CONSTITUTION AND BY-LAWS OF ARALING PANLIPUNAN CLUB
PREAMBLE
We, the student- leaders of ARALING PANLIPUNAN CLUB of SAN SEBASTIAN
FISHERIES HIGH SCHOOL, with the help of Almighty God, believing in the need
for a better organized student-leader government and in the development of
the youth as future leaders of the nation, do hereby promulgate and adopt this
shall advance, implement and maintain our goals and aspirations, embody the
ideals and principles of freedom, equality, justice and democracy, and promote
the welfare of all students and the academic standards of our Alma Mater.
Article I
General Provisions
*Sec I. This Constitution and By-Laws shall be known as the Constitution and
By-Laws of the ARALING PANLIPUNAN CLUB Of the SAN SEBASTIAN FISHERIES
HIGH SCHOOL.
Sec II. For purposes of this Constitution and By-Laws, AP Club refers to
ARALING PANLIPUNAN CLUB of SAN SEBASTIAN FISHERIES HIGH SCHOOL.
Article II
Name and Domicile
*Sec I. The club or organization shall be known as the ARALING PANLIPUNAN
CLUB.
*Sec II. The office of ARALING PANLIPUNAN CLUB shall be located inside the
premises of the school.

Article III
Purpose
*Section I: The AP Club of San Sebastian Fisheries High School shall have the
following objectives:
a. Promote understanding through social, civic, scientific, intellectual and
recreational programs and activities;
b. Develop love of God and country, environmentally friendly and moral
character;
c. Promote unity, personal discipline and effective and efficient leadership;
and
d. Serve and protect students’ rights and welfare.
*Section II: Our organization is willing to abide by all SAN SEBASTIAN
FISHERIES HIGH SCHOOL policies and guidelines, especially relating to on or
off campus activities which our club may sponsor or in which we may
participate.
Section III: If your organization is affiliated with a national or international
organization, details of the affiliation should be adequately described.
Article IV
*Membership
Section I: All bonafide students of the San Sebastian Fisheries High School are
qualified members to whom the Araling Panlipunan Club shall be accountable
at all times.
Section II: Only currently enrolled students of San Sebastian Fisheries High
School.
Section III: Membership fee as approved by GPTA.
Section IV: All eligible students are priority to join the organization.

Section V: Any member of our organization can, at any time, voluntarily
withdraw his/her membership from the organization.
*Section VI: The club/organization members shall be removed any of the following
acts:
a. A member who dropped or transferred out to other school shall
automatically forfeit his/her membership;
b. A member can be removed by use or misuse of authority in deliberate and
capricious manner contrary to the natural or legal rules for its use; and
c. A member can be removed by his/her health condition.
*Section VII: In keeping with SAN SEBASTIAN FISHERIES HIGH SCHOOL policy
of non- discrimination, our organization does not discriminate on the basis of
race, color, religion, gender, national origin, age, sexual orientation, veteran
status and physical or mental ability or disability

Article V
Rights of Members
All members may enjoy rights and privileges as granted by a club:
a. Every member has the right to conduct and participate in all school
activities and programs;
b. Every member shall have freedom of speech and expression for the
development of the club and has the right to information on all the
issues and matters concerning them; and
c. Every member has the right to implement rules and regulations
provided of the club.
Article VI
Duties and Obligations of Members
The following are duties and obligations of members:
a. Every member has the responsibility to observe the laws of the
Republic of the Philippines and Department of Education, rules and
regulation of the school and uphold AP Club Constitution and By-Laws.
b. Every member shall support and promote the goals and objectives of
the Araling Panlipunan Club.
c. Every student shall participate actively in all DepEd-recognized school
activities; and
d. Every member shall exercise his/her responsibilities as an AP Club
member and follow the rules and regulation which may be
promulgated.

