AUTHORITY: a. Standard Operating Procedure Number 02/11 Procedures in the Creation and Activation of Special Investigation Task Group (SITG) to handle Heinous and Sensational Crimes; b. Guidelines in the Conduct of the Investigation; and c, Verbal Instruction of Provincial Director, NOCPPO. I. BACKGROUND OF THE CASE: On or about 10; 00 AM of October 4, 2022 Tanod Juan Castro of Brgy. Don Jorge L Araneta informed the station thru radio call that there was shooting incident transpired in front of Don Jorge L Araneta Public Market, Bago City Negros Occidental. Upon receipt of the report, team led by LTICOL JOHN SNOW, COP proceeded to the scene of incident purposely to cordon the area and conduct initial investigation. The victim was seen lying on the ground lifeless, bathed on his own blood, and has sustained several gunshot wounds. As per initial investigation the victim was talking to a vendor, when suspects on board a Suzuki Burgman motorcycle without plate stopped and drawn a handgun, without any apparent reason shot the victim Councilor DAEMON, TARGARYEN. Said victim although wounded, run beside the road and take cover but the gunman pursued and shot him for several times. Oue to his fatal wounds, the victi eventually succumbed to his wounds. Thereafter, suspects fled on board motorcycle towards of North direction bringing with them the fatal weapon used. Left in the scene were twenty-five (25) pieces of fired cartridge cases of caliber 9mm pistol, three (3)pieces IPHONE 6,brown wallet with 14,600 cash inside, and other personal belongings. Immediately, above Chief of Police requested SOCO for Crime Scene Investigation. At about 11:15 AM of October 4, 2022, SOCO-NOCPPO Team led by P/MAJ TYRION LANNISTER arrived and processed the crime scene. Brief examination conducted on the cadaver of victim disclosed that he sustained multiple gunshot ‘wounds on the different parts of his body. Recovered at the crime scene were twenty-five (25) pieces of fired cartridge cases of caliber Smm pistol, three(3)pieces IPHONE 6,brown wallet with 14,600 cash inside, and other personal belonging Likewise, the firearm of the victim was also recovered at the crime scene. Ill, THEORIES OF THE CASE: Based on the above stated facts and circumstances, the victim was already being followed by his assailants even before he arrived at the place of incident. The execution of the attack is very timely, and it was carried by two (2) unidentified men, with low powered weapon that resulted in the death of the victim. Although the motive behind the kiling is yet to be ascertained, the manner how he was killed had an element of deceit Significant to mention that the victim is an active supporter of Bago CPS Anti- Drug Campaign. IV, EXECUTION/TASK: FOR ACADEMIC PURPOSES ONLY FOR ACADEMIC PURPOSES ONLY ‘2. Conduct background investigation for the profiling of victim and suspects; b. Conduct interview with the family members of the victims and their witnesses; . Coordinate with the Provincial Forensic Unit-Neg Occ for the conduct of forensic examination on the recovered pieces of evidence at the crime scene; d. Coordinate with CIDG, PIDU and Intelligence Section NOCPPO Headquarters, Bray Estefania Bacolod City Negros Occidental Provincial Office, PDEA Negros Occidental, Brgy Mandalagan Bacolod City , and other nearby Police Stations for the back tracking of event, conduct series of interviews with the first responders and of possible witnesses; e. Locate and gather pieces of evidence to prove the guilt of the culprits and other personalities involved; and £. Tofile appropriate charges in court if evidence so warrant. Also C, CIDG shall be responsible in submitting reports to Negros Occidental Provincial Office and copy appropriate action and disposition. The Special Investigation Team will be headed by the Deputy Provincial Director for Operation (DPDO) composed of the following: ‘Team Leader = LT/COL JOHN SNOW Asst Team Leader ~ PIMAJ JOSEPH CATAGUE Interviewer Team Leader - PICAPT JULIAN DE JOSE Crime Scene Coordinator - PILT JANELO ENRILE - PIMSGT RICHARD ABNER Intelligence Specialist - PISSGT KIER ABLA This investigation plan aims to determine the surrounding facts and circumstances behind the shooting to death of Councilor DAEMON TARGARYEN. The investigation plan changes and expands during the course of the investigation. The investigators will ensure that they Make a copy for the case file; Update the plan continually; Highlight the