coordination and linkages between and among the stakeholders of Sto. Rosario/Sto. Rosario
Elementary School, Sto. Tomas District in the event of the typhoon.

The decision whether or not to activate the Contingency Plan (CP) will be based
on the findings of the Pre-Disaster Risk Assessment (PDRA) by the SDRRMC. If the CP
is activated all clusters will convene at the Incident Command Post (ICP). The Incident
Command Team will be mobilized together with the clusters will implement the CP.
The CP will be deactivated once the situation has improved and when heighten
alert is no longer required. Once deactivated, operation will still remain until such time
that the EOC will be back to “white alert” status. At this point, the operation is already
terminated.
The decision not to activate the Contingency Plan (CP) will be based on the
findings of the Pre-Disaster Risk Assessment (PDRA) by the SDRRMC supplemented
with the gathered intelligence report. Such decision depends upon the perceived impact
and risk of the typhoon. In the event of non-activation, responders will be deployed to
conduct normal operations to ensure the safety and welfare of Sto. Rosario Elementary
School.
In case that the typhoon will not take place in the months of June to December,
the contingency plan will not be activated. In this case, the plan will be maintained as a
perpetual plan for future use in the event of upcoming typhoons.

WORKING GROUP

Purpose: The Working Group shall be the focal body in charge of the refinement,
finalization, testing, evaluation, packaging, updating and improvement of the
contingency plan under the supervision of the School DRRM Officer. The group shall
work closely with the planners of Sto. Rosario ES for the attainment of the CP
objectives.

Functions:
1. Facilitate the refinement and finalization of the contingency plan to include
testing, evaluation, packaging, updating and improvement;
2. Develop work plan for the completion and updating of the contingency plan;
3. Organize consultation meetings with the planners and relevant subject matter
experts regarding the development of the contingency plan; and
4. Facilitate the presentation and endorsement of the contingency plan to the
SDRRMC and the School Planning Team for comments and approval.