Article VII
Powers and Duties of Araling Panlipunan Club
The Club shall:
a. Help the school to organize activities and programs;
b. Work collaboratively with other stakeholder such as parents, learners
and teachers with relevant projects and programs in support of its
function;
c. Participate actively in the formulation and implementation of school
rules and regulation; and
d. Promote ways of improving the quality of education services and
school performance and management.
Article VIII
*Officership
*Section I: All members of Araling Panlipunan shall exercise general supervision
over all activities to the function of the Club.
Section II: The President shall be the chief executive of the AP Club. He/she
preside over all meetings, supervise members in planning and arranging
programs and activities and a decision making body.
Section III: The Vice President shall assist the President where his/her
assistance is necessary. Perform such duties assigned by the President.
Section IV: The Secretary shall keep accurate records, pertinent documents and
papers of the AP Club. He/she call and notice the AP Club meetings.
Section V: The Treasurer shall serve as the disbursing officers of the AP Club
funds. He/she keep all financial records and prepare the annual budget and
financial report.
Section VI: The Auditor shall audits all expenditures of the AP Club funds and
certifies the legitimacy and correctness of the disbursement of funds.
Section VII: The Public Information Officer shall build and maintain a credible
image and popularized the thrusts objectives of the AP Club.

Section VIII: The Sergeants at Arms shall act as disciplinary officer and help
to maintain peace and order within premises of the school.
Section IX: The Business Managers are responsible for the transactions
outside the jurisdiction of the club.
Section X: The Muse and Escort are responsible in maintaining the good
image of the club as the face of the entire organization.
Article IX
Composition, Election, Term of Office
The Araling Panlipunan Teacher shall conduct an election in every level. All
AP Classroom Officers shall prepare for the election of overall club officer in
Araling Panlipunan. In the conduct of the elections, all council members shall
exercise their right to vote. The candidates who get the highest number of
votes for the position shall be declared the officer-elect. AP Adviser may
determine the appropriate proceedings for the conduct of the elections. All
AP Club Officers and Members shall hold office for a maximum of one School
Years. After their terms as members and officers, the AP Adviser may
continue to elect the AP Club Officer. In case of vacancy in any elected
officer, the Adviser shall open a nomination for the vacated position and
conduct an election. The newly-elected officer shall immediately assume the
position and serve the remaining period.
Article X
Duties and Responsibilities of Officers
All AP Club Officers and members shall:
a. Attend meetings regularly;
b. Represent their committee in the council;
c. Advocate the AP Club activities to internal stakeholders;

d. Participate, promote and support AP Club activities and programs; and
e. Perform other functions and duties assigned by the President as
stipulated in Article VIII.
Article XI
Advisership
Section I: Any teaching or non-teaching staff within the school premises of
the club or organization is eligible to be a teacher-adviser given that they
have the potential, interest, and will to lead the club or organization.
Article XII
Duties and Responsibilities of the Teacher-Adviser
The teacher-adviser shall facilitate, monitor and supervised all activities and
programs of the club.
Article XIII
Committees
Section I: A working committees shall be organized to take charge of
matters brought about to the club. Such committees shall be formed when
conditions call for it. Composition of such committees shall be decided by
the President.

Section I. Amendments can be proposed by President and any members of
the club.
Section II: Rules regarding the proposal of amendments are as
follows;
a. Revision shall be taken up in assembly called for this
particular purpose; and
b. Any revision of this Constitution shall be approved after the
majority voted from the members.
Section III: The amendments shall be voted on majority of the officers and
members.
Article XV
Method of dissolution
Section I. Members and officers who are inappropriate in conduct shall be
addressed thru the school disciplinary committee. Any officer who is
commits and/or supports unlawful acts and neglectful from his/her
obligations shall be removed from the club. The decision for the dissolution
of student organization shall be made in writing, signed by teacher-adviser
and school head.
BY-LAWS
By-laws may also be written, but are not required. By-laws are rules
governing the internal workings of the organization and can include for
example:

By-laws should be easier to amend than the constitution, but still hold a
higher standing than being amended through a simple majority vote at
any one time.
NOTE:
The sections marked with an * must be included in all student organization
constitutions.
Content in each section may vary according to the club/ organization’s
objectives.