pertinent sections; and Modify the allegations, as necessary. The investigators will use extra ordinary diligence and efforts in the investigation of the case. They shall ensure that all the issues relevant to the case will be properly investigated. There will be a monthly rendering of reports and continuous update of the investigation plan, The COP will keep a dated copy of every revision of this plan. The plan shall be executed in three (3) stages. ALFRED WAYNE, Bray Captain of DJLA FOR ACADEMIC PURPOSES ONLY FOR ACADEMIC PURPOSES ONLY Identify every one that should be informed on the investigation and the dates of notification, The Notification list is often a part of the contact lst. ©) Allegation to be verified: ‘+ That the subject was shot by a lone gunman using a low powered firearm, + That the motive of shooting incident was his active participation in anti-Drug Campaign of Bago CPS. d. Line of inquiries: ‘+The vietim’s support to City Anti tllegal Drugs. + The subject has a Quarrying business. + The subject member of Rotary Club of Bago City. The investigation should include the complete background investigation of the subject, his work, business and associate etc. The information about earlier investigations or the ongoing investigations and any other background information that might establish the theory of the case. ) Documents to be obtained: CCTV footage Business Permits, contracts, and pertinent papers in his business ‘Sworn statement of the witnesses Medical records of the victim ‘Second Stage (Documentation) The investigations will make an outline of the gathered documents for evaluation. ‘a. At around 11:30 October 4, 2022 together letter request proceed at Barangay Hall of Don Jorge Araneta, Bago City, get copy CCTV at the vicinity of crime. b. At same date around 2:00 pm proceed at the residence of the victim (Kanla-on Zone, Barangay Don Jorge Araneta, Bago City) to get pertinent papers, on his business. c. At same date at 7:00 pm in the evening duty investigator get the swom statements of the witness, d, October 5, 2022 proceed at Bago City Health to get the medical records. @. October 5, 2022 around 8:00 am the wife of the victim requested for ‘Autopsy. {, Based on the CCTV acquired the suspect was identified on Rogues gallery of Bacolod City Police Headquarters a member Buriki gun for hire syndicate that was operating at Visayas Area. This group was involved in drug ‘trade all over Negros Occidental with estimated members 20 persons and they maintained varieties of low and high powered fire arms, Third Stage (Evaluation/Conclusion)The investigators will make a deduction based on the evidence adduced/gathered and will make a conclusion. The based on the evidence gathered, we recommend to file a case against members of Buriki gun for hire for Murder. ll, COMMAND & ADMINISTRATION: 1. DPDO -designated as over-all case supervisor. 2. Shall supervise the Investigator in the implementation of this Investigation Plan and in ensuring that extra ordinary diligence will be the parameter in the conduct of investigation, 3. PROVINCIAL LEGAL SERVICE ‘a. Shall assist the Investigation Team in the legal offensive and assist in the prosecution of cases regarding the involvement of suspect/s; and b. Shall perform other tasks on orders. 4, PROVINCIAL INTELGENCE UNIT ‘a. Shall provide intelligence information to members of Investigating team and b. Shall perform other tasks on orders 5. PROVINCIAL OPERATIONS MANAGEMENT UNIT, ‘a. Shall monitor and supervise the implementation of this Investigation Plan; and b. Shall perform other tasks on orders 6. PROVINCIAL POLICE COMMUNITY AFFAIRS DEVELOPMENT UNIT a. Shall conduct PCR/counter propaganda activities on the said activity; and b. Shall perform other tasks on orders 7. FINANCE SERVICE, a. Shall provide the necessary financial requirements of tasked office/units; and b. Shall perform other tasks on orders 8. NOCPPO-CIDG ‘a. Shall formulate and operationalize a strategy in implementation of this Investigation Plan, consistent with the operational conditions in their AOR; b. Shall provide primary investigation team PCO-led; and ©. Shall perform other tasks as directed A, Estimated Cost of Investigation: Please See Annex “A” COORDINATING INSTRUCTIONS: PNP Operational Procedures and other applicable operational issuance must be observed at all times. Requirements beyond the capability of tasked offices/units shall be submitted to NHQ-PNP for preferential action.
